Ajo po paraqitet si nj\u00eb instrument \u201cmodernizimi\u201d, por n\u00eb thelb rrezikon t\u00eb kthehet n\u00eb nj\u00eb mekaniz\u00ebm t\u00eb centralizimit politik, t\u00eb kontrollit ideologjik dhe t\u00eb devijimit t\u00eb burimeve publike n\u00eb funksion t\u00eb nj\u00eb grupi t\u00eb vog\u00ebl aktor\u00ebsh politik\u00eb dhe jo\u2013politik\u00eb n\u00eb dukje.<\/p>\n<p>S\u00eb pari, funksionet e Akademis\u00eb pushtetit vendor\u00eb prekin drejtp\u00ebrdrejt autonomin\u00eb e institucioneve publike, ve\u00e7an\u00ebrisht pushtetin vendor. K\u00ebto kompetenca bien ndesh me parimin e ndarjes s\u00eb pushteteve dhe me parimin e decentralizimit q\u00eb Shqip\u00ebria ka detyrim ta p\u00ebrmbush\u00eb n\u00eb kuad\u00ebr t\u00eb Kart\u00ebs Evropiane t\u00eb Vet\u00ebqeverisjes Vendore. Askund n\u00eb Europ\u00eb, nj\u00eb struktur\u00eb e centralizuar politike nuk merr p\u00ebrsip\u00ebr t\u00eb trajnoj\u00eb, kontrolloj\u00eb ose certifikoj\u00eb administrat\u00ebn vendore apo drejtuesit lokal\u00eb.<\/p>\n<p>S\u00eb dyti, Akademia tenton t\u00eb z\u00ebvend\u00ebsoj\u00eb kompetenca q\u00eb sot i kan\u00eb institucionet e pavarura, si ASPA, universitetet, shkollat e administrat\u00ebs, apo programet e specializuara n\u00eb akademit\u00eb e mbrojtjes dhe siguris\u00eb. Ky \u00ebsht\u00eb nj\u00eb precedent q\u00eb nuk ekziston n\u00eb vendet demokratike. Nuk mund dhe nuk duhet t\u00eb nd\u00ebrhyet n\u00eb profesionalizmin institucional.<\/p>\n<p>S\u00eb treti:Shqip\u00ebria nuk ka nevoj\u00eb p\u00ebr struktura t\u00eb reja q\u00eb devijojn\u00eb fonde publike p\u00ebr t\u00eb krijuar mund\u00ebsi pun\u00ebsimi p\u00ebr projekte t\u00eb mbyllura apo aktor\u00eb t\u00eb mbetur pa financime.<br \/>\n\u00cbsht\u00eb e kuptueshme q\u00eb mbyllja e disa programeve nd\u00ebrkomb\u00ebtare mund t\u00eb l\u00ebr\u00eb pas nj\u00eb grup njer\u00ebzish me ekspertiz\u00eb t\u00eb caktuar. Por institucionet publike nuk mund t\u00eb projektohen p\u00ebr t\u00eb absorbuar boshll\u00ebqe pun\u00ebsimi; ato duhet t\u00eb projektohen p\u00ebr interes publik, jo p\u00ebr interesa projektuale.<\/p>\n<p>S\u00eb kat\u00ebrti, Akademia Pushtetit Vendor\u00eb i shmanget \u00e7do logjike t\u00eb meritokracis\u00eb. Nuk ka kritere transparente, nuk ka objektiva profesional\u00eb dhe nuk ka mekanizma llogaridh\u00ebnieje. P\u00ebr m\u00eb tep\u00ebr, krijon nj\u00eb kanal paralel trajnimi q\u00eb p\u00ebrplas administrat\u00ebn me standardet e BE-s\u00eb.<\/p>\n<p>S\u00eb pesti, nisma \u00ebsht\u00eb konceptuar n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb forcoj\u00eb kontrollin vertikal t\u00eb t\u00eb zgjedhurve dhe jo zgjedhurve, duke krijuar nj\u00eb struktur\u00eb q\u00eb mund t\u00eb prodhoj\u00eb ndikim politik t\u00eb n\u00ebnkuptuar mbi zyrtar\u00ebt publik\u00eb bashkiak\u00eb. N\u00eb nj\u00eb vend q\u00eb aspiron an\u00ebtar\u00ebsimin n\u00eb BE, nuk mund t\u00eb nd\u00ebrtohet nj\u00eb Akademi me funksione indoktrinimi, me program t\u00eb paqart\u00eb dhe me synime t\u00eb dyfishta, apo p\u00ebrs\u00ebritje t\u00eb praktikava apo kurrikulave.<\/p>\n<p>S\u00eb gjashti.Problemet kryesore q\u00eb p\u00ebrballin sot bashkit\u00eb nuk lidhen me munges\u00ebn e trajnimeve, por me sfida shum\u00eb m\u00eb strukturore: politizimin e funksioneve vendore, centralizimin e vendimmarrjes, nd\u00ebrhyrjet e vazhdueshme dhe kontrollin nga qeveria qendrore, si dhe munges\u00ebn kronike t\u00eb financimit dhe burimeve njer\u00ebzore.<\/p>\n<p>Partia Demokratike rithekson se vendi ka nevoj\u00eb p\u00ebr nj\u00eb administrat\u00eb profesionale, t\u00eb pavarur, t\u00eb trajnuar sipas standardeve evropiane jo p\u00ebr nj\u00eb instrument politik t\u00eb centralizuar q\u00eb synon t\u00eb z\u00ebvend\u00ebsoj\u00eb institucionet ekzistuese dhe t\u00eb krijoj\u00eb hap\u00ebsira pun\u00ebsimi nga fondet publike p\u00ebr projekte t\u00eb d\u00ebshtuara apo t\u00eb p\u00ebrfunduara.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim, nisma p\u00ebr Akademin\u00eb nuk \u00ebsht\u00eb nj\u00eb reform\u00eb.\u00cbsht\u00eb nj\u00eb devijim.<br \/>\nNj\u00eb tentativ\u00eb p\u00ebr t\u00eb zhvendosur balancat, p\u00ebr t\u00eb kontrolluar pushtetin vendor dhe p\u00ebr t\u00eb krijuar nj\u00eb platform\u00eb q\u00eb kombinohet me interesa politike dhe projektuale, duke cenuar integritetin e administrat\u00ebs publike dhe proceset e depolitizimit.<\/p>\n<p>Partia Demokratike do t\u00eb paraqes\u00eb alternativ\u00ebn e saj reale p\u00ebr rritjen e kapaciteteve t\u00eb administrat\u00ebs, t\u00eb bazuar n\u00eb standarde evropiane, transparenc\u00eb, decentralizim dhe profesionalizim t\u00eb v\u00ebrtet\u00eb jo n\u00eb eksperimente me ngarkes\u00eb politike dhe interesa t\u00eb fshehura.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Ylli ASLLANI Forumi i demokracis\u00eb vendore t\u00eb Partis\u00eb Demokratike v\u00ebren me shqet\u00ebsim se nisma p\u00ebr krijimin e \u2018Akademis\u00eb pushtetit vendor\u2019 po shkon p\u00ebrtej \u00e7do rregulli dhe p\u00ebrtej \u00e7do standardi demokratik.
