{"id":139022,"date":"2026-03-27T17:45:37","date_gmt":"2026-03-27T17:45:37","guid":{"rendered":"https:\/\/rdnews.al\/?p=139022"},"modified":"2026-03-27T17:45:37","modified_gmt":"2026-03-27T17:45:37","slug":"karta-e-djegur-e-rames-per-endrren-europiane","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2026\/03\/27\/karta-e-djegur-e-rames-per-endrren-europiane\/","title":{"rendered":"Karta e djegur e Ram\u00ebs p\u00ebr \u201c\u00ebndrr\u00ebn europiane\u201d!"},"content":{"rendered":"<p>Pas 12 vitesh n\u00eb pushtet, kryeministri Edi Rama u k\u00ebrkoi shqiptar\u00ebve nj\u00eb mandat t\u00eb kat\u00ebrt qeveris\u00ebs me premtimin-slogan \u201cShqip\u00ebria 2030 n\u00eb BE\u201d.<\/p>\n<p>Kart\u00ebn elektorale t\u00eb \u201c\u00cbndrr\u00ebs europiane\u201d deri n\u00eb vitin 2030, paraprir\u00eb nga \u201cp\u00ebrmbyllja me sukses e negociatave deri n\u00eb vitin 2027\u201d, Edi Rama e \u201cmonopolizoi\u201d duke argumentuar se \u201cPartia Socialiste \u00ebsht\u00eb e vetmja forc\u00eb q\u00eb mund ta fus\u00eb vendin n\u00eb Bashkimin Evropian\u201d.<\/p>\n<p><em>\u201cMe thjesht nj\u00eb vot\u00eb p\u00ebr mua dhe PS m\u00eb 11 maj, \u00e7do prind ka n\u00eb dor\u00eb t\u2019u jap\u00eb f\u00ebmij\u00ebve t\u00eb vet pasaport\u00ebn e qytetarit shqiptar t\u00eb Bashkimit Europian, e t\u00eb mos i ler\u00eb t\u00eb rriten si qytetar\u00eb t\u00eb dor\u00ebs s\u00eb dyt\u00eb n\u00eb mes t\u00eb Europ\u00ebs\u201d<\/em><strong><em>,\u00a0<\/em><\/strong>\u00a0<a href=\"https:\/\/www.facebook.com\/ediramaal\/posts\/1204773957684930?ref=embed_post\" target=\"_blank\" rel=\"noopener\">postonte<\/a>\u00a0n\u00eb faqen e tij n\u00eb \u201cFacebook\u201d kryeministri Edi Rama m\u00eb 20 mars 2025, teksa ende nuk kishte nisur zyrtarisht fushata elektorale p\u00ebr 11 majin.<\/p>\n<p>Premtimi p\u00ebr integrim evropian q\u00eb i dha Partis\u00eb Socialiste nj\u00eb mandat t\u00eb kat\u00ebrt dhe 83 mandate deputet\u00ebsh, u p\u00ebrfshi n\u00eb programin qeveris\u00ebs 2025-2029.<\/p>\n<p>\u201c<strong><em>Deri n\u00eb vitin 2027 p\u00ebrmbyllim negociatat, n\u00eb vitin 2028 n\u00ebnshkruajm\u00eb Traktatin e An\u00ebtar\u00ebsimit dhe n\u00eb vitin 2030 Shqip\u00ebria hyn me dinjitet n\u00eb familjen europiane<\/em><\/strong><em>\u201d,\u00a0\u00a0<\/em>thuhet n\u00eb dokumentin 55-faq\u00ebsh.<\/p>\n<p>Nj\u00eb vit pas premtimit t\u00eb fushat\u00ebs, n\u00eb mars 2026, Shqip\u00ebria ka hapur me nj\u00eb hap t\u00eb k\u00ebnaqsh\u00ebm t\u00eb gjasht\u00eb grup-kapitujt e p\u00ebrb\u00ebr\u00eb nga 33 kapituj n\u00eb negociatat e an\u00ebtar\u00ebsimit me Bashkimin Evropian.<\/p>\n<p>Megjithat\u00eb, Shqip\u00ebria \u00ebsht\u00eb e nd\u00ebrgjegjshme se nuk arrin dot t\u00eb p\u00ebrmbyll\u00eb me sukses t\u00eb 33-kapitujt e negociatave me \u201cUnionin\u201d.<\/p>\n<p>Dokumentet q\u00eb \u201cFaktoje\u201d disponon tregojn\u00eb se p\u00ebr pjes\u00ebn d\u00ebrrmuese t\u00eb kapitujve, (22 t\u00eb till\u00ebve) Shqip\u00ebria ka k\u00ebrkuar \u201ckoh\u00eb shtes\u00eb\u201d p\u00ebr p\u00ebrmbushjen e kushteve.<\/p>\n<p><strong>Siguria ushqimore\u00a0<\/strong><\/p>\n<p>Nj\u00eb prej tyre \u00ebsht\u00eb siguria ushqimore, pjes\u00eb e grup-kapitullit 5 \u201cBurimet, Bujq\u00ebsia dhe Kohezioni\u201d.<\/p>\n<p><strong><em>\u201cShqip\u00ebria k\u00ebrkon nj\u00eb periudh\u00eb tranzitore prej 4 vitesh nga data e an\u00ebtar\u00ebsimit n\u00eb Bashkimi Evropian ose deri n\u00eb vitin 2034, p\u00ebr zbatimin gradual t\u00eb k\u00ebrkesave t\u00eb kusht\u00ebzimit dhe standardeve p\u00ebr \u201cSigurin\u00eb ushqimore\u201d,\u00a0<\/em><\/strong><strong>\u00a0<\/strong>shkruhet n\u00eb k\u00ebrkes\u00ebn q\u00eb pala shqiptare i ka d\u00ebrguar Komisionit Evropian.<\/p>\n<p><strong>KLSH<\/strong><\/p>\n<p>Problematikat me sigurin\u00eb ushqimore n\u00eb Shqip\u00ebri nuk jan\u00eb thjesht perceptim. Gjat\u00eb vitit t\u00eb shkuar n\u00eb nj\u00eb\u00a0<a href=\"about:blank\">raport auditi<\/a>\u00a0n\u00eb Autoritetin Komb\u00ebtar t\u00eb Ushqimit n\u00eb Tiran\u00eb, por edhe n\u00eb institucionet e tjera t\u00eb nd\u00ebrlidhura me k\u00ebt\u00eb autoritet, KLSH nxjerr n\u00eb pah problematika n\u00eb drejtim t\u00eb aft\u00ebsive garantuese t\u00eb siguris\u00eb ushqimore nga institucionet p\u00ebrgjegj\u00ebse.<\/p>\n<p><strong><em>\u201cNga auditimi i veprimtaris\u00eb s\u00eb AKU lidhur me identifikimin e pesticideve n\u00eb produktet ushqimore, u konstatuan mang\u00ebsi n\u00eb marrjen e masave t\u00eb nevojshme p\u00ebr garantimin e siguris\u00eb ushqimore\u201d,\u00a0\u00a0<\/em><\/strong>thuhet n\u00eb raport.<\/p>\n<p>Edhe m\u00eb shum\u00eb koh\u00eb k\u00ebrkon Shqip\u00ebria nga \u201cunioni\u201d n\u00eb drejtim t\u00eb detyrimeve legjislative dhe atyre zbatuese n\u00eb terren p\u00ebr garantimin e cil\u00ebsis\u00eb s\u00eb ujit t\u00eb pijsh\u00ebm.<\/p>\n<p><strong><em>\u201cBE-ja merr n\u00eb konsiderat\u00eb se Shqip\u00ebria ka k\u00ebrkuar nj\u00eb periudh\u00eb tranzitore p\u00ebr t\u2019u p\u00ebrjashtuar nga zbatimi i plot\u00eb i Neneve 5, 14 dhe Aneksit I, Pjesa A dhe C t\u00eb Direktiv\u00ebs (BE) 2020\/2184 mbi cil\u00ebsin\u00eb e ujit t\u00eb destinuar p\u00ebr konsum njer\u00ebzor deri n\u00eb vitin 2040 ose p\u00ebr nj\u00eb periudh\u00eb 10-vje\u00e7are pas dat\u00ebs s\u00eb an\u00ebtar\u00ebsimit n\u00eb BE\u201d,<\/em><\/strong>\u00a0thuhet n\u00eb k\u00ebrkes\u00ebn q\u00eb pala shqiptare i ka d\u00ebrguar Komisionit Evropian.<\/p>\n<p><strong>Uji i pijsh\u00ebm<\/strong><\/p>\n<p>I nj\u00ebjti shqet\u00ebsim ngrihet edhe p\u00ebr sigurin\u00eb e ujit t\u00eb pijsh\u00ebm. Jo vet\u00ebm ai n\u00eb rubinet\u2026 as uji i ambalazhuar nuk \u00ebsht\u00eb i sigurt!<\/p>\n<p>N\u00eb k\u00ebt\u00eb p\u00ebrfundim del\u00a0<a href=\"https:\/\/klsh.org.al\/raport-perfundimtar-auditimi-cilesia-dhe-certifikimi-i-ujit-te-pijshem-qe-hidhet-ne-treg-per-qytetarin\/\" target=\"_blank\" rel=\"noopener\">Kontrolli i Lart\u00eb i Shtetit<\/a>\u00a0n\u00eb raportin e auditit \u201cCil\u00ebsia dhe \u00e7ertifikimi i ujit t\u00eb pijsh\u00ebm q\u00eb hidhet n\u00eb treg p\u00ebr qytetarin\u201d t\u00eb publikuar vitin e shkuar.<\/p>\n<p><strong><em>\u201cAnalizat p\u00ebr ujin e pijsh\u00ebm t\u00eb ambalazhuar nuk realizohen plot\u00ebsisht sipas k\u00ebrkesave ligjore. Laborator\u00ebt nuk jan\u00eb t\u00eb akredituar, kapacitetet jan\u00eb t\u00eb kufizuara dhe nuk p\u00ebrfshihen t\u00eb gjith\u00eb ndot\u00ebsit e detyruesh\u00ebm. Plani i analizave nuk p\u00ebrmbushet, nd\u00ebrsa legjislacioni nuk pasqyron standardet m\u00eb t\u00eb reja t\u00eb BE-s\u00eb. Si rrjedhoj\u00eb, mbik\u00ebqyrja e produktit uj\u00eb i ambalazhuar paraqitet e pa mbuluar\u201d <\/em><\/strong><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ads.adsense.al\/www\/delivery\/lg.php?bannerid=0&amp;campaignid=0&amp;zoneid=138&amp;loc=https%3A%2F%2Fboldnews.al%2F2026%2F03%2F27%2Fne-be-ne-2030-karta-e-djegur-e-rames-per-endrren-europiane%2F&amp;referer=https%3A%2F%2Fboldnews.al%2Fcategory%2Faktualitet%2F&amp;cb=477dc4c29a\" alt=\"\" width=\"0\" height=\"0\" \/><\/p>\n<p><strong>Mbetjet e Paketimit\u00a0<\/strong><\/p>\n<p>P\u00ebr t\u00eb p\u00ebrmbushur t\u00eb gjitha detyrimet p\u00ebr menaxhimin e mbetjeve t\u00eb paketimit t\u00eb produkteve vendi yn\u00eb k\u00ebrkon edhe 10 vite t\u00eb tjera n\u00ebse an\u00ebtar\u00ebsimi n\u00eb familjen evropiane do t\u00eb realizohet n\u00eb 2030-n.<\/p>\n<p>\u201c<strong><em>Shqip\u00ebria ka k\u00ebrkuar nj\u00eb periudh\u00eb tranzitore p\u00ebr t\u2019u p\u00ebrjashtuar nga zbatimi i plot\u00eb i Neneve 50 dhe 52 t\u00eb Rregullores p\u00ebr Paketimin dhe Mbetjet e Paketimit (BE) 2025\/40, deri n\u00eb vitin 2040 ose p\u00ebr nj\u00eb periudh\u00eb 10-vje\u00e7are pas dat\u00ebs s\u00eb an\u00ebtar\u00ebsimit n\u00eb BE\u201d\u00a0 thuhet n\u00eb dokumentet \u201cnon paper\u201d,\u00a0<\/em><\/strong>q\u00eb qarkullojn\u00eb n\u00eb kancelarit\u00eb e Komisionit Evropian.<\/p>\n<p><strong>Uj\u00ebrat e zeza<\/strong><\/p>\n<p>Trajtimi i uj\u00ebrave t\u00eb zeza gjithashtu mbetet nj\u00eb sfid\u00eb edhe m\u00eb e madhe, e cila nuk p\u00ebrmbushet dot nga Shqip\u00ebria para vitit 2050.<\/p>\n<p><strong><em>\u201cBE-ja merr n\u00eb konsiderat\u00eb se Shqip\u00ebria ka k\u00ebrkuar nj\u00eb periudh\u00eb tranzitore p\u00ebr t\u2019u p\u00ebrjashtuar nga zbatimi i plot\u00eb i Nenit 3 (1), Nenit 4 (1), Nenit 5 (2), Nenit 6 (1) dhe Nenit 7 t\u00eb Direktiv\u00ebs mbi trajtimin e uj\u00ebrave t\u00eb zeza urbane n\u00eb vitin 2027, deri n\u00eb vitin 2050 ose p\u00ebr nj\u00eb periudh\u00eb 20-vje\u00e7are pas dat\u00ebs s\u00eb an\u00ebtar\u00ebsimit n\u00eb BE,\u201d\u00a0\u00a0<\/em><\/strong>raporton Komisioni Evropian.<\/p>\n<p><strong>Mjedisi\u00a0<\/strong><\/p>\n<p>Sipas gjetjeve t\u00eb Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit, q\u00eb vendi t\u00eb p\u00ebrparoj\u00eb n\u00eb k\u00ebto drejtime \u00ebsht\u00eb e nevojshme t\u00eb rritet financimi.<\/p>\n<p><strong><em>\u201cFondet e pamjaftueshme t\u00eb alokuara dhe mungesa e investimeve kan\u00eb kufizuar p\u00ebrmbushjen e detyrimeve monitoruese t\u00eb mjedisit p\u00ebr Agjencin\u00eb Komb\u00ebtare t\u00eb Mjedisit, duke pamund\u00ebsuar monitorimin e t\u00eb gjith\u00eb stacioneve t\u00eb monitorimit, treguesve t\u00eb p\u00ebrcaktuar n\u00eb PKMM, si dhe substancave prioritare\u201d,\u00a0\u00a0<\/em><\/strong><a href=\"https:\/\/klsh.org.al\/raport-auditimi-masat-e-ndermarra-nga-institucionet-pergjegjese-per-eliminimin-e-derdhjes-se-ujerave-te-perdorura-ne-lumin-e-lanes-ne-tirane\/\" target=\"_blank\" rel=\"noopener\">thuhet n\u00eb raportin e auditit<\/a>\u00a0mbi \u201cMasat e nd\u00ebrmarra nga institucionet p\u00ebrgjegj\u00ebse p\u00ebr eliminimin e derdhjes s\u00eb uj\u00ebrave t\u00eb p\u00ebrdorura n\u00eb Lumin e Lan\u00ebs n\u00eb Tiran\u00eb\u201d.<\/p>\n<p>\u201cFaktoje\u201d i drejtoi nj\u00eb k\u00ebrkes\u00eb p\u00ebr informacion Komisionit Evropian lidhur me k\u00ebto dhe duzin\u00ebn tjet\u00ebr t\u00eb k\u00ebrkesave p\u00ebr \u201cperiudha tranzitore\u201d q\u00eb Shqip\u00ebria i ka d\u00ebrguar \u201cUnionit\u201d.<\/p>\n<p>\u201c<strong><em>Bashkimi Evropian rikujton q\u00ebndrimin e tij t\u00eb p\u00ebrgjithsh\u00ebm negociues se masat tranzitore jan\u00eb t\u00eb jasht\u00ebzakonshme, t\u00eb kufizuara n\u00eb koh\u00eb dhe n\u00eb fush\u00ebveprim, dhe shoq\u00ebrohen me nj\u00eb plan me faza t\u00eb p\u00ebrcaktuara qart\u00eb p\u00ebr zbatimin e acquis-it. Ato nuk duhet t\u00eb p\u00ebrfshijn\u00eb ndryshime n\u00eb rregullat apo politikat e BE-s\u00eb, t\u00eb cenojn\u00eb funksionimin e duhur t\u00eb tyre<\/em><\/strong>\u201d , thuhet n\u00eb p\u00ebrgjigjen e komisionit.<\/p>\n<p><strong>Basti i v\u00ebshtir\u00eb<\/strong><\/p>\n<p>Realizimi i premtimit p\u00ebr an\u00ebtar\u00ebsimin e plot\u00eb n\u00eb vitin 2030 mbetet nj\u00eb bast i v\u00ebshtir\u00eb p\u00ebr ish-kryenegociatorin e Shqip\u00ebris\u00eb Zef Mazi.<\/p>\n<p>\u201c\u00cbsht\u00eb mir\u00eb t\u00eb kesh objektiv, por ai ka l\u00ebvizur nga viti 2027, fillimisht dhe i lidhur me zgjedhjet, n\u00eb vitin 2030, me pasaport\u00eb europiane. Ka disa elemente thelb\u00ebsore: niveli i p\u00ebrgatitjes reale t\u00eb vendit nga skaji n\u00eb skaj, pasi 70 p\u00ebr qind e acquis zbatohet n\u00eb pushtetin lokal; niveli i p\u00ebrafrimit t\u00eb legjislacionit dhe krijimi i mekanizmave t\u00eb plot\u00eb, p\u00ebrfshir\u00eb p\u00ebrgatitjen e stafeve p\u00ebr ta zbatuar at\u00eb kudo, uniformisht, harmonish\u00ebm. Q\u00ebndrim i men\u00e7ur \u00ebsht\u00eb t\u00eb mos flas\u00ebsh p\u00ebr objektiva me data, por t\u00eb punohet. Un\u00eb e d\u00ebshiroj, por jam skeptik, duke njohur modestisht edhe situat\u00ebn brenda n\u00eb BE dhe q\u00ebndrimet e shteteve,\u201d\u00a0 argumenton Mazi.<\/p>\n<p>Mendim t\u00eb ngjash\u00ebm ndan edhe Ilda Zhulali, diplomate me karrier\u00eb mbi 20-vje\u00e7are, aktualisht drejtuese e Departamentit t\u00eb Politik\u00ebs s\u00eb Jashtme n\u00eb Partin\u00eb Demokratike.<\/p>\n<p><em>\u201cHapja e shpejt\u00eb e t\u00eb gjith\u00eb grupeve dhe kapitujve brenda vet\u00ebm 13 muajve nga nisja e negociatave p\u00ebr an\u00ebtar\u00ebsimin e Shqip\u00ebris\u00eb p\u00ebrb\u00ebn nj\u00eb rekord n\u00eb historikun e zgjerimit t\u00eb BE-s\u00eb dhe sigurisht meriton t\u00eb vler\u00ebsohet dhe p\u00ebrcon entuziaz\u00ebm n\u00eb ecurin\u00eb e procesit. Por hapja e kapitujve dhe mbyllja e tyre jan\u00eb dy procese thelb\u00ebsisht t\u00eb ndryshme n\u00eb kompleksitet: hapja k\u00ebrkon harmonizim fillestar, nd\u00ebrsa mbyllja k\u00ebrkon zbatim t\u00eb plot\u00eb t\u00eb reformave dhe miratim nga t\u00eb gjitha vendet an\u00ebtare\u201d\u00a0<\/em><\/p>\n<p>\u201cFaktoje\u201d analizoi nd\u00ebrkoh\u00eb t\u00eb dh\u00ebnat e nj\u00eb dekade t\u00eb Raporteve t\u00eb Progresit, raportet q\u00eb p\u00ebrgatiten nga ekspert\u00ebt e Brukselit dhe q\u00eb vler\u00ebsojn\u00eb progresin e vendeve an\u00ebtare vit pas viti, duke u p\u00ebrqendruar te grup-kapitulli i par\u00eb, \u201cthemeloret\u201d. T\u00eb dh\u00ebnat tregojn\u00eb se interesi i Tiran\u00ebs zyrtare nuk ka qen\u00eb fort i lart\u00eb p\u00ebr t\u00eb realizuar shum\u00eb nga kushtet e progresit drejt an\u00ebtar\u00ebsimit.<\/p>\n<p>\u201cT\u00eb mbyll\u00ebsh nj\u00eb kapitull \u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishme se t\u00eb hap\u00ebsh shum\u00eb nj\u00ebher\u00ebsh. Kjo pun\u00eb nuk b\u00ebhet mir\u00eb kur nuk ka nj\u00eb institucion t\u00eb plot\u00eb, t\u00eb dedikuar, t\u00eb specializuar, me staf t\u00eb p\u00ebrhersh\u00ebm, t\u00eb p\u00ebrgatitur mir\u00eb, t\u00eb q\u00ebndruesh\u00ebm, diplomatiko-teknik, etj. Entuziazmi deklarativ politik me fjal\u00eb t\u00eb ngjyrosura nuk i b\u00ebn drejt\u00ebsi reale objektivit. Kryeministri ndoshta p\u00ebrs\u00ebri e lidh vitin 2030 me zgjedhjet e vitit 2029\u201d,\u00a0 argumenton Mazi.<\/p>\n<p>Nd\u00ebrsa p\u00ebr Ilda Zhulalin: \u201cPuna duhet t\u00eb vijoj\u00eb n\u00eb kapitujt themelor\u00eb \u2013 n\u00eb fush\u00ebn e gjyq\u00ebsorit me vettingun n\u00eb apel, pozicionet vakante n\u00eb gjykata, SPAK-u duhet t\u00eb shtoj\u00eb ritmin e pun\u00ebs p\u00ebr ndjekjen e zyrtar\u00ebve t\u00eb lart\u00eb, n\u00eb administrat\u00ebn publike duhet miratuar ligji i ri i sh\u00ebrbimit civil, etj. Sigurisht puna duhet t\u00eb ec\u00eb shpejt dhe n\u00eb ndryshimet legjislative: harmonizimi me acquis-in e tregut t\u00eb brendsh\u00ebm, miratimi i Planit Komb\u00ebtar t\u00eb Energjis\u00eb dhe Klim\u00ebs, transpozimi i direktivave mjedisore, plot\u00ebsimi i parakushteve p\u00ebr programin IPARD III n\u00eb bujq\u00ebsi\u201d<\/p>\n<p>P\u00ebr pedagogun Ilir Aliaj, kjo mund t\u00eb konstatohet edhe n\u00eb raportin e progresit t\u00eb vitit t\u00eb shkuar t\u00eb Komisionit Europian p\u00ebr Shqip\u00ebrin\u00eb.<\/p>\n<p><em>\u201cShikoni raportin e fundit t\u00eb Komisionit Europian p\u00ebr progresin e Shqip\u00ebris\u00eb dhe togfjal\u00ebshi m\u00eb i p\u00ebrhapur \u00ebsht\u00eb \u2018korrupsion i madh\u2019. Nga ana tjet\u00ebr mungon lufta ndaj krimit te organizuar\u201d,<\/em>\u00a0 thot\u00eb ai.<\/p>\n<p>Edhe n\u00eb drejtim t\u00eb kushtit tjet\u00ebr, atij p\u00ebr uljen e numrit t\u00eb azilk\u00ebrkuesve n\u00eb vendet e Bashkimit Europian, Shqip\u00ebria ka ende pun\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb<\/p>\n<p><em>\u201cPo t\u2019i referohemi statistikave, Shqip\u00ebria mbetet vendi me numrin m\u00eb t\u00eb lart\u00eb t\u00eb azilk\u00ebrkuesve n\u00eb Ballkanin Per\u00ebndimor.
