Dikush e ka mallkuar k\u00ebt\u00eb projekt, sepse sapo zgjidhnim nj\u00eb problem, lindte nj\u00eb tjet\u00ebr,\u201d<\/em>\u00a0tha ai n\u00eb ceremoni.<\/p>\n<p>Pas nj\u00eb kalvari t\u00eb gjat\u00eb premtimesh dhe vonesash, kontrata koncesionare u firmos nga ministrja e Infrastruktur\u00ebs, Belinda Balluku dhe p\u00ebrfaq\u00ebsuesi i konsorciumit fitues, nd\u00ebrkoh\u00eb q\u00eb Rama dhe biznesmeni Behgjet Pacolli q\u00ebndronin n\u00eb k\u00ebmb\u00eb pas tyre.<\/p>\n<p>Por nd\u00ebrsa aeroporti nuk ka p\u00ebrfunduar ende pes\u00eb vjet m\u00eb von\u00eb, e ardhmja e tij \u00ebsht\u00eb v\u00ebn\u00eb seriozisht n\u00eb pik\u00ebpyetje nga nj\u00eb konflikt i ashp\u00ebr gjyq\u00ebsor mes aksioner\u00ebsh dhe nj\u00eb seri padish penale p\u00ebr manipulim dhe mashtrim t\u00eb shk\u00ebmbyera mes tyre.<\/p>\n<p>Implikimet e konfliktit shkojn\u00eb megjithat\u00eb p\u00ebrtej aksioner\u00ebve.<\/p>\n<p>Dhjetra dokumente t\u00eb analizuara nga BIRN sugjerojn\u00eb se p\u00ebrve\u00e7 t\u00eb ardhurave t\u00eb garantuara prej 138 milion\u00eb eurosh, buxheti i shtetit rrezikon t\u00eb ngarkohet me dhjetra milion\u00eb euro detyrime t\u00eb tjera shtes\u00eb n\u00eb rastin e nj\u00eb zgjidhje t\u00eb parakohshme t\u00eb kontrat\u00ebs.<\/p>\n<p>Ky risk financiar iu ngarkua shtetit gjat\u00eb procedurave t\u00eb negocimit t\u00eb kontrat\u00ebs, pasi Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb mori p\u00ebrsip\u00ebr q\u00eb t\u00eb paguante huat\u00eb e marra nga kompania koncesionare n\u00eb institucionet bankare, n\u00eb kund\u00ebrshtim me rekomandimin e Ministris\u00eb s\u00eb Financave.<\/p>\n<p>Dokumentet e shqyrtuara nga BIRN p\u00ebrmbajn\u00eb nj\u00eb let\u00ebrk\u00ebmbim intensiv mes Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe asaj t\u00eb Financave n\u00eb tre dit\u00ebt q\u00eb i paraprin\u00eb ceremonis\u00eb s\u00eb n\u00ebnshkrimit t\u00eb kontrat\u00ebs koncesionare, mes datave 16 dhe 19 prill 2021.<\/p>\n<p>P\u00ebrve\u00e7 riskut t\u00eb huave bankare, koncesionarit iu la dor\u00eb e lir\u00eb n\u00eb vendosjen e tarifave aeroportuale pa nj\u00eb miratim paraprak nga autoriteti kontraktor, \u00e7ka vler\u00ebsohet se mund t\u00eb ndikoj\u00eb n\u00eb efikasitetin e projektit.<\/p>\n<p>Sipas ekspert\u00ebve t\u00eb ekonomis\u00eb, k\u00ebto detaje e b\u00ebjn\u00eb aeroportin e Vlor\u00ebs nj\u00eb tjet\u00ebr shembull t\u00eb kontratave problematike t\u00eb partneritetit publik privat t\u00eb qeveris\u00eb \u201cRama\u201d, ku rreziqet i ngarkohen shtetit dhe p\u00ebrfitimet privatit.<\/p>\n<p>\u201cKjo nuk \u00ebsht\u00eb nj\u00eb PPP,\u201d thot\u00eb Azmi Stringa, pedagog i Financ\u00ebs n\u00eb Universitetin e New Yorkut n\u00eb Tiran\u00eb.<\/p>\n<p>\u201cN\u00ebse shteti i garanton privatit 130% t\u00eb vler\u00ebs q\u00eb ka investuar, i bie q\u00eb koncesionari ka zero risqe t\u00eb marra p\u00ebrsip\u00ebr dhe kjo thyen totalisht konceptin e PPP-s\u00eb,\u201d shtoi ai.<\/p>\n<p>K\u00ebshilli i Ministrave, Ministria e Infrastruktur\u00ebs dhe Ministria e Financave nuk iu p\u00ebrgjigj\u00ebn pyetjeve t\u00eb BIRN deri n\u00eb publikimin e k\u00ebtij shkrimi.<\/p>\n<p><strong>Konflikte dhe padi<\/strong><\/p>\n<p>Projekti i aeroportit t\u00eb Vlor\u00ebs lindi si nj\u00eb premtim i hersh\u00ebm elektoral i kryeministrit Edi Rama, ndon\u00ebse vet\u00eb studimet e qeveris\u00eb e konsideronin at\u00eb t\u00eb paleverdissh\u00ebm nga ana ekonomike, me risqe t\u00eb larta dhe norm\u00eb t\u00eb ul\u00ebt t\u00eb kthimit t\u00eb investimit.<\/p>\n<p>Megjithat\u00eb, qeveria k\u00ebmb\u00ebnguli q\u00eb ta nd\u00ebrtoj\u00eb at\u00eb, duke v\u00ebn\u00eb n\u00eb dispozicion t\u00eb projektit nj\u00eb garanci prej 138 milion\u00eb euro t\u00eb taksapaguesve p\u00ebrgjat\u00eb 10 viteve t\u00eb para t\u00eb operimit.<\/p>\n<p>Pas nj\u00eb p\u00ebrpjekjeje t\u00eb d\u00ebshtuar n\u00eb vitin 2019, Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb shpalli n\u00eb mars t\u00eb vitit 2021 fituesit e kontrat\u00ebs koncesionare; nj\u00eb koncorcium i p\u00ebrb\u00ebr\u00eb nga kompania Mabco Construction SA e biznesmenit kosovar, Behgjet Pacolli, kompania turke YDA Group dhe 2A Group n\u00eb pron\u00ebsi t\u00eb Valon Ademit, nj\u00eb tjet\u00ebr biznesmen nga Kosova.<\/p>\n<p>Konsorciumi fitues ofroi nj\u00eb vler\u00eb investimi prej 104 milion\u00eb eurosh dhe n\u00eb maj t\u00eb vitit 2021 themeloi kompanin\u00eb koncesionare, Vlora International Airport, VIA, me kuota t\u00eb ndara n\u00eb 58% p\u00ebr Pacollin, 40% p\u00ebr kompanin\u00eb turke dhe 2% p\u00ebr Valon Ademin.<\/p>\n<p>YDA Group u p\u00ebrfshi n\u00eb konsorcium p\u00ebr kapacitetet e saj teknike n\u00eb operimin e aeroporteve, por n\u00eb shtator 2022, ajo u largua nga projekti me miratimin e Ministris\u00eb s\u00eb Infrastruktur\u00ebs, duke i shitur Pacollit paket\u00ebn e vet t\u00eb aksioneve p\u00ebr 4450 euro.<\/p>\n<p>Sipas ligjit p\u00ebr Koncesionet dhe Partneritetin Publik Privat dhe draft-kontrat\u00ebs s\u00eb shpallur, nj\u00eb ortak fitues mund t\u00eb largohej nga projekti vet\u00ebm n\u00ebse z\u00ebvend\u00ebsohej nga nj\u00eb kompani e dyt\u00eb q\u00eb plot\u00ebsonte t\u00eb nj\u00ebjtat kushte, por n\u00eb variantin p\u00ebrfundimtar t\u00eb kontrat\u00ebs, kjo pik\u00eb u ndryshua, duke i dh\u00ebn\u00eb ministres s\u00eb Infrastruktur\u00ebs t\u00eb drejt\u00ebn e miratimit paraprak t\u00eb ndryshimit t\u00eb ortak\u00ebve, edhe pa i p\u00ebrmbushur k\u00ebto kushte.<\/p>\n<p>Sipas pedagogut Stringa, ky ndryshim ngre dyshime se autoriteti kontraktor ka qen\u00eb paraprakisht n\u00eb dijeni se kompania turke do t\u00eb largohej.<\/p>\n<p>\u201cHileja \u00ebsht\u00eb b\u00ebr\u00eb gjat\u00eb negocimit t\u00eb kontrat\u00ebs,\u201d thot\u00eb Stringa, duke theksuar se kjo ka sjell\u00eb nj\u00eb kufizim t\u00eb konkurrenc\u00ebs.<\/p>\n<p>\u201cKjo do t\u00eb thot\u00eb se ata kan\u00eb pasur dijeni q\u00eb operatori q\u00eb plot\u00ebson kriteret kryesore, kompania turke, do t\u00eb largohej. Rruga e paligjshm\u00ebris\u00eb i \u00ebsht\u00eb hapur duke ndryshuar nenin e kontrat\u00ebs,\u201d shtoi ai.<\/p>\n<p>Edhe juristi Redi Ramaj e konsideron problematike ndryshimin e draft-kontrat\u00ebs q\u00eb i hap rrug\u00eb largimit t\u00eb aksioner\u00ebve, ndon\u00ebse kjo nuk mund t\u00eb konsiderohet nj\u00eb shkelje penale.<\/p>\n<p>\u201cP\u00ebr shitjen e kuotave p\u00ebrgjegj\u00ebsia \u00ebsht\u00eb te Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb, sepse ajo \u00ebsht\u00eb p\u00ebrgjegj\u00ebse p\u00ebr draftimin, n\u00ebnshkrimin dhe zbatimin e kontrat\u00ebs koncesionare,\u201d tha Ramaj.<\/p>\n<p>Largimi i kompanis\u00eb turke e ngjiti kompanin\u00eb Mabco Construction n\u00eb kuot\u00ebn e 98% t\u00eb aksioneve, nd\u00ebrkoh\u00eb q\u00eb ortaku i tij, 2A Group e Valon Ademit mbeti me 2%.<\/p>\n<p>Por n\u00eb tetor 2025, nj\u00eb konflikt gjyq\u00ebsor shp\u00ebrtheu mes ortak\u00ebve p\u00ebr ndarjen e aksioneve.<\/p>\n<p>Kompania 2A Group dor\u00ebzoi nj\u00eb padi n\u00eb Gjykat\u00ebn e Tiran\u00ebs, p\u00ebrmes s\u00eb cil\u00ebs pretendon regjistrimin e nj\u00eb kontrate noteriale t\u00eb n\u00ebnshkruar mes tij dhe Behgjet Pacollit p\u00ebr blerjen e 47% t\u00eb aksioneve t\u00eb VIA, veprim q\u00eb sipas tij ishte refuzuar t\u00eb kryhej nga asambleja e kompanis\u00eb Mabco Construction. Mabco Construction e kund\u00ebrshton kontrat\u00ebn si t\u00eb falsifikuar dhe ligj\u00ebrisht t\u00eb pavlefshme, por m\u00eb 17 tetor 2025 Gjykata e Tiran\u00ebs vendosi t\u00eb pezulloj\u00eb vot\u00ebn e Mabco Construction deri n\u00eb zgjidhjen e \u00e7\u00ebshtjes n\u00eb themel.<\/p>\n<p>Vendimi u apelua dhe m\u00eb 22 dhjetor, Gjykata e Apelit e zbuti mas\u00ebn e sigurimit t\u00eb padis\u00eb vet\u00ebm p\u00ebr 47% t\u00eb aksioneve t\u00eb kontestuara, nd\u00ebrsa i njohu kompanis\u00eb Mabco t\u00eb drejt\u00ebn e vot\u00ebs p\u00ebr 51% t\u00eb kuotave n\u00eb VIA.<\/p>\n<p>Pas vendimit t\u00eb Apelit, 2A Group pretendon se ka fituar s\u00ebrish t\u00eb drejt\u00ebn p\u00ebr t\u00eb bllokuar vot\u00ebn e Mabco Construction p\u00ebrmes nj\u00eb vendimi t\u00eb ri t\u00eb Gjykat\u00ebs s\u00eb Tiran\u00ebs m\u00eb 24 dhjetor 2025, e shqyrtuar nga nj\u00eb gjyqtar tjet\u00ebr. Vendimi nuk \u00ebsht\u00eb zbardhur ende nga gjykata.<\/p>\n<p>Nj\u00ebkoh\u00ebsisht, pal\u00ebt kan\u00eb depozituar kall\u00ebzime penale kund\u00ebr nj\u00ebri-tjetrit me akuza t\u00eb manipulimit dhe mashtrimit.<\/p>\n<p>Pronari i 2A Group, Valon Ademi i tha BIRN p\u00ebrmes nj\u00eb bisede telefonike se ishte detyruar q\u00eb t\u2019i drejtohej gjykat\u00ebs p\u00ebr shkak se Pacolli po p\u00ebrpiqej ta largonte nga kompania p\u00ebrmes ndryshimit t\u00eb statutit t\u00eb VIA.<\/p>\n<p>\u201c\u2026N\u00eb momentin q\u00eb ne kemi n\u00ebnshkruar nj\u00eb kontrat\u00eb, ai duhet t\u00eb sillej dhe p\u00ebrgjigjej solidarisht p\u00ebr 51% dhe un\u00eb p\u00ebr 49%. Ai ngriti k\u00ebt\u00eb narrativ\u00ebn q\u00eb kjo \u00ebsht\u00eb b\u00ebr\u00eb jo nat\u00ebn, jo dit\u00ebn, jo pishina\u2026 p\u00ebr ta \u00e7uar p\u00ebrpara skenarin q\u00eb t\u00eb ndryshonte statutin,\u201d tha Ademi.<\/p>\n<p>\u201cPor t\u00eb ndryshonte statutin, un\u00eb isha i mbaruar dhe prandaj u vendos masa e gjykat\u00ebs,\u201d shtoi ai.<\/p>\n<p>Nga ana e saj, kompania Mabco Construction e akuzon Ademin se po orkestron nj\u00eb plan p\u00ebr neutralizimin e pronarit t\u00eb 98% t\u00eb aksioneve, p\u00ebrmes akteve dhe veprimeve t\u00eb manipuluara. Kompania e konsideroi gjithashtu vendimin e Gjykat\u00ebs s\u00eb Tiran\u00ebs si \u201cjuridikisht t\u00eb pajustifikuar, disporpocional dhe thell\u00ebsisht problematik\u201d.<\/p>\n<p>\u201cKy vendim, jo vet\u00ebm ka pezulluar t\u00ebr\u00ebsisht t\u00eb drejt\u00ebn ton\u00eb t\u00eb vot\u00ebs p\u00ebr t\u00eb gjitha aksionet q\u00eb zot\u00ebrojm\u00eb n\u00eb Vlora International Airport, duke neutralizuar aksionerin q\u00eb mban 98% t\u00eb kuotave, por dhe na ka zhveshur ne nga \u00e7do e drejt\u00eb q\u00eb buron nga zot\u00ebrimi i tyre,\u201d deklaroi Mabco Construction n\u00eb nj\u00eb p\u00ebrgjigje me shkrim.<\/p>\n<p>\u201cKy \u00ebsht\u00eb nj\u00eb akt dispropocional, ekstrem dhe i pajustifikuesh\u00ebm q\u00eb \u00ebsht\u00eb i barazvlefsh\u00ebm me shpron\u00ebsimin,\u201d shtoi kompania, duke theksuar se ky konflikt e vendos projektin seriozisht n\u00eb rrezik.<\/p>\n<p><strong>Risqe shtes\u00eb p\u00ebr shtetin<\/strong><\/p>\n<figure 2021, stafet e Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Ministris\u00eb s\u00eb Financave u angazhuan me urgjenc\u00eb n\u00eb nj\u00eb let\u00ebrk\u00ebmbim mes tyre p\u00ebr vler\u00ebsimin dhe miratimin p\u00ebrfundimtar t\u00eb draft-kontrat\u00ebs.<\/p>\n<p>Sipas let\u00ebrk\u00ebmbimit q\u00eb BIRN e disponon, Ministris\u00eb s\u00eb Financave iu la vet\u00ebm 3 dit\u00eb koh\u00eb p\u00ebr t\u00eb shqyrtuar dokumentacionin voluminoz, nd\u00ebrkoh\u00eb q\u00eb 21 shtojca nuk iu vun\u00eb t\u00eb plota n\u00eb dispozicion nga Ministria e Infrastruktur\u00ebs.<\/p>\n<p>BIRN analizoi dhjetra dokumente q\u00eb p\u00ebrfshijn\u00eb memot e hartuara nga Drejtoria e Borxhit, Drejtoria Makroekonomike dhe Fiskale, Agjencia e Trajtimit t\u00eb Koncesioneve, Drejtoria Juridike dhe Drejtoria e Buxhetit brenda Ministris\u00eb s\u00eb Financave dhe let\u00ebrk\u00ebmbimin e shk\u00ebmbyer me Ministrin\u00eb e Infrastruktur\u00ebs dhe Energjis\u00eb mes data 16-19 prill 2021.<\/p>\n<p>Dokumentet sugjerojn\u00eb se Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb duket se favorizoi kompanin\u00eb koncesionare gjat\u00eb faz\u00ebs s\u00eb negociatave, duke marr\u00eb p\u00ebrsip\u00ebr shlyerjen e kredis\u00eb bankare n\u00eb rast t\u00eb zgjidhjes s\u00eb parakohshme t\u00eb kontrat\u00ebs n\u00eb t\u00eb tre skenar\u00ebt si dhe duke i l\u00ebn\u00eb koncesionarit t\u00eb drejt\u00ebn p\u00ebr t\u00eb pasur dor\u00eb t\u00eb lir\u00eb n\u00eb vendosjen e tarifave aeroportuale.<\/p>\n<p>Sipas nj\u00eb memoje t\u00eb dat\u00ebs 19 prill 2021 t\u00eb Drejtoris\u00eb s\u00eb Strategjis\u00eb dhe Monitorimit t\u00eb Borxhit, marrja p\u00ebrsip\u00ebr nga Autoriteti Kontraktor i detyrimeve financiare kundrejt institucioneve bankare \u201cnuk g\u00ebzonte mb\u00ebshtetje ligjore dhe nuk \u00ebsht\u00eb i autorizuar me ligj\u201d.<\/p>\n<p>Memo rekomandonte heqjen e neneve 15.9, 15.10 dhe 15.11 nga draft-kontrata, n\u00eb m\u00ebnyr\u00eb q\u00eb detyrimet e koncesionarit ndaj institucioneve bankare t\u00eb mbeten tek shoq\u00ebria private.<\/p>\n<p>\u201cSipas kuadrit ligjor n\u00eb fuqi, autoriteti i vet\u00ebm i cili mund t\u00eb emetoj\u00eb borxh shtet\u00ebror apo l\u00ebshoj\u00eb garanci shtet\u00ebrore t\u00eb huas\u00eb \u00ebsht\u00eb ministri p\u00ebrgjegj\u00ebs p\u00ebr financat,\u201d thuhet n\u00eb shkres\u00ebn e Drejtoris\u00eb s\u00eb Borxhit drejtuar ministres s\u00eb Financave.<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb, ministrja e koh\u00ebs e Financave, Anila Denaj i sugjeron me tone m\u00eb t\u00eb buta Ministris\u00eb s\u00eb Infrastruktur\u00ebs rregullimin e k\u00ebtyre klauzolave, n\u00eb m\u00ebnyr\u00eb q\u00eb Autoriteti Kontraktor t\u00eb mos angazhohet me detyrime financiare shtes\u00eb p\u00ebr pages\u00ebn e huas\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb.<\/p>\n<p>Ministrja e Financave i k\u00ebrkoi Ministris\u00eb s\u00eb Infrastruktur\u00ebs riformulimin e k\u00ebtyre dispozitave, q\u00eb sipas saj \u201cduhet t\u00eb konsistoj\u00eb n\u00eb pagesat e zgjidhjes s\u00eb pagueshme nga Autoriteti Kontraktues si kompensim p\u00ebr zgjidhjen e parakohshme t\u00eb kontrat\u00ebs, kompensim n\u00eb t\u00eb cilin nd\u00ebr t\u00eb tjera p\u00ebrfshihen edhe detyrimet q\u00eb ka koncesionari ndaj huadh\u00ebn\u00ebsve sipas Marr\u00ebveshjes s\u00eb Financimit deri n\u00eb momentin e zgjidhjes s\u00eb kontrat\u00ebs\u201d.<\/p>\n<p>Ministria e Infrastruktur\u00ebs konfirmoi n\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb se i kishte reflektuar sugjerimet e Ministris\u00eb s\u00eb Financave dhe d\u00ebrgoi edhe nj\u00ebher\u00eb draftin e rishikuar t\u00eb kontrat\u00ebs p\u00ebr vler\u00ebsim. M\u00eb 20 prill, Ministria e Financave konfirmoi se rekomandimet ishin reflektuar dhe miratoi draft-kontrat\u00ebn p\u00ebr Ministrin\u00eb e Infrastruktur\u00ebs.<\/p>\n<p>Pavar\u00ebsisht procedur\u00ebs, n\u00eb kontrat\u00ebn p\u00ebrfundimtare Ministria e Infrastruktur\u00ebs merr s\u00ebrish p\u00ebrsip\u00ebr pages\u00ebn e kredis\u00eb s\u00eb kompanis\u00eb koncesionare n\u00eb t\u00eb tria rastet; kur kontrata nd\u00ebrpritet nga koncesionari, nga Autoriteti Kontraktor ose p\u00ebr shkak t\u00eb Forc\u00ebs Madhore.<\/p>\n<p>N\u00eb rast t\u00eb nj\u00eb prishje t\u00eb parakohshme t\u00eb kontrat\u00ebs, kjo klauzol\u00eb mund ta ekspozoj\u00eb buxhetin e shtetit m\u00eb s\u00eb paku ndaj nj\u00eb kredie prej 56 milion\u00eb eurosh, q\u00eb kompania koncesionare Vlora International Airport ka marr\u00eb n\u00eb Bank\u00ebn Komb\u00ebtare Tregtare.<\/p>\n<p>\u201cHuat\u00eb e firm\u00ebs koncesionare n\u00eb nj\u00eb kontrat\u00eb nuk mund t\u00eb garantohen t\u00eb paguhen nga shteti, sepse n\u00eb nj\u00eb marr\u00ebveshje mes dy pal\u00ebve duhet t\u00eb fitojn\u00eb t\u00eb dyja dhe jo vet\u00ebm nj\u00ebra prej tyre, n\u00eb k\u00ebt\u00eb rast privati,\u201d thot\u00eb juristi Ramaj.<\/p>\n<p>Sipas pedagogut Stringa, shqyrtimi me urgjenc\u00eb i kontrat\u00ebs dhe marrja p\u00ebrsip\u00ebr e kredive bankare e ka ekspozuar shtetin ndaj risqeve t\u00eb larta financiare.<\/p>\n<p>\u201cKur ka presion, kalohen studime me probleme, kontrata t\u00eb nxituara, pa analiz\u00ebn e nevojshme. Nuk mund t\u00eb analizohet nj\u00eb kontrat\u00eb q\u00eb ka obligime 35 vje\u00e7are dhe vlera qindra milion euro brenda nj\u00eb dite,\u201d tha Stringa p\u00ebr BIRN.<\/p>\n<p>\u201cN\u00eb situat\u00ebn q\u00eb ndodhemi mes konfliktit t\u00eb dy aksioner\u00ebve t\u00eb Aeroportit t\u00eb Vlor\u00ebs, pala e shtetit \u00ebsht\u00eb e ekspozuar ndaj riskut t\u00eb pages\u00ebs s\u00eb kredive t\u00eb marra n\u00eb momentin q\u00eb prish kontrat\u00ebn p\u00ebrpara kohe me koncesionarin,\u201d shtoi ai.<\/p>\n<p>N\u00eb ndryshim nga kontratat e tjera koncesionare dhe p\u00ebrkund\u00ebr sugjerimeve t\u00eb Ministris\u00eb s\u00eb Financave, edhe vendosja e tarifave aeroportuale \u00ebsht\u00eb l\u00ebn\u00eb t\u00ebr\u00ebsisht n\u00eb dor\u00ebn e koncesionarit pa k\u00ebrkuar miratim t\u00eb autoritetit kontraktor. P\u00ebrkrah dy aksioner\u00ebve Pacolli dhe Ademi, ata deklaruan se punimet ishin drejt fundit dhe premtuan v\u00ebnien n\u00eb pun\u00eb t\u00eb aeroportit brenda vitit.<\/p>\n<p>Sipas studimit t\u00eb fizibilitetit, kompania koncesionare ka marr\u00eb p\u00ebrsip\u00ebr detyrimin q\u00eb t\u00eb investoj\u00eb 104 milion\u00eb euro, nga 86.6 milion\u00eb euro q\u00eb llogaritej kostoja e punimeve n\u00eb Studimin e Fizibilitetit.<\/p>\n<p>Por tabelat financiare t\u00eb dor\u00ebzuara nga VIA n\u00eb Qendr\u00ebn Komb\u00ebtare t\u00eb Biznesit, t\u00eb analizuara nga BIRN, tregojn\u00eb se vlera e punimeve nuk shkon m\u00eb shum\u00eb se 40% e vler\u00ebs s\u00eb premtuar t\u00eb investimit deri n\u00eb fund t\u00eb vitit 2024.<\/p>\n<p>Sipas pasqyrave financiare t\u00eb audituara p\u00ebr vitet 2021, 2022, 2023 dhe 2024, VIA deklaron punime n\u00eb vler\u00ebn e 42.6 milion\u00eb eurove, nga t\u00eb cilat investimi i kompanis\u00eb \u00ebsht\u00eb 32.8 milion\u00eb euro dhe pjesa tjet\u00ebr jan\u00eb detyrime ndaj n\u00ebnkontraktor\u00ebve.<\/p>\n<p>Nga k\u00ebto investime, ortaku \u201cMabco Contructions\u201d ka investuar 10 milion\u00eb euro para t\u00eb vetat, 22 milion\u00eb euro jan\u00eb shpenzuar nga kredia bankare, nd\u00ebrkoh\u00eb q\u00eb 9.7 milion\u00eb euro jan\u00eb detyrime p\u00ebr pal\u00ebt q\u00eb kan\u00eb kryer punimet dhe q\u00eb nuk jan\u00eb paguar ende deri n\u00eb fund t\u00eb vitit 2024.<\/p>\n<p>Ortak\u00ebt e kompanis\u00eb koncesionare VIA, Mabco Construction dhe 2A Group operojn\u00eb nj\u00ebherazi edhe si n\u00ebnkontraktor\u00eb t\u00eb punimeve, nd\u00ebrkoh\u00eb q\u00eb vler\u00ebn e investimit ia kan\u00eb dh\u00ebn\u00eb si hua kompanis\u00eb koncesionare me \u201cterma dhe kushte tregtare\u201d.<\/p>\n<p>Sipas String\u00ebs, kjo u jap atyre mund\u00ebsin\u00eb q\u00eb t\u00eb fitojn\u00eb dy her\u00eb nga koncesioni.<\/p>\n<p>\u201cN\u00ebse sheh bilancet konstaton se punimet e kryera kan\u00eb faturuar dhe fitim ndaj firm\u00ebs koncesionare dhe kapitali i investuar \u00ebsht\u00eb hua e dh\u00ebn\u00eb me interes. Kjo tregon se pronar\u00ebt po tentojn\u00eb t\u00eb fitojn\u00eb dy her\u00eb: edhe duke kryer punimet n\u00eb aeroport dhe m\u00eb pas duke operuar aeroportin,\u201d theksoi Stringa.<\/p>\n<p>Ortak\u00ebt e kompanis\u00eb koncesionare, VIA, pretenduan p\u00ebr BIRN se investimet e tyre p\u00ebr nd\u00ebrtimin e aeroportit e kishin tejkaluar vler\u00ebn e 104 milion\u00eb eurove, nd\u00ebrsa theksuan se bilancet e dor\u00ebzuara n\u00eb QKB ishin t\u00eb pap\u00ebrdit\u00ebsuara.<\/p>\n<p>Sipas Mabco Construction, bilancet e depozituara n\u00eb QKB p\u00ebrmbajn\u00eb vet\u00ebm t\u00eb dh\u00ebnat e faturave t\u00eb dor\u00ebzuara dhe t\u00eb pranuara nga drejtuesi teknik, inxhinieri i pavarur dhe administratori i VIA p\u00ebr koh\u00ebn kur \u00ebsht\u00eb depozituar bilanci. Mabco Construction pretendoi se vet\u00ebm pagesat e kryera prej saj kapnin vler\u00ebn e 81 milion\u00eb eurove.<\/p>\n<p>\u201cDuhet theksuar se Mabco nuk e ka konsideruar veten vet\u00ebm si pun\u00ebkryes p\u00ebr t\u2019u paguar nga VIA, por ka investuar fondet e veta, t\u00eb transferuara p\u00ebrmes bankave n\u00eb m\u00ebnyr\u00eb transparente.
