Ajo kritikoi iden\u00eb e integrimit t\u00eb p\u00ebrshpejtuar ekonomik t\u00eb Ballkanit Per\u00ebndimor n\u00eb tregun e p\u00ebrbashk\u00ebt dhe zon\u00ebn Schengen Area pa p\u00ebrfunduar m\u00eb par\u00eb transformimin institucional dhe demokratik.<\/p>\n<p><strong>Tabaku: <\/strong>Po puna merr papritur vler\u00eb kur iniciativa ligjore kopjohet nga mazhoranca dhe nuk ka r\u00ebnd\u00ebsi se kush e ka emrin dhe kush e \u00e7on n\u00eb fund. Ky nuk \u00ebsht\u00eb nj\u00eb problem teknik. Ky \u00ebsht\u00eb nj\u00eb problem themelor. Bashkimi Europian nuk \u00ebsht\u00eb thjesht nj\u00eb treg pa tarifa doganore, \u00ebsht\u00eb nj\u00eb rend demokratik i nd\u00ebrtuar mbi institucione t\u00eb forta, mbi barazi para ligjit dhe nj\u00eb kufizim t\u00eb pushtetit. Ky rend nuk \u00ebsht\u00eb funksion i ndar\u00eb n\u00eb pjes\u00eb. Historia e zgjerimit nga viti 1989 e ka provuar qart\u00eb. Integrimi ekonomik ka qen\u00eb gjithmon\u00eb pasoj\u00eb e nj\u00eb transformimi institucional, jo z\u00ebvend\u00ebsim i tij. Vendet q\u00eb jan\u00eb an\u00ebtar\u00ebsuar, kan\u00eb nd\u00ebrtuar nj\u00eb shtet funksional, drejt\u00ebsi t\u00eb pavarur, rregulla t\u00eb q\u00ebndrueshme. Nga ky mjedis operues ka lindur m\u00eb pas si rrjedhoj\u00eb edhe rritja ekonomike, edhe prosperiteti p\u00ebr qytetar\u00ebt e tyre. Baza e k\u00ebtij prosperiteti ka qen\u00eb demokracia funksionale dhe sundimi i ligjit. Sot, k\u00ebrkesa me gazet\u00eb e kryeministrit t\u00eb Shqip\u00ebris\u00eb p\u00ebr t&#8217;i marr\u00eb p\u00ebrfitimet ekonomike, por para se t\u00eb p\u00ebrfundoj\u00eb procesi i transformimit demokratik, e p\u00ebrmbys k\u00ebt\u00eb logjik\u00eb. P\u00ebrfitimet vijn\u00eb p\u00ebrpara standarteve. Kjo \u00ebsht\u00eb nj\u00eb kthes\u00eb e rrezikshme q\u00eb n\u00eb afatgjat\u00eb nuk i sh\u00ebrben askujt, as vendeve kandidate, as Bashkimit Europian.<\/p>\n<p>Nuk mund t\u00eb p\u00ebrthith\u00ebsh fonde t\u00eb BE-s\u00eb pa garantuar standartet e institucioneve t\u00eb BE-s\u00eb. Fondet e BE-s\u00eb jan\u00eb t\u00eb lidhura me shtetin e s\u00eb drejt\u00ebs, me konkurrenc\u00ebn e ndershme, me transparenc\u00ebn. N\u00eb qoft\u00eb se ne e nd\u00ebrtojm\u00eb integrimin mbi premis\u00ebn e vet\u00ebm p\u00ebrfitimit t\u00eb fondeve p\u00ebrpara ndryshimeve demokratike, at\u00ebher\u00eb ne rrezikojm\u00eb q\u00eb ta humbim k\u00ebt\u00eb proces, ashtu si\u00e7 e kemi humbur p\u00ebr 12 vite t\u00eb gjata n\u00eb drejtimin e k\u00ebsaj mazhorance socialiste. Qytetar\u00ebt shqiptar\u00eb nuk jan\u00eb t\u00eb lodhur nga Brukseli. N\u00eb fakt, ata po largohen t\u00eb shumt\u00eb n\u00eb num\u00ebr drejt Brukselit. Ata jan\u00eb t\u00eb lodhur nga mungesa e drejt\u00ebsis\u00eb dhe barazis\u00eb n\u00eb sht\u00ebpin\u00eb e tyre. T\u00eb dh\u00ebnat e barometrit t\u00eb Ballkanit tregojn\u00eb q\u00eb prej vitesh nj\u00eb paradoks dometh\u00ebn\u00ebs ekziston. Mb\u00ebshtetja p\u00ebr BE-n\u00eb \u00ebsht\u00eb m\u00eb t\u00eb lartat n\u00eb rajon, nd\u00ebrkoh\u00eb q\u00eb besimi tek qeveria, besimi te institucionet vendase \u00ebsht\u00eb i ul\u00ebt. Integrimi shihet si nj\u00eb garanci standartesh, jo thjesht si nj\u00eb leht\u00ebsi l\u00ebvizje.<\/p>\n<p>N\u00ebse sot i japim qeverive vet\u00ebm aksesin e zgjeruar ekonomik, pa garantuar institucionet e forta, ne rrezikojm\u00eb t\u00eb forcojm\u00eb pik\u00ebrisht deformimet q\u00eb qytetar\u00ebt duan t\u00eb kap\u00ebrcejn\u00eb. Kjo \u00ebsht\u00eb nj\u00eb loj\u00eb me humb\u00ebs t\u00eb dyfisht\u00eb. S\u00eb pari, humbet e ardhmja europiane e Shqip\u00ebris\u00eb e m\u00eb pas humbet dhe procesi transformues q\u00eb fatkeq\u00ebsisht, n\u00eb k\u00ebto vite t\u00eb gjata l\u00ebngimesh, nuk po vjen. Shembujt jan\u00eb konkret. Bujq\u00ebsia shqiptare vazhdon p\u00ebrballet me braktisje dhe munges\u00eb reale. N\u00eb ekonomi, konkurrenca deformohet nga klientelizmi dhe p\u00ebrq\u00ebndrimi i vendimarrjes. Hapja drejt tregut europian pa korrigjuar k\u00ebto mang\u00ebsi, vet\u00ebm se do t\u00eb rrezikoj\u00eb q\u00eb t\u2019i zgjeroj\u00eb pabarazit\u00eb. Nj\u00eb treg i lir\u00eb k\u00ebrkon rregulla t\u00eb forta, k\u00ebrkon nj\u00eb ekonomi t\u00eb hapur, k\u00ebrkon drejt\u00ebsi t\u00eb pavarur, k\u00ebrkon nj\u00eb shtet q\u00eb e e shmang llogaridh\u00ebnien, ashtu si\u00e7 po ndodh sot gjithmon\u00eb e m\u00eb shum\u00eb n\u00eb Shqip\u00ebri, dhe jo nj\u00eb shtet q\u00eb k\u00ebrkon rrug\u00eb t\u00eb shkurtra.<\/p>\n<p>Thuhet se integrimi ekonomik i p\u00ebrshpejtuar do ta mbroj\u00eb rajonin nga influencat malinje. Po influenca m\u00eb e madhe malinje q\u00eb ka Shqip\u00ebria sot \u00ebsht\u00eb n\u00eb qeverisje. Nuk ka absolutisht asnj\u00eb influenc\u00eb tjet\u00ebr dhe asnj\u00eb t\u00eb keqe tjet\u00ebr p\u00ebrve\u00e7 asaj q\u00eb po na qeveris. Ka raste pafund t\u00eb ligjeve q\u00eb jan\u00eb miratuar n\u00eb k\u00ebt\u00eb parlament. P\u00ebr k\u00ebt\u00eb arsye, procesi transformues i Bashkimit Europian, ai q\u00eb k\u00ebrkon reforma reale n\u00eb shtetin e s\u00eb drejt\u00ebs dhe nd\u00ebrtimin e nj\u00eb rendi kushtetues funksional, nuk \u00ebsht\u00eb penges\u00eb p\u00ebr stabilitetin, \u00ebsht\u00eb garanci p\u00ebr t\u00eb. Ekziston nga ana tjet\u00ebr edhe nj\u00eb rrezik tjet\u00ebr, nj\u00eb rrezik edhe m\u00eb i heshtur: fakti q\u00eb Shqip\u00ebria mund t\u00eb kthehet n\u00eb nj\u00eb periferi t\u00eb p\u00ebrhershme. Nj\u00eb model ku vendet marrin fonde p\u00ebr akses tregtar, por mbeten me status t\u00eb paqart\u00eb politik, me llogaridh\u00ebnie t\u00eb dob\u00ebt, nj\u00eb form\u00eb e re e ballkanizmit q\u00eb qeveria shqiptare e ka shum\u00eb qejf. Jo territorial, por normativ. Nj\u00eb ndarje brenda projektit europian, ku barazia e standarteve do z\u00ebvend\u00ebsohet nga menaxhimi i diferencave. Shqip\u00ebria nuk duhet ta synoj\u00eb k\u00ebt\u00eb. E p\u00ebr k\u00ebt\u00eb, me keqardhje kemi v\u00ebn\u00eb re se jav\u00ebt e fundit Shqip\u00ebria nuk \u00ebsht\u00eb m\u00eb n\u00eb axhend\u00eb p\u00ebr t&#8217;u diskutuar. Prej jav\u00ebsh shtyhet vendimi i KOREL-\u00ebs p\u00ebr t\u00eb marr\u00eb n\u00eb diskutim raportet IBAR q\u00eb duhet t\u00eb ishin marr\u00eb k\u00ebtu e jav\u00eb m\u00eb par\u00eb.<\/p>\n<p>Dhe dit\u00ebn e h\u00ebn\u00eb, Mali i Zi diskutoi raportin e tij t\u00eb radh\u00ebs, por n\u00eb Shqip\u00ebri, por Shqip\u00ebria i mungonte axhend\u00ebs s\u00eb mbledhjes. Ashtu si\u00e7 e keni v\u00ebn\u00eb re q\u00eb edhe ndryshimet e qeveris\u00eb duket se nuk e kan\u00eb ngrohur Brukselin. Ne presim akoma, presim akoma q\u00eb t\u00eb zbatohen vendimet e Gjykat\u00ebs Kushtetuese. Ndryshimet e nj\u00ebanshme t\u00eb rregullores vet\u00ebm e thellojn\u00eb p\u00ebr\u00e7arjen q\u00eb ekziston sot nd\u00ebrmjet qeveris\u00eb shqiptare dhe detyrimeve q\u00eb ka Brukseli. Mbrojtja politike dhe p\u00ebrdorja e mandateve si nj\u00eb mburoj\u00eb politike p\u00ebr mandatin e z\u00ebvend\u00ebskryeministres, \u00ebsht\u00eb testi n\u00ebp\u00ebrmjet t\u00eb cilit kalon Shqip\u00ebria n\u00eb procesin e integrimit.<\/p>\n<p>Dhe duke qen\u00eb qart\u00ebsisht n\u00eb shkelje t\u00eb k\u00ebtij testi dhe t\u00eb k\u00ebsaj prove, sigurisht q\u00eb Shqip\u00ebria, q\u00eb qeveria shqiptare nuk ka sesi t\u00eb zgjedh\u00eb tjet\u00ebr, po zgjedh t\u00eb b\u00ebhet bashk\u00eb me Serbin\u00eb p\u00ebr t\u00eb propozuar iniciativa t\u00eb cilat, s\u00eb pari nuk kan\u00eb dal\u00eb nga ky parlament dhe s\u00eb dyti nuk dalin nga vullneti i lir\u00eb i qytetar\u00ebve shqiptar\u00eb. Qeveria q\u00eb erdhi me pasaport\u00ebn europiane dhe e ndante at\u00eb si tapit\u00eb e sht\u00ebpive, sot e ka \u00e7uar Shqip\u00ebrin\u00eb n\u00eb nj\u00eb kthes\u00eb shum\u00eb t\u00eb rrezikshme. E ka vendosur Shqip\u00ebrin\u00eb n\u00eb nj\u00eb udh\u00ebkryq shum\u00eb t\u00eb rreziksh\u00ebm p\u00ebr t\u00eb ardhmen e saj dhe un\u00eb jam e sigurt q\u00eb qytetar\u00ebt shqiptar\u00eb sigurisht q\u00eb e kuptojn\u00eb k\u00ebt\u00eb. Qytetar\u00ebt shqiptar\u00eb e kuptojn\u00eb se kur vjen radha p\u00ebr t\u00eb mbrojtur korrupsionin apo p\u00ebr t&#8217;iu q\u00ebndruar atij p\u00ebrball\u00eb, qeveria shqiptare zgjedh gjithmon\u00eb p\u00ebr ta mbrojtur at\u00eb.
