E ky \u00ebsht\u00eb fakt, evidenc\u00eb empirike n\u00eb \u00e7do vend ku \u00ebsht\u00eb zbatuar, sepse shkat\u00ebrron parimin baz\u00eb t\u00eb ekonomis\u00eb s\u00eb tregut \u2014 meritokracin\u00eb, cil\u00ebsin\u00eb dhe efikasitetin.
