Duke ndjekur se si jetojn\u00eb njer\u00ebzit n\u00eb rajon n\u00eb t\u00eb v\u00ebrtet\u00eb, p\u00ebrmes treguesve ekonomik\u00eb, social\u00eb dhe institucional\u00eb, platforma \u201cConverge2EU\u201d ofron nj\u00eb pasqyr\u00eb unike t\u00eb udh\u00ebtimit t\u00eb rajonit drejt konvergjenc\u00ebs me BE-n\u00eb.<\/p>\n<p>Duke mbuluar Shqip\u00ebrin\u00eb, Bosnj\u00ebn dhe Hercegovin\u00ebn, Kosov\u00ebn, Malin e Zi, Maqedonin\u00eb e Veriut dhe Serbin\u00eb, iniciativa mat performanc\u00ebn n\u00eb tet\u00eb fusha kryesore t\u00eb jet\u00ebs: n\u00eb ekonomi, mir\u00ebqenie sociale, sh\u00ebndet\u00ebsi, arsim, mjedis, qeverisje, dixhitalizim dhe infrastruktur\u00eb. Rezultatet paraqiten p\u00ebrmes nj\u00eb paneli interaktiv online, q\u00eb i b\u00ebn t\u00eb dh\u00ebnat komplekse t\u00eb kuptueshme dhe t\u00eb krahasueshme.<\/p>\n<p><strong><em>I. T\u00eb dh\u00ebna shkencore kok\u00ebforta shpartallojn\u00eb propagand\u00ebn e sektit Rama p\u00ebr progres dometh\u00ebn\u00ebs n\u00eb integrim <\/em><\/strong><\/p>\n<p>Sipas k\u00ebtij studimi shkencor, t\u00eb bazuar n\u00eb t\u00eb dh\u00ebna krahasuese mbi zhvillimin ekonomik, social e institucional, Shqip\u00ebris\u00eb i duhen 64 vite p\u00ebr t\u00eb arritur standardet e qeverisjes s\u00eb Bashkimit Europian, 53 vite p\u00ebr t\u00eb arritur standardin mesatar ekonomik, 71 vite p\u00ebr t\u00eb p\u00ebrmbushur standardet sociale, 39 vite p\u00ebr sistemin sh\u00ebndet\u00ebsor dhe mbi 100 vite p\u00ebr standardet e mjedisit dhe t\u00eb infrastruktur\u00ebs.<\/p>\n<p>K\u00ebto shifra nuk jan\u00eb thjesht statistika. Ato jan\u00eb pasqyr\u00eb e nj\u00eb procesi t\u00eb ngadalt\u00eb konvergjence, q\u00eb tregon sesa larg mbetet Shqip\u00ebria nga mesatarja europiane n\u00eb shum\u00eb fusha ky\u00e7e t\u00eb zhvillimit.<\/p>\n<p>P\u00ebrqindja m\u00eb alarmante e raportit t\u00eb \u201cConverge2EU\u201d lidhet me qeverisjen, ku Shqip\u00ebria renditet n\u00eb rajon si nj\u00eb nga vendet q\u00eb ecin m\u00eb ngadal\u00eb drejt standardeve t\u00eb BE-s\u00eb. Sipas plaform\u00ebs, arsyeja kryesore q\u00eb nevojiten 64 vite lidhet me (i) munges\u00ebn e institucioneve t\u00eb pavarura, (ii) problemet me sundimin e ligjit, (iii) korrupsionin e p\u00ebrhapur, si dhe (iv)politizimin e administrat\u00ebs publike.<\/p>\n<p>Nd\u00ebrsa BE mat qeverisjen me indikator\u00eb si transparenca, p\u00ebrgjegjshm\u00ebria, efikasiteti i politikave publike dhe cil\u00ebsia e institucioneve, Shqip\u00ebria ende p\u00ebrballet me boshll\u00ebqe t\u00eb m\u00ebdha n\u00eb zbatimin e reformave dhe n\u00eb nd\u00ebrtimin e nj\u00eb kulture t\u00eb mir\u00ebqeverisjes, q\u00eb i reziston nd\u00ebrrimeve politike.<\/p>\n<p>N\u00eb treguesin ekonomik, Raporti thekson se Shqip\u00ebria do t\u00eb ket\u00eb nevoj\u00eb p\u00ebr rreth 53 vite p\u00ebr t\u00eb arritur mesataren ekonomike t\u00eb BE-s\u00eb. Kjo ndodh sepse, edhe pse vendi njeh rritje ekonomike, ajo mbetet e ul\u00ebt n\u00eb baz\u00eb absolute krahasuar me ekonomit\u00eb e zhvilluara europiane. PBB p\u00ebr frym\u00eb \u00ebsht\u00eb rreth 32\u201335% e mesatares s\u00eb BE-s\u00eb, nd\u00ebrsa produktiviteti i pun\u00ebs dhe niveli i inovacionit mbeten tejet mase t\u00eb ul\u00ebta.<\/p>\n<p>Nj\u00eb tjet\u00ebr faktor pengues \u00ebsht\u00eb struktura e ekonomis\u00eb, e cila varet ende nga sektor\u00eb tradicional\u00eb, si nd\u00ebrtimi, tregtia dhe remitancat, nd\u00ebrsa investimet n\u00eb industri t\u00eb q\u00ebndrueshme, teknologji dhe eksport mbeten t\u00eb kufizuara.<\/p>\n<p><strong><em>II. Standardet sociale: hendeku m\u00eb i v\u00ebshtir\u00eb p\u00ebr t\u2019u mbyllur<\/em><\/strong><\/p>\n<p>N\u00eb fush\u00ebn sociale, Shqip\u00ebria renditet nga \u201cConverge2EU\u201d me nj\u00eb distanc\u00eb t\u00eb madhe nga BE, me nj\u00eb afat rreth 71 vje\u00e7ar p\u00ebr arritjen e standardeve europiane. Arsyet p\u00ebr k\u00ebt\u00eb hendek kaq t\u00eb thell\u00eb jan\u00eb t\u00eb shum\u00ebfishta, nga (i) t\u00eb ardhurat e ul\u00ebta familjare dhe varf\u00ebrin\u00eb masive, tek (i) mungesa e sigurimeve efektive sociale, (iii) pensionet e pamjaftueshme, (iv) pabarazit\u00eb n\u00eb arsim dhe sh\u00ebndet\u00ebsi, si dhe (v) emigracioni i lart\u00eb i t\u00eb rinjve dhe profesionist\u00ebve. Raporti thekson se p\u00ebrmir\u00ebsimi i standardeve sociale k\u00ebrkon politika t\u00eb q\u00ebndrueshme afatgjata, dhe jo masa t\u00eb p\u00ebrkohshme apo asistenc\u00eb t\u00eb shp\u00ebrndar\u00eb n\u00eb m\u00ebnyr\u00eb fragmentare, sikurse b\u00ebn r\u00ebndom sekti Rama n\u00eb qeverisje.<\/p>\n<p>Sipas Eurostat, rreth 37% e popullsis\u00eb shqiptare \u00ebsht\u00eb e rrezikuar nga varf\u00ebria ose p\u00ebrjashtimi social, nd\u00ebrkoh\u00eb q\u00eb t\u00eb ardhurat mesatare p\u00ebr frym\u00eb jan\u00eb vet\u00ebm nj\u00eb e treta e mesatares europiane. N\u00eb shum\u00eb zona rurale, mungojn\u00eb sh\u00ebrbime baz\u00eb si kujdesi sh\u00ebndet\u00ebsor, arsimi cil\u00ebsor, transporti publik apo qasja n\u00eb infrastruktur\u00eb sociale moderne. Ky dualiz\u00ebm mes qyteteve dhe zonave rurale krijon nj\u00eb realitet t\u00eb fragmentuar social, ku pjes\u00eb t\u00eb m\u00ebdha t\u00eb popullsis\u00eb mbeten jasht\u00eb p\u00ebrfitimeve t\u00eb zhvillimit ekonomik.<\/p>\n<p>Nj\u00eb arsye tjet\u00ebr pse hendeku me BE-n\u00eb mbetet i thell\u00eb \u00ebsht\u00eb dob\u00ebsia e sistemit t\u00eb mbrojtjes sociale. Skemat e ndihm\u00ebs ekonomike dhe pensioneve n\u00eb Shqip\u00ebri jan\u00eb t\u00eb kufizuara n\u00eb mbulim dhe t\u00eb ul\u00ebta n\u00eb vlera reale. Ndihma ekonomike arrin shpesh m\u00eb pak se 90 euro n\u00eb muaj p\u00ebr familje, nd\u00ebrsa pensionet mesatare jan\u00eb rreth 25% e pag\u00ebs mesatare komb\u00ebtare, shum\u00eb m\u00eb posht\u00eb standardeve europiane.<\/p>\n<p>Nd\u00ebrkoh\u00eb, sistemi i sigurimeve shoq\u00ebrore mbetet i brisht\u00eb p\u00ebr shkak t\u00eb informalitetit t\u00eb lart\u00eb n\u00eb tregun e pun\u00ebs, kontributeve t\u00eb pamjaftueshme dhe emigracionit t\u00eb lart\u00eb q\u00eb e tkurr baz\u00ebn kontribuese. Kjo krijon nj\u00eb rreth vicioz ku shteti ka m\u00eb pak t\u00eb ardhura p\u00ebr mbrojtje sociale, nd\u00ebrsa qytetar\u00ebt kan\u00eb m\u00eb pak besim te sistemi publik.<\/p>\n<p>Arsimi dhe formimi profesional jan\u00eb motor\u00eb shum\u00eb t\u00eb dob\u00ebt t\u00eb barazis\u00eb sociale n\u00eb Shqip\u00ebri. N\u00eb Bashkimin Europian, arsimi dhe trajnimi profesional jan\u00eb themeli i politikave t\u00eb barazis\u00eb dhe mobilitetit social. N\u00eb Shqip\u00ebri, p\u00ebrkundrazi, p\u00ebrfshirja e ul\u00ebt n\u00eb arsimin profesional, cil\u00ebsia e m\u00ebsimdh\u00ebnies dhe p\u00ebrputhja e dob\u00ebt me tregun e pun\u00ebs, e b\u00ebjn\u00eb arsimin m\u00eb shum\u00eb formalitet, sesa mund\u00ebsi reale p\u00ebr zhvillim.<\/p>\n<p>Studimi thekson se tet\u00eb n\u00eb dhjet\u00eb t\u00eb rinj n\u00eb Shqip\u00ebri, t\u00eb pak\u00ebnaqur me perspektivat, duan t\u00eb emigrojn\u00eb, si rruga e vetme drejt nj\u00eb jete m\u00eb t\u00eb mir\u00eb. Ky fenomen, i shoq\u00ebruar me \u201czbrazjen\u201d e trurit, e b\u00ebn edhe m\u00eb t\u00eb v\u00ebshtir\u00eb nd\u00ebrtimin e nj\u00eb shoq\u00ebrie t\u00eb barabart\u00eb dhe t\u00eb zhvilluar brenda vendit.<\/p>\n<p>Edhe pabarazit\u00eb rajonale jan\u00eb t\u00eb forta: nd\u00ebrsa Tirana dhe disa qytete t\u00eb m\u00ebdha po afrohen me standarde t\u00eb moderuara europiane, veriu dhe jugu rural mbeten n\u00eb nivele shum\u00eb m\u00eb t\u00eb ul\u00ebta zhvillimi, me munges\u00eb investimesh dhe sh\u00ebrbimesh baz\u00eb.<\/p>\n<p>Nj\u00eb nga arsyet m\u00eb t\u00eb thella t\u00eb hendekut social \u00ebsht\u00eb mungesa e nj\u00eb vizioni afatgjat\u00eb p\u00ebr zhvillimin social t\u00eb vendit. Politikat sociale n\u00eb Shqip\u00ebri jan\u00eb t\u00eb fragmentuara, t\u00eb orientuara drejt nevojave t\u00eb menj\u00ebhershme ose ndikimit elektoral, pa nj\u00eb strategji t\u00eb q\u00ebndrueshme p\u00ebr barazi dhe p\u00ebrfshirje. Nd\u00ebrsa BE i lidh standardet sociale me qeverisjen e mir\u00eb, transparenc\u00ebn dhe efikasitetin e institucioneve publike, n\u00eb Shqip\u00ebri, ndihma sociale dhe subvencionet mbeten instrumente politike, jo mekanizma t\u00eb mir\u00ebfillt\u00eb p\u00ebr uljen e pabarazis\u00eb.<\/p>\n<p><strong><em>III. Emigracioni masiv\u2013e keqja q\u00eb boshatis struktur\u00ebn sociale t\u00eb vendit<\/em><\/strong><\/p>\n<p>Studimi cil\u00ebson se q\u00eb nga viti 2012, mbi 1 milion shqiptar\u00eb kan\u00eb emigruar.Ky emigracion masiv, sidomos i t\u00eb rinjve dhe profesionist\u00ebve, ka krijuar nj\u00eb boshll\u00ebk t\u00eb madh demografik dhe social. Mungesa e t\u00eb rinjve n\u00eb tregun e pun\u00ebs, r\u00ebnia e lindjeve dhe plakja e popullsis\u00eb ndikojn\u00eb drejtp\u00ebrdrejt n\u00eb r\u00ebnien e kontributeve p\u00ebr sigurimet shoq\u00ebrore dhe n\u00eb shtimin e barr\u00ebs mbi brezat e ardhsh\u00ebm.<\/p>\n<p>N\u00eb BE, k\u00ebto sfida menaxhohen me politika t\u00eb integruara p\u00ebr p\u00ebrfshirje sociale. N\u00eb Shqip\u00ebri, ato mbeten ende pa nj\u00eb strategji t\u00eb plot\u00eb.<\/p>\n<p><strong><em>IV. Mjedisi dhe infrastruktura \u2013 sfidat 100 vje\u00e7are t\u00eb Shqip\u00ebris\u00eb!<\/em><\/strong><\/p>\n<p>Shqip\u00ebris\u00eb, sipas \u201cConverge2EU\u201d, i duhen mbi 100 vite p\u00ebr t\u00eb arritur standardet e BE-s\u00eb n\u00eb (i) menaxhimin e mbetjeve, (ii) ndotjen e ajrit dhe uj\u00ebrave, (iii) efikasitetin energjetik, si dhe (iv) transportin publik dhe infrastruktur\u00ebn rrugore.<\/p>\n<p>Ky hendek i madh \u00ebsht\u00eb rezultat i munges\u00ebs s\u00eb investimeve afatgjata, planifikimit t\u00eb dob\u00ebt urban, si dhe munges\u00ebs s\u00eb standardeve mjedisore dhe kontrollit institucional. P\u00ebr BE-n\u00eb, tranzicioni i gjelb\u00ebr \u00ebsht\u00eb nj\u00eb prioritet. P\u00ebr Shqip\u00ebrin\u00eb, ende nj\u00eb sfid\u00eb e hapur.<\/p>\n<p>Raporti thekson se arsyet nuk jan\u00eb vet\u00ebm ekonomike, por edhe strukturore dhe institucionale. Procesi i afrimit me BE-n\u00eb nuk \u00ebsht\u00eb linear.
