N\u00eb fakt, kilometra rrug\u00eb(dhe jo t\u00eb gjitha t\u00eb reja) jan\u00eb nd\u00ebrtuar me her\u00eb m\u00eb pak.<br \/>\nPse Shqiperia e ka koston p\u00ebr km 40% m\u00eb t\u00eb lart\u00eb se kosto rajonale?<br \/>\nN\u00eb 13 vjet 2014-2026, jan\u00eb nd\u00ebrtuar ose rind\u00ebrtuar akse komb\u00ebtare, segmente autostradash dhe by-passe urbane. Mesatarja e t\u00eb gjitha k\u00ebtyre punimeve del 12 milion\u00eb euro p\u00ebr km, ose 5 milion\u00eb euro, apo 40 p\u00ebrqind m\u00eb shum\u00eb se mesatarja e rajonit ton\u00eb.<br \/>\nDisa pyetje ngrihen natyrsh\u00ebm: cilat jan\u00eb ar\u00ebsyet p\u00ebr nj\u00eb kosto kaq t\u00eb lart\u00eb p\u00ebr vende t\u00eb krahasueshme me ne n\u00eb reliev malor, si Bosnje-Hercegovina, apo Mali i Zi? Pse rrug\u00ebt kushtojn\u00eb n\u00eb k\u00ebto vende shum\u00eb m\u00eb lir\u00eb se tek ne?<br \/>\nT\u00eb gjitha rrugore tek ne n\u00eb k\u00ebto 13 vitet e fundit, si zgjerimi i korridoreve ekzistuese, lidhjet nd\u00ebrkufitare dhe segmentet turistike, kan\u00eb pasur kosto t\u00eb konsiderueshme p\u00ebr kilomet\u00ebr, shum\u00eb m\u00eb t\u00eb larta se mesatarja rajonale.<br \/>\nNd\u00ebrkoh\u00eb q\u00eb kushtojn\u00eb m\u00eb shum\u00eb, problematikat e rrug\u00ebve t\u00eb reja jan\u00eb me her\u00eb m\u00eb t\u00eb shumta, m\u00eb t\u00eb r\u00ebnda dhe m\u00eb t\u00eb shpeshta se p\u00ebr rrug\u00ebt e reja n\u00eb Mal t\u00eb Zi dhe Bosnje-Hercegovin\u00eb. Ato p\u00ebrshijn\u00eb (i) deformime t\u00eb asfaltit brenda pak vitesh nga p\u00ebrfundimi i punimeve, (ii) rr\u00ebshqitje dherash dhe munges\u00eb stabilizimi t\u00eb skarpateve, (iii) probleme me sistemet e kullimit dhe t\u00eb drenazhimit, (iv) munges\u00eb sinjalistike dhe element\u00ebsh sigurie rrugore, si dhe (v) mir\u00ebmbajtje e pamjaftueshme pas dor\u00ebzimit t\u00eb projekteve.<br \/>\nK\u00ebto fenomene kan\u00eb ngritur pik\u00ebpyetje serioze p\u00ebr abuzime dhe korrupsion n\u00eb akordimin e tenderave publik\u00eb t\u00eb rrug\u00ebve, q\u00eb kan\u00eb ngritur shum\u00eb pik\u00ebpyetje edhe mbi cil\u00ebsin\u00eb e materialeve, zbatimin e projekteve dhe kontrollin teknik gjat\u00eb nd\u00ebrtimit.<br \/>\nRealitetit t\u00eb duksh\u00ebm t\u00eb kostos p\u00ebr kilomet\u00ebr, t\u00eb tejkaluar ndjesh\u00ebm nga kostot e vendeve t\u00eb rajonit me terren t\u00eb ngjash\u00ebm, sekti Rama n\u00eb qeverisje ju p\u00ebrgjigjet me pseudo-argumentet e kompleksiteti gjeologjik, t\u00eb numrit t\u00eb urave dhe tuneleve, apo t\u00eb standardeve t\u00eb reja teknike.<br \/>\nN\u00eb fakt, struktura gjeologjike si n\u00eb Shqip\u00ebri, edhe n\u00eb Mal t\u00eb Zi apo Bosnje-Hercegovin\u00eb \u00ebsht\u00eb shum\u00eb e ngjashme. Fakti \u00ebsht\u00eb q\u00eb abuzimet, korrupsioni galopant dhe paaft\u00ebsia e administrat\u00ebs Rama kan\u00eb sjell\u00eb n\u00eb kosto t\u00eb fryra tejet mase dhe n\u00eb cil\u00ebsin\u00eb skandaloze t\u00eb rrug\u00ebve tona t\u00eb reja.<\/p>\n<p><em><strong>Cil\u00ebsi skandaloze n\u00eb shum\u00eb rrug\u00eb t\u00eb nd\u00ebrtuara<\/strong><\/em><\/p>\n<p>N\u00eb shum\u00eb segmente t\u00eb reja, jan\u00eb evidentuar probleme brenda nj\u00eb periudhe relativisht t\u00eb shkurt\u00ebr nga p\u00ebrfundimi i punimeve, si \u00e7arje dhe deformime t\u00eb asfaltit, ulje t\u00eb trupit t\u00eb rrug\u00ebs, rr\u00ebshqitje dherash n\u00eb zona malore dhe munges\u00eb e standardeve t\u00eb plota t\u00eb siguris\u00eb rrugore.<br \/>\nK\u00ebto dukuri kan\u00eb ngritur dyshime t\u00eb bazuara mbi cil\u00ebsin\u00eb e materialeve t\u00eb p\u00ebrdorura, zbatimin teknik t\u00eb projekteve dhe nivelin e mbik\u00ebqyrjes gjat\u00eb punimeve.<br \/>\nNj\u00eb nga problematikat kryesore mbetet mungesa e nj\u00eb sistemi t\u00eb q\u00ebndruesh\u00ebm mir\u00ebmbajtjeje. Rrug\u00ebt e reja k\u00ebrkojn\u00eb nd\u00ebrhyrje periodike p\u00ebr t\u00eb ruajtur standardin fillestar. N\u00eb munges\u00eb t\u00eb kontratave t\u00eb qarta mir\u00ebmbajtjeje dhe kontrollit t\u00eb rrept\u00eb teknik, degradimi p\u00ebrshpejtohet. Kjo sjell pasoja financiare shtes\u00eb p\u00ebr buxhetin e shtetit dhe rrit kostot p\u00ebr qytetar\u00ebt dhe bizneset q\u00eb i p\u00ebrdorin k\u00ebto akse rrugore.<br \/>\nCil\u00ebsia problematike e rrug\u00ebve ndikon drejtp\u00ebrdrejt n\u00eb rritjen e rrezikut t\u00eb aksidenteve, n d\u00ebmtimin e automjeteve, n shtimin e kostove t\u00eb transportit dhe n\u00eb uljen e fi\u00e7ienc\u00ebs logjistike. N\u00eb vend q\u00eb infrastruktura e re t\u00eb funksionoj\u00eb si katalizator zhvillimi, n\u00eb disa raste ajo \u00ebsht\u00eb kthyer n\u00eb burim shqet\u00ebsimi dhe aksidentesh!<br \/>\nNj\u00eb infrastruktur\u00eb rrugore nuk matet vet\u00ebm me nd\u00ebrtimin fillestar, por me jet\u00ebgjat\u00ebsin\u00eb dhe mir\u00ebmbajtjen e saj. N\u00eb shumic\u00ebn e rasteve, segmentet e reja t\u00eb rrug\u00ebve 2014-2025 kan\u00eb k\u00ebrkuar nd\u00ebrhyrje t\u00eb parakohshme, duke rritur kostot buxhetore.<br \/>\nMungesa e nj\u00eb plani afatgjat\u00eb mir\u00ebmbajtjeje, auditimi t\u00eb pavarur teknik dhe monitorimi t\u00eb vazhduesh\u00ebm ka b\u00ebr\u00eb q\u00eb investimi fillestar t\u00eb mos p\u00ebrkthehet n\u00eb cil\u00ebsi t\u00eb q\u00ebndrueshme p\u00ebr qytetar\u00ebt p\u00ebrdorues t\u00eb k\u00ebtyre rrug\u00ebve.<\/p>\n<p><em><strong>Pasojat e r\u00ebnda ekonomike dhe sociale<\/strong><\/em><\/p>\n<p>Cil\u00ebsia e dob\u00ebt e punimeve rrugore ka pasoja konkrete mbi ekonomin\u00eb dhe shoq\u00ebin ton, si (i) rritje e kostove p\u00ebr bizneset dhe transportin, (ii) rrezik m\u00eb i lart\u00eb p\u00ebr aksidente, (iii) shpenzime shtes\u00eb p\u00ebr riparime t\u00eb automjeteve dhe, m\u00eb e r\u00ebnda, (iv) humbje e besimit publik ndaj investimeve shtet\u00ebrore. N\u00eb vend q\u00eb 3.8 miliard\u00eb euro t\u00eb p\u00ebrktheheshin n\u00eb nj\u00eb rrjet modern dhe afatgjat\u00eb, perceptimi publik \u00ebsht\u00eb se investimet n\u00eb infrastruktur\u00ebn rrugore nuk kan\u00eb prodhuar standardin e pritsh\u00ebm europian dhe jan\u00eb kthyer n\u00eb shum\u00eb raste n\u00eb burime shqet\u00ebsimi pr pasigurin e lart dhe shtimin e aksidenteve.<br \/>\nD\u00ebmtimet skandaloze q\u00eb rezultuan n\u00eb mbylljen e aksit komb\u00ebtar Librazhd-Prrenjas, pjes\u00eb e Korridorit t\u00eb Tet\u00eb, n\u00eb thelbin e tyre jan\u00eb kontribut antikomb\u00ebtar q\u00eb kan\u00eb b\u00ebr\u00eb t\u00eb gjith\u00eb drejtuesit dhe politik\u00ebb\u00ebr\u00ebsit e ministrive t\u00eb Infrastruktur\u00ebs dhe Financave, n\u00ebn drejtimin e kryeministrit antikomb\u00ebtar Edi Rama.<br \/>\nK\u00ebto d\u00ebmtime, sidomos n\u00eb urat e aksit Librazhd-Prrenjas, t\u00eb shkaktuara nga g\u00ebrmimet barbare t\u00eb shtratit t\u00eb lumit, si rezultat i lejeve abuzive t\u00eb shfryt\u00ebzimit t\u00eb inerteve n\u00eb lumenj, krahas sabotimit t\u00eb plot\u00ebsimit n\u00eb koh\u00eb t\u00eb Korridorit t\u00eb Tet\u00eb, kan\u00eb sjell\u00eb edhe d\u00ebmtim t\u00eb aktivitetit t\u00eb porteve t\u00eb Durrr\u00ebsit dhe Vlor\u00ebs.<br \/>\nP\u00ebr t\u00eb shmangur p\u00ebrs\u00ebritjen e k\u00ebtyre problematikave, k\u00ebrkohen disa masa thelb\u00ebsore, por sekti Rama n\u00eb qeverisje nuk do q\u00eb k\u00ebto masa t\u00eb zbatohen, duke iu trembur atyre si djalli temjanit.<br \/>\nMasa t\u00eb tilla jan\u00eb (i) audit i pavarur teknik p\u00ebr projektet madhore, (ii) transparenc\u00eb e plot\u00eb p\u00ebr kostot dhe kontratat, (iii) forcim i mbik\u00ebqyrjes gjat\u00eb zbatimit t\u00eb punimeve, (iv) penalitete reale p\u00ebr kompanit\u00eb q\u00eb nuk respektojn\u00eb standardet dhe (v) nj\u00eb strategji e qart\u00eb p\u00ebr mir\u00ebmbajtjen shum\u00ebvje\u00e7are.<\/p>\n<p>xxx<br \/>\nP\u00ebr fat t\u00eb keq p\u00ebr qytetar\u00ebt tan\u00eb, shifra prej 3.8 miliard\u00eb euro p\u00ebr rrug\u00ebt n\u00eb vitet 2014\u20132026 nuk \u00ebsht\u00eb nj\u00eb tregues i prioritetit q\u00eb i \u00ebsht\u00eb dh\u00ebn\u00eb infrastruktur\u00ebs, por d\u00ebshmi reale e abuzimeve, korrupsionit galopant me fondet e taksapaguesve shqiptar\u00eb.
