Regjistrimet e k\u00ebtij viti e tregojn\u00eb qart\u00eb k\u00ebt\u00eb prirje. Regjistrimet kan\u00eb filluar para nj\u00eb jave dhe raportohet se jan\u00eb regjistruar rreth 50 % e aplikant\u00ebve n\u00eb shkall\u00eb vendi, nd\u00ebrkoh\u00eb q\u00eb m\u00eb par\u00eb ishin jo m\u00eb pak se 60 %. Kjo ulje ka prekur shum\u00eb programe n\u00eb t\u00eb gjith\u00eb universitetet dhe shkollat e larta t\u00eb vendit, madje edhe programe unike n\u00eb shkall\u00eb vendi.<\/p>\n<p>Shkaqet jan\u00eb t\u00eb shumta. Sigurisht kryesor\u00ebt jan\u00eb zhvillimi i pafavorsh\u00ebm demografik i popullsis\u00eb (ulja e lindshm\u00ebris\u00eb) dhe emigrimi masiv i t\u00eb rinjve jasht\u00eb vendit, t\u00eb cil\u00ebt do t\u00eb reduktojn\u00eb akoma m\u00eb shum\u00eb grupmosh\u00ebn e t\u00eb rinjve q\u00eb vijojn\u00eb arsimin e mes\u00ebm dhe t\u00eb lart\u00eb. Nd\u00ebrkoh\u00eb rritet cdo vit numri i maturant\u00ebve q\u00eb zgjedhin universitetet e huaja, sidomos n\u00eb Gjermani, Itali, SHBA, Britani e madhe, Franc\u00eb, Turqi dhe vende t\u00eb tjera. Ky grup maturant\u00ebsh jan\u00eb p\u00ebrgjith\u00ebsisht m\u00eb t\u00eb mir\u00ebt dhe b\u00ebjn\u00eb k\u00ebt\u00eb zgjedhje sepse nuk jan\u00eb t\u00eb bindur me ofert\u00ebn e shkollimit t\u00eb lart\u00eb n\u00eb vend dhe p\u00ebrgatiten p\u00ebr t\u00eb emigruar p\u00ebrgjithmon\u00eb nga vendi. Nj\u00eb pjes\u00eb e k\u00ebtyre shkaqeve t\u00eb uljes drastike t\u00eb numrit t\u00eb student\u00ebve lidhen edhe me pun\u00ebn e universiteteve p\u00ebr t\u00eb afruar programe t\u00eb lidhura me tregun e pun\u00ebs, cil\u00ebsin\u00eb dhe, sidomos, pun\u00ebn q\u00eb b\u00ebhet me student\u00ebt, rolin e tyre real n\u00eb jet\u00ebn dhe veprimtarin\u00eb e universitetit. N\u00ebse studenti nuk trajtohet n\u00eb m\u00ebnyr\u00eb q\u00eb ai\/ajo ta konsideroj veten si nj\u00eb kontribues aktiv n\u00eb jet\u00ebn e universitetit, t\u00eb identifikohet me t\u00eb, gjat\u00eb dhe pas studimeve universitare, at\u00ebhere universiteti ka humbur pjes\u00ebn m\u00eb vitale t\u00eb jet\u00ebs dhe veprimtaris\u00eb s\u00eb tij &#8211; studentin. Sot universitetet tona tregojn\u00eb fare pak interes p\u00ebr jet\u00ebn e student\u00ebve t\u00eb tyre p\u00ebrtej mureve t\u00eb auditor\u00ebve, nd\u00ebrkoh\u00eb q\u00eb universiteti i sot\u00ebm n\u00eb bot\u00eb \u00ebsht\u00eb shum\u00eb i angazhuar n\u00eb mb\u00ebshtetjen e jet\u00ebs s\u00eb student\u00ebve t\u00eb tyre p\u00ebrtej auditorit, cka b\u00ebn q\u00eb ata t\u2018a konsiderojn\u00eb veten pjes\u00eb e familjes s\u00eb atij universiteti, t\u00eb identifikohen me t\u00eb dhe t\u00eb ndihen krenar\u00eb q\u00eb jan\u00eb duke studiuar ose kan\u00eb p\u00ebrfunduar studimet n\u00eb at\u00eb universitet (kujtojm\u00eb rolin e r\u00ebnd\u00ebsish\u00ebm q\u00eb Alumni apo organizimet \u201eMiqt\u00eb e universitetit\u201c n\u00eb promovimin e universiteteve ku kan\u00eb studiuar). Ky model \u00ebsht\u00eb shum\u00eb pak i zhvilluar n\u00eb vendin ton\u00eb dhe kjo lidhet edhe rolin q\u00eb u \u00ebsht\u00eb besuar student\u00ebve gjat\u00eb koh\u00ebs s\u00eb studimeve n\u00eb veprimtarin\u00eb e universitetit. Institucionet tona t\u00eb arsimit t\u00eb lart\u00eb jo publik jan\u00eb disi m\u00eb t\u00eb interesuar p\u00ebr veprimtarin\u00eb e student\u00ebve t\u00eb tyre p\u00ebrtej mureve t\u00eb auditor\u00ebve. Student\u00ebt e ngrit\u00ebn k\u00ebt\u00eb problematik\u00eb n\u00eb protest\u00ebn e tyre t\u00eb vitit 2018, asnj\u00eb p\u00ebrmir\u00ebsim nuk ndodhi.<\/p>\n<p>Faktori kryesor q\u00eb frenon student\u00ebt p\u00ebr t\u00eb zgjedhur k\u00ebto programe, pra profesione, \u00ebsht\u00eb tregu i pun\u00ebs dhe statusi i k\u00ebtyre profesioneve. Deformimi i tregut t\u00eb pun\u00ebs n\u00eb sektorin publik \u00ebsht\u00eb i skajsh\u00ebm sepse, arrin deri aty, sa fusha e formimit universitar shpesh nuk luan asnj\u00eb rol n\u00eb rekrutimin p\u00ebr pozicionet e pun\u00ebs. Pa folur pastaj p\u00ebr abuzimet e tjera n\u00eb rekrutim, si diskriminimi p\u00ebr shkak t\u00eb orientimit politk t\u00eb vet kandidatit apo familjes s\u00eb tij, nepotizmi, korrupsioni, etj. Ana tjet\u00ebr \u00ebsht\u00eb statusi i k\u00ebtyre profesioneve, t\u00eb cil\u00ebt, p\u00ebrgjith\u00ebsisht jan\u00eb thell\u00ebsisht t\u00eb diskriminuar. Pagat e k\u00ebtyre profesioneve jan\u00eb ende shum\u00eb t\u00eb ulta dhe aspak t\u00ebrheq\u00ebse p\u00ebr t\u00eb rinjt\u00eb dhe kushtet e pun\u00ebs m\u00eb pak se modeste. Por, t\u00eb gjith\u00eb studimet e tregut t\u00eb pun\u00ebs n\u00eb vendin ton\u00eb tregojn\u00eb qart\u00eb se gjendja e nj\u00eb profesioni n\u00eb tregun e pun\u00ebs n\u00eb sektorin publik p\u00ebrb\u00ebn, n\u00eb nj\u00eb mas\u00eb shum\u00eb t\u00eb madhe, nj\u00eb faktor p\u00ebrcaktues p\u00ebr fatin e k\u00ebtyre profesioneve edhe n\u00eb tregun privat t\u00eb pun\u00ebs. P\u00ebrgjith\u00ebsisht, sip\u00ebrmarjet private orientohen n\u00eb rekrutim dhe n\u00eb nivelin e pagave p\u00ebr k\u00ebta profesione q\u00eb afrojn\u00eb nga statusi q\u00eb aplikojn\u00eb agjencit\u00eb qeveritare dhe bashkit\u00eb.<\/p>\n<p>\u00c7\u00ebshtja q\u00eb shtrohet tani \u00ebsht\u00eb se si do t\u00eb sillet qeveria ndaj situat\u00ebs s\u00eb zbrazjes s\u00eb universiteteve, e cila po b\u00ebhet, cdo vit, edhe m\u00eb e mpreht\u00eb. Do t\u00eb nd\u00ebrmarr\u00eb qeveria ndonj\u00eb strategji reale kund\u00ebr p\u00ebrkeq\u00ebsimit t\u00eb k\u00ebsaj situate, apo do t\u2019ia l\u00eb fatit? M\u00eb keq akoma, n\u00ebse qeveria do t\u2018a p\u00ebrdor\u00eb uljen e numrit t\u00eb student\u00ebve p\u00ebr t\u00eb ulur financimin, cka do t\u00eb conte gradualisht n\u00eb mbylljen e fushave t\u00eb r\u00ebnd\u00ebsishme t\u00eb dijes n\u00eb universitetet tona. Dikush mund t\u00eb thot\u00eb, pun\u00eb e madhe se u shuajt\u00ebn ato fusha, edhe pse disa prej tyre ekzistojn\u00eb si t\u00eb vetme prej dekadash n\u00eb disa universitete t\u00eb vendit. Un\u00eb mendoj se k\u00ebto fusha jan\u00eb t\u00eb vyera p\u00ebr vendin, jo vet\u00ebm se ato jan\u00eb pjes\u00eb e historis\u00eb s\u00eb zhvillimit t\u00eb dijes dhe kultur\u00ebs son\u00eb komb\u00ebtare, por sepse vendi ka dhe do t\u00eb ket\u00eb nevoj\u00eb p\u00ebr to. Gjenerimi i dijes \u00ebsht\u00eb n\u00eb thelb t\u00eb lindjes dhe misionit t\u00eb Universitetit, historia e t\u00eb cilit z\u00eb fill para gati dhjet\u00eb shekujsh.<\/p>\n<p>N\u00ebse nuk do t\u00eb nd\u00ebrgjegj\u00ebsohet qeveria dhe legjislativi shqiptar, dhe n\u00ebse komuniteti akademik dhe profesionist\u00ebt e k\u00ebtyre fushave nuk do t\u00eb ngren\u00eb z\u00ebrin e tyre p\u00ebr k\u00ebt\u00eb situat\u00eb, shuarja e k\u00ebtyre fushave t\u00eb dijes mund t\u00eb ndodh\u00eb dora-dor\u00ebs. Imagjinoni q\u00eb Shqip\u00ebria t\u00eb mos shkolloj\u00eb m\u00eb m\u00ebsues dhe dija n\u00eb shkencat e edukimit n\u00eb vendin ton\u00eb t\u00eb shkoj\u00eb drejt shuarjes, sepse m\u00ebsuesia si profesion \u00ebsht\u00eb e diskriminuar. E nj\u00ebjta gj\u00eb mund thuhet p\u00ebr jo pak fusha t\u00eb tjera t\u00eb dijes n\u00eb vendin ton\u00eb. Dikush mund t\u00eb thot\u00eb; pun\u00eb e madhe po shuhen disa fusha t\u00eb dijes n\u00eb universitetin shqiptar q\u00eb jan\u00eb hapur si t\u00eb tilla n\u00eb vitet \u201950 t\u00eb shekullit t\u00eb kaluar dhe jan\u00eb pjes\u00eb e dijes dhe kultur\u00ebs shqiptare, edhe pse ato nuk mund t\u00eb krahasohen me shkenca albanologjike q\u00eb jan\u00eb shkenca t\u00eb mir\u00ebfillta t\u00eb identitetit komb\u00ebtar. Prap\u00ebseprap\u00eb, kjo do t\u00eb ishte nj\u00eb involucion p\u00ebr dijen n\u00eb universitet, por edhe p\u00ebr kultur\u00ebn ton\u00eb komb\u00ebtare. E v\u00ebrtet\u00eb \u00ebsht\u00eb se dija n\u00eb bot\u00eb po p\u00ebrparon me shpejt\u00ebsi edhe n\u00eb fushat e k\u00ebrc\u00ebnuara t\u00eb universitetit shqiptar. Por kjo nuk do t\u00eb thot\u00eb se k\u00ebto fusha t\u00eb dijes mund t\u00eb shuhen. P\u00ebrkundrazi, ky zhvillim shum\u00eb i shpejt\u00eb i dijes n\u00eb bot\u00eb k\u00ebrkon q\u00eb k\u00ebto fusha t\u00eb dijes n\u00eb Shqip\u00ebri t\u00eb ndjekin zhvillimet internacionale dhe t\u2019i sjellin ato n\u00eb fondin e dijes dhe kultur\u00ebs shqiptare. Shqip\u00ebria nuk prodhon cmime Nobel n\u00eb asnj\u00eb fush\u00eb t\u00eb shkenc\u00ebs, por vendit i duhen b\u00ebrthamat universitare, q\u00eb sjellin zhvillimet m\u00eb t\u00eb reja t\u00eb dijes n\u00eb k\u00ebto shkenca si p\u00ebr formimin e student\u00ebve dhe profesionist\u00ebve, ashtu edhe p\u00ebr nevojat e zhvillimit t\u00eb gjithansh\u00ebm t\u00eb vendit ton\u00eb. N\u00eb k\u00ebt\u00eb kontekst, po i referohem nj\u00eb rasti dometh\u00ebn\u00ebs. Universiteti Ludwig- Maximilians n\u00eb Mynih (LMU), n\u00eb vitin 2011, n\u00eb kuad\u00ebr t\u00eb reform\u00ebs s\u00eb brendshme q\u00eb kishte nd\u00ebrmarr\u00eb, shtroi p\u00ebr diskutim ruajtjen e fush\u00ebs s\u00eb Albanologjis\u00eb, p\u00ebr t\u00eb cil\u00ebn Shqip\u00ebria ka interes t\u00eb vecant\u00eb, sepse Albanologjia n\u00eb k\u00ebt\u00eb universitet jo vet\u00ebm q\u00eb ka nj\u00eb histori t\u00eb gjat\u00eb, por ka reputacionin m\u00eb t\u00eb mir\u00eb shkencor dhe ka ndihmuar albanolog\u00ebt n\u00eb universitete t\u00eb tjera n\u00eb Gjermani, t\u00eb vendeve t\u00eb tjera, madje edhe t\u00eb Shqip\u00ebris\u00eb. P\u00ebr t\u00eb vijuar studimet universitare t\u00eb ciklit Master dhe t\u00eb doktorat\u00ebs n\u00eb Albanologji, parakusht ishte q\u00eb profesura e Albanologjis\u00eb t\u00eb kishte p\u00ebrsonelin e mjaftuesh\u00ebm akademik. Shqip\u00ebria mori p\u00ebrsip\u00ebr financimin e nj\u00eb pozicioni t\u00eb Profesorit t\u00eb Asociuar n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb plot\u00ebsohej organika e profesur\u00ebs s\u00eb fush\u00ebs s\u00eb Albanologjis\u00eb, cka mund\u00ebsoi ruajtjen e k\u00ebsaj fushe kaq t\u00eb r\u00ebnd\u00ebsishme dhe t\u00eb vijonin studimet e nivelit Master dhe Doktorat\u00eb, si parakushte p\u00ebr t\u00eb mos mbyllur k\u00ebt\u00eb fush\u00eb n\u00eb LMU.<\/p>\n<p>P\u00ebr t\u00eb shmangur k\u00ebt\u00eb k\u00ebrc\u00ebnim real t\u00eb shuarjes dora-dor\u00ebs s\u00eb k\u00ebtyre fushave t\u00eb dijes n\u00eb vendin ton\u00eb lypsen politika reale mb\u00ebshtet\u00ebse nga qeveria dhe Kuvendi i Shqip\u00ebris\u00eb. Duhen politika reale nxit\u00ebse p\u00ebr t\u00eb t\u00ebrhequr nj\u00eb num\u00ebr kritik t\u00eb mjaftuesh\u00ebm student\u00ebsh q\u00eb studiojn\u00eb n\u00eb k\u00ebto fusha p\u00ebr t\u00eb plot\u00ebsuar nevojat e tregut t\u00eb pun\u00ebs t\u00eb vendit ton\u00eb me profesionist\u00eb t\u00eb k\u00ebtyre fushave. P\u00ebrvoja ka treguar se vet\u00ebm akordimi i bursave nuk \u00ebsht\u00eb zgjidhje, n\u00ebse nuk do t\u00eb nd\u00ebrmerren masa konkrete ndaj deformimeve n\u00eb tregun e pun\u00ebs n\u00eb sektorin publik, si dhe p\u00ebrmir\u00ebsime thelb\u00ebsore t\u00eb statusit t\u00eb k\u00ebtyre profesioneve. Gjithashtu, \u00ebsht\u00eb i domosdosh\u00ebm edhe nj\u00eb minimum kritik i stafit akademik shkencor n\u00eb universitete ku gjenerohet dhe organizohet dija. N\u00ebse universiteti shqiptar nuk shkollon student\u00eb n\u00eb k\u00ebto fusha, vendi nuk do t\u00eb ket\u00eb nes\u00ebr profesionist\u00eb t\u00eb k\u00ebtyre fushave, p\u00ebrjashtuar ndonj\u00eb student q\u00eb shkollohet jasht\u00eb vendit. Por, fatkeq\u00ebsisht, ky burim \u00ebsht\u00eb gati inekzistent, sepse t\u00eb rinj shqiptar\u00eb q\u00eb ndjekin studimet universitare n\u00eb k\u00ebto fusha t\u00eb k\u00ebrc\u00ebnuara n\u00eb universitetet e huaja mund t\u00eb num\u00ebrohen me gishtat e vet\u00ebm nj\u00ebr\u00ebs dor\u00eb. P.sh. n\u00eb vendin ton\u00eb v\u00ebshtir\u00eb se gjenden t\u00eb rinj q\u00eb kan\u00eb studiuar ose po studiojn\u00eb p\u00ebr m\u00ebsuesi jasht\u00eb vendit.<\/p>\n<p>Kjo situat\u00eb \u00ebsht\u00eb aktuale p\u00ebr shum\u00eb fusha t\u00eb dijes dhe k\u00ebrkon nj\u00eb nd\u00ebrgjegj\u00ebsim t\u00eb ekzekutivit, legjislativit dhe komunitetit akademik t\u00eb vendit. Dhe m\u00eb konkretisht kjo k\u00ebrkon nj\u00eb reform\u00eb reale t\u00eb sistemit t\u00eb arsimit t\u00eb lart\u00eb n\u00eb vendin ton\u00eb. Jemi n\u00eb kushte t\u00ebr\u00ebsisht t\u00eb ndryshme nga 12 vite m\u00eb par\u00eb. Nd\u00ebrsa n\u00eb at\u00eb koh\u00eb qeveria e kishte problem t\u00eb madh se Shqip\u00ebria kishte shum\u00eb student\u00eb, sot vendi p\u00ebrballet me zbrasje t\u00eb universitetit. I gjith\u00eb diskutimi i koh\u00ebve t\u00eb fundit p\u00ebr t\u00ebrheqjen e student\u00ebve t\u00eb huaj n\u00eb universitetin ton\u00eb duhet par\u00eb me realiz\u00ebm. P\u00ebrvoja e vendeve t\u00eb tjera europiane tregon se politikat p\u00ebr t\u00ebrheqjen e student\u00ebve t\u00eb huaj k\u00ebrkojn\u00eb t\u00eb pakt\u00ebn nj\u00eb dekad\u00eb p\u00ebr t\u00eb dh\u00ebn\u00eb rezultatet e para.<\/p>\n<p>Me k\u00ebt\u00eb prirje t\u00eb r\u00ebnies s\u00eb numrit student\u00ebve, po t\u00eb zbatohet formula aktuale e shp\u00ebrndarjes s\u00eb buxhetit t\u00eb universiteteve publike, e cila mb\u00ebshtetet kryesisht n\u00eb numrin e student\u00ebve, kjo do t\u00eb n\u00ebnkuptonte mbyllje departamentesh dhe fakultetesh, madje edhe universitetesh, shkurtime t\u00eb stafit akademik p\u00ebr shkak t\u00eb shkurtimeve t\u00eb buxhetit. K\u00ebshtu shuhen dora-dor\u00ebs fusha t\u00eb dijes n\u00eb universitetin shqiptar t\u00eb hapura para gati 70-80 viteve.<\/p>\n<p>Un\u00eb iu referova hallk\u00ebs kyce p\u00ebr funksionimin e universiteteve publike- modeli i financimit. Por jan\u00eb plot hallka t\u00eb tjera t\u00eb funksionimit t\u00eb arsimit t\u00eb lart\u00eb publik q\u00eb ndikohen drejtp\u00ebrdrejt nga numri i student\u00ebve. Kjo tregon se sa e r\u00ebnd\u00ebsishme \u00ebsht\u00eb q\u00eb t\u00eb nd\u00ebrmerret nj\u00eb reform\u00eb realiste e sistemit ton\u00eb t\u00eb arsimit t\u00eb lart\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb ai t\u2019i p\u00ebrgjigjet demografis\u00eb dhe nevojave t\u00eb zhvillimit t\u00ebr\u00ebsor t\u00eb vendit, t\u00eb pakt\u00ebn p\u00ebr dy dekadat q\u00eb vijn\u00eb, si dhe t\u00eb jet\u00eb i aft\u00eb t\u00eb garoj\u00eb n\u00eb Hap\u00ebsir\u00ebn Europiane t\u00eb Arsimit t\u00eb Lart\u00eb. P\u00ebr nj\u00eb reform\u00eb t\u00eb till\u00eb lypset, m\u00eb s\u00eb pari, nj\u00eb analiz\u00eb t\u00eb thell\u00eb dhe e pavaruar e gjendjes s\u00eb sistemit n\u00eb t\u00eb gjitha k\u00ebndv\u00ebshtrimet e funksionimit t\u00eb tij, organizimi i sistemit, modeli i financimit, modeli i organizimit dhe vetqeverisjes s\u00eb brendshme t\u00eb universitetit, nd\u00ebrkomb\u00ebtarizimi, dhe shum\u00eb hallka t\u00eb tjera n\u00eb funksion t\u00eb cil\u00ebsis\u00eb s\u00eb formimit t\u00eb student\u00ebve, produktit shkencor dhe transferimit t\u00eb tij n\u00eb dije q\u00eb i sh\u00ebrben zhvillimit aktual dhe perspektiv t\u00eb vendit ton\u00eb.<\/p>\n<p>Gjat\u00eb k\u00ebtyre dy muajve ka filluar diskutimi p\u00ebr ndryshimet n\u00eb ligjin e arsimit t\u00eb lart\u00eb.
