Pas n\u00ebnshkrimit t\u00eb kontrat\u00ebs do filloj\u00eb puna dhe me aksin e ri Milot-Balldren, i cili do t\u00eb jet\u00eb i nj\u00ebjt\u00eb si Thuman\u00eb-Kashar,\u201d deklaroi Rama gjat\u00eb nj\u00eb takimi elektoral m\u00eb p\u00ebrfaq\u00ebsues t\u00eb biznesit n\u00eb Tale t\u00eb Lezh\u00ebs.<\/p>\n<p>Z\u00ebvend\u00ebsja e Ram\u00ebs, ministrja e Infrastruktur\u00ebs dhe Energjis\u00eb, Belinda Balluku, ishte edhe m\u00eb konkrete. Gjat\u00eb aktivitetit \u201cInfrastruktura, arritjet dhe Sfidat p\u00ebr Shqip\u00ebrin\u00eb 2030\u201d, t\u00eb zhvilluar n\u00eb dat\u00ebn 15 prill Balluku deklaroi se p\u00ebr 2 ose tre dit\u00eb, ministria e Infrastruktur\u00ebs do t\u00eb shpallte fituesin e koncesionit.<\/p>\n<p>Dit\u00ebt kaluan dhe u b\u00ebn\u00eb muaj, por fituesi i kontrat\u00ebs s\u00eb majme nuk u shpall. Fillimisht mosshpallja e fituesit iu atribua zgjedhjeve, pasi thuajse e gjith\u00eb administrata e braktisi shtetin dhe doli n\u00eb fushat\u00eb p\u00ebr t\u00eb mbledhur vota p\u00ebr qeverin\u00eb. Stafi i ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe drejtuesit e institucioneve n\u00eb var\u00ebsi t\u00eb saj u shp\u00ebrngul\u00ebn n\u00eb Myzeqe, ku zonja Balluku ishte drejtuesja politike e qarkut.<\/p>\n<p>Por zgjedhjet p\u00ebrfunduan. Edi Rama mori nj\u00eb mandat edhe m\u00eb t\u00eb fort\u00eb nga votimet e 11 majit, nd\u00ebrsa Belinda Balluku vendosi nj\u00eb rekord t\u00eb ri n\u00eb hambarin e votave socialiste t\u00eb Fierit duke siguruar 12 mandate.<\/p>\n<p>E megjithat\u00eb, edhe pas k\u00ebsaj fitore, koncesioni i Milot Balldren\u00eb u harrua n\u00eb heshtje, ndon\u00ebse tashm\u00eb ka kaluar nj\u00eb muaj nga p\u00ebrfundimi i zgjedhjeve.<\/p>\n<p>Heshtja e qeveris\u00eb p\u00ebr koncesionin e Milot Balldren\u00eb ngre nj\u00eb s\u00ebr\u00eb pik\u00ebpyetjesh. A po shkon qeveria drejt anullimit t\u00eb procedur\u00ebs apo arsyet e mosshpalljes s\u00eb fituesit lidhen me luft\u00ebn e fort\u00eb q\u00eb po b\u00ebhet p\u00ebr t\u00eb marr\u00eb kontrat\u00ebn e majme?<\/p>\n<p><strong>Tenderi<\/strong><br \/>\nN\u00eb tenderin p\u00ebr koncesionin 35 vje\u00e7ar t\u00eb rrug\u00ebs Milot-Balldren\u00eb garojn\u00eb 4 kompani. Gener 2, Salillari, A.N.K dhe 4 A-M jan\u00eb kompanit\u00eb q\u00eb po p\u00ebrplasen t\u00eb shtien n\u00eb dor\u00eb kontrat\u00ebn e majme koncesionare, e cila p\u00ebr 35 vite pritet t\u00eb ark\u00ebtoj\u00eb plot 1 miliard\u00eb euro.<\/p>\n<p>Ofertat p\u00ebr koncesionin e autostrad\u00ebs Milot-Balldren\u00eb kan\u00eb rezultuar n\u00eb tarifa kalimi q\u00eb variojn\u00eb nga 1.6 deri n\u00eb 1.9 euro. Kapitali ka m\u00ebsuar se kompania A.N.K ka ofruar si \u00e7mim kalimi p\u00ebr automjetet e thjeshta tarif\u00ebn 1.6 euro. Nd\u00ebrkoh\u00eb dy kompani t\u00eb tjera, Gener 2 dhe Salillari kan\u00eb ofruar tarif\u00ebn e kalimit 1.9 euro pa tvsh.<\/p>\n<p>Megjithat\u00eb sipas burimeve konfidenciale nga Ministria e Infrastruktur\u00ebs, gara reale p\u00ebr koncesionin e autostrad\u00ebs ka qen\u00eb gjithmon\u00eb mes Gener 2 dhe Salillarit.<\/p>\n<p>Segmenti Milot Balldren\u00eb \u00ebsht\u00eb pjes\u00eb e t\u00eb ashtuquajturit Korridori Adriatiko-Jonian ose si\u00e7 njihet ndryshe Korridori Blu.<\/p>\n<p>Ky segment ka nj\u00eb gjat\u00ebsi 17 kilomet\u00ebr dhe do t\u00eb kushtoj\u00eb 182.5 milion\u00eb euro vet\u00ebm si kosto nd\u00ebrtimi.<\/p>\n<p>N\u00ebse p\u00ebrfshihen dhe kostot e projektimit, ato t\u00eb mir\u00ebmbajtjes dhe t\u00eb operimit, investimi total i privatit \u00ebsht\u00eb parashikuar 365 milion\u00eb euro p\u00ebr t\u00eb gjith\u00eb periudh\u00ebn 35 vje\u00e7are t\u00eb koncesionit.<\/p>\n<p>Kjo \u00ebsht\u00eb hera e dyt\u00eb q\u00eb qeveria shqiptare tenton t\u00eb jap\u00eb me koncesion nd\u00ebrtimin e autostrad\u00ebs Milot-Balldrene. Hera e par\u00eb ishte n\u00eb vitin 2018, kur qeveria zgjodhi fituese t\u00eb koncesionit kompanin\u00eb A.N.K, por me nj\u00eb tjet\u00ebr model, at\u00eb t\u00eb Partneritetit Publik Privat, sipas t\u00eb cilit kompania do t\u00eb nd\u00ebrtonte rrug\u00ebn me parat\u00eb e veta dhe do t\u00eb paguhej p\u00ebr 13 vjet nga buxheti i shtetit deri n\u00eb shlyerjen e investimit dhe fitimin e saj.<\/p>\n<p>Por A.N.K nuk arriti ta nd\u00ebrtonte rrug\u00ebn pasi nuk gjeti parat\u00eb p\u00ebr ta financuar at\u00eb.
