N\u00eb fakt, kudo q\u00eb hedh shikimin n\u00eb hart\u00ebn rrugore t\u00eb Shqip\u00ebris\u00eb dallon se disa p\u00ebrmir\u00ebsime jan\u00eb t\u00eb domosdoshme, nd\u00ebrsa, n\u00eb planin buxhetor afatmes\u00ebm t\u00eb qeveris\u00eb nuk ka para t\u00eb caktuara p\u00ebr to. Rrjedhimisht, trafiku n\u00eb Lezh\u00eb, n\u00eb hyrje t\u00eb Shkodr\u00ebs, n\u00eb Elbasan, n\u00eb Pogradec apo edhe n\u00eb vet\u00eb autostrad\u00ebn Tiran\u00eb \u2013 Durr\u00ebs n\u00eb segmentin nga Vora p\u00ebr n\u00eb Durr\u00ebs, ka gjasa do t\u00eb jet\u00eb histori e pandar\u00eb p\u00ebr qytetar\u00ebt edhe p\u00ebr mandatin e kat\u00ebrt t\u00eb qeveris\u00eb aktuale, e ndoshta m\u00eb tutje.<\/p>\n<p><strong>Buxheti afatmes\u00ebm<\/strong><\/p>\n<p>Projektet e m\u00ebdha infrastrukturore t\u00eb Shqip\u00ebris\u00eb, p\u00ebr shkak se p\u00ebr nga nd\u00ebrtimi zgjasin disa vite, parashikohen n\u00eb nj\u00eb instrument qeveris\u00ebs t\u00eb njohur si buxheti afatmes\u00ebm. N\u00eb k\u00ebt\u00eb instrument, qeveria p\u00ebrshtat nevojat e pritshme trevje\u00e7are me mund\u00ebsit\u00eb financiare t\u00eb buxhetit. Me pak fjal\u00eb, n\u00ebse buxheti \u00ebsht\u00eb, fjala vjen, 100 lek\u00eb, qeveria p\u00ebrcakton se cilat projekte do t\u00eb financohen me k\u00ebto para. Qeveria ka mund\u00ebsi q\u00eb, p\u00ebr projekte t\u00eb tjera, t\u00eb shkoj\u00eb t\u00eb k\u00ebrkoj\u00eb programe t\u00eb ndryshme ndihme, si, fjala vjen, nga\u00a0Bashkimi Evropian, ose t\u00eb k\u00ebrkoj\u00eb financim privat p\u00ebrmes skem\u00ebs s\u00eb partneritetit publik dhe privat. Ligji i fundit i buxhetit i miratuar nga parlamenti vitin e kaluar gjendet k\u00ebtu [link], nd\u00ebrsa lista e investimeve me programet trevje\u00e7are gjenden te dokumenti n\u00eb eksel i titulluar Lista e Projekteve te Investimeve Publike 2025-2027 [k\u00ebtu] Dokumenti bart dy tabela, nj\u00ebra paraqet investimet e planifikuara me burime t\u00eb brendshme dhe tjetra, me burime t\u00eb huaja, ku p\u00ebrfshihen kredit\u00eb dhe donacionet.<\/p>\n<p><strong>Projektet e financuara<\/strong><\/p>\n<p>Lista e projekteve q\u00eb kan\u00eb lidhje me infrastruktur\u00ebn rrugore t\u00eb financuara nga burimet e brendshme paraqitet n\u00eb qelizat 140 deri n\u00eb 166. N\u00eb k\u00ebto qeliza dallohet se shumica d\u00ebrrmuese e parave pritet t\u00eb shkojn\u00eb p\u00ebr kontratat koncesionare ekzistuese si dhe p\u00ebr autostrad\u00ebn Elbasan \u2013 Qaf\u00eb Than\u00eb dhe Elbasan Lekaj. K\u00ebto dy projekte t\u00eb ndara n\u00eb 14 faza pritet t\u00eb kushtojn\u00eb n\u00eb total 40 miliard\u00eb lek\u00eb ose rreth 400 milion\u00eb euro dhe do t\u2019i shtojn\u00eb vendit rreth 100 kilometra autostrad\u00eb, me nj\u00eb kosto mesatare prej mbi 4 milion\u00eb eurosh p\u00ebr kilomet\u00ebr, pa shtesat e zakonshme t\u00eb punimeve. Punimet p\u00ebr k\u00ebt\u00eb\u00a0 aks jan\u00eb planifikuar t\u00eb p\u00ebrfundojn\u00eb n\u00eb vitin 2027.<\/p>\n<p>Projekti tjet\u00ebr i madh \u00ebsht\u00eb zgjerimi i superstrad\u00ebs Tiran\u00eb \u2013 Durr\u00ebs. N\u00eb buxhet parashikohet q\u00eb do t\u00eb kushtoj\u00eb 12.5 miliard\u00eb lek\u00eb ose 125 milion\u00eb euro por shqiptar\u00ebt do t\u00eb duhet t\u00eb presin s\u00eb paku vitin 2029, n\u00ebse punimet nuk shtyhen, p\u00ebr ta par\u00eb t\u00eb p\u00ebrfunduar. Faza e par\u00eb dhe e dyt\u00eb ka nisur, por pritet t\u00eb p\u00ebrfundoj\u00eb pas vitit 2027 nd\u00ebrsa faza e tret\u00eb pritet t\u00eb nis\u00eb n\u00eb vitin 2026 dhe faza e kat\u00ebrt dhe e pest\u00eb, n\u00eb vitin 2027. Afati i p\u00ebrfundimit t\u00eb punimeve p\u00ebr k\u00ebto tre fazat e fundit \u00ebsht\u00eb viti 2029.<\/p>\n<p>Projekt tjet\u00ebr i kushtuesh\u00ebm \u00ebsht\u00eb rruga Berat \u2013 Ballaban, e cila pritet t\u00eb kushtoj\u00eb 66 milion\u00eb euro sipas vler\u00ebsimit t\u00eb buxhetit dhe do t\u00eb mbaroj\u00eb gjithashtu pas vitit 2027. P\u00ebrmir\u00ebsimi i rrug\u00ebs ekzistuese Kombinat \u2013 Ndroq \u2013 Plepa do t\u00eb kushtoj\u00eb af\u00ebrsisht 48 milion\u00eb euro dhe pritet t\u00eb p\u00ebrfundoj\u00eb n\u00eb vitin 2028 n\u00ebse nuk do t\u00eb ket\u00eb shtesa.<\/p>\n<p>Unaza\u00a0e Tiran\u00ebs, e cila aktualisht \u00ebsht\u00eb e hapur p\u00ebr trafikun, do t\u00eb ket\u00eb punime plot\u00ebsuese q\u00eb do t\u00eb vijojn\u00eb deri pas vitit 2029.<\/p>\n<p>Aktualisht qeveria ka tre\u00a0kontrata koncesionare\u00a0p\u00ebr rrug\u00ebt, t\u00eb cilat i kushtojn\u00eb taksapaguesve miliona. Kontrata e Rrug\u00ebs s\u00eb Arbrit na kushton rreth 36 milion\u00eb euro n\u00eb vit p\u00ebr nj\u00eb total prej 400 milion\u00eb eurosh dhe do t\u00eb vijojm\u00eb ta paguajm\u00eb deri n\u00eb vitin 2031. Kontrata e Rrug\u00ebs s\u00eb Kombit na kushton 7 milion\u00eb euro n\u00eb vit n\u00eb form\u00ebn e \u201csubvencioneve\u201d nga buxheti, p\u00ebrve\u00e7 dhjet\u00ebramilion\u00ebve t\u00eb paguara nga p\u00ebrdoruesit dhe sipas dokumentit t\u00eb buxhetit, do t\u00eb vijoj\u00eb t\u00eb na kushtoj\u00eb deri n\u00eb vitin 2032 p\u00ebr nj\u00eb total prej gati 100 milion\u00eb eurosh. Kontrata e tret\u00eb \u00ebsht\u00eb ajo e segmentit rrugor nga Porti i Jahteve n\u00eb\u00a0Orikum\u00a0p\u00ebr te tuneli p\u00ebr n\u00eb Palas\u00eb, e cila do t\u00eb marr\u00eb af\u00ebrsisht 9.5 milion\u00eb euro n\u00eb vit deri n\u00eb vitin 2034.<\/p>\n<p>Sa i p\u00ebrket projekteve me financim t\u00eb huaj, projekti i \u2018Bypass\u2019-it t\u00eb Tiran\u00ebs, i cili do t\u00eb lidh\u00eb autostrad\u00ebn e veriut me autostrad\u00ebn e Elbasanit, pritet t\u00eb kushtoj\u00eb af\u00ebrsisht 240 milion\u00eb euro dhe \u00ebsht\u00eb financuar nga Bashkimi Evropian.<\/p>\n<p>Nj\u00eb projekt tjet\u00ebr, ai i rrug\u00ebs Quk\u00ebs \u2013 Qaf\u00eb Pllo\u00e7\u00eb, pritet t\u00eb kushtoj\u00eb 260 milion\u00eb euro sipas vler\u00ebsimit aktual, ka ngr\u00ebn\u00eb sakaq 190 milion\u00eb euro dhe financimet planifikohen t\u00eb shtrihen deri pas vitit 2027.<\/p>\n<p><strong>Rrug\u00ebt e pafinancuara<\/strong><\/p>\n<p>N\u00eb list\u00ebn e projekteve p\u00ebr financime t\u00eb huaja, sh\u00ebnohet projekti \u2018Bypass\u2019 i Elbasanit\u2019 me kosto 22 miliard\u00eb lek\u00eb, por p\u00ebr k\u00ebt\u00eb projekt financuesi \u00ebsht\u00eb \u201ci paspecifikuar\u201d, q\u00eb do t\u00eb thot\u00eb se nuk \u00ebsht\u00eb gjendur ende. Teorikisht, projekti duhej t\u00eb kishte nisur zbatimin n\u00eb vitin 2024 dhe do t\u00eb duhej t\u00eb p\u00ebrfundoj\u00eb n\u00eb vitin 2028. Por p\u00ebr momentin asgj\u00eb nuk ka ndodhur. Mungesa e autostrad\u00ebs q\u00eb duhet t\u00eb shmang\u00eb trafikun n\u00eb qytetin e Elbasanit ka gjasa do t\u00eb ul\u00eb n\u00eb m\u00ebnyr\u00eb dramatike rendimentin e p\u00ebrdorimit t\u00eb t\u00eb gjith\u00eb autostrad\u00ebs Lekaj \u2013 Qaf\u00eb Than\u00eb p\u00ebr shkak se, pasi p\u00ebrdoruesit t\u00eb p\u00ebrshkrojn\u00eb 30 kilometrat e para me shpejt\u00ebsi, fjala vjen, 100 kilometra n\u00eb or\u00eb, do t\u00eb ngecin n\u00eb trafikun e Elbasanit.<\/p>\n<p>Projekti tjet\u00ebr madhor pa financime \u00ebsht\u00eb ai i autostrad\u00ebs q\u00eb duhet t\u00eb lidh\u00eb \u2018bypass\u2019-in e Tiran\u00ebs me fshatin Lekaj, pra me Korridorin Tet\u00eb dhe me superstrad\u00ebn drejt jugut.\u00a0Autostrada\u00a0do t\u00eb duhet t\u00eb nd\u00ebrtohet nga Ura e Beshirit n\u00eb Tiran\u00eb p\u00ebrmes lugin\u00ebs s\u00eb Pez\u00ebs p\u00ebr t\u00eb dal\u00eb n\u00eb fshatin Lekaj n\u00eb Kavaj\u00eb pasi t\u00eb kap\u00ebrcej\u00eb nj\u00eb terren kodrinor. I njohur si Korridori Qendror, kjo duhet t\u00eb jet\u00eb autostrada q\u00eb do t\u00eb shmang\u00eb trafikun fam\u00ebkeq n\u00eb Unaz\u00ebn e Durr\u00ebsit si dhe do t\u00eb heq\u00eb nj\u00eb pjes\u00eb t\u00eb trafikut n\u00eb superstrad\u00ebn Tiran\u00eb \u2013 Durr\u00ebs. Ky \u00ebsht\u00eb nj\u00eb projekt q\u00eb supozohet se do t\u00eb kushtoj\u00eb qindramilion\u00eb euro dhe q\u00eb \u00ebsht\u00eb i pafinancuar as me burime t\u00eb brendshme dhe as me burime t\u00eb huaja. Qeveria ka hedhur disa her\u00eb iden\u00eb e dh\u00ebnies me koncesion dhe b\u00ebrjes s\u00eb k\u00ebsaj autostrade me pages\u00eb, gj\u00eb p\u00ebr t\u00eb cil\u00ebn planet nuk kan\u00eb ecur dot p\u00ebrpara.<\/p>\n<p>Shkodra, rruga lidh\u00ebse e s\u00eb cil\u00ebs me Tiran\u00ebn \u00ebsht\u00eb nd\u00ebrtuar n\u00eb vitet 2000 pa karrexhat\u00eb rezerv\u00eb dhe q\u00eb aktualisht \u00ebsht\u00eb gjithmon\u00eb e mbingarkuar me trafik dhe rrezik t\u00eb lart\u00eb aksidentesh,\u00a0 ka gjasa do t\u00eb mbetet me t\u00eb nj\u00ebjt\u00ebn rrug\u00eb p\u00ebr nj\u00eb koh\u00eb t\u00eb pacaktuar. Nuk ka projekt t\u00eb planifikuar p\u00ebr financim p\u00ebr k\u00ebt\u00eb segment rrugor q\u00eb lidh kryeqytetin me qytetin m\u00eb t\u00eb madh t\u00eb veriut dhe m\u00eb tutje me Malin e Zi. As\u00a0 nuk ka projekt p\u00ebr\u00a0 t\u00eb nd\u00ebrtuar \u2018bypass\u2019 p\u00ebr Shkodr\u00ebn p\u00ebr t\u00eb anashkaluar nyjen e Bah\u00e7all\u00ebkut.<\/p>\n<p>Plani i qeveris\u00eb ishte q\u00eb p\u00ebr segmentin Milot \u2013 Balldre, i\u00a0 cili duhej t\u00eb shmangte trafikun n\u00eb Lezh\u00eb, t\u00eb jepej me koncesion. Fillimisht qeveria ia dha koncesionin nj\u00eb kompanie vend\u00ebse, e cila nuk kishte kapitale dhe nuk gjeti dot financime nd\u00ebrsa tani, nj\u00eb tender i hapur para zgjedhjeve, u shpall i d\u00ebshtuar pas zgjedhjeve.<\/p>\n<p>Teorikisht rruga Quk\u00ebs \u2013 Qaf\u00eb Plloc\u00eb do t\u00eb duhet t\u00eb sh\u00ebrbej\u00eb si alternativ\u00eb ndaj rrug\u00ebs aktuale Qaf\u00eb Than\u00eb \u2013 Qaf\u00eb Plloc\u00eb, e cila kalon p\u00ebrmes qytetit t\u00eb Pogradecit. Planet p\u00ebr nj\u00eb autostrad\u00eb p\u00ebr t\u00eb lidhur Qaf\u00eb Than\u00ebn me Kor\u00e7\u00ebn dhe m\u00eb pas me kufiri grek mbeten t\u00eb pafinancuara.<\/p>\n<p><strong>Parat\u00eb p\u00ebr portin<\/strong><\/p>\n<p>Nj\u00eb pjes\u00eb e konsiderueshme e kapacitetit investues t\u00eb buxhetit t\u00eb shtetit p\u00ebrgjat\u00eb viteve t\u00eb vijim \u00ebsht\u00eb caktuar nga qeveria q\u00eb t\u00eb shkoj\u00eb p\u00ebr nd\u00ebrtimin e nj\u00eb porti t\u00eb ri, pasi portin ekzistues t\u00eb Durr\u00ebsit e ka dh\u00ebn\u00eb p\u00ebr nd\u00ebrtim pallatesh. Qeveria fillimisht pretendoi se porti i ri, i cili do t\u00eb duhet t\u00eb nd\u00ebrtohet para se ky ekzistuesi t\u2019i jepet Alabarit, do t\u00eb nd\u00ebrtohej me shpenzime private. Kjo pun\u00eb nuk shkoi gj\u00ebkundi k\u00ebshtu q\u00eb qeveria iu drejtua burimeve t\u00eb buxhetit. Aktualisht projekti i qeveris\u00eb \u00ebsht\u00eb q\u00eb t\u00eb nd\u00ebrtoj\u00eb nj\u00eb port t\u00eb ri me kosto finale t\u00eb pap\u00ebrcaktuar, por q\u00eb p\u00ebr faz\u00ebn e par\u00eb jan\u00eb caktuar t\u00eb shpenzohen 49 miliard\u00eb lek\u00eb ose 490 milion\u00eb euro. Kostoja e fazave t\u00eb tjera do t\u00eb duhet t\u00eb zbulohet gradualisht gjat\u00eb viteve n\u00eb vijim. Ky \u00ebsht\u00eb plani p\u00ebr portin e mallrave. Ka edhe nj\u00eb plan t\u00eb dyt\u00eb.<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb liroj\u00eb Portin e Durr\u00ebsit p\u00ebr nd\u00ebrtimin e pallateve, Shqip\u00ebris\u00eb i duhet t\u00eb nd\u00ebrtoj\u00eb nj\u00eb port t\u00eb ri ushtarak.\u00a0NATO\u00a0duket se nuk lejon q\u00eb porti aktual t\u00eb zihet pa u z\u00ebvend\u00ebsuar me nj\u00eb port t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr t\u00eb garantuar sigurin\u00eb e vendit. P\u00ebr k\u00ebt\u00eb arsye, projekti i dyt\u00eb i qeveris\u00eb, i caktuar p\u00ebr t\u2019u paguar me burime t\u00eb brendshme, konsiston n\u00eb nd\u00ebrtimin e nj\u00eb porti t\u00eb ri detar ushtarak n\u00eb\u00a0Porto Romano, me kosto t\u00eb vler\u00ebsuar aktualisht prej 38 miliard\u00eb lek\u00ebsh ose 380 milion\u00eb eurosh. Deri n\u00eb k\u00ebt\u00eb moment, pa marr\u00eb parasysh kostot e mundshme shtes\u00eb, qeveria ka n\u00eb plan p\u00ebr t\u00eb shpenzuar 870 milion\u00eb euro p\u00ebr t\u00eb liruar Portin e Durr\u00ebsit p\u00ebr pallate.
