Por ndryshe nga Shqip\u00ebria, q\u00eb ka 61 bashki dhe 12 qarqe, Sllovenia ka zgjedhur nj\u00eb model shum\u00eb m\u00eb t\u00eb thjesht\u00eb me 212 komuna si nj\u00ebsi baz\u00eb dhe dy rajone t\u00eb m\u00ebdha (NUTS 2) q\u00eb p\u00ebrdoren p\u00ebr politika zhvillimi.<\/p>\n<p>Ekspert\u00ebt e vler\u00ebsojn\u00eb Sllovenin\u00eb si nj\u00eb model t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr Shqip\u00ebrin\u00eb p\u00ebr reform\u00ebn territoriale. T\u00eb dyja vendet kan\u00eb sip\u00ebrfaqe dhe popullsi t\u00eb af\u00ebrt, por zgjedhje t\u00eb ndryshme n\u00eb organizimin territorial.<\/p>\n<p>Sllovenia ka nj\u00eb popullsi prej rreth 2.1 milion\u00eb banor\u00ebsh, pra shum\u00eb af\u00ebr Shqip\u00ebris\u00eb s\u00eb vitit 2025 me 2.37 milion\u00eb. Por ndryshe nga Shqip\u00ebria, q\u00eb ka 61 bashki dhe 12 qarqe, Sllovenia ka zgjedhur nj\u00eb model shum\u00eb m\u00eb t\u00eb thjesht\u00eb me 212 komuna si nj\u00ebsi baz\u00eb dhe dy rajone t\u00eb m\u00ebdha (NUTS 2) q\u00eb p\u00ebrdoren p\u00ebr politika zhvillimi.<\/p>\n<p>K\u00ebto rajone nuk jan\u00eb ende nj\u00ebsi administrative t\u00eb mir\u00ebfillta, por Sllovenia i ka p\u00ebrdorur si baz\u00eb p\u00ebr t\u00eb koordinuar politikat me BE-n\u00eb dhe p\u00ebr t\u00eb thithur fonde strukturore. Debati i brendsh\u00ebm vazhdon ende n\u00ebse k\u00ebto rajone duhet t\u00eb kthehen n\u00eb qeveri rajonale, por nd\u00ebrkoh\u00eb funksionaliteti i tyre administrativ ka sjell\u00eb efikasitet n\u00eb menaxhimin e projekteve europiane.<\/p>\n<p>N\u00eb Shqip\u00ebri, situata \u00ebsht\u00eb m\u00eb e fragmentuar, 61 bashkit\u00eb shpesh nuk arrijn\u00eb t\u00eb p\u00ebrballojn\u00eb kapacitetet teknike dhe financiare p\u00ebr menaxhimin e fondeve, nd\u00ebrsa qarqet kan\u00eb nj\u00eb rol kryesisht koordinues dhe jo vendimmarr\u00ebs.<\/p>\n<p>N\u00ebse Shqip\u00ebria do t\u00eb ndiqte modelin e Sllovenis\u00eb, tre rajonet NUTS 2, Veriu, Qendra dhe Jugu mund t\u00eb shnd\u00ebrroheshin n\u00eb struktura rajonale administrative q\u00eb do t\u00eb p\u00ebrkonin me funksionet e qarqeve duke i reduktuar dhe duke konsoliduar ato<\/p>\n<p>Sllovenia ka arritur t\u00eb menaxhoj\u00eb n\u00eb m\u00ebnyr\u00eb efektive fondet e BE-s\u00eb me nj\u00eb popullsi t\u00eb ngjashme, Shqip\u00ebria mund t\u00eb p\u00ebrmir\u00ebsoj\u00eb ndjesh\u00ebm kapacitetin e saj duke ngritur nj\u00eb nivel rajonal funksional.<\/p>\n<p>Kjo do t\u2019i jepte jo vet\u00ebm m\u00eb shum\u00eb pesh\u00eb politike dhe p\u00ebrfaq\u00ebsim n\u00eb strukturat e BE-s\u00eb, por edhe nj\u00eb struktur\u00eb m\u00eb racionale q\u00eb shmang mbivendosjen mes qarqeve dhe bashkive.<\/p>\n<p>Shnd\u00ebrrimi i rajoneve NUTS 2 n\u00eb nj\u00ebsi administrative p\u00ebr Shqip\u00ebrin\u00eb mund t\u00eb jet\u00eb nj\u00eb rrug\u00eb drejt p\u00ebrputhjes me standardet europiane, por edhe nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb menaxhuar m\u00eb mir\u00eb burimet dhe p\u00ebr t\u00eb shmangur fragmentimin q\u00eb e ka shoq\u00ebruar sistemin e saj territorial deri m\u00eb sot.<\/p>\n<p><strong>Rajonet, rrisin aksesin n\u00eb fondet e BE-s\u00eb<\/strong><\/p>\n<p>Procesi i para-an\u00ebtar\u00ebsimit n\u00eb BE, por edhe pasi t\u00eb b\u00ebhemi an\u00ebtar\u00eb, shoq\u00ebrohet me rritje t\u00eb financimeve, t\u00eb cilat akordohen zakonisht p\u00ebr rajonet m\u00eb t\u00eb varfra t\u00eb vendit si nj\u00eb politik\u00eb e BE-s\u00eb p\u00ebr t\u00eb sjell\u00eb rritje t\u00eb barabart\u00eb. Shqip\u00ebria \u00ebsht\u00eb vend kandidat p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE dhe ka akses n\u00eb rreth 900 milion\u00eb euro nga plani i rritjes rreth 9 miliard\u00eb euro p\u00ebr vendet e Ballkanit Per\u00ebndimor (2021-2027).<\/p>\n<p>N\u00ebse Shqip\u00ebria do t\u00eb b\u00ebhej an\u00ebtare e BE-s\u00eb, fondet e politik\u00ebs s\u00eb kohezionit do t\u00eb ishin shum\u00eb m\u00eb t\u00eb larta.<\/p>\n<p>P.sh. Rumania me popullsi rreth 19 milion\u00eb banor\u00eb, nj\u00eb nga vendet m\u00eb t\u00eb varfra t\u00eb BE-s\u00eb, ka marr\u00eb gjat\u00eb 2021\u20142027 mbi 31 miliard\u00eb euro nga fondet e kohezionit, nj\u00eb vler\u00eb e p\u00ebraf\u00ebrt me 1650 euro p\u00ebr frym\u00eb, sipas t\u00eb dh\u00ebnave nga Komisioni Europian.<\/p>\n<p>Gjithashtu Polonia me rreth 37 milion\u00eb banor\u00eb, 76 miliard\u00eb euro nd\u00ebrmjet 2021-2027 ose 2,050 euro p\u00ebr frym\u00eb.<\/p>\n<p>Duke par\u00eb p\u00ebrfitimet e an\u00ebtar\u00ebve m\u00eb t\u00eb rinj t\u00eb BE-s\u00eb \u2013 Shqip\u00ebria ka gjasa t\u00eb marr\u00eb n\u00eb nj\u00eb vit rreth 600 milion\u00eb euro nga BE pas an\u00ebtar\u00ebsimit, t\u00eb cilat jepen me kritere t\u00eb qarta p\u00ebr t\u2019u ndar\u00eb me p\u00ebrpar\u00ebsi n\u00eb rajonet m\u00eb t\u00eb varfra.<\/p>\n<p>BE shpesh favorizon rajonet m\u00eb t\u00eb varfra dhe me indikator\u00eb m\u00eb t\u00eb dob\u00ebt zhvillimi. N\u00eb k\u00ebt\u00eb rast, Veriu i Shqip\u00ebris\u00eb, q\u00eb p\u00ebrballet me nivel m\u00eb t\u00eb lart\u00eb emigracioni, papun\u00ebsi dhe infrastruktur\u00eb m\u00eb t\u00eb dob\u00ebt, mund t\u00eb p\u00ebrfitonte m\u00eb shum\u00eb fonde p\u00ebr frym\u00eb t\u00eb popullsis\u00eb n\u00eb raport me Jugun dhe Qendr\u00ebn e vendit.<\/p>\n<p>Ekspert\u00ebt pohojn\u00eb se p\u00ebrfitimet potenciale jan\u00eb t\u00eb jasht\u00ebzakonshme, ve\u00e7an\u00ebrisht n\u00ebse rajonet shqiptare do t\u00eb kishin kapacitetet institucionale p\u00ebr t\u00eb hartuar dhe p\u00ebr t\u00eb menaxhuar programe zhvillimi si homolog\u00ebt e tyre europian\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim, kthimi i rajoneve NUTS 2 nga ndarje statistikore n\u00eb nj\u00ebsi administrative do t\u00eb hapte rrug\u00ebn p\u00ebr nj\u00eb decentralizim real t\u00eb fondeve europiane, p\u00ebr zhvillim t\u00eb balancuar rajonal dhe p\u00ebr nj\u00eb menaxhim m\u00eb efikas t\u00eb burimeve publike.<\/p>\n<p><strong>Veriut i duhen t\u00eb pakt\u00ebn 20 vite p\u00ebr t\u00eb arritur nivelin q\u00eb ka Qendra sot<\/strong><\/p>\n<p>N\u00eb m\u00ebnyr\u00eb hipotetike, n\u00ebse ekonomia e Rajonit t\u00eb Qendr\u00ebs (Tiran\u00eb dhe Elbasan) q\u00ebndron n\u00eb vendnum\u00ebro, Rajonit t\u00eb Veriut do t\u2019i duhen 20 vite p\u00ebr t\u00eb arritur nivelin ekonomik t\u00eb Qendr\u00ebs, me rritje ekonomike 3% n\u00eb vit.<\/p>\n<p>N\u00ebse Veriu rritet mesatarisht 5% n\u00eb vit n\u00eb vler\u00eb absolute, do t\u2019i duhen rreth 16\u201317 vjet q\u00eb t\u00eb arrij\u00eb vler\u00ebn absolute t\u00eb Qendr\u00ebs, n\u00ebse Qendra nuk rritet. P\u00ebr Jugun, me t\u00eb nj\u00ebjt\u00ebn norm\u00eb 5%, do t\u2019i duhen rreth 12.5 vjet. Por n\u00eb realitet, k\u00ebto zhvillime nuk mund t\u00eb ndodhin.<\/p>\n<p>Por n\u00ebse ekonomia e Veriut dhe ajo e Qendr\u00ebs dhe e Jugut rriten me ritmet aktuale, hendeku mes rajoneve do t\u00eb thellohet m\u00eb tej.<\/p>\n<p><strong>Llojet e financimeve q\u00eb mund t\u00eb p\u00ebrfitojn\u00eb Rajonet<\/strong><\/p>\n<p>Pas an\u00ebtar\u00ebsimit n\u00eb Bashkimin Europian, vendet e reja an\u00ebtare p\u00ebrfshihen n\u00eb nj\u00eb nga politikat m\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe m\u00eb t\u00eb financuara t\u00eb unionit, politik\u00ebn e kohezionit, e cila ka si q\u00ebllim t\u00eb zbus\u00eb pabarazit\u00eb rajonale dhe t\u00eb siguroj\u00eb zhvillim t\u00eb balancuar n\u00eb t\u00eb gjith\u00eb territorin e BE-s\u00eb.<\/p>\n<p>Q\u00ebllimi themelor i k\u00ebsaj politike \u00ebsht\u00eb t\u00eb ndihmoj\u00eb rajonet m\u00eb t\u00eb varfra t\u00eb kapin mesataren e zhvillimit t\u00eb unionit dhe t\u00eb parandaloj\u00eb q\u00eb rritja ekonomike t\u00eb p\u00ebrqendrohet vet\u00ebm n\u00eb zonat metropolitane, kryeqytete apo qendra industriale. Bashkimi Europian synon q\u00eb qytetar\u00ebt, pavar\u00ebsisht se n\u00eb cilin rajon jetojn\u00eb, t\u00eb ken\u00eb mund\u00ebsi t\u00eb barabarta p\u00ebr pun\u00ebsim, arsim, infrastruktur\u00eb dhe sh\u00ebrbime publike.<\/p>\n<p>Pas hyrjes n\u00eb BE, \u00e7do shtet harton nj\u00eb Marr\u00ebveshje Partneriteti me Komisionin Europian, ku p\u00ebrcaktohen prioritetet komb\u00ebtare dhe rajonale p\u00ebr nj\u00eb periudh\u00eb buxhetore shtat\u00ebvje\u00e7are.<\/p>\n<p>Brenda k\u00ebsaj kornize, fondet ndahen sipas ndarjes rajonale NUTS 2, e cila e klasifikon \u00e7do rajon sipas nivelit t\u00eb zhvillimit ekonomik. Rajonet q\u00eb kan\u00eb m\u00eb pak se 75% t\u00eb mesatares s\u00eb PBB-s\u00eb p\u00ebr frym\u00eb t\u00eb Bashkimit Europian p\u00ebrfitojn\u00eb mb\u00ebshtetje m\u00eb t\u00eb madhe financiare, nd\u00ebrsa rajonet m\u00eb t\u00eb zhvilluara p\u00ebrfitojn\u00eb m\u00eb pak.<\/p>\n<p>Instrumentet kryesore p\u00ebrmes t\u00eb cilave BE-ja realizon k\u00ebto politika jan\u00eb fondet strukturore dhe investuese. Fondi Europian p\u00ebr Zhvillim Rajonal (ERDF) mb\u00ebshtet zhvillimin ekonomik, infrastruktur\u00ebn, energjin\u00eb e past\u00ebr, digjitalizimin dhe projektet q\u00eb t\u00ebrheqin investime private n\u00eb rajonet m\u00eb pak t\u00eb zhvilluara.<\/p>\n<p>Fondi Social Europian Plus (ESF+) synon rritjen e pun\u00ebsimit, p\u00ebrfshirjen sociale dhe arsimin profesional duke financuar programe trajnimi p\u00ebr t\u00eb rinjt\u00eb, grat\u00eb dhe grupet n\u00eb nevoj\u00eb.<\/p>\n<p>Nj\u00eb tjet\u00ebr instrument, Fondi i Kohezionit, u dedikohet shteteve an\u00ebtare me PBB p\u00ebr frym\u00eb n\u00ebn 90% t\u00eb mesatares s\u00eb BE-s\u00eb dhe financon projekte t\u00eb m\u00ebdha infrastrukturore, mjedisore dhe t\u00eb transportit, si nd\u00ebrtimi i autostradave, i hekurudhave apo i sistemeve t\u00eb menaxhimit t\u00eb mbetjeve.<\/p>\n<p>BE ka zhvilluar instrumente t\u00eb reja p\u00ebr t\u2019iu p\u00ebrgjigjur sfidave t\u00eb koh\u00ebs. Programi \u201cREACT-EU\u201d, p\u00ebr shembull, u krijua pas pandemis\u00eb p\u00ebr t\u00eb ndihmuar rim\u00ebk\u00ebmbjen ekonomike t\u00eb rajoneve, nd\u00ebrsa \u201cJust Transition Fund\u201d mb\u00ebshtet zonat q\u00eb varen nga industrit\u00eb ndot\u00ebse, si minierat apo termocentralet me qymyr, p\u00ebr t\u2019u p\u00ebrshtatur me tranzicionin e gjelb\u00ebr. Nj\u00eb tjet\u00ebr nism\u00eb, \u201cInvestEU\u201d, nxit investime n\u00eb inovacion, energji t\u00eb rinovueshme, digjitalizim dhe infrastruktur\u00eb sociale.<\/p>\n<p>P\u00ebrve\u00e7 fondeve strukturore, Bashkimi Europian p\u00ebrdor edhe politika t\u00eb tjera q\u00eb ndikojn\u00eb n\u00eb ekuilibrin rajonal. Politika e p\u00ebrbashk\u00ebt bujq\u00ebsore (CAP) ofron subvencione p\u00ebr fermer\u00ebt dhe komunitetet rurale p\u00ebr t\u00eb ruajtur konkurrueshm\u00ebrin\u00eb dhe p\u00ebr t\u00eb frenuar braktisjen e zonave fshatare.<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, programet \u201cInterreg\u201d nxisin bashk\u00ebpunimin nd\u00ebrkufitar, rajonal dhe transnacional duke financuar projekte q\u00eb lidhin ekonomit\u00eb lokale n\u00eb zona kufitare.<\/p>\n<p>Nj\u00eb tjet\u00ebr qasje q\u00eb BE-ja ka futur n\u00eb dekad\u00ebn e fundit \u00ebsht\u00eb koncepti i \u201csmart specialization\u201d, ku \u00e7do rajon identifikon fushat ku ka avantazh konkurrues, si teknologjia, turizmi apo agroindustria dhe i p\u00ebrqendron aty investimet publike dhe private.<\/p>\n<p>Efektet e k\u00ebtyre politikave shfaqen gradualisht, zakonisht pas disa vitesh nga an\u00ebtar\u00ebsimi. P\u00ebrvoja e vendeve si Polonia, Lituania dhe Sllovakia tregon se p\u00ebrmes p\u00ebrdorimit efikas t\u00eb fondeve t\u00eb kohezionit, rajonet m\u00eb t\u00eb varfra kan\u00eb arritur t\u00eb ngushtojn\u00eb diferencat e PBB-s\u00eb p\u00ebr frym\u00eb me 10 deri n\u00eb 20 pik\u00eb p\u00ebrqindje n\u00eb raport me mesataren e BE-s\u00eb.<\/p>\n<p>Polonia, p\u00ebr shembull, \u00ebsht\u00eb p\u00ebrfituesja m\u00eb e madhe neto e fondeve t\u00eb kohezionit, me rreth 80 miliard\u00eb euro vet\u00ebm n\u00eb periudh\u00ebn 2021\u20132027, q\u00eb jan\u00eb p\u00ebrdorur p\u00ebr autostrada, parqe industriale dhe qendra inovacioni n\u00eb rajonet lindore.<\/p>\n<p>Nd\u00ebrkoh\u00eb, vende si Rumania dhe Bullgaria kan\u00eb p\u00ebrparuar m\u00eb ngadal\u00eb p\u00ebr shkak t\u00eb pengesave n\u00eb zbatimin e projekteve dhe problemeve me administrat\u00ebn publike.<\/p>\n<p><strong>Rajonet mund t\u00eb dublojn\u00eb qarqet<\/strong><\/p>\n<p>Duke b\u00ebr\u00eb funksionale qeverisjen n\u00eb Rajone, qarqet si struktura administrative mund t\u00eb shkrihen. Ekspert\u00ebt mendojn\u00eb se qarqet, n\u00eb form\u00ebn q\u00eb ekzistojn\u00eb sot, duhet t\u00eb shkrihen ose t\u00eb transformohen plot\u00ebsisht.<\/p>\n<p>Arsyeja \u00ebsht\u00eb se ato nuk p\u00ebrfaq\u00ebsojn\u00eb m\u00eb nj\u00eb nivel funksional t\u00eb qeverisjes, por jan\u00eb b\u00ebr\u00eb nj\u00eb shtres\u00eb burokratike midis qeveris\u00eb qendrore dhe bashkive, pa kompetenca t\u00eb qarta dhe me kosto mjaft t\u00eb larta p\u00ebr financat publike.<\/p>\n<p>Qarku n\u00eb Shqip\u00ebri \u00ebsht\u00eb krijuar si nj\u00eb nj\u00ebsi p\u00ebr koordinim t\u00eb institucioneve shtet\u00ebrore dhe p\u00ebr sh\u00ebrbime t\u00eb p\u00ebrbashk\u00ebta, por nuk ka as buxhet t\u00eb vetin t\u00eb pavarur dhe as organ p\u00ebrfaq\u00ebsues t\u00eb zgjedhur.<\/p>\n<p>N\u00eb praktik\u00eb, roli i tij \u00ebsht\u00eb zvog\u00ebluar ndjesh\u00ebm pas reform\u00ebs s\u00eb vitit 2015, kur bashkit\u00eb u fuqizuan dhe mor\u00ebn pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb kompetencave lokale. Si rezultat, qarku sot \u00ebsht\u00eb m\u00eb shum\u00eb nj\u00eb struktur\u00eb administrative pa ndikim real n\u00eb zhvillim.<\/p>\n<p>Pik\u00ebrisht p\u00ebr k\u00ebt\u00eb arsye, nj\u00eb pjes\u00eb e mir\u00eb e ekspert\u00ebve t\u00eb reform\u00ebs territoriale propozojn\u00eb q\u00eb qarqet t\u00eb z\u00ebvend\u00ebsohen nga tre rajonet e m\u00ebdha, Veriu, Qendra dhe Jugu, t\u00eb cilat aktualisht ekzistojn\u00eb vet\u00ebm si nj\u00ebsi statistikore (NUTS 2) p\u00ebr Bashkimin Europian.<\/p>\n<p>Kalimi nga qarqe n\u00eb rajone do t\u00eb reduktonte burokracin\u00eb, do t\u00eb krijonte nj\u00eb nivel t\u00eb qart\u00eb t\u00eb qeverisjes rajonale me kompetenca zhvillimore dhe planifikuese dhe do t\u00eb p\u00ebrshtatej me sistemin q\u00eb BE-ja p\u00ebrdor p\u00ebr fondet e kohezionit.<\/p>\n<p>Nj\u00eb sistem me tre rajone t\u00eb m\u00ebdha do ta b\u00ebnte m\u00eb t\u00eb leht\u00eb planifikimin ekonomik, menaxhimin e projekteve t\u00eb m\u00ebdha infrastrukturore dhe t\u00eb fondeve europiane, si dhe do t\u00eb mund\u00ebsonte krijimin e politikave t\u00eb zhvillimit t\u00eb p\u00ebrshtatura me specifikat e \u00e7do zone: p\u00ebr shembull, turizmi dhe bujq\u00ebsia n\u00eb Jug, energjia dhe burimet natyrore n\u00eb Veri, apo industria dhe sh\u00ebrbimet n\u00eb Qend\u00ebr.<\/p>\n<p>Shkrirja e qarqeve k\u00ebrkon ndryshime kushtetuese dhe ligjore, pasi ato jan\u00eb t\u00eb p\u00ebrcaktuara n\u00eb Kushtetut\u00eb si nj\u00ebsi t\u00eb ndara administrative.
