Edhe kur n\u00eb projektim p\u00ebrfshihen kompani t\u00eb huaja me emra t\u00eb m\u00ebdhenj, puna konkrete projektuese b\u00ebhet nga projektues vendas, shum\u00eb her\u00eb t\u00eb n\u00ebn-paguar dhe thjesht p\u00ebr t\u00eb justifikuar formalisht dobishm\u00ebrin\u00eb e nj\u00eb vepre publike t\u00eb caktuar. N\u00eb mjaft raste, kompanive projektuese u imponohen edhe partner\u00ebt lokal\u00eb, gj\u00eb q\u00eb duket n\u00eb p\u00ebrqendrimin shum\u00eb t\u00eb madh t\u00eb punimeve t\u00eb k\u00ebsaj natyre (projektimeve) n\u00eb nj\u00eb num\u00ebr shum\u00eb t\u00eb vog\u00ebl kompanish vendase q\u00eb ofrojn\u00eb sh\u00ebrbime t\u00eb k\u00ebsaj natyre.<\/em><\/p>\n<p><em>Nuk po flasim p\u00ebr studimet e fizibilitetit, t\u00eb cilat p\u00ebrgjith\u00ebsisht jan\u00eb t\u00eb dob\u00ebta dhe t\u00eb hartuara kryesisht p\u00ebr t\u00eb mb\u00ebshtetur pal\u00ebn private kliente t\u00eb qeveris\u00eb, \u201cfituese\u201d n\u00eb kontrat\u00ebn e pritshme (kujtoni rastin e studimit t\u00eb fizibilitetit p\u00ebr inceneratorin e Tiran\u00ebs, etj.).<\/em><\/p>\n<p><em>Kompanit\u00eb apo inxhinier\u00ebt q\u00eb kan\u00eb p\u00ebr detyr\u00eb t\u00eb merren me supervizionin gjat\u00eb kryerjes s\u00eb punimeve, n\u00eb mjaft raste p\u00ebrzgjidhen n\u00eb kushtet e konfliktit t\u00eb interesit, dmth n\u00ebn ndikimin e kompanive q\u00eb do t\u00eb kryejn\u00eb punimet, deri edhe me lidhje familjare t\u00eb k\u00ebtyre t\u00eb fundit (kujtoni Rrug\u00ebn e Arbrit), dhe k\u00ebshtu raportimet p\u00ebr volumet dhe cil\u00ebsin\u00eb e punimeve q\u00eb pasqyrohen n\u00eb situacionet e kompanive t\u00eb nd\u00ebrtimit jan\u00eb t\u00eb fryra (kujtoni incenerator\u00ebt), fiktive dhe jo n\u00eb p\u00ebrputhje me projektet p\u00ebrkat\u00ebse. Ministrit\u00eb p\u00ebrgjegj\u00ebse jan\u00eb mbushur me njer\u00ebz mediok\u00ebr, patronazhist\u00eb dhe njer\u00ebz q\u00eb detyrohen t\u00eb firmosin p\u00ebr llogari t\u00eb pasurimit t\u00eb paligjsh\u00ebm t\u00eb shefave t\u00eb tyre dhe t\u00eb bizneseve t\u00eb lidhura me ta.<\/em><\/p>\n<p><em>Punimet n\u00eb veprat infrastrukturore kryhen p\u00ebrgjith\u00ebsisht me cil\u00ebsi t\u00eb ul\u00ebt dhe duke shkelur r\u00ebnd\u00eb parametrat teknik\u00eb t\u00eb projektuar, sepse nd\u00ebrtuesit synojn\u00eb t\u00eb maksimizojn\u00eb fitimet e veta (rritja e fitimeve \u00ebsht\u00eb q\u00ebllimi i madh dhe i vet\u00ebm i tyre); n\u00eb shum\u00eb raste fondet p\u00ebrdoren p\u00ebr t\u00eb ushqyer korrupsionin qeveritar vendas dhe nd\u00ebrkomb\u00ebtar (kujtoni Tunelin e Llogaras\u00eb), ose n\u00eb raste t\u00eb tjera nga konsorciume kompanish t\u00eb krijuara n\u00ebn ndikime politike dhe korruptive (kujtoni Aeroportin e Vlor\u00ebs). N\u00eb mjaft raste, p\u00ebrfshirja e kompanive t\u00eb njohura t\u00eb nd\u00ebrtimit \u00ebsht\u00eb vet\u00ebm formale, pasi n\u00eb kund\u00ebrshtim me ligjin dhe kushtet e pjes\u00ebmarrjes n\u00eb tender, procesi i n\u00ebnkontraktimit ndodh n\u00eb disa shkall\u00eb dhe \u00ebsht\u00eb formal, pasi thuajse gjith\u00e7ka kryhet nga kompani vendase, por q\u00eb thjesht angazhohen me pun\u00eb, nd\u00ebrsa fitimi shkon thuajse plot\u00ebsisht te kompanit\u00eb \u201cfituese\u201d q\u00eb zot\u00ebrojn\u00eb lidhjet e duhura politike n\u00eb vend. Rasti emblematik i k\u00ebsaj t\u00eb fundit \u00ebsht\u00eb Tuneli i Vlor\u00ebs, por kjo mund t\u00eb v\u00ebrehet edhe n\u00eb tendera tejet periferik\u00eb, si p.sh. p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb segment uj\u00ebsjell\u00ebsi n\u00eb Tiran\u00eb, etj.<\/em><\/p>\n<p><em>Nuk po flas p\u00ebr modelin \u201c5D\u201d t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs p\u00ebr grabitjen \u201cme ligj\u201d t\u00eb 100% t\u00eb fondeve publike, nj\u00eb model q\u00eb \u00ebsht\u00eb i shtrir\u00eb n\u00eb t\u00eb gjith\u00eb vendin dhe jan\u00eb t\u00eb panum\u00ebrta rastet kur jan\u00eb regjistruar biznese p\u00ebr llogari t\u00eb personave t\u00eb ekspozuar politikisht, apo k\u00ebta t\u00eb fundit kan\u00eb hequr dor\u00eb vet\u00ebm formalisht nga pron\u00ebsia, nd\u00ebrsa studimet d\u00ebshmojn\u00eb p\u00ebr rritje eksponenciale t\u00eb tenderave q\u00eb k\u00ebto kompani fitojn\u00eb, duke cenuar k\u00ebshtu jo thjesht barazin\u00eb para ligjit, por edhe duke p\u00ebrkeq\u00ebsuar duksh\u00ebm klim\u00ebn e biznesit n\u00eb vend. Ndoshta k\u00ebtu duhet k\u00ebrkuar edhe shkaku kryesor p\u00ebr p\u00ebrpjekjet e ethshme t\u00eb KM Rama dhe t\u00eb nj\u00eb numri aksesor\u00ebsh mediatik\u00eb p\u00ebr t\u00eb relativizuar nd\u00ebrhyrjet politike n\u00eb procesin e prokurimit, apo m\u00eb keq p\u00ebr t\u00eb amenduar kuadrin ligjor q\u00eb njeh komunikimet elektronike si indicie p\u00ebr hetim penal t\u00eb zyrtar\u00ebve t\u00eb lart\u00eb\u2026<\/em><\/p>\n<p><em>Kolaudimi apo marrja n\u00eb dor\u00ebzim kryhet kryesisht n\u00ebn ndikime politike, formalisht, pasi veprat jan\u00eb inauguruar thjesht p\u00ebr q\u00ebllime elektorale dhe duke mbajtur larg institucionet dikur p\u00ebrgjegj\u00ebse, si p.sh. Instituti i Nd\u00ebrtimit apo bota universitare e vendit.<\/em><\/p>\n<p><em>Mir\u00ebmbajtja \u00ebsht\u00eb kryesisht n\u00eb let\u00ebr, dmth thjesht paguhen nga thesari kompani t\u00eb lidhura me qeverin\u00eb apo me an\u00ebtar\u00eb t\u00eb caktuar t\u00eb Kuvendit, madje p\u00ebr periudha disavje\u00e7are, nd\u00ebrsa kur ndodhin fenomene t\u00eb natyr\u00ebs, dmth bie shi, bor\u00eb, etj. Kategorit\u00eb e p\u00ebrmendura p\u00ebrdorin \u00e7do mjet q\u00eb t\u00eb sigurojn\u00eb kontrata publike shum\u00ebvje\u00e7are, dmth t\u00eb sigurojn\u00eb \u201cpara t\u00eb lehta\u201d, p\u00ebrmes t\u00eb cilave fuqizohen financiarisht jo vet\u00ebm bizneset n\u00eb fjal\u00eb, por edhe politikan\u00ebt e lart\u00eb q\u00eb q\u00ebndrojn\u00eb pas tyre; ushtrohet ndikim mbi votuesit apo mbi masmedian, dmth merret peng e ardhmja e vendit dhe vendi b\u00ebhet edhe m\u00eb i pajetuesh\u00ebm.\u2019<\/em><\/p>\n<p><strong>Sa para kan\u00eb humbur realisht qytetar\u00ebt nga investimet e \u201cRilindjes\u201d dhe kush mban p\u00ebrgjegj\u00ebsi ekonomike p\u00ebr k\u00ebto humbje?<\/strong><\/p>\n<p><em>\u2018N\u00eb munges\u00eb t\u00eb nj\u00eb metodologjie t\u00eb sakt\u00eb e shkencore mbi humbjet q\u00eb jan\u00eb shkaktuar dhe vazhdojn\u00eb t\u00eb shkaktohen nga keqqeverisja e investimeve publike dhe nd\u00ebrhyrjet p\u00ebr interesa korruptive n\u00eb d\u00ebm t\u00eb konkurrenc\u00ebs n\u00eb tregje, mund t\u00eb arsyetojm\u00eb nisur nga rishikimi n\u00eb rritje i buxheteve fillestare t\u00eb veprave publike, sidomos t\u00eb dekad\u00ebs s\u00eb fundit, nga koh\u00ebzgjatja e p\u00ebrfundimit t\u00eb tyre, si dhe nga numri i veprave q\u00eb jan\u00eb shembur apo d\u00ebmtuar gjat\u00eb k\u00ebsaj periudhe. Mjafton nj\u00eb k\u00ebrkim i thjesht\u00eb n\u00eb burimet e hapura t\u00eb informacionit, duke p\u00ebrfshir\u00eb edhe raportet periodike dhe tematike t\u00eb KLSH-s\u00eb, p\u00ebr t\u00eb kuptuar minimalisht dy gjetje kryesore:<\/em><\/p>\n<p><em>N\u00eb t\u00eb gjitha veprat kryesore publike q\u00eb kushtojn\u00eb m\u00eb shum\u00eb se 10 milion\u00eb euro, qeveria b\u00ebn rishikime n\u00eb rritje t\u00eb buxhetit t\u00eb shtetit, deri edhe n\u00eb dyfishimin e k\u00ebtij buxheti, me justifikime absurde rreth dob\u00ebsive t\u00eb projektimit (t\u00eb paguara nga taksat e qytetar\u00ebve), t\u00eb fazave t\u00eb m\u00ebparshme t\u00eb nd\u00ebrtimit (p\u00ebrs\u00ebri t\u00eb paguara nga taksat e qytetar\u00ebve), apo paguan p\u00ebr vepra infrastrukturore q\u00eb nuk ekzistojn\u00eb fare (p.sh. inceneratori i Tiran\u00ebs, apo impianti 100 milion\u00eb eurosh nga kredia japoneze i trajtimit t\u00eb uj\u00ebrave t\u00eb zeza t\u00eb Tiran\u00ebs, i \u201casgj\u00ebsuar\u201d nga ish-kreu i Bashkis\u00eb), vepra penale ende t\u00eb pahetuara, e dhjet\u00ebra t\u00eb tjera si k\u00ebto\u2026<\/em><\/p>\n<p><em>N\u00eb shumic\u00ebn e veprave kryesore publike, edhe kur prokurimi kryhet me urgjenc\u00eb p\u00ebr t\u00eb penguar pjes\u00ebmarrjen e kompanive t\u00eb huaja, thuajse plot\u00ebsisht n\u00eb kushtet e negocimit t\u00eb drejtp\u00ebrdrejt\u00eb, koha e p\u00ebrfundimit zgjatet t\u00eb pakt\u00ebn me dyfishin e asaj t\u00eb parashikuar n\u00eb projekt, ose edhe me vite t\u00eb t\u00ebra m\u00eb von\u00eb.
