Ky krahasim, i p\u00ebrs\u00ebritur p\u00ebr m\u00eb shum\u00eb se 35 vite, ka sh\u00ebrbyer m\u00eb shum\u00eb si justifikim sesa si analiz\u00eb. Sepse e v\u00ebrteta \u00ebsht\u00eb m\u00eb e thjesht\u00eb dhe m\u00eb e pak\u00ebndshme:<br \/>\nNorvegjia nuk u b\u00eb e pasur nga rasti, por sepse nd\u00ebrtoi institucione q\u00eb nuk lejuan grabitjen e pasuris\u00eb publike.<br \/>\nNj\u00eb lajm i publikuar s\u00eb fundmi p\u00ebr Fondin Sovran t\u00eb Norvegjis\u00eb do t\u00eb duhej t\u00eb kishte hapur debat serioz publik. N\u00eb nj\u00eb shoq\u00ebri funksionale, kjo do t\u00eb kishte ndodhur. N\u00eb Shqip\u00ebri, jo vet\u00ebm q\u00eb nuk u diskutua gjer\u00ebsisht, por kaloi pothuajse pa v\u00ebmendje. Nd\u00ebrkoh\u00eb, shifrat jan\u00eb dometh\u00ebn\u00ebse: n\u00eb vitin 1996, Norvegjia e nisi fondin me rreth 15 miliard\u00eb dollar\u00eb. Sot, pas rreth tre dekadash, ai ka kaluar vler\u00ebn e 2 trilion\u00eb dollar\u00ebve. N\u00eb terma konkret\u00eb, kjo do t\u00eb thot\u00eb se \u00e7do qytetar norvegjez ka sot nj\u00eb pasuri publike t\u00eb akumuluar prej rreth 370 mij\u00eb dollar\u00ebsh, e gjeneruar pothuajse t\u00ebr\u00ebsisht nga menaxhimi i naft\u00ebs.<br \/>\nN\u00eb Shqip\u00ebri, p\u00ebrvoja ka qen\u00eb krejt tjet\u00ebr. Nafta, n\u00eb vend q\u00eb t\u00eb sh\u00ebrbente si instrument zhvillimi, u shnd\u00ebrrua n\u00eb shembull t\u00eb nj\u00eb modeli problematik qeverisjeje. Rasti i Bankers Petroleum nuk p\u00ebrfaq\u00ebson vet\u00ebm nj\u00eb konflikt ekonomik, por nj\u00eb d\u00ebshtim institucional t\u00eb vazhduesh\u00ebm, ku p\u00ebr vite me radh\u00eb jan\u00eb toleruar:<br \/>\n\u2022 deklarime jo transparente t\u00eb fitimeve,<br \/>\n\u2022 shmangie fiskale t\u00eb p\u00ebrs\u00ebritura,<br \/>\n\u2022 kontrata jo t\u00eb qarta,<br \/>\n\u2022 dhe nj\u00eb rol pasiv i shtetit, m\u00eb shum\u00eb si v\u00ebzhgues sesa si pronar i burimit.<br \/>\nN\u00eb k\u00ebt\u00eb kontekst, shteti shqiptar ka p\u00ebrfituar minimalisht nga shfryt\u00ebzimi i naft\u00ebs. N\u00eb terma praktik\u00eb, t\u00eb ardhurat publike kan\u00eb qen\u00eb rreth 5 cent p\u00ebr lit\u00ebr n\u00eb skenarin m\u00eb optimist. Ky rezultat nuk mund t\u00eb shpjegohet vet\u00ebm me paaft\u00ebsi administrative; ai tregon p\u00ebr nj\u00eb model q\u00eb ka favorizuar interesin privat n\u00eb d\u00ebm t\u00eb interesit publik.<br \/>\nN\u00eb Norvegji, p\u00ebr t\u00eb nj\u00ebjtin burim, shteti p\u00ebrfiton minimalisht rreth 27 cent p\u00ebr lit\u00ebr, p\u00ebrmes nj\u00eb kombinimi t\u00eb tatimit t\u00eb lart\u00eb mbi fitimin dhe bashk\u00ebpron\u00ebsis\u00eb direkte. Ky rezultat arrihet pa konflikte t\u00eb vazhdueshme ligjore dhe pa arbitrazhe nd\u00ebrkomb\u00ebtare. Shqip\u00ebria, p\u00ebrkundrazi, \u00ebsht\u00eb p\u00ebrballur me nj\u00eb seri t\u00eb pafundme procesesh arbitrazhi, \u00e7ka tregon se kontratat jan\u00eb nd\u00ebrtuar me dob\u00ebsi strukturore dhe pa mbrojtje reale t\u00eb interesit publik.<br \/>\nKy problem nuk \u00ebsht\u00eb i izoluar. Ai shtrihet nga nafta te mineralet, nga hidrocentralet te koncesionet energjetike, nga deti te toka. Shqip\u00ebria ka burime, por nuk ka kontroll efektiv mbi to. Ka pasuri natyrore, por munges\u00eb sovraniteti ekonomik.<br \/>\nNj\u00eb tjet\u00ebr kontrast dometh\u00ebn\u00ebs \u00ebsht\u00eb ai energjetik: Shqip\u00ebria ka rreth 3000 or\u00eb diell n\u00eb vit, nd\u00ebrsa Norvegjia rreth 1300. Megjithat\u00eb, rezultatet sociale jan\u00eb t\u00eb kund\u00ebrta. Shqiptar\u00ebt emigrojn\u00eb, nd\u00ebrsa norvegjez\u00ebt q\u00ebndrojn\u00eb. Diferenca nuk q\u00ebndron te klima, por te cil\u00ebsia e shtetit dhe m\u00ebnyra si ai administron pasurin\u00eb publike.<br \/>\nAskush nuk do t\u00eb largohej nga nj\u00eb vend me k\u00ebt\u00eb potencial natyror dhe energjetik, n\u00ebse pasuria e p\u00ebrbashk\u00ebt dhe pronat private nuk do t\u00eb ishin objekt i nj\u00eb zhvatjeje sistematike.<br \/>\nShqiptar\u00ebt nuk largohen sepse vendi \u00ebsht\u00eb i varf\u00ebr; largohen sepse sistemi \u00ebsht\u00eb i padrejt\u00eb dhe sepse korrupsioni \u00ebsht\u00eb b\u00ebr\u00eb strukturor, duke u sofistikuar nga viti n\u00eb vit.<br \/>\nSi pjes\u00eb e mendimit kritik dhe alternativ \u201cBrain Gain\u201d brenda PD-s\u00eb, kjo duhet th\u00ebn\u00eb qart\u00eb dhe pa ekuivok:<br \/>\nShqip\u00ebria nuk ka nevoj\u00eb p\u00ebr m\u00eb shum\u00eb propagand\u00eb. Ka nevoj\u00eb p\u00ebr nj\u00eb ndryshim rr\u00ebnj\u00ebsor n\u00eb menaxhimin e burimeve natyrore.<br \/>\nQeverisja e ardhshme duhet t\u00eb pranoj\u00eb d\u00ebshtimin e modelit aktual dhe t\u00eb ofroj\u00eb nj\u00eb kontrat\u00eb t\u00eb re me qytetar\u00ebt, e cila p\u00ebrfshin:<br \/>\n\u2022 rishikimin thelb\u00ebsor t\u00eb kontratave t\u00eb naft\u00ebs, energjis\u00eb dhe mineraleve;<br \/>\n\u2022 transparenc\u00eb t\u00eb plot\u00eb p\u00ebr \u00e7do lit\u00ebr naft\u00eb, \u00e7do kilovat energji dhe \u00e7do ton pasuri n\u00ebntok\u00ebsore;<br \/>\n\u2022 p\u00ebrfshirjen reale t\u00eb profesionist\u00ebve shqiptar\u00eb q\u00eb jan\u00eb elite jasht\u00eb vendit, n\u00eb proceset vendimmarr\u00ebse;<br \/>\n\u2022 Pse jo, krijimin e nj\u00eb Fondi Sovran Shqiptar, t\u00eb mbrojtur ligj\u00ebrisht nga nd\u00ebrhyrjet politike.<br \/>\nShqip\u00ebria nuk ka nevoj\u00eb p\u00ebr rotacion formal pushteti, por p\u00ebr nj\u00eb ndryshim real t\u00eb stilit t\u00eb qeverisjes. Norvegjia tregon se pasuria nuk varet nga sasia e burimeve, por nga vullneti p\u00ebr t\u2019i administruar ato n\u00eb interes publik. Shqip\u00ebria ka potencialin p\u00ebr t\u00eb qen\u00eb nj\u00eb vend ku njer\u00ebzit zgjedhin t\u00eb jetojn\u00eb. Ajo q\u00eb mungon \u00ebsht\u00eb nj\u00eb shtet q\u00eb vendos qytetar\u00ebt p\u00ebrpara interesave klienteliste.<br \/>\nKy \u00ebsht\u00eb testi real p\u00ebr opozit\u00ebn nes\u00ebr n\u00eb pushtet: t\u00eb pranoj\u00eb se modeli i deritanish\u00ebm ka d\u00ebshtuar dhe t\u00eb nd\u00ebrmarr\u00eb vendime t\u00eb v\u00ebshtira p\u00ebrball\u00eb nj\u00eb trash\u00ebgimie ku korrupsioni ka dep\u00ebrtuar thell\u00eb n\u00eb strukturat e shtetit. N\u00ebse kjo gjendje trajtohet vet\u00ebm me masa sip\u00ebrfaq\u00ebsore, do t\u00eb mbetet thjesht terapi reanimatore, e pamjaftueshme p\u00ebr ta shp\u00ebtuar trupin.
