N\u00eb vend t\u00eb siguris\u00eb q\u00eb u premtua, qytetar\u00ebt p\u00ebrballen \u00e7do dit\u00eb me nj\u00eb rrug\u00eb pa kontroll, pa standarde dhe pa p\u00ebrgjegj\u00ebs.<\/em><\/strong><\/p>\n<p>\u00cbsht\u00eb ora 8:00 e m\u00ebngjesit dhe trafiku tek Unaza e Madhe n\u00eb drejtim t\u00eb TEG-ut l\u00ebviz me ritmin e zakonsh\u00ebm. Por qet\u00ebsia prishet brenda pak sekondash. Nga nj\u00eb hapje e improvizuar n\u00eb bordur\u00ebn an\u00ebsore, del papritur nj\u00eb kamion me ngarkes\u00eb inertesh dhe futet n\u00eb Unaz\u00ebn e Madhe, pa asnj\u00eb paralajm\u00ebrim e pa korsi p\u00ebrshpejtimi. N\u00eb nj\u00eb \u00e7ast, rruga e shpallur si \u201cautostrad\u00eb moderne\u201d kthehet n\u00eb sken\u00eb paniku: shofer\u00ebt q\u00eb udh\u00ebtojn\u00eb me 90 km\/h frenojn\u00eb me forc\u00eb, dritat emergjente ndizen e fiken, nj\u00eb makin\u00eb devijon n\u00eb korsin\u00eb tjet\u00ebr p\u00ebr ta shmangur p\u00ebrplasjen.<\/p>\n<p>Rruga q\u00eb kushtoi 433 milion\u00eb euro dhe q\u00eb n\u00eb letra cil\u00ebsohet si \u201cautostrad\u00eb\u201d, n\u00eb terren ofron pamje t\u00eb nj\u00eb aksidenti t\u00eb pashmangsh\u00ebm. Dhe ajo q\u00eb e b\u00ebn situat\u00ebn m\u00eb alarmante, \u00ebsht\u00eb fakti se ky nuk \u00ebsht\u00eb nj\u00eb episod i izoluar.<\/p>\n<p>N\u00eb nj\u00eb aks q\u00eb teorikisht duhet t\u00eb jet\u00eb m\u00eb i sigurt e m\u00eb i kontrolluar se \u00e7do rrug\u00eb tjet\u00ebr n\u00eb vend, hyrjet nuk b\u00ebhen nga nyjet e projektuara, por nga kantieret e nd\u00ebrtimit dhe \u00e7arjet e paligjshme n\u00eb barrierat an\u00ebsore. Aty ku duhej t\u00eb kishte disiplin\u00eb, mbizot\u00ebron improvizimi, dhe askush nuk mban p\u00ebrgjegj\u00ebsi.<\/p>\n<p>Vet\u00ebm pak koh\u00eb pas p\u00ebrurimit t\u00eb plot\u00eb t\u00eb saj,\u00a0<a href=\"https:\/\/youtu.be\/BdvhP6Zs3b4?si=AbZD6Ei-m_MN6HCk\" target=\"_blank\" rel=\"noopener\">pas afro dy dekadash pritjeje<\/a>, Unaza e Madhe po kthehet nga nj\u00eb premtim i madh infrastrukture n\u00eb nj\u00eb burim t\u00eb vazhduesh\u00ebm aksidentesh. Ajo q\u00eb u parashikua si nj\u00eb autostrad\u00eb moderne, pa hyrje-dalje t\u00eb rast\u00ebsishme, \u00ebsht\u00eb transformuar n\u00eb nj\u00eb rrug\u00eb kaotike, ku hyrjet shtohen dita-dit\u00ebs, pa asnj\u00eb plan t\u00eb qart\u00eb se sa ishin parashikuar, sa u shtuan rrug\u00ebs dhe m\u00eb e r\u00ebnd\u00eb, sa t\u00eb tjera pritet t\u00eb hapen n\u00eb t\u00eb ardhmen.<\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Unaza e Madhe e Tiran\u00ebs ka gjat\u00ebsi 28.8 km, e ndar\u00eb n\u00eb kat\u00ebr segmente: Veriore, Per\u00ebndimore, Jugore dhe Lindore. Konceptuar fillimisht si \u201cBy-Passi i Tiran\u00ebs\u201d, projekti nisi t\u00eb ideohej n\u00eb 2009, por ky projekt mund t\u00eb konsiderohet si nj\u00eb nga projektet m\u00eb t\u00eb zvarritur, e plot drit\u00eb hije p\u00ebr gjat\u00eb ndertimit t\u00eb tij.<\/span><\/p>\n<p>Punimet u zvarrit\u00ebn p\u00ebr me shum\u00eb se\u00a0 dekad\u00eb e gjys\u00ebm. U ndryshua projekti disa here dhe ende nuk ka perfunduar si\u00e7 duhet.<\/p>\n<p>E projektuar gjat\u00eb qeverisjes s\u00eb Berish\u00ebs, zbatimin e arriti gjat\u00eb qeverisjes Rama. Vet\u00ebm pas vitit 2019 nis\u00ebn realisht nd\u00ebrtimet n\u00eb terren. Kosto totale e ketij aksi \u00ebsht\u00eb 433 milion\u00eb euro, nj\u00eb nga veprat m\u00eb t\u00eb shtrenjta infrastrukturore n\u00eb vend.<\/p>\n<p>Ajo u promovua si nj\u00eb nga veprat m\u00eb t\u00eb r\u00ebnd\u00ebsishme infrastrukturore t\u00eb vendit, premtimi q\u00eb do t\u00eb lidhte t\u00eb gjitha arteriet kryesore komb\u00ebtare. N\u00eb let\u00ebr, Unaza e Madhe do t\u00eb bashkonte Tiran\u00eb-Durr\u00ebsin, Tiran\u00eb-Elbasanin dhe daljet drejt Veriut e Jugut, duke leht\u00ebsuar ndjesh\u00ebm trafikun p\u00ebr qytetar\u00ebt dhe duke e kthyer kryeqytetin n\u00eb nyj\u00ebn m\u00eb moderne t\u00eb qarkullimit rrugor n\u00eb vend.<\/p>\n<p>Por sot, realiteti n\u00eb terren tregon nj\u00eb histori krejt tjet\u00ebr. N\u00eb vend t\u00eb nj\u00eb autostrade t\u00eb sigurt e t\u00eb kontrolluar, kemi nj\u00eb rrug\u00eb hibride, q\u00eb n\u00eb tabela quhet \u201cautostrad\u00eb\u201d, por n\u00eb praktik\u00eb funksionon si nj\u00eb \u201crrug\u00eb urbane\u201d e mbingarkuar, me hyrje-dalje t\u00eb pakontrolluara dhe kaos t\u00eb p\u00ebrditsh\u00ebm n\u00eb \u00e7do kilomet\u00ebr.<\/p>\n<p>Artur Sul\u00e7e, ekspert n\u00eb sinjalistik\u00eb rrugore dhe hartues i Kodit t\u00eb Sinjalistik\u00ebs, thot\u00eb p\u00ebr ACQJ se:<\/p>\n<p>\u201cNuk lejohet asnj\u00eb mjet t\u00eb hyj\u00eb n\u00eb autostrad\u00eb n\u00ebse nuk ka korsi p\u00ebrshpejtimi. Heqja e pengesave apo elementeve t\u00eb siguris\u00eb rrugore d\u00ebnohen nga Kodi Penal. Hyrja e menj\u00ebhershme n\u00eb rrug\u00eb sjell aksidente t\u00eb pashmangshme p\u00ebr shkak t\u00eb shpejt\u00ebsis\u00eb s\u00eb madhe.\u201d<\/p>\n<p>Sul\u00e7e shpjegon se \u00e7do hyrje-dalje n\u00eb rrug\u00eb t\u00eb kategoris\u00eb A ose B duhet t\u00eb projektohet sipas VKM 628\/2015, me korsi p\u00ebrngadal\u00ebsimi\/p\u00ebrshpejtimi, sinjalistik\u00eb t\u00eb plot\u00eb paralajm\u00ebruese, respektim t\u00eb distancave dhe shum\u00eb element\u00eb t\u00eb tjer\u00eb.<\/p>\n<p>ACQJ inspektoi t\u00eb gjith\u00eb gjat\u00ebsin\u00eb prej 28 kilometrash t\u00eb Unaz\u00ebs s\u00eb Madhe p\u00ebr t\u00eb verifikuar nga af\u00ebr n\u00ebse element\u00ebt e siguris\u00eb rrugore ishin zbatuar si\u00e7 parashikon ligji. Rezultati ishte i qart\u00eb: jo.<\/p>\n<p>Hyrjet e p\u00ebrkohshme, si ato q\u00eb sh\u00ebrbejn\u00eb p\u00ebr kantieret e nd\u00ebrtimit, lejohen vet\u00ebm me sinjalistik\u00eb t\u00eb posa\u00e7me dhe n\u00ebn monitorim t\u00eb vazhduesh\u00ebm. Por n\u00eb Unaz\u00ebn e Madhe, asnj\u00eb nga k\u00ebto rregulla nuk zbatohet. P\u00ebrkundrazi, bordurat priten, barrierat mbrojt\u00ebse hiqen dhe daljet e p\u00ebrkohshme shnd\u00ebrrohen n\u00eb rrug\u00eb dyt\u00ebsore t\u00eb p\u00ebrhershme, pa asnj\u00eb kontroll institucional.<\/p>\n<p>Artur Sul\u00e7e, ekspert n\u00eb sinjalistik\u00eb rrugore dhe hartues i Kodit t\u00eb Sinjalistik\u00ebs, thot\u00eb p\u00ebr ACQJ se:<\/p>\n<p>\u201cNuk lejohet asnj\u00eb mjet t\u00eb hyj\u00eb n\u00eb autostrad\u00eb n\u00ebse nuk ka korsi p\u00ebrshpejtimi. Hyrja e menj\u00ebhershme n\u00eb rrug\u00eb sjell aksidente t\u00eb pashmangshme p\u00ebr shkak t\u00eb shpejt\u00ebsis\u00eb s\u00eb madhe.\u201d<\/p>\n<p>Ai shpjegon se \u00e7do hyrje-dalje n\u00eb rrug\u00eb t\u00eb kategoris\u00eb A ose B duhet t\u00eb projektohet sipas VKM 628\/2015: me korsi p\u00ebrngadal\u00ebsimi\/p\u00ebrshpejtimi, sinjalistik\u00eb t\u00eb plot\u00eb paralajm\u00ebruese, respektim t\u00eb distancave dhe shum\u00eb element\u00eb t\u00eb tjer\u00eb.<\/p>\n<p>Sipas ekspertit Sul\u00e7e, kjo rrug\u00eb \u201creferuar parametrave tekniko-gjeometrik\u00eb \u00ebsht\u00eb autostrad\u00eb, por meq\u00eb mungojn\u00eb element\u00ebt baz\u00eb t\u00eb siguris\u00eb, sot funksionon si nj\u00eb rrug\u00eb interurbane kryesore.\u201d Me fjal\u00eb t\u00eb tjera: autostrad\u00eb vet\u00ebm n\u00eb letra, rrug\u00eb e rrezikshme n\u00eb realitet.<\/p>\n<p>Nd\u00ebrkoh\u00eb q\u00eb rreziku rritet p\u00ebrdit\u00eb, institucionet zgjedhin t\u00eb heshtin. P\u00ebr t\u00eb kuptuar se kush jep leje p\u00ebr k\u00ebto hyrje t\u00eb improvizuara dhe p\u00ebr subjektet q\u00eb hapin dalje p\u00ebrgjat\u00eb aksit, ACQJ iu drejtua Autoritetit Rrugor Shqiptar (ARRSH). Por p\u00ebrgjigjja e institucionit ishte e shkurt\u00ebr dhe shmang\u00ebse: p\u00ebrgjegj\u00ebsin\u00eb e ka tashm\u00eb Bashkia e Tiran\u00ebs.<\/p>\n<p>Sipas ARRSH-s\u00eb, \u201cprojekti nga TEG deri n\u00eb deg\u00ebzimin Fark\u00eb e Vog\u00ebl parashikon hyrje vet\u00ebm n\u00eb an\u00ebn e djatht\u00eb pran\u00eb tunelit t\u00eb shkurt\u00ebr, nd\u00ebrsa segmenti Sauk\u2013TEG ka dalje vet\u00ebm n\u00eb mbikalimin e Mjull Bathores. Me VKM nr. 600, dat\u00eb 13.10.2021, k\u00ebto segmente kan\u00eb kaluar n\u00eb inventarin e Bashkis\u00eb Tiran\u00eb.\u201d<\/p>\n<p>Me k\u00ebt\u00eb p\u00ebrgjigje, ARRSH \u201clan duart\u201d, duke ia kaluar p\u00ebrgjegj\u00ebsin\u00eb nj\u00eb institucioni tjet\u00ebr. Por nd\u00ebrkoh\u00eb, rruga prej qindra milion\u00eb eurosh mbetet pa kujdestar dhe pa kontroll, nd\u00ebrsa \u00e7do dit\u00eb mbi t\u00eb qarkullojn\u00eb mij\u00ebra qytetar\u00eb q\u00eb i besojn\u00eb verb\u00ebrisht nj\u00eb infrastrukture q\u00eb nuk i p\u00ebrket askujt.<\/p>\n<p>Pasi ARRSH ia kaloi topin Bashkis\u00eb s\u00eb Tiran\u00ebs, ACQJ vijoi k\u00ebrkes\u00ebn zyrtare pran\u00eb k\u00ebtij institucioni p\u00ebr t\u00eb kuptuar se kush mban p\u00ebrgjegj\u00ebsi p\u00ebr hyrjet dhe daljet e paautorizuara p\u00ebrgjat\u00eb Unaz\u00ebs s\u00eb Madhe.<br \/>\nPyetjet ishin t\u00eb qarta:<br \/>\n\u2013 A jan\u00eb dh\u00ebn\u00eb leje p\u00ebr daljet direkte n\u00eb rrug\u00eb?<br \/>\n\u2013 N\u00ebse po, me \u00e7far\u00eb procedure jan\u00eb l\u00ebshuar k\u00ebto leje provizore?<br \/>\n\u2013 A jan\u00eb penalizuar firmat q\u00eb kan\u00eb prer\u00eb barrierat mbrojt\u00ebse?<br \/>\n\u2013 Dhe m\u00eb e r\u00ebnd\u00ebsishmja: a p\u00ebrb\u00ebn rrezik futja e kamion\u00ebve nga hapje t\u00eb paautorizuara?<\/p>\n<p>Por deri m\u00eb sot, Bashkia e Tiran\u00ebs nuk ka kthyer asnj\u00eb p\u00ebrgjigje. Nj\u00eb rrug\u00eb q\u00eb kushtoi 433 milion\u00eb euro duket se nuk ka as pronar, as kontrollues, as p\u00ebrgjegj\u00ebs.<\/p>\n<p><strong style=\"font-style: inherit;\">Krahasimi me standardet e BE-s\u00eb: Tre shkelje kryesore<\/strong><\/p>\n<p>Nd\u00ebrsa Shqip\u00ebria predikon \u00e7do dit\u00eb afrimin me standardet evropiane, n\u00eb praktik\u00eb mbetet peng i modelit \u201cMade in Albania\u201d. Nj\u00eb autostrad\u00eb sipas Bashkimit Europian duhet t\u00eb ket\u00eb distanc\u00eb minimale prej 2 kilometrash mes daljeve. N\u00eb Unaz\u00ebn e Madhe, daljet jan\u00eb vet\u00ebm 200 metra larg nj\u00ebra-tjetr\u00ebs, vet\u00ebm n\u00eb segmentin TEG\u2013Sauk num\u00ebrohen tre t\u00eb tilla, disa t\u00eb projektuara nga ARRSH, disa nga nd\u00ebrtuesit privat\u00eb t\u00eb zon\u00ebs.<\/p>\n<p>Sipas rregullave t\u00eb BE-s\u00eb, hyrjet duhet t\u00eb jen\u00eb vet\u00ebm ato t\u00eb projektuara n\u00eb trupin e autostrad\u00ebs. Por n\u00eb realitet, \u00e7do biznes i ri, qoft\u00eb karburant, ferm\u00eb, lagje banimi apo universitet, ka hapur \u201chyrje-daljen\u201d e vet.<\/p>\n<p>N\u00eb standardet europiane, nj\u00eb pik\u00eb karburanti parashikohet \u00e7do 40 kilometra. Brenda Unaz\u00ebs, ato shfaqen pothuajse \u00e7do pak qindra metra.<\/p>\n<p>E nj\u00ebjta tablo shfaqet edhe p\u00ebr k\u00ebmb\u00ebsor\u00ebt dhe bi\u00e7iklist\u00ebt: n\u00eb autostradat evropiane nuk do t\u2019i shoh\u00ebsh kurr\u00eb, nd\u00ebrsa n\u00eb aksin Sauk\u2013Shkoz\u00eb mjafton nj\u00eb v\u00ebshtrim i shpejt\u00eb p\u00ebr t\u00eb par\u00eb njer\u00ebz, kafsh\u00eb, madje edhe karroca q\u00eb kalojn\u00eb p\u00ebrmes korsive me shpejt\u00ebsi t\u00eb lart\u00eb.<\/p>\n<p>Unaza e Madhe, n\u00eb vend q\u00eb t\u2019i afrohet standardeve evropiane, po ngjan m\u00eb shum\u00eb me nj\u00eb rrezik tipik ballkanik.<\/p>\n<p><strong style=\"font-style: inherit;\">Faji q\u00eb nuk mban em\u00ebr<\/strong><\/p>\n<p>N\u00ebse nes\u00ebr nj\u00eb kamion futet nga nj\u00eb hapje pa sinjal dhe p\u00ebrplas nj\u00eb familje, kush do t\u00eb mbaj\u00eb p\u00ebrgjegj\u00ebsi? ARRSH do t\u00eb thot\u00eb \u201cnuk \u00ebsht\u00eb m\u00eb n\u00eb inventarin ton\u00eb\u201d. Bashkia e Tiran\u00ebs hesht.
