Projektet me kosto t\u00eb fryra dhe cil\u00ebsi t\u00eb dob\u00ebt"},"content":{"rendered":"<p>N\u00eb fushat\u00ebn zgjedhore t\u00eb vitit 2013, kryefjal\u00eb e Partis\u00eb Socialiste ishte sh\u00ebndet\u00ebsia falas, mb\u00ebshtetja sociale, pensionet m\u00eb t\u00eb larta dhe ulja e papun\u00ebsis\u00eb. Vet\u00ebm nj\u00eb gj\u00eb s\u2019ishte prioritet: rrug\u00ebt.<\/p>\n<p>Investimet n\u00eb infrastruktur\u00ebn rrugore gjat\u00eb mandatit t\u00eb par\u00eb socialist ishin t\u00eb ul\u00ebta, aq t\u00eb ul\u00ebta sa edhe segmente p\u00ebr t\u00eb cil\u00ebt kishte nisur puna ose ishin n\u00eb p\u00ebrfundim, u braktis\u00ebn dhe u p\u00ebrfunduan jasht\u00eb \u00e7do afati normal.<\/p>\n<p>Rruga Tiran\u00eb\u2013Elbasan, prej 32 kilometrash dhe me nj\u00eb vep\u00ebr arti t\u00eb v\u00ebshtir\u00eb si\u00e7 \u00ebsht\u00eb tuneli i Krrab\u00ebs, arriti t\u00eb p\u00ebrfundoj\u00eb n\u00eb mars t\u00eb vitit 2019, duke marr\u00eb n\u00eb total 9 vite, 6 prej t\u00eb cilave t\u00eb qeverisjes socialiste. Kostoja p\u00ebr rrug\u00ebn u dyfishua duke arritur n\u00eb fund vler\u00ebn 400 milion\u00eb euro, edhe pse tuneli kishte p\u00ebrfunduar q\u00eb n\u00eb fazat e para.<\/p>\n<p>Edhe n\u00eb Rrug\u00ebn e Kombit, n\u00eb vitin 2013 ishin t\u00eb p\u00ebrfunduara 114 kilometra, nd\u00ebrsa kishin mbetur ende punime p\u00ebr segmentin e fundit q\u00eb lidh Kuk\u00ebsin me Morin\u00ebn, bashk\u00eb me nd\u00ebrtimin e ur\u00ebs metalike. Punimet p\u00ebrfunduan ekzakt\u00ebsisht 1 vit m\u00eb par\u00eb.<\/p>\n<p>Bypass-i i Fierit, nj\u00eb aks prej 22 kilometrash, p\u00ebrfundoi n\u00eb vitin 2020. Punimet kishin nisur q\u00eb gjat\u00eb qeverisjes s\u00eb demokrat\u00ebve, por u zvarrit\u00ebn derisa u zgjidh \u00e7\u00ebshtja me prishjen e kontrat\u00ebs me kompanin\u00eb kontraktore Serenissima.<\/p>\n<p>Nj\u00ebsoj edhe p\u00ebr Bypass-in e Vlor\u00ebs; punimet rinis\u00ebn n\u00eb vitin 2018 dhe akoma nuk kan\u00eb p\u00ebrfunduar t\u00ebr\u00ebsisht, edhe pse rruga \u00ebsht\u00eb inauguruar disa her\u00eb.<\/p>\n<p>Historia \u00ebsht\u00eb e ngjashme edhe me aksin e Unaz\u00ebs s\u00eb Madhe, i cili u braktis t\u00ebr\u00ebsisht gjat\u00eb mandatit t\u00eb par\u00eb t\u00eb qeveris\u00eb Rama. Fat t\u00eb ngjash\u00ebm pat\u00ebn edhe projektet p\u00ebr rrug\u00eb t\u00eb reja, n\u00eb nj\u00eb koh\u00eb kur nj\u00eb vend i pazhvilluar si Shqip\u00ebria kishte nevoja jetike p\u00ebr investime n\u00eb lidhje infrastrukturore me Europ\u00ebn \u2014 n\u00eb rrug\u00eb, hekurudha, porte e aeroporte.<\/p>\n<p>N\u00eb vitin 2017 qeveria prezanton projektin \u201c1 billion investments\u201d, i cili parashikonte t\u00eb ofronte investime n\u00eb infrastruktur\u00eb n\u00eb vler\u00ebn 1 miliard euro nga sektori privat, t\u00eb cilat m\u00eb pas do t\u00eb shlyheshin me k\u00ebste nga buxheti i shtetit pas kryerjes s\u00eb 30% t\u00eb punimeve.<\/p>\n<p>Pra, k\u00ebtu po flasim p\u00ebr projektet e famshme Public Private Partnership, ose shkurt PPP-t\u00eb.<\/p>\n<p>Vet\u00ebm p\u00ebr nd\u00ebrtimin e 127 kilometrave, buxheti angazhohej t\u00eb paguante 1.25 miliard euro p\u00ebr 4 segmente:<br \/>\n\u2022 Rrug\u00ebn e Arbrit<br \/>\n\u2022 Thuman\u00eb\u2013Kashar<br \/>\n\u2022 Porti i Jahteve \u2013 Dukat \u2013 Orikum<br \/>\n\u2022 Milot\u2013Balldren<\/p>\n<p>Vlera q\u00eb do t\u00eb investonin kompanit\u00eb private ishte kjo:<\/p>\n<p>\u2014 Rruga e Arbrit: 215 milion\u00eb euro investim p\u00ebr rehabilitimin e 25 kilometrave dhe nd\u00ebrtimin e 46 kilometrave t\u00eb tjera, me 6 tunele dhe 4 ura. N\u00eb fund, buxheti i shtetit do t\u00eb paguante 328 milion\u00eb euro, ku 40 milion\u00eb euro ishte interes bankar.<\/p>\n<p>\u2014 Thuman\u00eb\u2013Kashar: vlera n\u00eb kontrat\u00eb 224 milion\u00eb euro p\u00ebr 21 kilometra. Segmenti do t\u00eb operohet me pages\u00eb nga qytetar\u00ebt; kompania pritet t\u00eb gjeneroj\u00eb rreth 25 milion\u00eb euro n\u00eb vit, ose 1.3 miliard euro p\u00ebr 35 vjet koncesion.<\/p>\n<p>\u2014 Dukat\u2013Orikum: vlera e punimeve 47 milion\u00eb euro, nd\u00ebrsa buxheti n\u00eb fund do t\u00eb paguaj\u00eb 103 milion\u00eb euro p\u00ebr 15 kilometra, pjesa m\u00eb e madhe p\u00ebr rehabilitim dhe jo rrug\u00eb t\u00eb re.<\/p>\n<p>Sipas k\u00ebtyre llogarive, qytetar\u00ebt do t\u00eb paguajn\u00eb:<br \/>\n\u2022 5 milion\u00eb euro\/km p\u00ebr Rrug\u00ebn e Arbrit<br \/>\n\u2022 7 milion\u00eb euro\/km p\u00ebr Dukat\u2013Orikum<br \/>\n\u2022 12.5 milion\u00eb euro\/km p\u00ebr Thuman\u00eb\u2013Kashar (sipas deklarimit t\u00eb kompanis\u00eb: 264 milion\u00eb euro pa TVSH p\u00ebr 21 km)<\/p>\n<p>P\u00ebr krahasim me Thuman\u00eb\u2013Kashar, q\u00eb \u00ebsht\u00eb autostrad\u00eb e kategoris\u00eb A, le t\u00eb marrim nj\u00eb shembull nga Greqia:<br \/>\nN\u00eb dhjetor 2023, autoritetet greke n\u00ebnshkruan kontrat\u00ebn p\u00ebr zgjatjen e autostrad\u00ebs veriper\u00ebndimore Janin\u00eb\u2013Kakavij\u00eb:<\/p>\n<ul>\n<li>70 km<br \/>\n\u2022 310 milion\u00eb euro kosto<br \/>\n\u2022 12 nyje t\u00eb nivelit t\u00eb pand\u00ebrprer\u00eb<br \/>\n\u2022 25 n\u00ebnkalime<br \/>\n\u2022 3 ura t\u00eb reja<br \/>\n\u2022 5 mbikalime<br \/>\n\u2022 2 superura<\/li>\n<\/ul>\n<p>Kosto p\u00ebr km: vet\u00ebm 4.4 milion\u00eb euro.<br \/>\nPra: grek\u00ebt nd\u00ebrtojn\u00eb me 4 milion\u00eb, ne me 12 milion\u00eb.<\/p>\n<p>Diferenca? Ne kemi \u00e7mime trefish m\u00eb t\u00eb shtrenjta p\u00ebr punime trefish m\u00eb t\u00eb dob\u00ebta.<\/p>\n<p>Tani le t\u00eb shohim disa rrug\u00eb t\u00eb tjera vitet e fundit:<\/p>\n<p>\u2014 Tuneli i Llogaras\u00eb: 6 km, kontrata 170 milion\u00eb euro (204 milion\u00eb me TVSH).<br \/>\nKosto: 28.3 milion\u00eb euro p\u00ebr km.<\/p>\n<p>\u2014 Unaza e Madhe: 28.7 km, 450 milion\u00eb euro.<br \/>\nKosto: 15.6 milion\u00eb euro p\u00ebr km (3.5 her\u00eb m\u00eb shum\u00eb se autostradat greke).<\/p>\n<p>\u2014 Kor\u00e7\u00eb\u2013Ersek\u00eb: 86 milion\u00eb euro p\u00ebr 35 km; vet\u00ebm loti II (17 km) kushton 50 milion\u00eb euro.<br \/>\nKosto mesatare: 3 milion\u00eb euro\/km (rrug\u00eb e kategoris\u00eb C).<\/p>\n<p>\u2014 Quk\u00ebs\u2013Qaf\u00eb Pllo\u00e7\u00eb: 260 milion\u00eb euro p\u00ebr 43 km.<br \/>\nKosto: 6 milion\u00eb euro\/km (jo autostrad\u00eb).<\/p>\n<p>Por ajo q\u00eb kemi ndryshe nga rrug\u00ebt e Europ\u00ebs dhe vendeve fqinj\u00eb nuk \u00ebsht\u00eb vet\u00ebm \u00e7mimi i lart\u00eb, por edhe cil\u00ebsia.<\/p>\n<p>Mjafton t\u00eb bjer\u00eb nj\u00eb shi \u2014 dhe t\u00eb gjith\u00eb e pam\u00eb se \u00e7far\u00eb ndodhi n\u00eb rrug\u00ebn Quk\u00ebs\u2013Qaf\u00eb Pllo\u00e7\u00eb.<\/p>\n<p>Duhet theksuar se cil\u00ebsia e punimeve \u00ebsht\u00eb gj\u00ebja e fundit q\u00eb p\u00ebrb\u00ebn interes p\u00ebr autoritetet publike dhe kompanit\u00eb, pasi p\u00ebr ta r\u00ebnd\u00ebsi kan\u00eb vet\u00ebm parat\u00eb.<\/p>\n<p>Kjo u v\u00ebrtetua edhe n\u00eb komunikimet q\u00eb ka gjetur SPAK mes supervizorit t\u00eb punimeve t\u00eb Tunelit t\u00eb Llogaras\u00eb dhe ish-drejtorit t\u00eb Autoritetit Rrugor Shqiptar, Evis Berberi, ku hidheshin dyshime se n\u00eb pjes\u00ebn e betonizimit nuk ishte hedhur mjaftuesh\u00ebm p\u00ebrforcim me \u00e7elik dhe se ishin shkelur standardet e siguris\u00eb n\u00eb rast zjarresh.<\/p>\n<p>Kur i shohim t\u00eb gjitha k\u00ebto: kostot q\u00eb fluturojn\u00eb n\u00eb qiell, cil\u00ebsia q\u00eb bie n\u00eb tok\u00eb, kuptojm\u00eb di\u00e7ka shum\u00eb t\u00eb thjesht\u00eb:<\/p>\n<p>N\u00eb Shqip\u00ebri rrug\u00ebt nuk nd\u00ebrtohen p\u00ebr t\u2019u udh\u00ebtuar, por p\u00ebr t\u2019u faturuar.<\/p>\n<p>Sepse, nd\u00ebrsa qytetar\u00ebt zihen me gropat, bllokimet dhe trafikun, dikush tjet\u00ebr zihej me faturat, metrat dhe p\u00ebrqindjet.\/Piranjat\/<\/p>\n","protected":false},"excerpt":{"rendered":"<p>N\u00eb fushat\u00ebn zgjedhore t\u00eb vitit 2013, kryefjal\u00eb e Partis\u00eb Socialiste ishte sh\u00ebndet\u00ebsia falas, mb\u00ebshtetja sociale, pensionet m\u00eb t\u00eb larta dhe ulja e papun\u00ebsis\u00eb.
