N\u00eb Kosov\u00eb\u00a0\u00e7mimi u rrit\u00a0s\u00eb fundmi n\u00eb 1.7-1.8 euro\/lit\u00ebr, por deri dy dit\u00eb m\u00eb par\u00eb ishte rreth 1.6 euro\/lit\u00ebr.<\/p>\n<p>Mesatarisht, nj\u00eb p\u00ebrdorues automjeti n\u00eb Shqip\u00ebri e paguan \u00e7mimin final mesatarisht 25-40% m\u00eb shtrenjt\u00eb sesa n\u00eb vendet e tjera t\u00eb rajonit.<\/p>\n<p>Po si shpjegohet ky \u00e7mim m\u00eb i shtrenjt\u00eb?! N\u00ebse shohim struktur\u00ebn se si nd\u00ebrtohet \u00e7mimi, n\u00eb Shqip\u00ebri \u00ebsht\u00eb fakt i njohur q\u00eb barra e taksave \u00ebsht\u00eb m\u00eb e larta n\u00eb rajon. Por, sa jan\u00eb taksat q\u00eb paguhen:<\/p>\n<p>N\u00eb\u00a0<strong>Shqip\u00ebri,<\/strong>\u00a0elementi q\u00eb shton m\u00eb shum\u00eb barr\u00ebn fiskale \u00ebsht\u00eb\u00a0taksa e qarkullimit\u00a0prej 27 lek\u00eb p\u00ebr lit\u00ebr. Akciza \u00ebsht\u00eb fikse, 39.4 lek\u00eb p\u00ebr lit\u00ebr dhe 3 lek\u00eb \u00ebsht\u00eb taksa e karbonit. Mbi k\u00ebto llogaritet TVSH-ja, q\u00eb \u00ebsht\u00eb 20% mbi \u00e7mimin final (p\u00ebrfshir\u00eb taksat e tjera), ndryshe nga rajoni q\u00eb TVSH nuk e ngarkon mbi taksat e tjera.<\/p>\n<p><strong>Mali i Zi<\/strong>\u00a0ngarkon mbi \u00e7mimin e naft\u00ebs vet\u00ebm akciz\u00ebn, q\u00eb s\u00eb fundmi \u00ebsht\u00eb p\u00ebrgjysmuar n\u00eb 0.22 euro p\u00ebr lit\u00ebr, si nj\u00eb mjet p\u00ebr t\u00eb leht\u00ebsuar rritjen e \u00e7mimeve. TVSH n\u00eb Mal t\u00eb Zi \u00ebsht\u00eb 21%.<\/p>\n<p><strong>Maqedonia e Veriut<\/strong>\u00a0ngarkon mbi naft\u00ebn vet\u00ebm akciz\u00eb prej 0.42 lek\u00eb p\u00ebr lit\u00ebr. S\u00eb fundmi, qeveria e Maqedonis\u00eb s\u00eb Veriut uli TVSh-n\u00eb p\u00ebr naft\u00ebn dhe benzin\u00ebs nga 18% n\u00eb 10% si nj\u00eb mas\u00eb e p\u00ebrkohshme p\u00ebr t\u00eb amortizuar rritjen e \u00e7mimit n\u00eb bursa.<\/p>\n<p><strong>Kosova<\/strong>\u00a0ka akciz\u00eb prej 0.37 euro p\u00ebr lit\u00ebr dhe TVSH prej 18%.<\/p>\n<p>N\u00eb total, aktualisht, nj\u00eb shqiptar paguan n\u00eb nj\u00eb lit\u00ebr naft\u00eb 1.16 euro taksa, (53% t\u00eb \u00e7mimit final); nj\u00eb qytetar maqedonas 0.58 euro p\u00ebr lit\u00ebr (36% t\u00eb \u00e7mimit final); nj\u00eb malazez 0.55 euro (35% t\u00eb \u00e7mimit final); nj\u00eb shtetas i Kosov\u00ebs 0.67 euro, ose 38.5% t\u00eb \u00e7mimit final.<\/p>\n<p>N\u00eb vler\u00eb, sa her\u00eb q\u00eb ble nj\u00eb lit\u00ebr karburant, \u00e7do p\u00ebrdorues makine n\u00eb Shqip\u00ebri, paguan dy her\u00eb m\u00eb shum\u00eb taksa sesa banor\u00ebt e Kosov\u00ebs, Malit t\u00eb Zi e Maqedonis\u00eb s\u00eb Veriut.<\/p>\n<p>N\u00ebse hiqen taksat kryesore, \u00e7mimi i blerjes me shumic\u00eb, duke shtuar marzhet e pakic\u00ebs dhe kostot e tjera t\u00eb aktivitetit (kostot e pun\u00ebs, transport nga depot n\u00eb rrjet, energji, firo ligjore, amortizimi, kredi bankare etj), n\u00eb t\u00eb gjitha vendet e rajonit \u00ebsht\u00eb pak a shum\u00eb n\u00eb t\u00eb nj\u00ebjtat nivele n\u00eb rreth 1-1.1 euro p\u00ebr lit\u00ebr.<\/p>\n<p><strong>Rajoni nxiton t\u00eb ul\u00ebt taksat, Shqip\u00ebria ende pret<\/strong><\/p>\n<p>Fillimi i kriz\u00ebs n\u00eb Lindjen e Mesme dhe rritja e shpejt\u00eb e \u00e7mimeve t\u00eb naft\u00ebs, b\u00ebn\u00eb q\u00eb shum\u00eb vende t\u00eb nxitonin t\u00eb merrnin masa p\u00ebr t\u00eb mbrojtur konsumator\u00ebt.<\/p>\n<p>Qeveria e Malit t\u00eb Zi ka\u00a0vendosur t\u00eb ul\u00eb akciz\u00ebn\u00a0p\u00ebr Eurodiesel me 50% duke filluar nga 24 mars 2026. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, akciza p\u00ebr benzin\u00ebn \u00ebsht\u00eb ulur me 25%. Masa \u00ebsht\u00eb marr\u00eb p\u00ebr t\u00eb zbutur efektet e rritjes s\u00eb \u00e7mimeve globale t\u00eb naft\u00ebs p\u00ebr shkak t\u00eb kriz\u00ebs n\u00eb Lindjen e Mesme.<\/p>\n<p>Edhe qeveria e Maqedonis\u00eb s\u00eb Veriut\u00a0ka ulur TVSH-n\u00eb p\u00ebr benzin\u00ebn\u00a0dhe naft\u00ebn nga 18% n\u00eb 10%. Masa \u00ebsht\u00eb marr\u00eb p\u00ebr t\u00eb frenuar rritjen e \u00e7mimeve t\u00eb karburanteve, t\u00eb nxitura nga kriza n\u00eb Lindjen e Mesme. Vendimi hyn n\u00eb fuqi nga 23 mars 2026 dhe \u00ebsht\u00eb i p\u00ebrkohsh\u00ebm.<\/p>\n<p>Qeveria e Kosov\u00ebs ka ne fuqi Vendimin p\u00ebr Marzhin neto te fitimit prej 0.02 Euro\/lit\u00ebr p\u00ebr shumic\u00ebn dhe 0.12 Euro\/litri p\u00ebr pakic\u00ebn. S\u00eb fundmi n\u00eb Kosov\u00eb po\u00a0debatohet\u00a0p\u00ebr nd\u00ebrhyrje n\u00eb akciz\u00eb dhe TVSH.<\/p>\n<p>Shqip\u00ebria, q\u00eb ka barr\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb taksave n\u00eb rajon, po l\u00ebviz m\u00eb ngadal\u00eb. K\u00ebshilli i Ministrave ka njoftuar se n\u00eb kuad\u00ebr t\u00eb masave p\u00ebr stabilizimin e \u00e7mimit t\u00eb karburanteve, krahas ringritjes s\u00eb Bordit t\u00eb Transparenc\u00ebs, ka ulur me 20% akciz\u00ebn e karburanteve.<\/p>\n<p>Kjo mas\u00eb, sipas importueseve nuk ka hyr\u00eb ende n\u00eb fuqi. Nj\u00eb ulje e akciz\u00ebs me 20%, n\u00ebnkupton q\u00eb ajo do t\u00eb zbres\u00eb n\u00eb 32 lek\u00eb p\u00ebr lit\u00ebr pa TVSH, nga rreth 40 q\u00eb \u00ebsht\u00eb sot, pra nj\u00eb kursim p\u00ebr kompanit\u00eb prej 8 lek\u00ebsh, q\u00eb automatikisht duhet t\u00eb p\u00ebrkthehet n\u00eb nj\u00eb ulje t\u00eb \u00e7mimit t\u00eb karburantit me t\u00eb pakt\u00ebn 8-10 lek\u00eb p\u00ebr lit\u00ebr, duke llogaritur dhe efektin e TVSH-s\u00eb.<\/p>\n<p>Nd\u00ebrkoh\u00eb, q\u00eb nga fillimi i konfliktit, nafta nga 170-175 lek\u00eb p\u00ebr lit\u00ebr ka arritur aktualisht n\u00eb 214 lek\u00eb p\u00ebr lit\u00ebr, ose 40-45 lek\u00eb m\u00eb shum\u00eb, \u00e7ka do t\u00eb thot\u00eb se edhe n\u00ebse akciza ulet me 20%, \u00e7mimi s\u00ebrish do t\u00eb mbetet mbi 200 lek\u00eb p\u00ebr lit\u00ebr, n\u00eb mos t\u00eb shtrenjtohet m\u00eb tej, n\u00ebse rritet n\u00eb bursa.<\/p>\n<p><strong>Si formohet \u00e7mimi i naft\u00ebs, pse reflektohet menj\u00ebher\u00eb rritja dhe jo ulja?!<\/strong><\/p>\n<p>A e keni v\u00ebn\u00eb re se \u00e7mimi i naft\u00ebs rritet pothuajse menj\u00ebher\u00eb kur shtrenjtohet n\u00eb bursa, por n\u00ebse tendenca n\u00eb tregjet nd\u00ebrkomb\u00ebtare \u00ebsht\u00eb n\u00eb r\u00ebnie, n\u00eb vend ato \u201cvonojn\u00eb\u201d t\u00eb ulen dhe normat e fitimit t\u00eb kompanive treguese rriten.<\/p>\n<p>Luigj Aliaj, nga Shoqata e Shoq\u00ebrive t\u00eb Hidrokarbureve, shpjegon se si funksionon importi dhe tregtimi i naft\u00ebs n\u00eb vend:<\/p>\n<p>\u201cProcedura nis me kontraktimin me shoq\u00ebri tregtuese nd\u00ebrkomb\u00ebtare, zakonisht me marr\u00ebveshje q\u00eb lidhen nj\u00eb vit m\u00eb par\u00eb. Synohet t\u00eb zgjidhen kompani serioze q\u00eb garantojn\u00eb furnizimin, cil\u00ebsin\u00eb dhe ofrojn\u00eb nj\u00eb premium m\u00eb konkurrues mbi \u00e7mimin e burs\u00ebs.<\/p>\n<p>Kontratat n\u00eb shumic\u00eb, kudo n\u00eb bot\u00eb, lidhen mbi treguesin nd\u00ebrkomb\u00ebtar Platts (FOB), n\u00eb dit\u00ebn e t\u00ebrheqjes nga zona e lir\u00eb doganore, plus nj\u00eb premium. Pra, elementi i vet\u00ebm konkurrues mes kompanive \u00ebsht\u00eb premiumi, nd\u00ebrsa \u00e7mimi baz\u00eb p\u00ebrcaktohet nga tregu nd\u00ebrkomb\u00ebtar\u201d.<\/p>\n<p>Platts \u00ebsht\u00eb nj\u00eb tregues nd\u00ebrkomb\u00ebtar i \u00e7mimeve t\u00eb produkteve t\u00eb naft\u00ebs, i publikuar nga agjencia S&amp;P Global, i cili p\u00ebrdoret si referenc\u00eb globale p\u00ebr \u00e7mimet e tregtimit. \u00c7mimi q\u00eb zbatohet \u00ebsht\u00eb ai i dit\u00ebs kur b\u00ebhet t\u00ebrheqja e produktit.<\/p>\n<p>Aliaj shpjegon se n\u00eb baz\u00eb t\u00eb k\u00ebsaj kontrate, tregtuesi nd\u00ebrkomb\u00ebtar i zgjedhur nga kompania shqiptare paraqitet n\u00eb dogan\u00ebn shqiptare dhe kompania pajiset me kod ML (magazin\u00eb e lir\u00eb). Ky \u00e7mim nuk \u00ebsht\u00eb reflektuar ende n\u00eb treg, por n\u00ebse vazhdon e shtrenjtohet n\u00eb bursa, nuk pritet t\u00eb vonoj\u00eb rritja n\u00eb tabelat e pakic\u00ebs.<\/p>\n<p><strong><em>Por, si shpjegohet q\u00eb \u00e7mimet ulen m\u00eb ngadal\u00eb, e konstatuar kjo dhe nga rritja e norm\u00ebs s\u00eb fitimit t\u00eb shoq\u00ebrive t\u00eb hidrokarbureve n\u00eb vitet kur ka pasur \u00e7mim stab\u00ebl ose n\u00eb ulje?!<\/em><\/strong>\u00a0\u201cKur \u00e7mimet jan\u00eb t\u00eb ul\u00ebta ose t\u00eb stabilizuara ka norm\u00eb m\u00eb t\u00eb lart\u00eb fitimi, pasi shpenzimet vijn\u00eb n\u00eb ulje. Asnj\u00ebher\u00eb nuk ka fitime n\u00eb situata si ajo e tanishme me rritje t\u00eb befasishme t\u00eb \u00e7mimit.
