Ky projektligj, n\u00eb vend q\u00eb t\u00eb p\u00ebrmir\u00ebsoj\u00eb kontratat problematike t\u00eb PPP-ve deri tani, ku abuzimet dhe korrupsioni jan\u00eb shtruar k\u00ebmb\u00ebkryq, e p\u00ebrkeq\u00ebson akoma dhe shum\u00eb situat\u00ebn. N\u00eb t\u00eb, tavani kufizues prej 5 p\u00ebrqind t\u00eb t\u00eb ardhurave buxhetore lihet vet\u00ebm p\u00ebr bashkit\u00eb dhe hiqet p\u00ebr qeverin\u00eb qendrore. N\u00ebse miratohet ky projektligj, Rama do t\u00eb ket\u00eb dor\u00eb plot\u00ebsisht t\u00eb lir\u00eb t\u2019i jap\u00eb kontrata koncesionare PPP cilitdo oligark q\u00eb d\u00ebshiron dhe me num\u00ebr e shuma pa limit, gjoja n\u00eb em\u00ebr t\u00eb p\u00ebrmir\u00ebsimit t\u00eb infrastruktur\u00ebs apo sh\u00ebrbimeve publike.<\/p>\n<p>\ud835\udddc. \ud835\uddd9\ud835\udde0\ud835\udde1 \ud835\uddf1\ud835\uddf5\ud835\uddf2 \ud835\uddd5\ud835\uddd8 \ud835\ude01\ud835\uddfc\ud835\ude01\ud835\uddee\ud835\uddf9\ud835\uddf6\ud835\ude00\ud835\uddf5\ud835\ude01 \ud835\uddf8\ud835\ude02\ud835\uddfb\ud835\uddf1\ud835\uddf2\ud835\uddff \ud835\uddf5\ud835\uddf2\ud835\uddfe\ud835\uddf7\ud835\uddf2\ud835\ude00 \ud835\ude00\ud835\uddf2 \ud835\ude01\ud835\uddee\ud835\ude03\ud835\uddee\ud835\uddfb\ud835\uddf6\ud835\ude01 \ud835\uddfd\ud835\uddff\ud835\uddf2\ud835\uddf7 \ud835\udff1 \ud835\uddfd\ud835\uddf2\ud835\uddff\ud835\uddfe\ud835\uddf6\ud835\uddfb\ud835\uddf1<\/p>\n<p>Departamenti i \u00c7\u00ebshtjeve Fiskale n\u00eb FMN ka b\u00ebr\u00eb nj\u00eb analiz\u00eb t\u00eb ndryshimeve t\u00eb p\u00ebrmbajtura n\u00eb projektligj, duke i paraqitur qeveris\u00eb shqiptare 22 v\u00ebrejtje. Fondi Monetar Nd\u00ebrkomb\u00ebtar prej disa vitesh ka ngritur shqet\u00ebsime t\u00eb vazhdueshme p\u00ebr m\u00ebnyr\u00ebn se si sekti n\u00eb pushtet i ka p\u00ebrdorur partneritetet publike-private (PPP) n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm t\u00eb ekonomis\u00eb. Projektligji i ri mori kritika t\u00eb forta nga FMN, pasi ky institucion prestigjioz nd\u00ebrkomb\u00ebtar e sheh at\u00eb si nj\u00eb burim t\u00eb ri risku p\u00ebr stabilitetin fiskal dhe p\u00ebr transparenc\u00ebn e financave publike t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Partneritetet Publike-Private (PPP) jan\u00eb p\u00ebrdorur n\u00eb Shqip\u00ebri si nj\u00eb instrument p\u00ebr t\u00eb financuar dhe zbatuar projekte infrastrukturore e sh\u00ebrbimesh publike. Sipas FMN-s\u00eb, eksperienca e dekad\u00ebs s\u00eb fundit ka treguar se mungesa e transparenc\u00ebs, studimeve t\u00eb thelluara t\u00eb fizibilitetit dhe kontrollit parlamentar kan\u00eb krijuar nj\u00eb risk serioz fiskal. P\u00ebr k\u00ebt\u00eb arsye, n\u00eb kuad\u00ebr t\u00eb reformave t\u00eb financave publike, u vendos kufizimi ligjor i ekspozimit buxhetor p\u00ebr PPP-t\u00eb, duke mos lejuar q\u00eb pagesat buxhetore p\u00ebr to t\u00eb tejkalonin 5% t\u00eb t\u00eb ardhurave tatimore vjetore.<\/p>\n<p>Fondi thekson se heqja e k\u00ebtij tavani do t\u00eb p\u00ebrb\u00ebnte nj\u00eb rrezik t\u00eb madh fiskal, duke minuar stabilitetin e financave publike dhe besueshm\u00ebrin\u00eb makroekonomike t\u00eb vendit. Heqja e tavanit do t\u00eb minonte besimin e tregjeve financiare, duke rritur koston e huamarrjes s\u00eb qeveris\u00eb. Agjencit\u00eb e vler\u00ebsimit t\u00eb kredis\u00eb (Standard &amp; Poor\u2019s, Moody\u2019s, etj.) mund t\u00eb ulin vler\u00ebsimin e kreditit p\u00ebr Shqip\u00ebrin\u00eb, p\u00ebr shkak t\u00eb riskut t\u00eb shtuar fiskal.<\/p>\n<p>FMN shpjegon se, pa k\u00ebt\u00eb tavan, pagesat afatgjata p\u00ebr kontrata PPP nuk do t\u00eb shihen m\u00eb si nj\u00eb kufizim buxhetor, duke rritur rrezikun e angazhimeve t\u00eb reja t\u00eb pamenaxhueshme. Ai shprehet se Shqip\u00ebria ka tashm\u00eb nj\u00eb stok pagesash t\u00eb larta p\u00ebr PPP-t\u00eb n\u00eb infrastruktur\u00eb rrugore, sh\u00ebndet\u00ebsi dhe energji.<\/p>\n<p>Fondi argumenton se kufizimi p\u00ebr akumulimin e PPP-ve deri n\u00eb 5% t\u00eb t\u00eb ardhurave buxhetore ka sh\u00ebrbyer deri tani si nj\u00eb instrument mbrojt\u00ebs, p\u00ebr t\u00eb siguruar q\u00eb pagesat e detyrueshme t\u00eb shtetit ndaj sip\u00ebrmarr\u00ebsve privat\u00eb t\u00eb PPP-ve t\u00eb mos cenojn\u00eb shpenzimet thelb\u00ebsore buxhetore, si arsimi, sh\u00ebndet\u00ebsia apo skemat sociale.<\/p>\n<p>Ky kufizim, n\u00eb teori duhej ta detyronte qeverin\u00eb t\u00eb b\u00ebj\u00eb p\u00ebrzgjedhje t\u00eb kujdesshme t\u00eb projekteve dhe t\u00eb mos p\u00ebrdor\u00eb PPP-t\u00eb si instrument politik ose klientelist. N\u00eb fakt, me Ram\u00ebn dhe sektin e tij ka ndodhur dhe po ndodh pik\u00ebrisht e kund\u00ebrta.<\/p>\n<p>Heqja e tavanit do t\u00eb minonte besimin e tregjeve financiare, duke rritur koston e huamarrjes s\u00eb qeveris\u00eb. Agjencit\u00eb e vler\u00ebsimit t\u00eb kredis\u00eb (Standard &amp; Poor\u2019s, Moody\u2019s, etj.) mund t\u00eb ulin vler\u00ebsimin e kreditit p\u00ebr Shqip\u00ebrin\u00eb, p\u00ebr shkak t\u00eb riskut t\u00eb shtuar fiskal.<\/p>\n<p>Pa kufizime ligjore, qeveria i ka duart e lira t\u00eb lidh\u00eb kontrata t\u00eb reja PPP pa analiza t\u00eb thella ekonomike, duke favorizuar klientel\u00ebn politike dhe duke krijuar barr\u00eb afatgjat\u00eb p\u00ebr taksapaguesit shqiptar\u00eb.<\/p>\n<p>FMN dhe BE kan\u00eb paralajm\u00ebruar se p\u00ebrdorimi pa kriter i PPP-ve rrezikon q\u00eb Shqip\u00ebria t\u00eb mos respektoj\u00eb kuadrin e q\u00ebndrueshm\u00ebris\u00eb fiskale. Heqja e kufizimit do t\u00eb minonte procesin e integrimit n\u00eb BE, sidomos n\u00eb kapitujt q\u00eb lidhen me financat publike dhe konkurrenc\u00ebn.<\/p>\n<p>Prandaj dhe FMN, Banka Bot\u00ebrore dhe BE e kan\u00eb rekomanduar gjithmon\u00eb kufizimin e riskut fiskal t\u00eb PPP-ve, p\u00ebrmes mekanizmave t\u00eb till\u00eb si tavani mbi t\u00eb ardhurat. N\u00eb munges\u00eb t\u00eb k\u00ebtij tavani, pagesat e PPP-ve shnd\u00ebrrohen n\u00eb detyrime t\u00eb garantuara, t\u00eb cilat p\u00ebr nga natyra jan\u00eb borxh publik i maskuar.<\/p>\n<p>FMN nuk e thot\u00eb, por n\u00eb nj\u00eb vend ku transparenca e fondeve publike \u00ebsht\u00eb gati zero dhe kontrolli parlamentar thuajse i paralizuar, heqja e tavanit prej 5% \u00ebsht\u00eb nj\u00eb ftes\u00eb e hapur p\u00ebr abuzim dhe korrupsion.<\/p>\n<p>Prandaj dhe FMN, Banka Bot\u00ebrore dhe Bashkimi Evropian jan\u00eb totalisht kund\u00ebr heqjes s\u00eb k\u00ebtij kufizimi, i cili p\u00ebrpiqet deri diku t\u00eb garantoj\u00eb q\u00ebndrueshm\u00ebrin\u00eb e financave tona publike.<\/p>\n<p>\ud835\udddc\ud835\udddc. \ud835\udde3\ud835\uddff\ud835\uddfc\ud835\uddf7\ud835\uddf2\ud835\uddf8\ud835\ude01\ud835\uddf9\ud835\uddf6\ud835\uddf4\ud835\uddf7\ud835\uddf6 \ud835\uddf6 \ud835\uddff\ud835\uddf6: \ud835\uddfd\ud835\uddee \ud835\uddfa\ud835\uddf2\ud835\uddf8\ud835\uddee\ud835\uddfb\ud835\uddf6\ud835\ude07\ud835\uddfa\ud835\uddee \ud835\ude01\ud835\uddf2 \ud835\uddf3\ud835\uddfc\ud835\uddff\ud835\ude01\ud835\uddf2 \ud835\uddf8\ud835\uddfc\ud835\uddfb\ud835\ude01\ud835\uddff\ud835\uddfc\ud835\uddf9\ud835\uddf9\ud835\uddf6 \ud835\uddf1\ud835\uddf5\ud835\uddf2 \ud835\uddfa\ud835\uddfc\ud835\uddfb\ud835\uddf6\ud835\ude01\ud835\uddfc\ud835\uddff\ud835\uddf6\ud835\uddfa\ud835\uddf6<\/p>\n<p>Lind pyetja: pse n\u00eb t\u00eb gjitha kontratat e deritanishme koncesionare me PPP, nuk kemi asnj\u00eb kompani t\u00eb huaj me em\u00ebr dhe prestigj? Sekti n\u00eb pushtet, p\u00ebrmes propozimeve t\u00eb pak\u00ebrkuara (p\u00ebrb\u00ebjn\u00eb 80 p\u00ebrqind t\u00eb PPP-ve t\u00eb sotme, sipas FMN-s\u00eb), ka synuar ta shp\u00ebrndaj\u00eb paran\u00eb publike n\u00eb duart e oligark\u00ebve t\u00eb vet.<\/p>\n<p>N\u00eb 22 v\u00ebrejtjet dhe rekomandimet e tij, FMN i ka rekomanduar me forc\u00eb qeveris\u00eb p\u00ebrfshirjen e hershme dhe aktive t\u00eb Ministris\u00eb s\u00eb Financave n\u00eb t\u00eb gjitha fazat e ciklit t\u00eb projekteve PPP, q\u00eb nga identifikimi dhe planifikimi, deri te vler\u00ebsimi i rrezikut dhe miratimi i kontratave. N\u00eb t\u00eb v\u00ebrtet\u00eb, n\u00eb projektligjin q\u00eb ka shkuar n\u00eb Kuvend, roli i Ministris\u00eb s\u00eb Financave \u00ebsht\u00eb episodik, i dor\u00ebs s\u00eb dyt\u00eb dhe nuk shtrihet n\u00eb t\u00eb gjitha fazat. Nj\u00eblloj si n\u00eb afer\u00ebn e incenerator\u00ebve!<\/p>\n<p>N\u00eb projektligj, nuk ka nj\u00eb p\u00ebrfshirje t\u00eb qart\u00eb dhe totale t\u00eb Ministris\u00eb s\u00eb Financave. Mungesa e pranis\u00eb n\u00eb t\u00eb gjitha hallkat dhe e kontributit t\u00eb plot\u00eb e privon shtetin shqiptar nga (i) kategorizimi i qart\u00eb i rreziqeve fiskale p\u00ebr \u00e7do PPP t\u00eb re, nga (ii) krijimi i mekanizmave m\u00eb t\u00eb fort\u00eb t\u00eb monitorimit p\u00ebr detyrimet afatgjata q\u00eb rrjedhin nga kontratat koncesionare PPP dhe nga (iii) raportimi i detajuar dhe periodik mbi rreziqet fiskale.<\/p>\n<p>Projektligji nuk i jep Kuvendit dhe KLSH-s\u00eb asnj\u00eb kompetenc\u00eb t\u00eb rritur p\u00ebr bllokimin e kontratave abuzive, p\u00ebr hetim intensiv dhe rinegocim t\u00eb kontratave ekzistuese defektoze, me kompetenc\u00eb deri n\u00eb anulimin e tyre.<\/p>\n<p>Projektligji nuk jep garanci dhe nuk cakton asnj\u00eb rregull apo mekaniz\u00ebm q\u00eb \u00e7do kontrat\u00eb PPP t\u00eb publikohet e plot\u00eb dhe e lexueshme nga publiku. Ai nuk p\u00ebrcakton detyrim t\u00eb qart\u00eb p\u00ebr publikimin online t\u00eb kontratave, amendimeve dhe raporteve t\u00eb zbatimit.<\/p>\n<p>Drafti l\u00eb hap\u00ebsira p\u00ebr negocime t\u00eb drejtp\u00ebrdrejta dhe p\u00ebrjashtime nga tenderimi i hapur, duke shkelur parimet e konkurrenc\u00ebs s\u00eb lir\u00eb dhe duke e kthyer procesin n\u00eb nj\u00eb instrument klientelist.<br \/>\nRaportimi vjetor i qeveris\u00eb p\u00ebr PPP-t\u00eb mbetet i vagullt dhe pa detyrime ligjore p\u00ebr pasqyrimin e plot\u00eb t\u00eb riskut fiskal.<\/p>\n<p>N\u00eb draft dominon interesi privat mbi at\u00eb publik. Projektligji nuk garanton q\u00eb analizat e kostos dhe p\u00ebrfitimit t\u00eb kryhen nga institucione t\u00eb pavarura. Kjo krijon rrezik t\u00eb plot\u00eb q\u00eb kontratat t\u00eb hartohen sipas interesit t\u00eb kompanive private, dhe jo t\u00eb qytetar\u00ebve.<\/p>\n<p>Projektligji gjeneron zgjatje t\u00eb afateve t\u00eb PPP-s\u00eb dhe garanci t\u00eb tep\u00ebrta p\u00ebr kompanit\u00eb private.<br \/>\nDrafti mund\u00ebson dh\u00ebnien e garancive shtet\u00ebrore shum\u00ebvje\u00e7are, edhe p\u00ebr projekte q\u00eb nuk justifikojn\u00eb nevoj\u00ebn e tyre. Kjo i kthen PPP-t\u00eb n\u00eb kontrata me risk zero p\u00ebr kompanit\u00eb private dhe me barr\u00eb totale p\u00ebr buxhetin.<\/p>\n<p>Drafti praktikisht i p\u00ebrjashton fondet e BE-s\u00eb nga kuadri i PPP-ve. Ai nuk e lidh p\u00ebrdorimin e PPP-ve me prioritetet e financuara nga Bashkimi Evropian dhe institucionet nd\u00ebrkomb\u00ebtare, duke rritur riskun q\u00eb PPP-t\u00eb t\u00eb p\u00ebrdoren si alternativ\u00eb klienteliste, n\u00eb vend t\u00eb fondeve m\u00eb transparente dhe m\u00eb t\u00eb lira nga integrimi.<\/p>\n<p>Me miratimin e k\u00ebtij projektligji, PPP-t\u00eb do t\u00eb pushojn\u00eb s\u00eb qeni n\u00eb Shqip\u00ebri nj\u00eb mjet zhvillimi dhe vizioni ekonomik. Do t\u00eb kthehen thjesht n\u00eb nj\u00eb mjet p\u00ebr zhvatje pa kufi t\u00eb parave t\u00eb taksapaguesve shqiptar\u00eb. Projektligji p\u00ebrfaq\u00ebson bab\u00ebzin\u00eb e re t\u00eb politik\u00ebs s\u00eb sektit n\u00eb pushtet, t\u00eb veshur me ligj. P\u00ebrball\u00eb k\u00ebtij veprimi, heshtja \u00ebsht\u00eb bashk\u00ebfaj\u00ebsi.<\/p>\n<p>PPP-t\u00eb mund t\u00eb ishin mjet p\u00ebr zhvillim por n\u00eb Shqip\u00ebri, jan\u00eb kthyer n\u00eb simbol t\u00eb grabitjes s\u00eb sofistikuar.<\/p>\n<p>\ud835\udddc\ud835\udddc\ud835\udddc. \ud835\udde3\ud835\uddff\ud835\uddfc\ud835\uddf7\ud835\uddf2\ud835\uddf8\ud835\ude01\ud835\uddf9\ud835\uddf6\ud835\uddf4\ud835\uddf7\ud835\uddf6 \ud835\uddf6 \ud835\uddff\ud835\uddf6: \ud835\uddef\ud835\uddee\ud835\uddef\ud835\uddf2\ud835\ude07\ud835\uddf6\ud835\uddee \ud835\uddf2 \ud835\uddff\ud835\uddf2 \ud835\uddfd\ud835\uddee \ud835\uddf8\ud835\ude02\ud835\uddf3\ud835\uddf6 \ud835\uddf2 \ud835\udde5\ud835\uddee\ud835\uddfa\ud835\uddf2\ud835\ude00<\/p>\n<p>Projektligji i ri p\u00ebr PPP-t\u00eb, n\u00eb form\u00ebn aktuale, nuk p\u00ebrfaq\u00ebson nj\u00eb reform\u00eb p\u00ebr transparenc\u00eb dhe zhvillim, por nj\u00eb mekaniz\u00ebm p\u00ebr t\u00eb zyrtarizuar abuzimet ekzistuese dhe p\u00ebr t\u2019i shtuar m\u00eb her\u00eb ato. N\u00eb vend q\u00eb t\u00eb sh\u00ebrbej\u00eb si mjet modern bashk\u00ebpunimi publik-privat, ai rrezikon t\u00eb b\u00ebhet nj\u00eb instrument ligjor p\u00ebr grabitjen e buxhetit dhe p\u00ebr dob\u00ebsimin e m\u00ebtejsh\u00ebm t\u00eb financave publike dhe t\u00eb institucioneve demokratike.<\/p>\n<p>PPP-t\u00eb n\u00eb Shqip\u00ebri nuk kan\u00eb qen\u00eb kurr\u00eb thjesht \u201cpartneritet\u201d. Jan\u00eb kthyer n\u00eb makineri shp\u00ebrblimi p\u00ebr klient\u00ebt politik\u00eb, me kontrata t\u00eb err\u00ebta q\u00eb lidhin buxhetin e shtetit p\u00ebr dekada, duke i faturuar brezave t\u00eb ardhshme koston e korrupsionit t\u00eb sot\u00ebm. Nga incenerator\u00ebt te rrug\u00ebt e pap\u00ebrfunduara, nga sterilizimi te sh\u00ebrbimet baz\u00eb, historia \u00ebsht\u00eb e nj\u00ebjt\u00eb: privat\u00ebt p\u00ebrfitojn\u00eb miliarda, shteti rrit borxhin dhe qytetar\u00ebt paguajn\u00eb.<\/p>\n<p>Projektligji i ri nuk e ndal k\u00ebt\u00eb mekaniz\u00ebm.
