Pamjet tregonin ish-ministrin e Rind\u00ebrtimit Arben Ahmetaj (q\u00eb m\u00eb pas sh\u00ebrbeu edhe si z\u00ebvend\u00ebskryeminist\u00ebr), ministren e Infrastruktur\u00ebs dhe Energjis\u00eb Belinda Balluku, k\u00ebshilltarin e Kryeministrit Endri Fuga, n\u00ebnkryetarin e Bashkis\u00eb s\u00eb Tiran\u00ebs Arbjan Mazniku dhe biznesmenin Samir Mane, n\u00eb shoq\u00ebrin\u00eb e nj\u00eb prej personaliteteve m\u00eb me ndikim n\u00eb Lindjen e Mesme, Mohamed Alabbar.<\/p>\n<p>Alabbar \u00ebsht\u00eb themeluesi dhe ish-kryetari i Emaar Properties, nj\u00eb nga kompanit\u00eb m\u00eb t\u00eb m\u00ebdha dhe prestigjioze t\u00eb zhvillimit t\u00eb pasurive t\u00eb paluajtshme n\u00eb bot\u00eb, e njohur p\u00ebr projekte ikonike si Burj Khalifa n\u00eb Dubai \u2013 nd\u00ebrtesa m\u00eb e lart\u00eb n\u00eb bot\u00eb \u2013 dhe kompleksi Downtown Dubai.<\/p>\n<p>Mes nj\u00eb stuhie koment\u00ebsh q\u00eb akuzonin zyrtar\u00ebt e qeveris\u00eb p\u00ebr shp\u00ebrdorim t\u00eb parave t\u00eb taksapaguesve, Mazniku u p\u00ebrgjigj se ata \u201cmadje nuk e pan\u00eb menun\u00eb, darka ishte porositur dhe paguar nga kompania\u201d dhe ishte pjes\u00eb e fushat\u00ebs zyrtare p\u00ebr t\u00eb prezantuar planet p\u00ebr rind\u00ebrtimin e portit, p\u00ebrfshir\u00eb \u201crilindjen e Portit t\u00eb Durr\u00ebsit\u201d.<\/p>\n<p>Kjo ishte ndoshta hera e par\u00eb q\u00eb publiku shqiptar d\u00ebgjoi p\u00ebr projektin gjigant q\u00eb pritet t\u00eb ndryshoj\u00eb fatin e nj\u00eb prej porteve m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe m\u00eb t\u00eb vjet\u00ebr t\u00eb Ballkanit.<\/p>\n<p>M\u00eb 30 janar 2023, qeveria shqiptare dhe kompania \u201cEagle Hills Real Estate Development\u201d, e themeluar dhe drejtuar nga Mohamed Alabbar, n\u00ebnshkruan nj\u00eb marr\u00ebveshje p\u00ebr nj\u00eb investim dy miliard\u00eb euro, me synimin p\u00ebr ta kthyer Durr\u00ebsin n\u00eb nj\u00eb qytet me dy porte: nj\u00eb port tregtar dhe nj\u00eb tjet\u00ebr turistik e p\u00ebr jahte. Porti aktual do t\u00eb zhvendoset n\u00eb zon\u00ebn e Porto Romanos, nd\u00ebrsa projekti \u201cDurr\u00ebs Yachts &amp; Marina\u201d do t\u00eb zhvillohet n\u00eb vendin e tij.<\/p>\n<p>\u201cProjekti gjigant, i cili do t\u00eb shtrihet n\u00eb nj\u00eb sip\u00ebrfaqe prej rreth 450 hektar\u00ebsh dhe pritet t\u00eb krijoj\u00eb rreth 12 mij\u00eb vende t\u00eb reja pune\u201d u p\u00ebrmend gjithashtu n\u00eb nj\u00eb postim t\u00eb publikuar n\u00eb faqen zyrtare t\u00eb Kryeministrit kushtuar \u201cDurr\u00ebs Yachts &amp; Marina\u201d.<\/p>\n<p>Projekti p\u00ebrfshin nd\u00ebrtimin e rreth 13 mij\u00eb apartamenteve, 850 dhomave hoteli dhe 280 vendndalimeve p\u00ebr jahte, t\u00eb ndara n\u00eb dy faza kryesore. E para parashikon nd\u00ebrtimin e kat\u00ebr mij\u00eb apartamenteve, hoteleve dhe zonave tregtare, me nj\u00eb afat p\u00ebrfundimi prej 5\u20137 vitesh dhe nj\u00eb investim prej 595 milion\u00eb euro. Faza e dyt\u00eb zgjeron projektin me marina jahtesh, m\u00eb shum\u00eb apartamente dhe hotele, duke e zgjatur koh\u00ebzgjatjen totale t\u00eb investimit deri n\u00eb nj\u00ebzet vjet.<\/p>\n<p>Kompania zbatuese, fal\u00eb statusit strategjik t\u00eb projektit, do t\u00eb g\u00ebzoj\u00eb p\u00ebrfitime t\u00eb r\u00ebnd\u00ebsishme, p\u00ebrfshir\u00eb p\u00ebrjashtimin nga TVSH dhe taksat doganore si edhe procedura t\u00eb p\u00ebrshpejtuara p\u00ebr marrjen e lejeve t\u00eb nevojshme brenda 150 dit\u00ebsh. Po ashtu jan\u00eb dh\u00ebn\u00eb garanci q\u00eb termat e marr\u00ebveshjes, p\u00ebrfshir\u00eb dispozitat tatimore, do t\u00eb mbeten t\u00eb pandryshuara p\u00ebr 99 vjet, duke mbrojtur k\u00ebshtu interesin e investitorit.<\/p>\n<p>Eduard Halimi, ish-minist\u00ebr i Drejt\u00ebsis\u00eb (2011\u20132013), n\u00eb nj\u00eb analiz\u00eb mediatike ngriti shqet\u00ebsimin se 60% e \u201cEagle Hills LLC\u201d zot\u00ebrohej nga nj\u00eb rrjet prej pes\u00eb kompanish, t\u00eb cilat, sipas t\u00eb dh\u00ebnave n\u00eb Qendr\u00ebn Komb\u00ebtare t\u00eb Biznesit (QKB), jan\u00eb t\u00eb regjistruara n\u00eb Ishujt Kajman.<\/p>\n<p>Por kjo nuk ishte kritika e vetme ndaj financuesve t\u00eb projektit. M\u00eb 27 korrik 2022, Autoriteti Portual Durr\u00ebs krijoi shoq\u00ebrin\u00eb aksionare publike \u201cAlbanian Seaports Development Company\u201d (ASDC) p\u00ebr t\u00eb menaxhuar dhe koordinuar investimin strategjik t\u00eb \u201cDurr\u00ebs Yachts &amp; Marina\u201d. Kapitali fillestar i ASDC n\u00eb themelim ishte dhjet\u00eb milion\u00eb lek\u00eb (rreth 103 mij\u00eb euro), nd\u00ebrsa n\u00eb qershor 2024 u rrit n\u00eb 21,9 milion\u00eb lek\u00eb (rreth 225 mij\u00eb euro) p\u00ebr t\u00eb mb\u00ebshtetur pun\u00ebn dhe p\u00ebr t\u00eb zgjeruar rolin e kompanis\u00eb si pal\u00eb publike e p\u00ebrfshir\u00eb n\u00eb projekt.<\/p>\n<p>N\u00eb janar 2023, ASDC krijoi nj\u00eb filial, t\u00eb quajtur \u201cDurr\u00ebs Marina\u201d, n\u00eb t\u00eb cilin zot\u00ebron 100% t\u00eb kapitalit. Filiali \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr menaxhimin e zbatimit t\u00eb projektit dhe bashk\u00ebpunimin me partner\u00ebt strategjik\u00eb.<\/p>\n<p>Shteti shqiptar, p\u00ebrmes ASDC, mban 33% t\u00eb aksioneve n\u00eb projekt, i cili ka nj\u00eb vler\u00eb totale prej rreth 2 miliard\u00eb euro dhe pritet t\u00eb gjeneroj\u00eb fitime prej 3.2 miliard\u00eb. Pra, shteti pritet t\u00eb p\u00ebrfitoj\u00eb rreth 281 milion\u00eb euro, duke marr\u00eb parasysh fitimin neto t\u00eb projektit.<\/p>\n<p>\u201cPas tre vitesh q\u00eb thoshin se do vinte Emaar dhe do krijonim nj\u00eb \u2018Dubai n\u00eb Europ\u00eb\u2019, u n\u00ebnshkrua nj\u00eb marr\u00ebveshje mes shteteve dhe tani rezulton se Emaar nuk gjendet askund. Pretendimet e opozit\u00ebs u rr\u00ebzuan dy her\u00eb nga Gjykata Kushtetuese, e cila, nd\u00ebr t\u00eb tjera, deklaroi se menaxhimi i hap\u00ebsirave publike nga investitori strategjik sipas nenit 10.6 t\u00eb \u201cMarr\u00ebveshjes Kuad\u00ebr\u201d duhet t\u00eb kuptohet si nj\u00eb opsion, zbatimi i t\u00eb cilit mbetet n\u00eb diskrecionin e qeverisjes vendore.<\/p>\n<p>Sipas Pano Soko, ekonomist dhe ish-bashk\u00ebkryetar i partis\u00eb \u201cNisma Thurrje\u201d, pavar\u00ebsisht vendimit t\u00eb gjykat\u00ebs, ky lloj investimi nxit pabarazin\u00eb.<\/p>\n<p>Soko identifikon tre problematika kryesore: munges\u00ebn e barazis\u00eb s\u00eb mund\u00ebsive, kushtet dhe termat n\u00ebn t\u00eb cilat u negociua marr\u00ebveshja, dhe skem\u00ebn e rrezikshme t\u00eb shitjes s\u00eb apartamenteve para se t\u00eb nis\u00eb nd\u00ebrtimi.<\/p>\n<p>\u201cNuk \u00ebsht\u00eb rast\u00ebsi q\u00eb Marr\u00ebveshja e Stabilizim-Asociimit e p\u00ebrcakton qart\u00eb k\u00ebt\u00eb pik\u00eb, ashtu si\u00e7 nuk \u00ebsht\u00eb rast\u00ebsi q\u00eb Bashkimi Europian ka shprehur shqet\u00ebsim p\u00ebr munges\u00ebn e nj\u00eb gare nd\u00ebrkomb\u00ebtare publike p\u00ebr zbatimin e projektit. Ku ka demokraci dhe shtet ligjor, qytetar\u00ebt jan\u00eb t\u00eb barabart\u00eb para ligjit. Ky \u00ebsht\u00eb nj\u00eb aksiom q\u00eb duhet respektuar rrept\u00ebsisht, dhe n\u00eb rastin e Durr\u00ebs Marina u shkel\u201d, tha Soko.<\/p>\n<p>Oliv\u00e9r V\u00e1rhelyi, at\u00ebher\u00eb Komisioner Europian p\u00ebr Zgjerimin, iu p\u00ebrgjigj nj\u00eb letre nga Enkelejd Alibeaj, kryetar i Partis\u00eb Demokratike n\u00eb parlamentin e Tiran\u00ebs, duke p\u00ebrs\u00ebritur shqet\u00ebsimet e BE-s\u00eb p\u00ebr projektin.<\/p>\n<p>\u201cT\u00eb gjitha prokurimet dhe koncesionet, p\u00ebrfshir\u00eb marr\u00ebveshjet mes shteteve ose pal\u00ebve t\u00eb treta, duhet t\u00eb bazohen mbi parimet e transparenc\u00ebs, konkurrenc\u00ebs, trajtimit t\u00eb barabart\u00eb dhe mosdiskriminimit\u201d, shkruante V\u00e1rhelyi.<\/p>\n<p>Problemi i dyt\u00eb, sipas Sokos, \u00ebsht\u00eb se shteti shqiptar mund t\u00eb p\u00ebrballet me nj\u00eb humbje ekonomike. Vet\u00ebm zhvendosja e Portit t\u00eb Durr\u00ebsit mund t\u00eb kushtoj\u00eb rreth 2 miliard\u00eb dollar\u00eb, pa p\u00ebrmendur p\u00ebrjashtimet nga taksat dhe tok\u00ebn \u2013 rreth nj\u00eb milion metra katror\u00eb \u2013 me nj\u00eb \u00e7mim prej 100 euro p\u00ebr met\u00ebr katror, n\u00eb mos m\u00eb shum\u00eb, duke arritur n\u00eb 150 milion\u00eb euro.<\/p>\n<p>\u201cPra, ne nga ky projekt do t\u00eb dalim t\u00eb d\u00ebmtuar dhe bosh!\u201d, komentoi Soko.<\/p>\n<p>Ai ngriti gjithashtu shqet\u00ebsimin p\u00ebr praktik\u00ebn e \u201cshitjes n\u00eb grop\u00eb\u201d (shitja e apartamenteve para nd\u00ebrtimit), e cila, sipas tij, p\u00ebrdoret ende vet\u00ebm n\u00eb vendet e \u201cbot\u00ebs s\u00eb tret\u00eb\u201d.<\/p>\n<p>\u201cKjo do t\u00eb ishte m\u00ebnyra kryesore e financimit. P\u00ebrve\u00e7 pjes\u00ebs q\u00eb pritet t\u00eb mbulohet nga Alabbar dhe huat\u00eb, nj\u00eb pjes\u00eb e projektit do t\u00eb mb\u00ebshtetet nga t\u00eb ardhurat e shitjes s\u00eb apartamenteve para se t\u00eb nis\u00eb nd\u00ebrtimi \u2013 praktikisht duke shitur aj\u00ebr. K\u00ebto shitje pritet t\u00eb gjenerojn\u00eb nj\u00eb fitim prej dy miliard\u00eb dollar\u00ebsh t\u00eb nevojsh\u00ebm p\u00ebr zbatimin e projektit\u201d, shpjegoi Soko.<\/p>\n<p>Ai theksoi se Alabbar kishte nisur tashm\u00eb projekte t\u00eb ngjashme n\u00eb Beograd dhe Bjellorusi q\u00eb nuk kishin shkuar mir\u00eb. P\u00ebr k\u00ebt\u00eb arsye, Shqip\u00ebria duhej t\u00eb ishte treguar m\u00eb e kujdesshme dhe jo kaq e favorshme.<\/p>\n<p>\u201cPse Shqip\u00ebria ka qen\u00eb kaq bujare? Pik\u00ebrisht sepse besohej se k\u00ebto projekte mund t\u00eb financoheshin me para t\u00eb pista!\u201d, p\u00ebrfundoi eksperti.<\/p>\n<p><strong>399 milion\u00eb euro nga buxheti i shtetit p\u00ebr projektin e Porto Romanos<\/strong><\/p>\n<p>Ndryshe nga projekti \u201cDurr\u00ebs Yachts &amp; Marina\u201d, p\u00ebr t\u00eb cilin nuk u hap asnj\u00eb gar\u00eb, p\u00ebr nd\u00ebrtimin e portit t\u00eb ri n\u00eb Porto Romano u zhvilluan dy procedura tenderuese.<\/p>\n<p>Autoriteti Portual Durr\u00ebs (APD) konfirmoi se investimi p\u00ebr portin e ri n\u00eb Porto Romano do t\u00eb arrij\u00eb rreth 399 milion\u00eb euro, q\u00eb do t\u00eb mbulohet t\u00ebr\u00ebsisht nga buxheti i shtetit.<\/p>\n<p>\u201cGjat\u00eb periudh\u00ebs s\u00eb zhvendosjes s\u00eb operacioneve portuale nga terminali aktual n\u00eb t\u00eb riun, mund t\u00eb ket\u00eb nevoj\u00eb p\u00ebr riorganizimin e aktiviteteve q\u00eb varen nga trafiku i mallrave p\u00ebrmes Portit t\u00eb Durr\u00ebsit\u201d, tha APD mbi ndikimet e mundshme t\u00eb projektit.<\/p>\n<p>APD, e cila do t\u00eb jet\u00eb p\u00ebrgjegj\u00ebse p\u00ebr t\u00eb dy portet, pretendon gjithashtu se do t\u00eb gjenerohen t\u00eb ardhura shtes\u00eb, duke qen\u00eb se porti ekzistues do t\u00eb funksionoj\u00eb si Marina Turistike.<\/p>\n<p>Procedura e tenderit p\u00ebr nd\u00ebrtimin e portit t\u00eb ri tregtar n\u00eb Porto Romano ishte e gjat\u00eb dhe e nd\u00ebrlikuar. Fillimisht u shpall n\u00eb korrik 2024 me nj\u00eb fond limit prej rreth 390 milion\u00eb euro, por u anulua disa muaj m\u00eb von\u00eb p\u00ebr munges\u00eb ofertash t\u00eb p\u00ebrshtatshme. N\u00eb dhjetor 2024 tenderi u rihap me dokumentacion t\u00eb p\u00ebrmir\u00ebsuar dhe pa ndarje n\u00eb lote, duke t\u00ebrhequr s\u00ebrish interesin e kompanive nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Pas dy raundeve t\u00eb vler\u00ebsimit fillestar dhe apelimeve, procesi ka hyr\u00eb n\u00eb faz\u00ebn e vler\u00ebsimit p\u00ebrfundimtar t\u00eb ofertave, me dy konsorciume n\u00eb gar\u00eb p\u00ebr kontrat\u00ebn.<\/p>\n<p>Konsorciumi i par\u00eb p\u00ebrb\u00ebhet nga kompania holandeze Van Oord dhe gjiganti belg Besix, nd\u00ebrsa i dyti nga kompania greke Archirodon, n\u00eb partneritet me Deme Dredging NV dhe Societ\u00e0 Italiana Dragaggi S.p.A. T\u00eb dy konsorci\u0443\u043cet kan\u00eb kaluar fazat e kualifikimit teknik dhe jan\u00eb n\u00eb pritje t\u00eb vler\u00ebsimit t\u00eb ofertave financiare, q\u00eb do t\u00eb p\u00ebrcaktojn\u00eb fituesin e kontrat\u00ebs p\u00ebr projektin strategjik.<\/p>\n<p>Aranita Brahaj, drejtuese e platform\u00ebs \u201cOpen Data\u201d (organizat\u00eb e specializuar n\u00eb transparenc\u00eb t\u00eb t\u00eb dh\u00ebnave), n\u00eb lidhje me parregullsit\u00eb n\u00eb tenderin e hapur p\u00ebr k\u00ebt\u00eb projekt, tha se ka nj\u00eb problem me p\u00ebrgatitjen e dokumentacionit dhe procedur\u00ebs s\u00eb tenderit.<\/p>\n<p>\u201cKa pasur nj\u00eb munges\u00eb t\u00eb dukshme transparence n\u00eb p\u00ebrzgjedhjen e biznesit t\u00eb huaj q\u00eb p\u00ebrgatiti dokumentacionin\u201d, tha Brahaj.<\/p>\n<p>Ajo shtoi se fillimisht ishte planifikuar q\u00eb k\u00ebto aktivitete t\u00eb financoheshin me fonde t\u00eb jashtme, por m\u00eb pas, p\u00ebr munges\u00eb garancish, u vendos q\u00eb porti i ri t\u00eb nd\u00ebrtohej me investime t\u00eb brendshme.<\/p>\n<p>\u201cKjo tregon munges\u00ebn e besimit t\u00eb partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb p\u00ebr t\u00eb mb\u00ebshtetur projektin\u201d, p\u00ebrfundoi Brahaj.<\/p>\n<p><strong>Rezistenc\u00eb e dob\u00ebt vendase<\/strong><\/p>\n<p>Ndryshe nga Mali i Zi, ku vendasit dhe aktivist\u00ebt kan\u00eb shprehur hapur kund\u00ebrshtimin ndaj projekteve t\u00eb Alabbar n\u00eb Ulqin duke organizuar protesta, n\u00eb Shqip\u00ebri rezistenca ka qen\u00eb shum\u00eb e dob\u00ebt, pothuajse inekzistente.
