Nd\u00ebrtuesit presin t\u00eb rrisin s\u00ebrish \u00e7mimet e shitjes s\u00eb apartamenteve. Shtrenjtim pronash pritet t\u00eb ket\u00eb n\u00eb zonat af\u00ebr qendr\u00ebs, Unaz\u00ebs s\u00eb Vog\u00ebl dhe Bulevardit t\u00eb Ri n\u00eb Tiran\u00eb.<\/p>\n<p>Kryetari i Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve t\u00eb Shqip\u00ebris\u00eb, Erjon Harizi, thot\u00eb se n\u00eb kryeqytet, zonat ku do t\u00eb ket\u00eb rritje t\u00eb \u00e7mimeve do t\u00eb jen\u00eb af\u00ebr qendr\u00ebs.<\/p>\n<p><em>\u201cN\u00eb disa zona si brenda Unaz\u00ebs s\u00eb Vog\u00ebl, Bulevardi i Ri, ish-fusha e Aviacionit, \u00e7mimet kan\u00eb tendenc\u00eb p\u00ebr rritje gjat\u00eb 2025-s\u201d, thot\u00eb z. Harizi.<\/em><\/p>\n<p>Rritje t\u00eb ndjeshme t\u00eb \u00e7mimeve sipas nd\u00ebrtuesve parashikohet t\u00eb ket\u00eb edhe n\u00eb zon\u00ebn e Bulevardit t\u00eb Ri, p\u00ebr shkak t\u00eb zhvillimit t\u00eb shpejt\u00eb infrastrukturor q\u00eb po njeh zona. Nj\u00eb nga zhvilluesit e nj\u00eb prej qendrave rezidenciale n\u00eb k\u00ebt\u00eb zon\u00eb konfirmon se nga janari 2025 do t\u00eb rris\u00eb \u00e7mimet e shitjes me 15% (nga 1,700 euro p\u00ebr met\u00ebr katror \u00e7mimi do t\u00eb arrij\u00eb n\u00eb 2,000 euro p\u00ebr met\u00ebr katror).<\/p>\n<p>P\u00ebr Kryetarin e Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve t\u00eb Shqip\u00ebris\u00eb, faktor\u00ebt kryesor\u00eb q\u00eb do t\u00eb ndikojn\u00eb te shtrenjtimi i \u00e7mimeve mbeten rritja e kostos nga pagat e pun\u00ebtor\u00ebve, shtrenjtimi i materialeve t\u00eb nd\u00ebrtimit dhe kostoja nga rritja e taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb.<\/p>\n<p><em>\u201cKostot e nd\u00ebrtimit pritet t\u00eb rriten gjat\u00eb 2025-s, ku ndoshta z\u00ebrin kryesor e z\u00eb fuqia pun\u00ebtore. Sektori ballafaqohet gjithashtu me munges\u00eb fuqie pun\u00ebtore. Edhe cil\u00ebsia e nd\u00ebrtimit \u00ebsht\u00eb n\u00eb rritje, pasi nd\u00ebrtuesit p\u00ebrdorin materiale m\u00eb cil\u00ebsore.Shtim t\u00eb kostove ka edhe nga rritja e detyrimit p\u00ebr taks\u00ebn e ndikimit n\u00eb infrastruktur\u00eb dhe taks\u00ebs s\u00eb strehimit q\u00eb erdhi pas ndryshimit t\u00eb \u00e7mimeve t\u00eb referenc\u00ebs\u201d, pohon ai.<\/em><\/p>\n<p>Edhe vet\u00eb zhvilluesit e qendrave rezidenciale n\u00eb Tiran\u00eb rendisin si faktor kryesor t\u00eb shtimit t\u00eb kostove rritjen e pagave p\u00ebr pun\u00ebtorin\u00eb, p\u00ebr materialet e nd\u00ebrtimit dhe taksave.<\/p>\n<p><em>\u201cGjat\u00eb 2024-s, pagesat ditore p\u00ebr punonj\u00ebsit nisin nga 5,000-6,000 dhe deri n\u00eb 7,500 lek\u00eb n\u00eb dit\u00eb (tarifa m\u00eb e lart\u00eb \u00ebsht\u00eb paguar p\u00ebr lidh\u00ebsit e hekurit t\u00eb armatur\u00ebs). Niveli i pages\u00ebs \u00ebsht\u00eb i lart\u00eb. P\u00ebr 2025 pritet q\u00eb t\u00eb shkojn\u00eb edhe 8,000 lek\u00eb\/dita. Kostoja \u00ebsht\u00eb e lart\u00eb edhe p\u00ebr materialet e nd\u00ebrtimit. P.sh., p\u00ebr qiran\u00eb e skelave, tarifat variojn\u00eb nga 19 deri n\u00eb 22 euro p\u00ebr met\u00ebr katror. Q\u00eb nga vjeshta e vitit 2023, nd\u00ebrtuesit jan\u00eb ngarkuar me 50 euro shtes\u00eb p\u00ebr met\u00ebr katror nga rritja e taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb. P\u00ebr shkak t\u00eb kostove m\u00eb t\u00eb larta, rritja e \u00e7mimeve \u00ebsht\u00eb e pashmangshme\u201d, pohon nj\u00eb nga nd\u00ebrtuesit n\u00eb Tiran\u00eb.<\/em><\/p>\n<p>N\u00eb 2024, nd\u00ebrtuesit u godit\u00ebn n\u00eb kosto edhe nga rritja e detyrimit p\u00ebr taks\u00ebn e ndikimit n\u00eb infrastruktur\u00eb dhe taks\u00ebs s\u00eb strehimit.<\/p>\n<p>Vendimi p\u00ebr rritjen e \u00e7mimeve t\u00eb referenc\u00ebs nga muaji gusht 2023, dha ndikim t\u00eb menj\u00ebhersh\u00ebm edhe mbi aktivitetin e nd\u00ebrtimit, duke qen\u00eb se k\u00ebto \u00e7mime sh\u00ebrbejn\u00eb si faktor kryesor p\u00ebr p\u00ebrcaktimin e vler\u00ebs s\u00eb taks\u00ebs n\u00eb infrastruktur\u00eb dhe n\u00eb vlera monetare z\u00ebvend\u00ebsuese t\u00eb taks\u00ebs 3% t\u00eb kontributit n\u00eb strehimin social.<\/p>\n<p>Taksa e ndikimit n\u00eb infrastruktur\u00eb p\u00ebr Tiran\u00ebn \u00ebsht\u00eb n\u00eb nivelin 8% dhe llogaritet p\u00ebr met\u00ebr katror mbi \u00e7mimet e referenc\u00ebs, t\u00eb cilat nga gushti i vitit t\u00eb kaluar u rrit\u00ebn nga 5 deri n\u00eb 76% p\u00ebr 32 zonat kadastrale t\u00eb saj.<\/p>\n<p><strong>K\u00ebrkesa p\u00ebr blerje apartamentesh, pritet e nj\u00ebjta ecuri si n\u00eb vitin 2024<\/strong><\/p>\n<p>Pavar\u00ebsisht se n\u00eb kryeqytet vijon t\u00eb ket\u00eb bum nd\u00ebrtimesh, sipas operator\u00ebve t\u00eb tregut, k\u00ebrkesa p\u00ebr blerje n\u00eb vitin 2024 sh\u00ebnoi r\u00ebnie. Shkak kryesor i r\u00ebnies s\u00eb k\u00ebrkes\u00ebs ishte rritja e lart\u00eb e \u00e7mimeve dhe emigrimi, kryesisht i t\u00eb rinjve. Por nd\u00ebrtuesit nuk presin shtim t\u00eb k\u00ebrkes\u00ebs edhe gjat\u00eb 2025-s.<\/p>\n<p><em>\u201cN\u00eb Tiran\u00eb, tregu \u00ebsht\u00eb konstant te nd\u00ebrtimet e reja, ndoshta rishitja ka nj\u00ebfar\u00eb stanjacioni, si pasoj\u00eb e taks\u00ebs shum\u00eb t\u00eb lart\u00eb, 15% t\u00eb tatimfitimit, pasi \u00e7mimet e referenc\u00ebs kan\u00eb diferenc\u00eb t\u00eb madhe krahasuar me 2018\u201d, n\u00ebnvizon Erjon Harizi, kryetar i Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve.<\/em><\/p>\n<p>N\u00eb korrik t\u00eb 2023, n\u00eb Fletoren Zyrtare u botua vendimi p\u00ebr rritjen e \u00e7mimeve t\u00eb referenc\u00ebs p\u00ebr 32 zonat kadastrale t\u00eb Tiran\u00ebs. Rritja e \u00e7mimeve p\u00ebr zonat kadastrale t\u00eb Tiran\u00ebs ishte nga 5 deri n\u00eb 76% dhe nisi zbatimin nga muaji gusht 2023.<\/p>\n<p>Pas rritjes s\u00eb \u00e7mimeve t\u00eb referenc\u00ebs p\u00ebr 32 zonat kadastrale t\u00eb Tiran\u00ebs mbi t\u00eb cilat llogaritet taksa e nd\u00ebrtesave, vlerat e tyre u rrit\u00ebn edhe p\u00ebr 5 nj\u00ebsit\u00eb administrative t\u00eb Tiran\u00ebs, si: Dajt, Fark\u00eb, Kashar, Petrel\u00eb dhe Prez\u00eb. P\u00ebr k\u00ebto zona, \u00e7mimet fiskale mbi t\u00eb cilat llogaritet taksa e nd\u00ebrtesave u rrit nga 29 deri n\u00eb 73%.<\/p>\n<p>Me ndryshimet e vendimit t\u00eb muajit korrik, \u00e7mimet e referenc\u00ebs mbet\u00ebn t\u00eb pandryshuara n\u00eb rrethe. Rritja e \u00e7mimeve t\u00eb referenc\u00ebs shtoi detyrimet e qytetar\u00ebve dhe bizneseve p\u00ebr taks\u00ebn e nd\u00ebrtes\u00ebs, q\u00eb llogaritet mbi k\u00ebto \u00e7mime.<\/p>\n<p>Ylli Sula, drejtuesi i \u201c\u00c7el\u00ebsi Media Group\u201d, thot\u00eb se k\u00ebrkesa p\u00ebr blerje n\u00eb 2025 pritet t\u00eb ndjek\u00eb tendenc\u00ebn r\u00ebn\u00ebse t\u00eb vitit paraardh\u00ebs. Z. Sula thot\u00eb se r\u00ebnia nuk do t\u00eb reflektohet te k\u00ebrkesa reale e familjeve p\u00ebr banim, pasi ajo nd\u00ebr vite pothuajse \u00ebsht\u00eb p\u00ebrmbyllur dhe \u00e7mimet e larta t\u00eb shitjes po rrisin m\u00eb tep\u00ebr tendenc\u00ebn p\u00ebr zgjidhjen e \u00e7\u00ebshtjes s\u00eb strehimit n\u00ebp\u00ebrmjet qiras\u00eb afatgjat\u00eb.<\/p>\n<p>Por sipas tij, ajo q\u00eb pritet t\u00eb sh\u00ebnoj\u00eb r\u00ebnie \u00ebsht\u00eb k\u00ebrkesa informale p\u00ebr blerje, p\u00ebr shkak t\u00eb publikimit t\u00eb bisedave n\u00eb EncroChat t\u00eb personave me aktivitet kriminal.<\/p>\n<p>\u201c<em>N\u00eb Tiran\u00eb, oferta e nd\u00ebrtimit vijon t\u00eb jet\u00eb me mbingopje, ku ritmet e dh\u00ebnieve t\u00eb lejeve t\u00eb nd\u00ebrtimit jan\u00eb t\u00eb larta, ndon\u00ebse kemi edhe emigrim m\u00eb t\u00eb madh t\u00eb t\u00eb rinjve. Pra volumi i rritjes s\u00eb dh\u00ebnies s\u00eb lejeve p\u00ebr nd\u00ebrtime t\u00eb reja mbetet jasht\u00eb logjik\u00ebs s\u00eb k\u00ebrkes\u00ebs s\u00eb qytetar\u00ebve p\u00ebr q\u00ebllime banimi apo edhe t\u00eb bizneseve p\u00ebr ambiente zyrash dhe dyqanesh.<\/em><\/p>\n<p><em>Trendi i k\u00ebrkes\u00ebs reale p\u00ebr strehim nuk \u00ebsht\u00eb n\u00eb rritje dhe pritet zgjerim edhe p\u00ebr vitin 2025, pasi \u00e7mimet jan\u00eb t\u00eb pap\u00ebrballueshme p\u00ebr familjet e reja. T\u00eb pasurit e kan\u00eb ezauruar k\u00ebrkes\u00ebn p\u00ebr strehim. K\u00ebrkesa p\u00ebr prona p\u00ebr dyqan apo zyra ka r\u00ebn\u00eb edhe nga bizneset, p\u00ebr shkak t\u00eb \u00e7mimeve t\u00eb larta.<\/em><\/p>\n<p><em>N\u00eb vitin 2025 pritet t\u00eb ket\u00eb ndryshime te k\u00ebrkesa p\u00ebr blerje pronash me para t\u00eb padeklaruara. Parashikoj q\u00eb k\u00ebrkesa nga kjo kategori t\u00eb ulet, pasi pas shkodimeve t\u00eb p\u00ebrgjimeve n\u00eb Sky dhe EncroChat mes grupeve kriminale dhe hetimeve t\u00eb nisura p\u00ebr to nga SPAK, sigurisht q\u00eb do t\u00eb stepin k\u00ebt\u00eb kategori t\u00eb blejn\u00eb prona me \u00e7mime t\u00eb lart\u00eb n\u00eb Tiran\u00eb. Po ashtu edhe hetimet e nisura nga SPAK p\u00ebr figura t\u00eb politik\u00ebs dhe biznesit do t\u00eb vijojn\u00eb t\u00eb ndikojn\u00eb te k\u00ebrkesa e blerjeve me para t\u00eb padeklaruara\u201d<\/em>, thot\u00eb z. Sula.<\/p>\n<p><strong>Parashikimi<\/strong><\/p>\n<p><em>\u201cN\u00eb vitin 2025 pritet t\u00eb ket\u00eb ndryshime te k\u00ebrkesa p\u00ebr blerje pronash me para t\u00eb padeklaruara. Parashikoj q\u00eb k\u00ebrkesa nga kjo kategori t\u00eb ulet, pasi pas shkodimeve t\u00eb p\u00ebrgjimeve n\u00eb Sky dhe EncroChat mes grupeve kriminale dhe hetimeve t\u00eb nisura p\u00ebr to nga SPAK, sigurisht q\u00eb do t\u00eb stepin k\u00ebt\u00eb kategori t\u00eb blejn\u00eb prona me \u00e7mime t\u00eb lart\u00eb n\u00eb Tiran\u00eb. Po ashtu edhe hetimet e nisura nga SPAK p\u00ebr figura t\u00eb politik\u00ebs dhe biznesit do t\u00eb vijojn\u00eb t\u00eb ndikojn\u00eb te k\u00ebrkesa e blerjeve me para t\u00eb padeklaruara\u201d, thot\u00eb z. Ylli Sula i \u201c\u00c7el\u00ebsi\u201d.<\/em><\/p>\n<p>EncroChat \u00ebsht\u00eb nj\u00eb rrjet komunikimi dhe ofrues sh\u00ebrbimi me baz\u00eb n\u00eb Europ\u00eb, i p\u00ebrdorur kryesisht nga an\u00ebtar\u00ebt e krimit t\u00eb organizuar, p\u00ebrfshir\u00eb edhe persona me aktivitet kriminal nga Shqip\u00ebria. Platforma u zbulua nga Europol gjat\u00eb nj\u00eb operacioni t\u00eb zhvilluar n\u00eb vitet 2020-2021. Ky sh\u00ebrbim rezultoi se kishte rreth 60,000 abonent\u00eb t\u00eb bot\u00ebs s\u00eb krimit, p\u00ebrfshir\u00eb edhe shtetas shqiptar\u00eb q\u00eb d\u00ebrgonin mesazhe t\u00eb koduara.<\/p>\n<p>K\u00ebrkesa p\u00ebr blerje u ngadal\u00ebsua edhe n\u00eb vitin 2024. Nd\u00ebrtuesit pohuan se shitjet ishin m\u00eb t\u00eb ul\u00ebta se n\u00eb vitin 2023. Por pavar\u00ebsisht luhatjeve t\u00eb k\u00ebrkes\u00ebs, rritja e \u00e7mimeve nuk u frenua.<\/p>\n<p>N\u00eb dhjetor 2024, n\u00eb zon\u00ebn e \u201cKomun\u00ebs s\u00eb Parisit\u201d, zyrat e shitjes s\u00eb nj\u00ebsive t\u00eb reja raportojn\u00eb \u00e7mime n\u00eb nivel rekord p\u00ebr zon\u00ebn. T\u00eb kontaktuar nga \u201cMonitor\u201d, zyra e shitjeve p\u00ebr nj\u00eb nga objektet e reja q\u00eb po zhvillohet n\u00eb zon\u00eb (pran\u00eb institucionit t\u00eb Aviacionit Civil) thot\u00eb se \u00e7mimi i shitjes \u00ebsht\u00eb 3,500 euro p\u00ebr met\u00ebr katror. Krahasuar me 2023, kur \u00e7mimi maksimal ishte nga 2,600 deri 2,800 euro p\u00ebr met\u00ebr katror, rritja \u00ebsht\u00eb 25 deri n\u00eb 35%.<\/p>\n<p>Po ashtu, deri n\u00eb muajin korrik, \u00e7mimet e apartamenteve n\u00eb disa nga zonat qendrore u rrit\u00ebn 10 deri n\u00eb 16%, krahasuar me muajin korrik 2023 sipas t\u00eb dh\u00ebnave t\u00eb agjencive pasurive t\u00eb patundshme.<\/p>\n<p>Konkretisht te disa zona, si ajo pran\u00eb stadiumit \u201cSelman St\u00ebrmasi\u201d \u00e7mimi maksimal arriti 2,900 euro p\u00ebr met\u00ebr katror nga 2,600 euro p\u00ebr met\u00ebr katror q\u00eb ishte n\u00eb vitin 2023. Rritja ishte 16%.<\/p>\n<p>Pran\u00eb parkut \u201cOlimpik\u201d n\u00eb Tiran\u00eb, n\u00eb nj\u00eb nga komplekset e reja q\u00eb po nd\u00ebrtohet, n\u00eb muajin korrik 2024, \u00e7mimet e shitjes arrit\u00ebn nga 2,200 euro vlera minimale deri n\u00eb 2,900 euro p\u00ebr met\u00ebr katror vlera maksimale. N\u00eb k\u00ebt\u00eb zon\u00eb, \u00e7mimet e shitjes n\u00eb 2023 nis\u00ebn nga 2,300 deri n\u00eb 2,600 euro p\u00ebr met\u00ebr katror.<\/p>\n<p>Rritja ishte 10%. Brenda Unaz\u00ebs s\u00eb Tiran\u00ebs, \u00e7mimet e shitjes s\u00eb apartamenteve jan\u00eb mbi 2,300 euro p\u00ebr met\u00ebr katror.<\/p>\n<p>Rritje \u00e7mimesh ka pasur edhe n\u00eb zonat periferike. Sipas agjent\u00ebve t\u00eb tregut t\u00eb pasurive t\u00eb paluajtshme, rritja e \u00e7mimeve \u00ebsht\u00eb ndikuar nga shtimi i k\u00ebrkes\u00ebs, pasi familjet e reja nuk arrijn\u00eb t\u00eb p\u00ebrballojn\u00eb blerjen e sht\u00ebpis\u00eb n\u00eb zonat qendrore.<\/p>\n<p>N\u00eb \u201cKombinat\u201d, \u00e7mimet e apartamenteve n\u00eb muajin korrik arrit\u00ebn 1,200 deri n\u00eb 1,300 euro p\u00ebr met\u00ebr katror nga 1,100 q\u00eb ishin vitin e kaluar. Rritja \u00ebsht\u00eb nga 9 deri n\u00eb 18%.<\/p>\n<p>N\u00eb zon\u00ebn e \u201cAstirit\u201d, \u00e7mimet u luhat\u00ebn nga 1,200 deri n\u00eb 1,300 euro p\u00ebr met\u00ebr katror n\u00eb vijat e para t\u00eb nd\u00ebrtimit nga 1,250 euro q\u00eb ishte vjet. N\u00eb k\u00ebt\u00eb zon\u00eb, \u00e7mimet jan\u00eb rritur me 4%.<\/p>\n<p>N\u00eb zon\u00ebn e \u201cFreskut\u201d, \u00e7mimet e shitjes s\u00eb apartamenteve nga 900-1000 euro p\u00ebr met\u00ebr katror kan\u00eb arritur n\u00eb 1,100 euro p\u00ebr met\u00ebr katror.<\/p>\n<p>Rritja \u00ebsht\u00eb rreth 11%. N\u00eb Paskuqan nga 850-900 euro p\u00ebr met\u00ebr katror, \u00e7mimet kan\u00eb arritur n\u00eb 1,050 euro p\u00ebr met\u00ebr katror, p\u00ebr shkak t\u00eb k\u00ebrkes\u00ebs s\u00eb lart\u00eb sipas agjent\u00ebve t\u00eb pasurive t\u00eb patundshme.<\/p>\n<p><strong>Lejet e nd\u00ebrtimit, n\u00eb rritje<\/strong><\/p>\n<p>Shoqata e Nd\u00ebrtuesve parashikon p\u00ebr 2025 ecuri pozitive t\u00eb aktivitetit t\u00eb nd\u00ebrtimit, pasi shum\u00eb leje zhvillimi t\u00eb dh\u00ebna n\u00eb 2024 do t\u00eb nisin zbatimin sivjet.<\/p>\n<p><strong>\u201c<\/strong>P\u00ebr vitin 2025, ecuria e sektorit t\u00eb nd\u00ebrtimit do t\u00eb vazhdoj\u00eb n\u00eb t\u00eb nj\u00ebjtin rit\u00ebm si n\u00eb 2024, ndoshta edhe m\u00eb mir\u00eb, pasi shum\u00eb leje nd\u00ebrtimi n\u00eb Tiran\u00eb e bregdet nuk kan\u00eb filluar pun\u00eb ende\u201d, pohon Erjon Harizi.<\/p>\n<p>P\u00ebr periudh\u00ebn janar-shtator 2024, sip\u00ebrfaqja q\u00eb \u00ebsht\u00eb dh\u00ebn\u00eb p\u00ebr leje nd\u00ebrtimi n\u00eb kryeqytet ka arritur nj\u00eb nivel t\u00eb ri historik, duke tejkaluar nivelin e 2022, q\u00eb mbante rekordin deri tani.<\/p>\n<p>Sipas INSTAT, p\u00ebr 9-mujorin e k\u00ebtij viti jan\u00eb dh\u00ebn\u00eb gjithsej sip\u00ebrfaqe leje nd\u00ebrtimi prej 1.58 milion\u00eb metra katror, me rritje prej 60% n\u00eb krahasim me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb nj\u00eb viti m\u00eb par\u00eb.
