Objektivi kryesor i fondeve t\u00eb para-an\u00ebtar\u00ebsimit (IPA) \u00ebsht\u00eb t\u00eb ndihmoj\u00eb ekonomit\u00eb e vendeve kandidate p\u00ebr n\u00eb BE q\u00eb t\u00eb p\u00ebrmir\u00ebsojn\u00eb dhe modernizojn\u00eb ekonomit\u00eb e tyre, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u2019i p\u00ebrgatisin ato p\u00ebr konkurrenc\u00eb efektive n\u00eb kushtet e hapjes s\u00eb ekonomis\u00eb, pavar\u00ebsisht konkurrenc\u00ebs n\u00eb rritje nga vendet e BE-s\u00eb. Projektet IPA synojn\u00eb t\u00eb ndihmoj\u00eb zhvillimin ekonomik dhe rural t\u00eb vendeve kandidate p\u00ebr n\u00eb BE me prioritet fermer\u00ebt dhe komunitetet rurale. P\u00ebr shkak se OLAF (Zyra Evropiane Kund\u00ebr Mashtrimit) ka identifikuar keqp\u00ebrdorime t\u00eb konsiderueshme t\u00eb fondeve t\u00eb BEs\u00eb n\u00eb vendin, ton\u00eb n\u00eb kuad\u00ebr t\u00eb programit IPARD II (2014 -2020), BE-ja k\u00ebrkon kthimin e 33 milion\u00eb eurove dhe ka bllokuar fondet IPARD III (2021-2027), me vler\u00eb 112 milion\u00eb euro.<\/p>\n<p>Afati bllokimit sipas BE-s\u00eb do t\u00eb jet\u00eb \u201cderi sa t\u00eb merren masa p\u00ebr t\u00eb mbrojtur interesat financiare t\u00eb BE-s\u00eb nga aktivitetet e paligjshme\u201d. Sipas nj\u00eb analiz\u00eb t\u00eb kolegut Erebara, gjetjet kryesore t\u00eb OLAF p\u00ebr shkeljet n\u00eb Shqip\u00ebri me fondet e IPARD II p\u00ebrfshijn\u00eb: (i) k\u00ebrkesat p\u00ebr pagesa t\u00eb konsiderueshme t\u00eb aplikant\u00ebve p\u00ebr kompanit\u00eb e konsulenc\u00ebs \u201ct\u00eb parazgjedhura\u201d; (ii) kontratat e dh\u00ebna pa konkurrim ose me konkurrenc\u00eb t\u00eb falsifikuar dhe (iii) \u00e7mimet e fryra dhe shkelje t\u00eb kontratave. Nj\u00eb kopje e gjetjeve u \u00ebsht\u00eb d\u00ebrguar autoriteteve shqiptare p\u00ebr shkak t\u00eb \u201cveprimtarive t\u00eb mundshme kriminale\u201d t\u00eb zbuluara gjat\u00eb hetimit. Kushtet kryesore t\u00eb OLAF-it p\u00ebr t\u00eb mos liruar fondet IPARD p\u00ebrfshijn\u00eb hetim t\u00eb plot\u00eb dhe t\u00eb pavarur p\u00ebr t\u00eb gjitha rastet e dyshuara t\u00eb mashtrimit dhe keqp\u00ebrdorimit t\u00eb fondeve IPARD II. Kjo p\u00ebrfshin hetimin e t\u00eb gjith\u00eb personave dhe subjekteve t\u00eb implikuara, si dhe marrjen e masave ligjore kund\u00ebr tyre. OLAF k\u00ebrkon marrjen e masave korrigjuese p\u00ebr t\u00eb rritur fuqin\u00eb parandaluese. K\u00ebrkohet q\u00eb fondet e keqp\u00ebrdorura t\u00eb kthehen n\u00eb buxhetin e BE-s\u00eb.<\/p>\n<p>Autoritetet shqiptare duhet t\u00eb japin garanci t\u00eb forta se do t\u00eb mbrojn\u00eb interesat financiare\u00a0t\u00eb BE-s\u00eb n\u00eb t\u00eb ardhmen. Kjo do t\u00eb thot\u00eb se Shqip\u00ebria duhet t\u00eb krijojn\u00eb nj\u00eb sistem t\u00eb besuesh\u00ebm t\u00eb menaxhimit financiar dhe kontrollit t\u00eb \u00e7do cent nga fondet e BE-s\u00eb. Bllokimi nga BE-ja i fondeve t\u00eb IPARD III \u00ebsht\u00eb i drejt\u00eb, por nuk mund t\u00eb jet\u00eb i p\u00ebrhersh\u00ebm, pasi \u00ebsht\u00eb nj\u00eb kosto e r\u00ebnd\u00eb p\u00ebr fermer\u00ebt shqiptar\u00eb. Kjo p\u00ebr disa arsye kryesore. Me bujq\u00ebsin\u00eb n\u00eb Shqip\u00ebri \u00ebsht\u00eb i lidhur fati i rreth 40% t\u00eb popullsis\u00eb, q\u00eb \u00ebsht\u00eb pjesa m\u00eb e varf\u00ebr dhe pjesa q\u00eb po e braktis m\u00eb shum\u00eb dhe m\u00eb shpejt vendin. Lidhur me shkall\u00ebn e mekanizimit dhe agrop\u00ebrpunimit, bujq\u00ebsia shqiptare ka prapambetje m\u00eb t\u00eb madhe edhe se vendet e tjera t\u00eb BP. Mb\u00ebshtetja buxhetore p\u00ebr bujq\u00ebsin\u00eb q\u00eb vler\u00ebsohet se jep 18 deri 20% t\u00eb PBB-s\u00eb vazhdon minimale n\u00eb rreth 0.5 deri 0.7% t\u00eb PBB-s\u00eb. Produktiviteti n\u00eb bujq\u00ebsis\u00eb \u00ebsht\u00eb rreth 50% m\u00eb i ul\u00ebt se n\u00eb sektor\u00ebt e tjer\u00eb. Kjo do t\u00eb thot\u00eb s\u00eb fermer\u00ebt mbeten pjesa m\u00eb e ekspozuar edhe ndaj varf\u00ebris\u00eb ekstreme. N\u00eb vendet e BE-s\u00eb bujq\u00ebsia jep 1 deri 3% t\u00eb PBB-s\u00eb dhe pun\u00ebsimi n\u00eb bujq\u00ebsi z\u00eb 2 deri n\u00eb 6% t\u00eb totalit t\u00eb pun\u00ebsimit.<\/p>\n<p>Nd\u00ebrsa n\u00eb Shqip\u00ebri pun\u00ebsimi n\u00eb bujq\u00ebsi z\u00eb 30 deri 40% t\u00eb totalit t\u00eb pun\u00ebsimit. Bujq\u00ebsia shqiptare edhe aktualisht nuk ka asnj\u00eb skem\u00eb sigurimi p\u00ebr mbrojtjen nga fatkeq\u00ebsit\u00eb natyrore q\u00eb jan\u00eb b\u00ebr\u00eb\u00a0m\u00eb t\u00eb shpeshta, m\u00eb shkat\u00ebrruese n\u00eb falimentimin dhe zhg\u00ebnjimin e fermer\u00ebve. Bujq\u00ebsia shqiptare akoma edhe sot nuk ka nj\u00eb strategji t\u00eb investimeve t\u00eb integruara publike e private duke filluar me prodhimin, grumbullimin, p\u00ebrpunimin dhe eksportimin e produkteve t\u00eb saj. Kjo minimizon vler\u00ebn e shtuar n\u00eb zinxhirin ushqimor, minimizon t\u00eb ardhurat e disponueshme t\u00eb fermer\u00ebve, q\u00eb \u00ebsht\u00eb objektivi kryesor i politikave t\u00eb p\u00ebrbashk\u00ebta bujq\u00ebsor\u00eb (CAP) t\u00eb BE-s\u00eb. Infrastruktura fizike, rrug\u00ebt e rurale drejt qendrave t\u00eb prodhimit, grumbullimit, p\u00ebrpunimit, eksportimit, mungesa e sistemit t\u00eb vaditjes dhe kullimit si dhe cil\u00ebsia shqet\u00ebsuese\/d\u00ebmtuese e furnizimit me energji jan\u00eb kosto shtes\u00eb, q\u00eb reduktojn\u00eb ndjesh\u00ebm t\u00eb ardhurat e disponueshme t\u00eb fermer\u00ebve. Deficiti tregtar i bujq\u00ebsis\u00eb shqiptare \u00ebsht\u00eb i lart\u00eb. Kjo edhe p\u00ebr shkak t\u00eb konkurrenc\u00ebs nga vendet e BE-s\u00eb.<\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Mbi 65% t\u00eb import-eksporteve t\u00eb vendit ton\u00eb \u00ebsht\u00eb me vendet e BE-s\u00eb. Partner\u00ebt evropian\u00eb t\u00eb Shqip\u00ebris\u00eb n\u00eb shumic\u00ebn e tyre jan\u00eb p\u00ebrfituese neto nga fondet e BE-s\u00eb. K\u00ebto burime bashk\u00eb me fondet nga buxhetet e tyre komb\u00ebtare subvencionojn\u00eb shum\u00eb m\u00eb tep\u00ebr fermer\u00ebt e BE-s\u00eb se skemat mb\u00ebshtet\u00ebse p\u00ebr fermer\u00ebt shqiptar\u00eb. Kjo e b\u00ebn tregtin\u00eb midis tyre t\u00eb\u00a0\u201clir\u00eb\u201d, por jo t\u00eb ndershme. Fermer\u00ebt shqiptar\u00eb p\u00ebr shkak edhe t\u00eb konkurrenc\u00ebs jo t\u00eb ndershme ndodhen p\u00ebrball\u00eb falimentimeve t\u00eb dhimbshme, \u00e7ka vret shpres\u00ebn p\u00ebr kthim dhe nxit braktisjen masive t\u00eb zonave rurale. K\u00ebto jan\u00eb arsyet kryesore p\u00ebrse bllokimi i fondeve t\u00eb projekteve IPA dhe IPARD nuk duhet t\u00eb jet\u00eb opsioni e par\u00eb. P\u00ebrgjegj\u00ebsit\u00eb ligjore t\u00eb menaxhuesve t\u00eb fondeve t\u00eb BE dhe t\u00eb p\u00ebrfituesve korruptiv\u00eb nga k\u00ebto fonde nuk duhet t\u00eb penalizojn\u00eb fermer\u00ebt. Bllokimi deri n\u00eb vitin 2026 i k\u00ebtyre fondeve do t\u00eb prodhoj\u00eb m\u00eb shum\u00eb varf\u00ebri t\u00eb fermer\u00ebve dhe braktisje n\u00eb rritje t\u00eb zonave rurale. Qeveria nuk duhet t\u00eb vet\u00ebjustifikoj\u00eb d\u00ebshtimin e saj, thjesht duke \u201ckrijuar\/ rritur\u201d skema t\u00eb brendshme si mb\u00ebshtetje p\u00ebr bujq\u00ebsin\u00eb, pasi financimet e bllokuara nga fondet e BE-s\u00eb duhet t\u00eb ishin fonde shtes\u00eb p\u00ebr fermer\u00ebt. Duke e konsideruar t\u00eb drejt\u00eb q\u00ebndrimin e OLAF, k\u00ebrkohet nj\u00eb bashk\u00ebpunim efektiv midis qeveris\u00eb shqiptare dhe institucioneve respektive t\u00eb BE-s\u00eb p\u00ebr p\u00ebrmir\u00ebsimin e kuadrit ligjor, institucional dhe auditues me theks parandalues ndaj p\u00ebrs\u00ebritjes s\u00eb k\u00ebtyre rasteve. Historia e menaxhimit financiar na m\u00ebson se: \u201cNj\u00eb qindark\u00eb parandalim \u2013 kursen miliarda lek\u00eb keqp\u00ebrdorim\u201d. Bashk\u00ebpunimi parandalues mund t\u00eb jet\u00eb m\u00eb i dobish\u00ebm se sa nj\u00eb bllokim total i fondeve p\u00ebr mb\u00ebshtetjen e fermer\u00ebve shqiptar\u00eb dhe p\u00ebr nj\u00eb periudh\u00eb t\u00eb gjat\u00eb.<\/span><\/p>\n<p>Qeveria shqiptare duhet t\u00eb dor\u00ebzoj\u00eb pjes\u00eb t\u00eb sovranitetit t\u00eb saj n\u00eb procesin e parandalues t\u00eb p\u00ebrdorimit dhe kontrollit t\u00eb \u00e7do cent t\u00eb financuar nga fondet e BE-s\u00eb. Rasti Hungaris\u00eb ishte \u201cflamuri i kuq\/paralajm\u00ebrues\u201d se qeverit\u00eb autokratike b\u00ebjn\u00eb kontroll partiak dhe korruptiv me fondet e BE-s\u00eb. Modeli hungarez ka \u201chungarizuar\u201d edhe modelin shqiptare t\u00eb vjedhjeve dhe keqp\u00ebrdorimeve me fondet e BEs\u00eb, jo vet\u00ebm t\u00eb bujq\u00ebsis\u00eb.
