Problemi i madh\u00ebsis\u00eb s\u00eb portit t\u00eb Porto Romanos \u00ebsht\u00eb thelb\u00ebsor<\/em><\/strong><\/p>\n<p>Letra-email e Kryetarit t\u00eb Dhom\u00ebs Shqiptaro-Amerikane t\u00eb Tregtis\u00eb \u00ebsht\u00eb nj\u00eb paralajm\u00ebrim i mpreht\u00eb strategjik p\u00ebr ekonomin\u00eb dhe pozicionin gjeoekonomik t\u00eb Shqip\u00ebris\u00eb n\u00eb Mesdhe dhe n\u00eb Evrop\u00ebn Juglindore.<\/p>\n<p>Thelbi i shqet\u00ebsimit dhe i argumentit t\u00eb tij lidhet me nj\u00eb fakt t\u00eb thjesht\u00eb t\u00eb ekonomis\u00eb s\u00eb transportit: korridoret nd\u00ebrkomb\u00ebtare funksionojn\u00eb vet\u00ebm n\u00ebse portet e tyre fundore jan\u00eb t\u00eb m\u00ebdha, konkurruese dhe t\u00eb afta t\u00eb p\u00ebrballojn\u00eb volum t\u00eb lart\u00eb mallrash.<\/p>\n<p>Korridori VIII nuk \u00ebsht\u00eb vet\u00ebm rrug\u00eb, ai p\u00ebrfaq\u00ebson nj\u00eb sistem logjistik. Ai \u00ebsht\u00eb konceptuar si nj\u00eb arterie strategjike q\u00eb lidh Adriatikun me Detin e Zi, duke kaluar p\u00ebrmes Shqip\u00ebris\u00eb, Maqedonis\u00eb s\u00eb Veriut dhe Bullgaris\u00eb. Ai p\u00ebrfshin portin detar n\u00eb Adriatik (Durr\u00ebs\/Porto Romano) si port fundor hyr\u00ebs, rrjetin hekurudhor dhe rrugor p\u00ebrmes Shqip\u00ebris\u00eb, lidhjen me Shkupin dhe Sofjen dhe portet bullgare n\u00eb Detin e Zi, si porte fundore dal\u00ebse apo hyr\u00ebse, sipas drejtimit t\u00eb mallrave.<\/p>\n<p>N\u00eb logjik\u00ebn e tregtis\u00eb nd\u00ebrkomb\u00ebtare, porta hyr\u00ebse e korridorit \u00ebsht\u00eb elementi ky\u00e7. N\u00ebse porti nuk ka kapacitet t\u00eb mjaftuesh\u00ebm p\u00ebr kontejner\u00eb, thell\u00ebsi p\u00ebr anije t\u00eb m\u00ebdha dhe infrastruktur\u00eb moderne logjistike, korridori mbetet thjesht nj\u00eb rrug\u00eb rajonale dhe jo nj\u00eb bosht nd\u00ebrkomb\u00ebtar tregtie.<\/p>\n<p>Problemi i shkall\u00ebs(madh\u00ebsis\u00eb) s\u00eb portit t\u00eb Porto Romanos \u00ebsht\u00eb thelb\u00ebsor. Sipas shum\u00eb analizave logjistike nd\u00ebrkomb\u00ebtare, projekti aktual i portit tregtar n\u00eb Porto Romano parashikon nj\u00eb kapacitet relativisht modest p\u00ebr p\u00ebrpunimin e kontejner\u00ebve krahasuar me portet konkurruese n\u00eb rajon.<\/p>\n<p>P\u00ebr shembull, Porti i Pireut p\u00ebrpunon mbi 5 milion\u00eb TEU(kontejner\u00eb) n\u00eb vit dhe \u00ebsht\u00eb nj\u00eb nga portet m\u00eb t\u00eb m\u00ebdhenj t\u00eb Mesdheut, nd\u00ebrsa Porti i Selanikut ka kapacitete t\u00eb zgjeruara dhe nj\u00eb hinterland t\u00eb fuqish\u00ebm ballkanik. Projekti aktual n\u00eb Porto Romano parashikon nj\u00eb shkall\u00eb shum\u00eb m\u00eb t\u00eb kufizuar zhvillimi n\u00eb fazat e para, vet\u00ebm 500 mij\u00eb TEU(kontejner\u00eb), ose 10 her\u00eb m\u00eb pak se Porti i Pireut. N\u00ebse nj\u00eb port nuk arrin nj\u00eb mas\u00eb kritike t\u00eb volumit, kompanit\u00eb nd\u00ebrkomb\u00ebtare t\u00eb transportit dhe operator\u00ebt e logjistik\u00ebs nuk kan\u00eb arsye ekonomike t\u00eb ndryshojn\u00eb rrug\u00ebt ekzistuese.<\/p>\n<p>Sot realiteti logjistik i Evrop\u00ebs Juglindore dominohet nga dy porte. Nga ai i Pireut, i zhvilluar fuqish\u00ebm nga investimet kineze t\u00eb COSCO, si dhe nga Porti i Selanikut, q\u00eb sh\u00ebrben si nyje p\u00ebr Ballkanin Qendror. K\u00ebto porte kan\u00eb terminale moderne kontejner\u00ebsh, lidhje hekurudhore t\u00eb drejtp\u00ebrdrejta me Ballkanin, v\u00ebllim t\u00eb madh trafiku dhe rrjete globale t\u00eb kompanive detare.<\/p>\n<p><strong><em>II. Interesat klienteliste t\u00eb Ram\u00ebs rrezikojn\u00eb ta mbysin n\u00eb djep Korridorin VIII! <\/em><\/strong><\/p>\n<p>N\u00ebse Porto Romano nuk ofron kapacitete t\u00eb krahasueshme dhe efi\u00e7ienc\u00eb logjistik\u00eb, transportuesit nd\u00ebrkomb\u00ebtar\u00eb do t\u00eb vazhdojn\u00eb t\u00eb p\u00ebrdorin portet greke. Me Ram\u00ebn, i cili, p\u00ebr interesat klienteliste t\u00eb oligark\u00ebve t\u00eb vet \u00ebsht\u00eb gati t\u00eb sakrifikoj\u00eb zhvillimin komb\u00ebtar p\u00ebr nj\u00eb shekull n\u00eb vijim t\u00eb Shqip\u00ebris\u00eb, rreziku \u00ebsht\u00eb real q\u00eb vendi yn\u00eb t\u00eb mbetet jasht\u00eb hart\u00ebs logjistike portuale dhe rrugore t\u00eb Mesdheut!<\/p>\n<p>Paralajm\u00ebrimi i Van Cleeve \u00ebsht\u00eb se nj\u00eb port i vog\u00ebl do t\u00eb ket\u00eb pasoja shum\u00eb m\u00eb t\u00eb m\u00ebdha, sesa thjesht nj\u00eb projekt infrastrukture. Kjo, pasi (i) Korridori VIII do t\u00eb mbetet pa volum real mallrash, (ii) investimet n\u00eb rrug\u00eb dhe hekurudha nuk do t\u00eb arrijn\u00eb t\u00eb shfryt\u00ebzohen plot\u00ebsisht dhe Shqip\u00ebria nuk do t\u00eb b\u00ebhet nyje tranziti rajonale.<\/p>\n<p>Kjo do t\u00eb thot\u00eb se rrjedhat kryesore t\u00eb tregtis\u00eb do t\u00eb vazhdojn\u00eb t\u00eb kalojn\u00eb p\u00ebrmes Greqis\u00eb, duke e l\u00ebn\u00eb Shqip\u00ebrin\u00eb n\u00eb periferi t\u00eb sistemit logjistik t\u00eb Mesdheut.<\/p>\n<p>Sipas ekspert\u00ebve t\u00eb logjistik\u00ebs dhe transportit nd\u00ebrkomb\u00ebtar, p\u00ebr ta b\u00ebr\u00eb Korridorin VIII funksional n\u00eb Shqip\u00ebri, nevojiten disa elemente ky\u00e7e, si terminal kontejner\u00ebsh me kapacitet shum\u00eb m\u00eb t\u00eb madh, thell\u00ebsi portuale p\u00ebr anije t\u00eb m\u00ebdha post-Panamax, lidhje hekurudhore direkte me Maqedonin\u00eb e Veriut, zona t\u00eb m\u00ebdha logjistike dhe industriale pran\u00eb portit, si dhe integrim me rrjetet e transportit t\u00eb BE dhe NATO.<\/p>\n<p>Mir\u00ebpo p\u00ebr Ram\u00ebn, k\u00ebta element\u00eb jan\u00eb t\u00eb papranuesh\u00ebm, pasi oligark\u00ebt rreth vetes nuk i plot\u00ebsojn\u00eb dot kushtet p\u00ebr t\u2019i nd\u00ebrtuar k\u00ebta element\u00eb.
