Zona e caktuar p\u00ebr nd\u00ebrtimin e portit t\u00eb ri t\u00eb mallrave dhe pasagjer\u00ebve ishte Triporti, aty ku gjendej porti i Peshkimit.<\/p>\n<p>Sipas projektit, skema e p\u00ebrzgjedhur e koncesionit ishte ajo e nd\u00ebrtimit t\u00eb portit me para nga privati dhe m\u00eb pas qeveria do ta shlyente me k\u00ebste p\u00ebr disa vjet. Tenderi u zhvillua n\u00eb 17 shtator po t\u00eb vitit 2021.<\/p>\n<p>N\u00eb gar\u00eb u paraqit\u00ebn 3 oferta. Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb shpalli fituese ofert\u00ebn e nj\u00eb bashkimi t\u00eb p\u00ebrb\u00ebr\u00eb prej 5 kompanish. Ato ishin Agbes Construction me 33 p\u00ebr qind, Besta me 30 p\u00ebr qind, Arconstudio me 25, Ite Group me 8 p\u00ebr qind dhe Premium Construction &amp; Maintenance me 5 p\u00ebr qind.<\/p>\n<p>Sipas ofert\u00ebs, ky bashkim kompanish do t\u00eb nd\u00ebrtonin portin e ri tregtar t\u00eb Vlor\u00ebs me parat\u00eb e tyre dhe n\u00eb k\u00ebmbim qeveria do t\u2019u paguante me 59 milion\u00eb euro me k\u00ebste p\u00ebr 7 vjet, menj\u00ebher\u00eb pas p\u00ebrfundimit t\u00eb nd\u00ebrtimit.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-1572391\" src=\"https:\/\/boldnews.al\/wp-content\/uploads\/2025\/07\/pagesat-porti--640x670.jpg\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" srcset=\"https:\/\/boldnews.al\/wp-content\/uploads\/2025\/07\/pagesat-porti--640x670.jpg 640w, https:\/\/boldnews.al\/wp-content\/uploads\/2025\/07\/pagesat-porti-.jpg 685w\" alt=\"\" width=\"640\" height=\"670\" data-pin-no-hover=\"true\" \/><\/p>\n<p><strong>Pagesat e koncesionit<\/strong><\/p>\n<p>Kontrata e koncesionit mes ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe bashkimit t\u00eb kompanive fituese u n\u00ebnshkrua n\u00eb 29 prill t\u00eb vitit 2022 dhe sipas anekseve t\u00eb saj, kompanit\u00eb duhet t\u00eb nd\u00ebrtonin portin brenda nj\u00eb afati prej 36 muajsh ose 3 vjet.<\/p>\n<p><strong>Koncesioni 60 milion\u00eb euro u shit p\u00ebr 100 mij\u00eb euro<\/strong><\/p>\n<p>Nj\u00eb muaj pas firmosjes s\u00eb kontrat\u00ebs koncesionare 5 kompanit\u00eb e shpallura fituese krijuan shoq\u00ebrin\u00eb e posa\u00e7me (SPV), e cila do t\u00eb ishte koncesionarja e nd\u00ebrtimit t\u00eb Portit t\u00eb ri Tregtar t\u00eb Vlor\u00ebs. Vlora Harbor Construction and Maintanance u themelua si shoq\u00ebri me q\u00ebllim t\u00eb ve\u00e7ant\u00eb n\u00eb maj t\u00eb vitit 2022 me pronar\u00eb 5 kompanit\u00eb q\u00eb ishin shpallur fituese. Por sapo u themelua shoq\u00ebria e ve\u00e7ant\u00eb nis\u00ebn marifetet.<\/p>\n<p>Kat\u00ebr muaj pas themelimit t\u00eb shoq\u00ebris\u00eb koncesionare filloi ndryshimi i pronar\u00ebve t\u00eb koncesionit. N\u00eb 28 shtator t\u00eb vitit 2022, shoq\u00ebria Agbes Construction, e cila ishte dhe aksionerja m\u00eb e madhe e koncesionit 60 milion\u00eb eurosh me 33 p\u00ebr qind, i shiti kuotat e saj p\u00ebr 100 mij\u00eb euro. Arconstudio i shiti 25 p\u00ebr qind t\u00eb aksioneve q\u00eb zot\u00ebronte n\u00eb koncesionin e Portit t\u00eb ri Tregtar t\u00eb Vlor\u00ebs p\u00ebr 2 500 euro. Befas ai e pa veten pronar t\u00eb nj\u00eb koncesioni 60 milion\u00eb euro.<\/p>\n<p><strong>Porti ngelet rrug\u00ebve<\/strong><\/p>\n<p>Shitja e kuotave t\u00eb nj\u00eb koncesioni vet\u00ebm disa muaj pas tenderit praktikisht \u00ebsht\u00eb nj\u00eb \u00e7montim korruptiv i t\u00eb gjith\u00eb procedur\u00ebs konkurruese. Kur qeveria shpall tender p\u00ebr nd\u00ebrtimin e nj\u00eb vepre, pjes\u00eb e dokumentave t\u00eb tenderit jan\u00eb dhe nj\u00eb s\u00ebr\u00eb kriteresh, q\u00eb duhet t\u00eb p\u00ebrmbushen nga kompanit\u00eb fituese.<\/p>\n<p>Por kur fituesi ndryshon pas tenderit, p\u00ebr m\u00eb tep\u00ebr p\u00ebr \u00e7mime qesharake, at\u00ebher\u00eb kriteret kan\u00eb r\u00ebn\u00eb dhe bashk\u00eb me t\u00eb edhe tenderi. Nuk dihet n\u00ebse ministria e Infrastruktur\u00ebs i ka miratuar shitjet e dyshimta t\u00eb aksioneve dhe largimin e kompanive fituese nga koncesioni. Por ajo q\u00eb dihet, \u00ebsht\u00eb se zoti Agalliu nuk p\u00ebrmbushte asnj\u00eb kriter p\u00ebr t\u00eb fituar tenderin dhe nuk kishte asnj\u00eb lek p\u00ebr ta nd\u00ebrtuar Portin.<\/p>\n<p>Me gjith\u00eb rritjet e m\u00ebdha t\u00eb pensioneve q\u00eb trumbeton kryeministri, Shqip\u00ebria nuk e ka arritur akoma stadin ku pensionist\u00ebt t\u00eb financojn\u00eb koncesione miliona eurosh.
