Do t\u00eb donim t\u00eb dinim se cili \u00ebsht\u00eb d\u00ebmi financiar i vler\u00ebsuar?<\/strong><\/p>\n<p><em>\u201cSa i takon Zyr\u00ebs Evropiane kund\u00ebr Mashtrimit, mendoj se \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb sqarojm\u00eb rolin ton\u00eb. Kjo shpjegon gjithashtu k\u00ebto gjetje dhe m\u00ebnyr\u00ebn se si ato p\u00ebrdoren n\u00eb k\u00ebt\u00eb rast hetimi. Ne, si Zyra Evropiane kund\u00ebr Mashtrimit, ndjekim parat\u00eb e Unionit.<\/em><\/p>\n<p><em>Ne ndjekim fondet e Unionit dhe mund t\u2019i ndjekim ato edhe jasht\u00eb Unionit, n\u00eb vendet kandidate. Dhe gjetjet tona ishin se mund t\u00eb kishte nj\u00eb kriter mospranimi t\u00eb mundsh\u00ebm p\u00ebr financimin rreth 33 milion\u00eb euro.<\/em><\/p>\n<p><em>Dhe meqen\u00ebse duhet ta b\u00ebjm\u00eb k\u00ebt\u00eb, ekziston nj\u00eb interes i Komisionit Evropian p\u00ebr t\u00eb mbrojtur fondet, kjo do t\u00eb thot\u00eb q\u00eb Komisioni dhe konkretisht Drejtoria e P\u00ebrgjithshme e Bujq\u00ebsis\u00eb mor\u00ebn vendimin p\u00ebr masa paraprake p\u00ebr t\u00eb ngrir\u00eb fondet derisa Shqip\u00ebria t\u00eb nd\u00ebrmarr\u00eb masa t\u00eb mjaftueshme dhe t\u00eb nevojshme. Dhe shuma totale ishte 112 milion\u00eb euro. Pra, n\u00eb fillim, duhet ta sqarojm\u00eb k\u00ebt\u00eb.<\/em><\/p>\n<p><em>Duhet t\u00eb sqarojm\u00eb t\u00eb drejtat tona p\u00ebr t\u00eb kryer intervistat, p\u00ebr t\u00eb b\u00ebr\u00eb kontrollet n\u00eb vend. Dhe ne pat\u00ebm bashk\u00ebpunim edhe nga organi q\u00eb menaxhonte fondet e Unionit, Agjencia Shqiptare p\u00ebr Zhvillimin Bujq\u00ebsor dhe Rural. K\u00ebshtu q\u00eb pat\u00ebm bashk\u00ebpunim nga t\u00eb dy organet.\u201d<\/em><\/p>\n<p><strong>Hetimi<\/strong><\/p>\n<p><em>\u201cKur parat\u00eb e Bashkimit Evropian dalin jasht\u00eb, OLAF-i mund t\u00eb dal\u00eb jasht\u00eb dhe ne mund t\u00eb marrim masa praktike. Mund t\u00eb shkojm\u00eb n\u00eb mjediset e nj\u00eb personi t\u00eb interesuar, mund t\u00eb marrim prova shkencore nga laptop\u00ebt ose telefonat. Kjo u sqarua dhe ne pat\u00ebm bashk\u00ebpunimin dhe mb\u00ebshtetjen nga sh\u00ebrbimet shqiptare t\u00eb koordinimit kund\u00ebr mashtrimit.\u201d<\/em><\/p>\n<p><strong>Si \u00ebsht\u00eb ky bashk\u00ebpunim tani? A mund t\u00eb p\u00ebrmir\u00ebsohet di\u00e7ka?<\/strong><\/p>\n<p><em>\u201cMendoj se k\u00ebtu duhet t\u00eb shqyrtojm\u00eb dy elemente. Kishte nj\u00eb element n\u00eb vet\u00eb hetimin. Pra, pasi b\u00ebjm\u00eb raportin p\u00ebrfundimtar dhe japim rekomandimet, at\u00ebher\u00eb roli yn\u00eb si zyr\u00eb kund\u00ebr mashtrimit \u00ebsht\u00eb q\u00eb t\u00eb monitorojm\u00eb n\u00ebse b\u00ebhet ndjekja. Nga ana tjet\u00ebr, vendimi p\u00ebr at\u00eb q\u00eb ndodh, p\u00ebr shembull, n\u00eb lidhje me ngrirjen e fondeve, \u00ebsht\u00eb i atyre q\u00eb marrin vendime p\u00ebr menaxhimin e fondeve, n\u00eb k\u00ebt\u00eb rast nga Drejtoria e P\u00ebrgjithshme e Komisionit ton\u00eb p\u00ebr Bujq\u00ebsin\u00eb. Dhe p\u00ebr k\u00ebto dy elemente ka bashk\u00ebpunim, n\u00eb kuptimin q\u00eb ne kemi marr\u00eb informacion mbi hapat e nd\u00ebrmarr\u00eb. Ne nuk i vler\u00ebsojm\u00eb ato. \u00cbsht\u00eb pjes\u00eb e sistemit ton\u00eb t\u00eb monitorimit.<\/em><\/p>\n<p><em>Koleg\u00ebt tan\u00eb n\u00eb Drejtorin\u00eb e P\u00ebrgjithshme t\u00eb Bujq\u00ebsis\u00eb po b\u00ebjn\u00eb negociata dypal\u00ebshe mbi masat e nevojshme. Dhe ata do t\u00eb vler\u00ebsojn\u00eb se si po p\u00ebrparojn\u00eb dhe n\u00ebse jan\u00eb t\u00eb mjaftueshme p\u00ebr t\u00eb marr\u00eb vendime t\u00eb tjera. Ne dham\u00eb komente, p\u00ebr shembull, n\u00eb lidhje me r\u00ebnd\u00ebsin\u00eb e vler\u00ebsimeve t\u00eb riskut, q\u00eb strategjia t\u00eb vendoset aty ku ka rreziqe, q\u00eb duhet t\u00eb ket\u00eb kanale p\u00ebr raportim.<\/em><\/p>\n<p><em>Dhe tani shohim se n\u00eb versionin p\u00ebrfundimtar k\u00ebto u mor\u00ebn parasysh. Cilat jan\u00eb prioritetet konkrete p\u00ebr Shqip\u00ebrin\u00eb n\u00eb k\u00ebt\u00eb faz\u00eb?<\/strong><\/p>\n<p><em>\u201cK\u00ebtu, do t\u00eb kthehesha edhe nj\u00eb her\u00eb te roli i OLAF-it. Pra, ne kemi rolin ton\u00eb si nj\u00eb zyr\u00eb hetimore e pavarur. Por jemi gjithashtu pjes\u00eb e procesit t\u00eb pranimit dhe zgjerimit t\u00eb Shqip\u00ebris\u00eb. OLAF-i \u00ebsht\u00eb i p\u00ebrfshir\u00eb n\u00eb t\u00eb ashtuquajturat negociata themelore, t\u00eb cilat kan\u00eb t\u00eb b\u00ebjn\u00eb me mbrojtjen e interesave financiare t\u00eb Bashkimit Europian. Nj\u00eb pjes\u00eb \u00ebsht\u00eb legjislacioni, nj\u00eb pjes\u00eb jan\u00eb \u00e7\u00ebshtjet institucionale dhe nj\u00eb pjes\u00eb \u00ebsht\u00eb bashk\u00ebpunimi konkret me OLAF-in.<\/em><\/p>\n<p><em>Dhe e p\u00ebrmend k\u00ebt\u00eb si p\u00ebrpar\u00ebsi sepse e di q\u00eb qeveria shqiptare i ka kushtuar v\u00ebmendje dhe Komisioni i Presidentes von der Leyen, i cili nisi n\u00eb fund t\u00eb vitit t\u00eb kaluar, e ka p\u00ebrmendur posa\u00e7\u00ebrisht zgjerimin si p\u00ebrpar\u00ebsi t\u00eb komisionit. Pik\u00ebrisht tani n\u00eb shtator, Presidentja von der Leyen, n\u00eb fjalimin e saj p\u00ebr gjendjen e Unionit, tha se duhet t\u00eb b\u00ebjm\u00eb ribashkimin evropian.<\/em><\/p>\n<p><em>Pra, kjo \u00ebsht\u00eb arsyeja pse e konsideroj se edhe nga perspektiva e Zyr\u00ebs son\u00eb kund\u00ebr mashtrimit, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u2019i kemi k\u00ebto elemente t\u00eb legjislacionit. M\u00ebsova se do t\u00eb ket\u00eb nj\u00eb Kod Penal t\u00eb ri. \u00cbsht\u00eb e r\u00ebnd\u00ebsishme pasi merret me an\u00ebn kriminale t\u00eb mashtrimit dhe korrupsionit. Kjo duhet t\u00eb jet\u00eb baza dhe pastaj t\u00eb zbatohet. Nga ana institucionale, p\u00ebr shembull, kemi sh\u00ebrbimin shqiptar t\u00eb koordinimit kund\u00ebr mashtrimit q\u00eb \u00ebsht\u00eb krijuar. P\u00ebrpar\u00ebsia jon\u00eb e radh\u00ebs do t\u00eb jet\u00eb nd\u00ebrtimi i rrjetit funksional me t\u00eb gjitha autoritetet q\u00eb menaxhojn\u00eb parat\u00eb dhe t\u00eb cilat do t\u00eb merren m\u00eb pas me parregullsit\u00eb e mundshme. Pra, ky \u00ebsht\u00eb prioriteti p\u00ebr shqiptar\u00ebt q\u00eb ne e mb\u00ebshtesim.<\/em><\/p>\n<p><em>Dhe k\u00ebrkesa e tret\u00eb n\u00eb an\u00ebtar\u00ebsim, \u00ebsht\u00eb q\u00eb autoritetet shqiptare t\u00eb bashk\u00ebpunojn\u00eb me ne, me Zyr\u00ebn kund\u00ebr Mashtrimit, n\u00eb hetime dhe duke na raportuar p\u00ebr \u00e7do shkelje q\u00eb mund t\u00eb ndodh\u00eb.
