Nga nj\u00eb realitet i paq\u00ebndruesh\u00ebm i pasluft\u00ebs dhe administrimit nd\u00ebrkomb\u00ebtar, vendi ka evoluar drejt nj\u00eb shteti funksional me struktura politike, juridike dhe t\u00eb siguris\u00eb, q\u00eb synojn\u00eb stabilitetin, zhvillimin dhe integrimin n\u00eb Bashkimin Evropian.<\/p>\n<p><strong><em>Konsolidimi i institucioneve demokratike<\/em><\/strong><\/p>\n<p>Nj\u00eb nga arritjet m\u00eb t\u00eb dukshme \u00ebsht\u00eb nd\u00ebrtimi i institucioneve baz\u00eb t\u00eb shtetit: Kuvendi, Qeveria, Presidenca dhe sistemi i drejt\u00ebsis\u00eb. Pluralizmi politik dhe funksionimi i administrat\u00ebs publike kan\u00eb kontribuar n\u00eb stabilitetin institucional dhe legjitimitetin demokratik.<br \/>\nKosova ka ngritur gradualisht strukturat e saj t\u00eb siguris\u00eb, p\u00ebrfshir\u00eb Policin\u00eb e Kosov\u00ebs dhe Forc\u00ebn e Siguris\u00eb s\u00eb Kosov\u00ebs. K\u00ebto institucione kan\u00eb fituar profesionaliz\u00ebm dhe besim publik, duke kontribuar n\u00eb stabilitetin e brendsh\u00ebm dhe sigurin\u00eb rajonale. Ky zhvillim ka qen\u00eb thelb\u00ebsor p\u00ebr funksionimin normal t\u00eb shtetit dhe p\u00ebr perspektiv\u00ebn euroatlantike t\u00eb vendit.<br \/>\nReformat n\u00eb sistemin e drejt\u00ebsis\u00eb, bashk\u00ebpunimi me partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb dhe p\u00ebrpjekjet p\u00ebr luft\u00ebn kund\u00ebr korrupsionit kan\u00eb qen\u00eb pjes\u00eb e r\u00ebnd\u00ebsishme e nd\u00ebrtimit t\u00eb shtetit. Edhe pse ka ende sfida, krijimi i institucioneve t\u00eb drejt\u00ebsis\u00eb dhe funksionimi i tyre p\u00ebrfaq\u00ebson nj\u00eb hap t\u00eb r\u00ebnd\u00ebsish\u00ebm drejt shtetit ligjor.<br \/>\nIntegrimi n\u00eb Bashkimin Evropian dhe an\u00ebtar\u00ebsimi n\u00eb NATO mbeten objektiva strategjik\u00eb t\u00eb Kosov\u00ebs. Marr\u00ebdh\u00ebniet me Bashkimin Evropian, proceset e stabilizim-asociimit dhe bashk\u00ebpunimi rajonal jan\u00eb element\u00eb ky\u00e7 p\u00ebr zhvillimin politik dhe ekonomik t\u00eb vendit.<\/p>\n<p><strong><em>Integrimi nd\u00ebrkomb\u00ebtar dhe afirmimi diplomatik<\/em><\/strong><\/p>\n<p>Q\u00eb nga shpallja e pavar\u00ebsis\u00eb m\u00eb 17 shkurt 2008, Kosova ka zhvilluar nj\u00eb proces t\u00eb vazhduesh\u00ebm afirmimi nd\u00ebrkomb\u00ebtar dhe integrimi global. Ky proces ka qen\u00eb kompleks, i shoq\u00ebruar me arritje t\u00eb r\u00ebnd\u00ebsishme diplomatike, por edhe me sfida politike dhe gjeopolitike q\u00eb vazhdojn\u00eb t\u00eb ndikojn\u00eb pozicionin nd\u00ebrkomb\u00ebtar t\u00eb vendit.<br \/>\nDeri tani, Kosova \u00ebsht\u00eb njohur nga mbi nj\u00ebqind shtete n\u00eb mbar\u00eb bot\u00ebn, p\u00ebrfshir\u00eb shumic\u00ebn e vendeve kryesore per\u00ebndimore. K\u00ebto njohje kan\u00eb qen\u00eb thelb\u00ebsore p\u00ebr konsolidimin e subjektivitetit nd\u00ebrkomb\u00ebtar dhe p\u00ebr funksionimin e diplomacis\u00eb kosovare.<br \/>\nMegjithat\u00eb, procesi nuk ka qen\u00eb linear. Disa vende kan\u00eb mbajtur q\u00ebndrime neutrale ose kund\u00ebrshtuese, \u00e7ka e b\u00ebn diplomacin\u00eb aktive t\u00eb Kosov\u00ebs dhe zgjerimin e njohjeve nj\u00eb prioritet t\u00eb vazhduesh\u00ebm.<br \/>\nKosova ka arritur t\u00eb b\u00ebhet pjes\u00eb e disa institucioneve financiare dhe organizatave nd\u00ebrkomb\u00ebtare, si Banka Bot\u00ebrore, Fondi Monetar Nd\u00ebrkomb\u00ebtar, Banka Evropiane p\u00ebr Rind\u00ebrtim dhe Zhvillim, si dhe federata sportive nd\u00ebrkomb\u00ebtare. K\u00ebto an\u00ebtar\u00ebsime kan\u00eb ndihmuar n\u00eb rritjen e kredibilitetit ekonomik, qasjen n\u00eb financim nd\u00ebrkomb\u00ebtar dhe promovimin e identitetit shtet\u00ebror n\u00eb aren\u00ebn globale.<br \/>\nDialogu me Serbin\u00eb, i nd\u00ebrmjet\u00ebsuar nga BE, konsiderohet nj\u00eb faktor i r\u00ebnd\u00ebsish\u00ebm p\u00ebr avancimin e integrimit nd\u00ebrkomb\u00ebtar dhe stabilitetin rajonal.<br \/>\nKosova ka investuar gjithnj\u00eb e m\u00eb shum\u00eb n\u00eb diplomacin\u00eb ekonomike, duke synuar t\u00ebrheqjen e investimeve t\u00eb huaja dhe promovimin e potencialeve ekonomike. N\u00eb k\u00ebt\u00eb drejtim, Diaspora shqiptare ka luajtur rol t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebrmes investimeve, remitancave dhe ndikimit n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare.<br \/>\nPjes\u00ebmarrja n\u00eb organizata sportive dhe sukseset e sportist\u00ebve kosovar\u00eb kan\u00eb ndikuar ndjesh\u00ebm n\u00eb rritjen e njohjes nd\u00ebrkomb\u00ebtare. Po ashtu, kultura, arti dhe shk\u00ebmbimet akademike kan\u00eb ndihmuar n\u00eb forcimin e imazhit nd\u00ebrkomb\u00ebtar t\u00eb Kosov\u00ebs.<br \/>\nPavar\u00ebsisht progresit, Kosova p\u00ebrballet ende me sfida n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare, ai zgjerimi i njohjeve, an\u00ebtar\u00ebsimi n\u00eb organizata t\u00eb r\u00ebnd\u00ebsishme nd\u00ebrkomb\u00ebtare dhe p\u00ebrparimi n\u00eb integrimin evropian.<br \/>\nK\u00ebto sfida k\u00ebrkojn\u00eb diplomaci aktive, stabilitet politik dhe zhvillim ekonomik t\u00eb q\u00ebndruesh\u00ebm.<br \/>\nN\u00eb 18 vite pavar\u00ebsi, Kosova ka b\u00ebr\u00eb hapa t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb afirmimin nd\u00ebrkomb\u00ebtar dhe integrimin global. Njohjet diplomatike, an\u00ebtar\u00ebsimet nd\u00ebrkomb\u00ebtare dhe bashk\u00ebpunimi rajonal kan\u00eb krijuar baza solide p\u00ebr zhvillim t\u00eb m\u00ebtejsh\u00ebm. Megjithat\u00eb, procesi i konsolidimit nd\u00ebrkomb\u00ebtar mbetet n\u00eb vazhdim dhe k\u00ebrkon angazhim t\u00eb q\u00ebndruesh\u00ebm politik, ekonomik dhe diplomatik p\u00ebr t\u00eb ardhmen e vendit.<\/p>\n<p><em><strong>Zhvillimi ekonomik i Kosov\u00ebs<\/strong><\/em><\/p>\n<p>N\u00eb 18 vite pavar\u00ebsi, vendi ka kaluar nj\u00eb proces t\u00eb r\u00ebnd\u00ebsish\u00ebm transformimi ekonomik. Nga nj\u00eb ekonomi e dal\u00eb nga lufta, me infrastruktur\u00eb t\u00eb d\u00ebmtuar dhe institucione t\u00eb brishta, Kosova ka ditur t\u00eb nd\u00ebrtoj\u00eb themele m\u00eb t\u00eb q\u00ebndrueshme ekonomike.<br \/>\nVendi ka ruajtur ritme pozitive t\u00eb rritjes ekonomike 4 ose 5 p\u00ebrqind n\u00eb vit, shpesh m\u00eb t\u00eb larta se mesatarja rajonale. Stabiliteti i sektorit bankar, p\u00ebrdorimi i euros si monedh\u00eb dhe politika fiskale relativisht t\u00eb kujdesshme kan\u00eb kontribuar n\u00eb stabilitet makroekonomik. Ky stabilitet ka ndihmuar n\u00eb krijimin e nj\u00eb klime m\u00eb t\u00eb favorshme p\u00ebr biznesin dhe investimet.<br \/>\nDiaspora kosovare ka qen\u00eb nj\u00eb shtyll\u00eb e r\u00ebnd\u00ebsishme e ekonomis\u00eb. Remitancat kan\u00eb ndihmuar konsumin familjar, investimet n\u00eb banesa dhe bizneset e vogla. Po ashtu, investimet direkte nga diaspora kan\u00eb luajtur rol n\u00eb sektor\u00eb si nd\u00ebrtimi, tregtia dhe sh\u00ebrbimet. Ky ndikim ka ndihmuar n\u00eb stabilitetin ekonomik dhe social t\u00eb vendit.<br \/>\nInvestimet n\u00eb rrug\u00eb, energji, telekomunikacion dhe sh\u00ebrbime publike kan\u00eb qen\u00eb nj\u00eb nga prioritetet kryesore. P\u00ebrmir\u00ebsimi i infrastruktur\u00ebs ka leht\u00ebsuar aktivitetin ekonomik, tregtin\u00eb dhe integrimin rajonal.<br \/>\nMegjithat\u00eb, nevoja p\u00ebr investime t\u00eb m\u00ebtejshme mbetet e konsiderueshme, sidomos n\u00eb energji dhe transport.<br \/>\nEkonomia e Kosov\u00ebs mb\u00ebshtetet kryesisht n\u00eb sektorin e sh\u00ebrbimeve, tregtin\u00eb, nd\u00ebrtimin dhe energjin\u00eb. Vitet e fundit ka pasur p\u00ebrpjekje p\u00ebr zhvillimin e teknologjis\u00eb s\u00eb informacionit, bujq\u00ebsis\u00eb dhe industris\u00eb s\u00eb leht\u00eb. Diversifikimi ekonomik mbetet nj\u00eb objektiv ky\u00e7 p\u00ebr rritje m\u00eb t\u00eb q\u00ebndrueshme.<br \/>\nEdhe pse ekonomia p\u00ebrballet ende me sfida, nd\u00ebrtimi i institucioneve ekonomike, sistemi bankar relativisht stabil dhe investimet n\u00eb infrastruktur\u00eb kan\u00eb krijuar baza p\u00ebr zhvillim afatgjat\u00eb. Potenciali i Kosov\u00ebs q\u00ebndron te popullsia e re, zhvillimi i teknologjis\u00eb, energjia e rinovueshme dhe bashk\u00ebpunimi rajonal.
