Mbizot\u00ebrojn\u00eb sh\u00ebrbime t\u00eb karakterit konsumator si kafe, restorante apo agjenci udh\u00ebtimi dhe palest\u00ebr. Nd\u00ebrkoh\u00eb q\u00eb sh\u00ebrbime jetike si mensat universitare p\u00ebrfshijn\u00eb vet\u00ebm dy sh\u00ebrbime, nj\u00eb shif\u00ebr simbolike dhe pothuajse e pap\u00ebrfillshme.<\/p>\n<p>Edhe n\u00eb kategori q\u00eb n\u00eb pamje t\u00eb par\u00eb duken thelb\u00ebsore, si sh\u00ebrbimet sh\u00ebndet\u00ebsore apo farmacit\u00eb, mungon informacioni mbi nivelin real t\u00eb p\u00ebrfitimit. Uljet e ofruara nga operator\u00ebt privat\u00eb variojn\u00eb kryesisht nga 2% deri n\u00eb 5%, duke e b\u00ebr\u00eb ndikimin e kart\u00ebs pothuajse t\u00eb pap\u00ebrfillsh\u00ebm n\u00eb uljen e kostos reale t\u00eb jetes\u00ebs studentore.<\/p>\n<p>Nj\u00eb tjet\u00ebr problematik\u00eb e evidentuar \u00ebsht\u00eb prania e kategorive t\u00eb tilla si \u201cAgjenci imobiliare\u201d (6 sh\u00ebrbime) dhe \u201cAgjenci pun\u00ebsimi\u201d (15 sh\u00ebrbime), t\u00eb cilat, ndon\u00ebse potencialisht t\u00eb dobishme n\u00eb terma afatgjat\u00eb, nuk adresojn\u00eb nevojat imediate t\u00eb student\u00ebve gjat\u00eb ciklit t\u00eb studimeve.<\/p>\n<p>N\u00eb praktik\u00eb, Karta e Studentit p\u00ebrdoret pothuajse ekskluzivisht p\u00ebr p\u00ebrfitimin e abones\u00eb s\u00eb transportit urban pa pages\u00eb. Ky sh\u00ebrbim, ndon\u00ebse jetik p\u00ebr student\u00ebt, e redukton funksionalitetin e kart\u00ebs n\u00eb nj\u00eb p\u00ebrdorim t\u00eb vet\u00ebm, duke e zhveshur at\u00eb nga roli i saj si instrument gjith\u00ebp\u00ebrfshir\u00ebs i politikave sociale. N\u00eb vend q\u00eb t\u00eb leht\u00ebsoj\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb ndjeshme barr\u00ebn ekonomike t\u00eb student\u00ebve, karta ka p\u00ebrfunduar si nj\u00eb mekaniz\u00ebm simbolik, me ndikim t\u00eb kufizuar dhe t\u00eb fragmentarizuar.<\/p>\n<p>Raporti rekomandon rishikimin e paket\u00ebs baz\u00eb t\u00eb sh\u00ebrbimeve, duke p\u00ebrfshir\u00eb n\u00eb m\u00ebnyr\u00eb prioritare mensat universitare, supermarketet, librarit\u00eb, kancelarit\u00eb, farmacit\u00eb dhe sh\u00ebrbimet baz\u00eb teknologjike. K\u00ebto p\u00ebrfaq\u00ebsojn\u00eb shpenzimet m\u00eb t\u00eb shpeshta dhe m\u00eb t\u00eb domosdoshme p\u00ebr student\u00ebt dhe duhet t\u00eb jen\u00eb shtylla kryesore e Kart\u00ebs s\u00eb Studentit.<\/p>\n<p>Gjithashtu, \u00ebsht\u00eb e domosdoshme rritja e nivelit real t\u00eb uljeve n\u00eb sh\u00ebrbimet private. Uljet minimale prej 15-30% p\u00ebr sh\u00ebrbimet baz\u00eb do ta b\u00ebnin kart\u00ebn realisht t\u00eb vlefshme ekonomikisht dhe do t\u00eb justifikonin interesin e student\u00ebve p\u00ebr t\u2019u pajisur me t\u00eb.<\/p>\n<p>Dhe nj\u00ebkoh\u00ebsisht rekomandohet ngritja e nj\u00eb mekanizmi t\u00eb rregullt monitorimi dhe raportimi, me indikator\u00eb t\u00eb matsh\u00ebm mbi numrin e p\u00ebrfituesve, nivelin e p\u00ebrdorimit, k\u00ebnaq\u00ebsin\u00eb e student\u00ebve dhe impaktin ekonomik t\u00eb skem\u00ebs.
