Nuk d\u00ebshiroj t\u00eb merrem me detajet e raportit, por po p\u00ebrmend disa t\u00eb dh\u00ebnat kryesore t\u00eb tij q\u00eb flasin qart\u00eb p\u00ebr gjendjen reale t\u00eb k\u00ebtij sektori n\u00eb vitin e 13-t\u00eb t\u00eb qeverisjes Rama.<\/p>\n<p>Shpopullimi masiv ka b\u00ebr\u00eb q\u00eb numri i student\u00ebve t\u00eb ulet gati 40%, megjithat\u00eb numri i programeve t\u00eb studimit \u00ebsht\u00eb rritur 2,5 her\u00eb (kur Shqip\u00ebria kishte gati 165 mij\u00eb student\u00eb, ishin rreth 550 programe studimi, sot kur jan\u00eb m\u00eb pak se 120 mij\u00eb student\u00eb jan\u00eb 1300 programe studimi!). P\u00ebr 12 vjet nuk jan\u00eb akredituar as 40 % e programeve (prej tyre gati 95 % jan\u00eb programe t\u00eb IAL jo publike dhe m\u00eb pak se 20 % i p\u00ebrkasin IAL publike!).\u00a0 N\u00eb vitin 2024 qenkan 43 % e pedagog\u00ebve dhe asistent\u00ebve me diplom\u00eb Master, kur, megjith\u00eb Brain Drain masiv, n\u00eb Shqip\u00ebri njihen cdo vit rreth 80 doktorata t\u00eb kryera jasht\u00eb vendit (vet\u00eb Qendra e Sh\u00ebrbimev Arsimore jep list\u00ebn me 244 doktorata dhe tituj t\u00eb fituar n\u00eb universitetet e huaj t\u00eb njohur n\u00eb vitet 2021-2023). Ku shkojn\u00eb k\u00ebta t\u00eb rinj t\u00eb kualifikuar? P\u00ebrse nuk em\u00ebrohen n\u00eb universitetet tona? Si \u00ebsht\u00eb e mundur, q\u00eb n\u00eb vitin 2025, t\u00eb mos jet\u00eb akoma kriter rekrutimi p\u00ebr asistent apo pedagog n\u00eb universitetet tona grada shkencore \u201cDoktor\u201d, praktik\u00eb kjo e zakonshme n\u00eb vendet e Rajonit.<\/p>\n<p>Madje vet\u00eb universitetet e Rajonit shkojn\u00eb m\u00eb tej dhe\u00a0 k\u00ebrkojn\u00eb q\u00eb nj\u00eb pjes\u00eb e doktorat\u00ebs t\u00eb jet\u00eb kryer jasht\u00eb vendit dhe me nj\u00eb bashk\u00ebudh\u00ebheq\u00ebs. Cfar\u00eb pengese ka t\u00eb aplikohet edhe n\u00eb universitetet tona, kur vet\u00ebm program Erasmus afron mund\u00ebsira t\u00eb m\u00ebdha p\u00ebr nj\u00eb pjes\u00eb ose t\u00eb gjith\u00eb studimet e doktorat\u00ebs. Si ka mund\u00ebsi q\u00eb, sot n\u00eb Shqip\u00ebri t\u00eb promovohesh p\u00ebr titujt m\u00eb t\u00eb lart\u00eb akademik pa nj\u00eb p\u00ebrvoj\u00eb internacionale k\u00ebrkimore jasht\u00eb vendit, t\u00eb pakt\u00ebn p\u00ebr nj\u00eb vit pas studimeve t\u00eb doktorat\u00ebs, praktik\u00eb kjo n\u00eb disa vende t\u00eb Rajonit t\u00eb Ballkanit? Cfar\u00eb pengese ka? Esht\u00eb plot\u00ebsisht e mundur t\u00eb aplikohet edhe n\u00eb vendin ton\u00eb. Mund\u00ebsit\u00eb p\u00ebr grante p\u00ebr postdoc jan\u00eb shum\u00eb t\u00eb shumta, jo vet\u00ebm p\u00ebrmes projekteve n\u00eb kuad\u00ebr t\u00eb programit t\u00eb k\u00ebrkimit Horizon t\u00eb BE, por nga disa fondacione t\u00eb vendeve t\u00eb ndryshme q\u00eb japin bursa k\u00ebrkimore.<\/p>\n<p>E dh\u00ebna tjet\u00ebr e k\u00ebtij raporti: 46 % e personelit akademik q\u00eb jep m\u00ebsim n\u00eb sistemin e arsimit t\u00eb lart\u00eb t\u00eb vendit jan\u00eb me koh\u00eb t\u00eb pjesshme, sepse, sic e shpreh\u00ebn rekotor\u00ebt n\u00eb takim, nuk ka buxhet p\u00ebr t\u00eb em\u00ebruar asistent\u00eb dhe pedagog\u00eb me koh\u00eb t\u00eb plot\u00eb. Raporti thot\u00eb q\u00eb cil\u00ebsia ka prirjen n\u00eb r\u00ebnie si n\u00eb IAL publike ashtu edhe ato private, sidomos n\u00eb programet e ciklit t\u00eb dyt\u00eb (Master), cka \u00ebsht\u00eb shum\u00eb e rezikshme, sepse t\u00eb diplomuarit n\u00eb nivelin Master em\u00ebrohen n\u00eb sektorin publik dhe pun\u00ebsohen n\u00eb sektorin privat. Programet e studimit nuk jan\u00eb t\u00eb lidhura me tregun e pun\u00ebs dhe kan\u00eb nivel t\u00eb ul\u00ebt edhe n\u00eb p\u00ebrmbajtje.<\/p>\n<p>Raporti jep edhe shum\u00eb t\u00eb dh\u00ebna t\u00eb tjera por, ai nuk thot\u00eb asgj\u00eb p\u00ebr student\u00ebt, n\u00eb kuptimin se cfar\u00eb vler\u00ebsimi kan\u00eb ata p\u00ebr cil\u00ebsin\u00eb e shkollimit t\u00eb lart\u00eb n\u00eb Shqip\u00ebri dhe sa i besojn\u00eb atij? Raporti nuk shkruan asnj\u00eb fjali p\u00ebr nivelin e IT dhe digjitalizimit n\u00eb arsimit t\u00eb lart\u00eb shqiptar.<\/p>\n<p>Raporti ka plot dob\u00ebsi t\u00eb tjera, por, sidoqoft\u00eb, ai identifikon shkaqet kryesore dhe i radhit ato, p\u00ebr nga ndikimi n\u00eb gjendjen e cil\u00ebsis\u00eb, si m\u00eb posht\u00eb: (1) cil\u00ebsia e ul\u00ebt e personelit akademik; (2) niveli i i ul\u00ebt i kurrikulave dhe p\u00ebrmbajtjes s\u00eb tyre; (3) ngarkesa e lart\u00eb m\u00ebsimore; (4) cil\u00ebsia e ul\u00ebt e teksteve dhe gjendja e keqe e bibiotekave; (5) niveli i pamjaftuesh\u00ebm i laborator\u00ebve dhe gjendja e godinave universitare; (6) niveli i ul\u00ebt sasior dhe cil\u00ebsor i k\u00ebrkimit shkencor; dhe (7) mungesa e lidhjes s\u00eb programeve t\u00eb studimit me tregun e pun\u00ebs.<\/p>\n<p>Edhe pse dy autor\u00ebt kryesor\u00eb t\u00eb raportit jan\u00eb profesor\u00eb n\u00eb fush\u00ebn e ekonomis\u00eb n\u00eb universitetet britanike, ata e p\u00ebrmendin por nuk i m\u00ebshojn\u00eb burimit t\u00eb v\u00ebrtet\u00eb nga ku rrjedhin shkaqet e rendituara m\u00eb sip\u00ebr. Thembra e Akilit e gjendjes s\u00eb cil\u00ebsis\u00eb \u00ebsht\u00eb niveli t\u00ebr\u00ebsisht i pamjaftuesh\u00ebm i investimit p\u00ebr arsimin e lart\u00eb dhe struktura e organizimi i sistemit ton\u00eb t\u00eb arsimit t\u00eb lart\u00eb. Me nj\u00eb investim prej 0,45 % t\u00eb GDP p\u00ebr arsimin e lart\u00eb nuk mund t\u00eb pretendosh t\u00eb kesh nj\u00eb sistem t\u00eb arsimit t\u00eb lart\u00eb q\u00eb prodhon cil\u00ebsi dhe \u00ebsht\u00eb konkurrent as me vendet e Ballkanit. Nuk po i hyjm\u00eb se p\u00ebr cfar\u00eb shkon edhe ky financim nga buxheti apo nga tarifat e student\u00ebve. Nga ana tjet\u00ebr, struktura, organizimi dhe funskionimi i sistemit dhe institucioneve brenda tij \u00ebsht\u00eb vite larg nj\u00eb sistemi modern universitar. Dhe kjo lidhet, m\u00eb s\u00eb pari, me ligjin e arsimit t\u00eb lart\u00eb t\u00eb vitit 2015, p\u00ebr t\u00eb cilin mund t\u00eb themi, tani pas 10 viteve t\u00eb zbatimit t\u00eb tij, se nuk krijoi asnj\u00eb premis\u00eb reale p\u00ebr progres n\u00eb arsimin e lart\u00eb, p\u00ebrkundrazi solli disa p\u00ebrkeq\u00ebsime.<\/p>\n<p>Kryeministri i pranish\u00ebm n\u00eb prezantimin e k\u00ebtij raporti tha se nuk ishte i k\u00ebnaqur me gjendjen dhe k\u00ebrkoi reform\u00eb n\u00eb arsimin e lart\u00eb si dhe ndryshimin e ligjit t\u00eb arsimit t\u00eb lart\u00eb. Por nuk tha n\u00ebse do t\u00eb jen\u00eb arnime t\u00eb ligjit aktual apo nj\u00eb ligj i ri.<\/p>\n<p>N\u00eb fakt nj\u00eb reform\u00eb e sistemit t\u00eb arsimit t\u00eb lart\u00eb k\u00ebrkon m\u00eb shum\u00eb se sa ky raport dhe dokumenti i politikave q\u00eb u prezantua n\u00eb shkurt 2025. N\u00eb asnj\u00eb nga k\u00ebto dokumente nuk \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb vler\u00ebsim i plot\u00eb i sistemit, n\u00eb t\u00eb gjith\u00eb k\u00ebndv\u00ebshtrimet si: (i) impakti n\u00eb zhvillimin e gjith\u00ebansh\u00ebm ekonomik e social, t\u00eb tanish\u00ebm dhe perspektiv, t\u00eb vendit (nj\u00eb nga karakteristikat baz\u00eb t\u00eb universitetit t\u00eb gjenerat\u00ebs 4.0); (ii) autonomia institucionale dhe liria akademike; (iii) roli i student\u00ebve dhe qasja e sistemit ndaj tyre; (iv) cil\u00ebsia akademike e programeve dhe e k\u00ebrkmit shkencor krahasuar me standartet internacionale; (v) cil\u00ebsia e manaxhimit, vetqeverisjes, llogaridh\u00ebnies dhe transparenc\u00ebs, si dhe (vi) transferimi i dijes, lidhja me tregun e pun\u00ebs dhe impakti publik i IAL-ve. Vler\u00ebsime t\u00eb tilla t\u00ebr\u00ebsore t\u00eb sistemeve t\u00eb arsimit t\u00eb lart\u00eb i b\u00ebjn\u00eb agjencit\u00eb e specializuara p\u00ebr rankime apo akreditime, ose organizata nd\u00ebrkomb\u00ebtare si Banka Bot\u00ebrore apo OECD, etj.<\/p>\n<p>Un\u00eb mendoj se par\u00ebsor \u00ebsht\u00eb vizioni i reform\u00ebs. Ku duam t\u00eb arrijm\u00eb? E th\u00ebn\u00eb ndryshe, duam t\u00eb zhvillojm\u00eb nj\u00eb sistem t\u00eb ARSIMIT UNIVERSITAR t\u00eb standarteve internacionale, konkurrues me vendet e tjera, t\u00eb pakt\u00ebn me vendet m\u00eb t\u00eb p\u00ebrparuara t\u00eb Rajonit, si Sllovenia? Apo do t\u00eb vazhdojm\u00eb t\u00eb ecim me hapin e breshk\u00ebs duke prodhuar raporte propagandistike? Po t\u00eb vazhdojm\u00eb k\u00ebshtu, do t\u00eb mbetemi sic jemi, edhe n\u00eb 2030, 2035 apo 2040; pra si shkolla t\u00eb larta, por jo universitete t\u00eb nivelit internacional. Dhe po t\u00eb mbetemi n\u00eb k\u00ebt\u00eb nivel, t\u00eb rinjt\u00eb tan\u00eb do t\u00eb braktisin akoma m\u00eb shum\u00eb IAL tona, dhe nuk dihet sa prej k\u00ebtyre IAL-ve do t\u00eb mbijetojn\u00eb. Nd\u00ebrsa teza se IAL tona mund t\u00eb \u201cmbushen\u201d dhe t\u00eb mbijetojn\u00eb me student\u00eb nga vendet e tjera, kryesisht t\u00eb bot\u00ebs s\u00eb tret\u00eb, mendoj se k\u00ebrkon t\u00eb pakt\u00ebn nj\u00eb dekad\u00eb p\u00ebr t\u00eb arritur t\u00eb kemi 2-3 % t\u00eb student\u00ebve nga vendet e tjera. P.sh. Gjermania sot nuk ka m\u00eb shum\u00eb se 20 % student\u00eb t\u00eb huaj, edhe pse ka qen\u00eb shum\u00eb agresive n\u00eb thithjen e student\u00ebve t\u00eb huaj n\u00eb k\u00ebto tre dekadat e fundit dhe ka nj\u00eb system t\u00eb arsimit t\u00eb lart\u00eb nd\u00ebr m\u00eb t\u00eb mir\u00ebt n\u00eb bot\u00eb. E kam fjal\u00ebn p\u00ebr student\u00eb dhe jo p\u00ebr turist\u00eb tranzit, q\u00eb regjistrohen formalisht n\u00eb IAL tona sa p\u00ebr t\u00eb kaluar kufijt\u00eb si emigrant\u00eb p\u00ebr n\u00eb Europ\u00eb.<\/p>\n<p>E ritheksoj bindjen time se Shqip\u00ebria ka nevoj\u00eb urgjente p\u00ebr universitete dhe shkolla t\u00eb larta t\u00eb nivelit internacional. Por kjo k\u00ebrkon q\u00eb sistemi yn\u00eb i arsimit t\u00eb lart\u00eb t\u00eb reformohet dhe transformohet n\u00eb nj\u00eb sistem modern, sipas modeleve t\u00eb vendeve t\u00eb zhvilluara. Kryeministri p\u00ebrmendi p\u00ebrvoj\u00ebn e projektit p\u00ebr reformimin e Universitetit Bujq\u00ebsor t\u00eb Tiran\u00ebs sipas modelit t\u00eb BOKU Vjen\u00eb. Sapo ka filluar ky projekt, ka rezultate premtuese n\u00eb reformimin e programeve, por po na tregon se sa larg jan\u00eb universitetet tona me ato t\u00eb Austris\u00eb, pra me universitetet e sotme europiane.<\/p>\n<p>Un\u00eb mendoj se nj\u00eb reform\u00eb transformuese e sistemit t\u00eb arsimit t\u00eb lart\u00eb shqiptar k\u00ebrkon nj\u00eb konsensus t\u00eb gj\u00ebr\u00eb politik. Nj\u00eb reform\u00eb e nj\u00ebanshme politike do t\u00eb ishte afatshkurt\u00ebr, sepse cdo shumic\u00eb qeveris\u00ebse do t\u00eb b\u00ebnte ndryshime t\u00eb sistemit, cka do ta d\u00ebmtonin r\u00ebnd\u00eb at\u00eb. Ky konsensus \u00ebsht\u00eb i domosdosh\u00ebm jo thjesht p\u00ebr ligjin, por, m\u00eb s\u00eb pari, p\u00ebr vizionin dhe strategjin\u00eb afatgjat\u00eb t\u00eb arsimit t\u00eb lart\u00eb shqiptar. Konsensusi duhet p\u00ebr t\u00eb marr\u00eb disa vendime madhore, t\u00eb cil\u00ebt vendosin kolonat e nj\u00eb sistemi modern t\u00eb arsimit t\u00eb lart\u00eb. Nd\u00ebr to, disa vendime kryesore do t\u00eb ishin:<\/p>\n<p>Vendimi i par\u00eb do t\u00eb ishte q\u00eb pragu i investimit p\u00ebr arsimin e lart\u00eb t\u00eb ishte t\u00eb pakt\u00ebn 1 % t\u00eb GDP dhe asnj\u00eb shumic\u00eb qeveris\u00ebse t\u00eb mos e shkelte dot at\u00eb. Kjo \u00ebsht\u00eb domosdoshm\u00ebri p\u00ebr t\u00eb zhvilluar nj\u00eb sistem modern t\u00eb arsimit t\u00eb lart\u00eb dhe k\u00ebrkimit shkencor. Kryeministri u shpreh n\u00eb takim se do t\u00eb financonte k\u00ebrkimin shkencor, por pasi t\u00eb t\u00eb shikonte rezultate t\u00eb nivelit internacional! Kjo \u00ebsht\u00eb nj\u00ebsoj si t\u00eb thuash, dilni e lypni fonde p\u00ebr k\u00ebrkim, arrini rezultate, pastaj po u financojm\u00eb ne me fondet publike! Por p\u00ebr cfar\u00eb \u00ebsht\u00eb investimi p\u00ebr arsimin dhe shkenc\u00ebn, p\u00ebr cfar\u00eb paguajn\u00eb taksapaguesit, vet\u00ebm p\u00ebr rrug\u00eb nga m\u00eb t\u00eb shtrenjtat n\u00eb Europ\u00eb, p\u00ebr nd\u00ebrtimet urbane, etj etj? Praktikat internacionale t\u00eb reformave t\u00eb arsimit t\u00eb lart\u00eb dhe rritjes s\u00eb cil\u00ebsis\u00eb p\u00ebr rankime internacionale \u00ebsht\u00eb krejt tjet\u00ebr: qeverit\u00eb investojn\u00eb me p\u00ebrpar\u00ebsi dhe objektiva konkrete p\u00ebr disa vite, n\u00eb m\u00ebnyr\u00eb q\u00eb universitetet e vendeve p\u00ebrkat\u00ebse t\u00eb arrijn\u00eb objektiva konkrete n\u00eb rankimet internacionale t\u00eb arsimit t\u00eb lart\u00eb dhe k\u00ebrkimit shkencor. Jemi aktualisht n\u00eb nivelin m\u00eb t\u00eb ul\u00ebt t\u00eb investimit n\u00eb Europ\u00eb dhe n\u00eb Rajon, 0,45 % e GDP. Me nj\u00eb buxhet prej 8,2 miliard Euro q\u00eb ka vendi p\u00ebr vitin 2025 \u00ebsht\u00eb plot\u00ebsisht e mundur q\u00eb buxheti p\u00ebr arsimin e lart\u00eb t\u00eb dyfishohet p\u00ebr 2-3 vjet.<\/p>\n<p>Vendimi i dyt\u00eb: A do t\u00eb vendoset statusi i pedagogut dhe k\u00ebrkuesit shkencor si nj\u00eb profesion t\u00eb mir\u00ebpaguar n\u00eb Shqip\u00ebri, sic \u00ebsht\u00eb ai n\u00eb universitetet per\u00ebndimore, apo do t\u00eb vazhdojm\u00eb me k\u00ebt\u00eb status mediok\u00ebr q\u00eb kemi, ku pedagog\u00ebt dhe k\u00ebrkuesit duhet t\u00eb b\u00ebjn\u00eb edhe nj\u00eb ose dy pun\u00eb t\u00eb tjera p\u00ebr t\u00eb mbajtur familjet e tyre! K\u00ebtu fillon ndryshimi real. N\u00ebse nuk merret ky vendim, nuk ka shans t\u00eb ndryshoj asgj\u00eb n\u00eb sistem. N\u00eb fund t\u00eb fundit, n\u00ebse pedagog\u00ebt dhe k\u00ebrkuesit p\u00ebr 8 or\u00eb pun\u00eb n\u00eb dit\u00eb apo 40 or\u00eb pune n\u00eb jav\u00eb, paguhen me paga q\u00eb nuk u mjaftojn\u00eb p\u00ebr t\u00eb mbajtur familjet e tyre n\u00eb kushtet e nj\u00eb kosto kaq t\u00eb lart\u00eb t\u00eb jetes\u00ebs n\u00eb Tiran\u00eb, ata nuk mund t\u00eb jen\u00eb t\u00eb motivuar p\u00ebr t\u00eb b\u00ebr\u00eb m\u00ebsim dhe k\u00ebrkim me cil\u00ebsin\u00eb e k\u00ebrkuar.<\/p>\n<p>Sot, n\u00eb universitetet per\u00ebndimore, edhe pagat brenda kategoris\u00eb, p.sh. kategoris\u00eb \u201cProfesor\u201d, jan\u00eb t\u00eb shkall\u00ebzuara dhe t\u00eb mb\u00ebshtetura n\u00eb p\u00ebrformanc\u00ebn n\u00eb m\u00ebsmdh\u00ebnie, k\u00ebrkim shkencor dhe transferimin e dijes. Pra \u00ebsht\u00eb vendim bazik: do t\u00eb investoj Shqip\u00ebria p\u00ebr mendjen, sic investojn\u00eb vendet e zhvilluara, apo do t\u00eb vazhdoj\u00eb t\u2019a trajtoj mendjen si gj\u00eb pa vler\u00eb dhe t\u2019i akordoj paga sa p\u00ebr buk\u00eb. Shqip\u00ebria ka sot buxhet prej 8,2 miliad Euro, pra nuk \u00ebsht\u00eb e varf\u00ebr si vendet afrikane. Pra e ka mund\u00ebsin\u00eb reale p\u00ebr nj\u00eb investim t\u00eb till\u00eb. Por \u00ebsht\u00eb c\u00ebshtje vizioni dhe jo buxheti. N\u00ebse do t\u00eb aplikohej nj\u00eb status i pag\u00ebs dhe kritereve t\u00eb shp\u00ebrblimit t\u00eb pedagog\u00ebve dhe k\u00ebrkuesve n\u00eb Shqip\u00ebri, t\u00eb krahasuesh\u00ebm me ato t\u00eb vendeve t\u00eb BE, n\u00eb raport me kostos s\u00eb jetes\u00ebs, at\u00ebhere do t\u00eb fillonte nj\u00eb epok\u00eb e re p\u00ebr gjith\u00eb sistemin e arsimit t\u00eb lart\u00eb, e cila do t\u00eb fillonte me nj\u00eb politik\u00eb t\u00ebr\u00ebsisht t\u00eb re t\u00eb rekrutimeve dhe titujve akademik n\u00eb universitete, me gar\u00eb t\u00eb hapur internacionale p\u00ebr pozicione pune t\u00eb \u201cProfesor\u201d apo \u201cProfesor i asociuar\u201d, sipas planit t\u00eb zhvillimit t\u00eb burimeve njer\u00ebzore si dhe organizimit t\u00eb \u201cProfesurave\u201d ose \u201cChair\u201d n\u00eb fusha e caktuara t\u00eb k\u00ebrkimit shkencor.
