{"id":139484,"date":"2026-04-02T12:23:46","date_gmt":"2026-04-02T12:23:46","guid":{"rendered":"https:\/\/rdnews.al\/?p=139484"},"modified":"2026-04-02T12:39:05","modified_gmt":"2026-04-02T12:39:05","slug":"skandali-me-akademine-e-futbollit-te-ergys-agasit-dhe-roli-i-agjencise-se-rames","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2026\/04\/02\/skandali-me-akademine-e-futbollit-te-ergys-agasit-dhe-roli-i-agjencise-se-rames\/","title":{"rendered":"Skandali me Akademin\u00eb e Futbollit t\u00eb Ergys Agasit dhe roli i agjencis\u00eb s\u00eb Ram\u00ebs"},"content":{"rendered":"<p><strong>Nga Gisela Troplini<\/strong><\/p>\n<p>\u201cShteti si sip\u00ebrmarr\u00ebs\u201d, ishte ideja e kryeministrit Edi Rama, kur i dha Korporat\u00ebs Shqiptare t\u00eb Investimeve (AIC), legjitimitetin t\u00eb jepte me qira tokat publike, janarin e shkuar.<\/p>\n<p>Vet\u00eb kreu i qeveris\u00eb\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=Sxk-9N-Ukg4\" target=\"_blank\" rel=\"noopener\">prezantoi<\/a>\u00a0at\u00eb dit\u00eb disa nga pronat publike n\u00eb kryeqytet q\u00eb do t\u00eb zhvilloheshin nga privat\u00ebt duke shprehur se n\u00eb k\u00ebmbim, qeveria do t\u00eb merrte zyra administrative, pa asnj\u00eb kosto.<\/p>\n<p>Kjo nism\u00eb, sipas qeveris\u00eb do t\u00eb garantonte shfryt\u00ebzimin \u201cefikas t\u00eb aseteve publike\u201d.<\/p>\n<p>Kjo nuk ndodhi, t\u00eb pakt\u00ebn sipas nj\u00eb\u00a0<a href=\"https:\/\/www.klsh.org.al\/wp-content\/uploads\/2025\/07\/Raport-perfundimtar-auditimi-i-ushtruar-ne-Koorporaten-e-Investimeve-Shqiptare.pdf\" target=\"_blank\" rel=\"noopener\">raporti<\/a>\u00a0t\u00eb zgjeruar t\u00eb Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit.<\/p>\n<p>KLSH\u00a0<a href=\"https:\/\/www.klsh.org.al\/wp-content\/uploads\/2025\/07\/Raport-perfundimtar-auditimi-i-ushtruar-ne-Koorporaten-e-Investimeve-Shqiptare.pdf\" target=\"_blank\" rel=\"noopener\">gjeti<\/a>\u00a0se AIC nuk e ka arritur q\u00ebllimin e saj p\u00ebr t\u00eb ngritur nj\u00eb sistem q\u00eb garanton shfryt\u00ebzimin e pron\u00ebs publike n\u00eb interes t\u00eb qytetar\u00ebve.<\/p>\n<p>Jan\u00eb t\u00eb pakt\u00ebn tre projekte, ku KLSH ka gjetur shkelje; nga\u00a0<a href=\"http:\/\/faktoje.al\/wp-content\/uploads\/2026\/03\/projekti-i-Dinamos-.png\" target=\"_blank\" rel=\"noopener\">stadiumi<\/a>\u00a0Selman St\u00ebrmasi, ish-Kadastra (Hipoteka) dhe ish-ATSH.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>KLSH<\/strong><\/p>\n<p>KLSH\u00a0<a href=\"https:\/\/www.klsh.org.al\/wp-content\/uploads\/2025\/07\/Raport-perfundimtar-auditimi-i-ushtruar-ne-Koorporaten-e-Investimeve-Shqiptare.pdf\" target=\"_blank\" rel=\"noopener\">argumenton<\/a>\u00a0se p\u00ebr k\u00ebto projekte nuk ka asnj\u00eb analiz\u00eb t\u00eb thelluar mbi p\u00ebrfitimin dhe kostot e as argumenta p\u00ebr dh\u00ebnien e hap\u00ebsir\u00ebs:<\/p>\n<p>\u201c\u2026 konstatohet se nuk kan\u00eb nj\u00eb analiz\u00eb se si jan\u00eb arritur sip\u00ebrfaqet e propozuara dhe q\u00eb do t\u00eb vihen n\u00eb dispozicion nga Institucionet n\u00eb bashk\u00ebpunim. Gjithashtu konstatohet se n\u00eb lidhje me k\u00ebto prona, jan\u00eb kryer vet\u00ebm analiza t\u00eb p\u00ebrgjithshme mbi \u00e7mimet referenc\u00eb t\u00eb tyre ose t\u00eb tregut, por nuk jan\u00eb t\u00eb mir\u00eb argumentuara si dhe paraqesin paqart\u00ebsi mbi p\u00ebrfitueshm\u00ebrin\u00eb q\u00eb mund t\u00eb gjenerohet p\u00ebr AIC-n\u00eb dhe Institucionet n\u00eb bashk\u00ebpunim\u201d<\/p>\n<p>Nj\u00ebkoh\u00ebsisht, raporti\u00a0<a href=\"https:\/\/www.klsh.org.al\/wp-content\/uploads\/2025\/07\/Raport-perfundimtar-auditimi-i-ushtruar-ne-Koorporaten-e-Investimeve-Shqiptare.pdf\" target=\"_blank\" rel=\"noopener\">konstaton\u00a0<\/a>se nuk ekziston nj\u00eb dokument\/rregullore\/manual, mbi identifikimin dhe p\u00ebrzgjedhjen e tyre, si dhe nuk ka nj\u00eb analiz\u00eb mbi p\u00ebrfitueshm\u00ebrin\u00eb, kostove financiare, risqet potenciale, vler\u00ebn e shtuar t\u00eb paras\u00eb, rentabilitetin e investimit.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Eksperti<\/strong><\/p>\n<p>Sipas ekspertit t\u00eb ekonomis\u00eb, Ilir Ciko, mungesa e analizave t\u00eb plota, studimeve t\u00eb fizibilitetit dhe krahasimit me alternativa t\u00eb tjera, p\u00ebrfitimet dhe risqet mbeten t\u00eb paqarta dhe potencialisht t\u00eb pabarabarta, duke krijuar rrezik p\u00ebr n\u00ebnvler\u00ebsim t\u00eb pron\u00ebs publike.<\/p>\n<p>Ai argumenton se ky keqmenaxhim d\u00ebmton n\u00eb dy forma.<\/p>\n<p>\u201cI pari \u00ebsht\u00eb d\u00ebmi i drejtp\u00ebrdrejt\u00eb: kur pronat transferohen dhe kontratat n\u00ebnshkruhen pa analiz\u00eb p\u00ebrfitueshm\u00ebrie dhe m\u00eb pas rezulton se privati ka marr\u00eb aktive publike me vler\u00eb shum\u00eb m\u00eb t\u00eb lart\u00eb se ajo e ofruar, kjo asimetri p\u00ebrfitimesh, sikurse dhe n\u00eb rastet e d\u00ebshtimit t\u00eb projektit, \u00ebsht\u00eb e pakthyeshme ligj\u00ebrisht pas n\u00ebnshkrimit t\u00eb kontratave. D\u00ebmi i dyt\u00eb \u00ebsht\u00eb institucional: \u00e7do projekt i iniciuar pa studim fizibiliteti \u00ebsht\u00eb potencialisht i destinuar p\u00ebr d\u00ebshtim, model ky i dokumentuar tashm\u00eb me 8 projektet e viteve 2022\u20132023, ku shpenzimet p\u00ebr ekspert\u00eb t\u00eb jasht\u00ebm arrit\u00ebn n\u00eb 2,342,980 lek\u00eb pa asnj\u00eb projekt t\u00eb vijuar n\u00eb faz\u00eb t\u00eb m\u00ebtejshme. Raporti e konsideron k\u00ebt\u00eb model \u2018efekt negativ financiar n\u00eb buxhetin e AIC-s\u00eb\u201d.<\/p>\n<p>M\u00eb tej, Kontrolli i Lart\u00eb i Shtetit, gjen se ligji nr. 71\/2019 dhe VKM-ja nr. 137, dat\u00eb 06.03.2024 q\u00eb i japin Korporat\u00ebs, t\u00eb drejt\u00ebn e p\u00ebrdorimit dhe qiradh\u00ebnies\/shitjes\/leasing t\u00eb pron\u00ebs shtet\u00ebrore, nuk ka mekanizma q\u00eb garantojn\u00eb siguri t\u00eb pron\u00ebs publike dhe vjen me risk t\u00eb lart\u00eb.<\/p>\n<p>\u201cKjo pavar\u00ebsi paraqet nj\u00eb risk t\u00eb lart\u00eb operacional dhe institucional mbi menaxhimin e pronave shtet\u00ebrore, pasi proceset e saj nuk bazohen n\u00eb legjislacionin shqiptar mbi Prokurimet Publike, por mb\u00ebshteten ekskluzivisht n\u00eb kompetencat dhe procedurat e vet\u00eb AIC-s\u00eb\u201d,\u00a0<a href=\"https:\/\/www.klsh.org.al\/wp-content\/uploads\/2025\/07\/Raport-perfundimtar-auditimi-i-ushtruar-ne-Koorporaten-e-Investimeve-Shqiptare.pdf\" target=\"_blank\" rel=\"noopener\">shkruhet<\/a>\u00a0n\u00eb auditin e KLSH-s\u00eb.<\/p>\n<p>\u201cDeri m\u00eb 30.06.2024, raporti\u00a0<a href=\"https:\/\/www.klsh.org.al\/wp-content\/uploads\/2025\/07\/Raport-perfundimtar-auditimi-i-ushtruar-ne-Koorporaten-e-Investimeve-Shqiptare.pdf\" target=\"_blank\" rel=\"noopener\">tregon<\/a>\u00a0se AIC nuk kishte hartuar asnj\u00eb akt n\u00ebnligjor, rregullore apo manual specifik se si kryhet p\u00ebrzgjedhja dhe administrimi i pronave shtet\u00ebrore\u201d<\/p>\n<p>Referuar raportit, Komisioni i Eficienc\u00ebs s\u00eb P\u00ebrdorimit t\u00eb Pron\u00ebs (KEPP) u ngrit m\u00eb 08.07.2024, tej periudh\u00ebs s\u00eb auditimit.<\/p>\n<p>\u201cKjo do t\u00eb thot\u00eb se gjat\u00eb t\u00eb gjith\u00eb periudh\u00ebs kur sipas VKM 328\/2024 u transferuan 28 prona shtet\u00ebrore tek AIC, institucioni nuk kishte asnj\u00eb procedur\u00eb t\u00eb shkruar dhe t\u00eb miratuar p\u00ebr menaxhimin e tyre\u201d.<\/p>\n<p>Pasojat<\/p>\n<p>P\u00ebr ekspertin Ciko, anashkalimi i prokurimit publik do t\u00eb thot\u00eb q\u00eb asnj\u00eb vendim i Korporat\u00ebs nuk mund t\u00eb ankimohet n\u00eb KPP.<\/p>\n<p>\u201cHap\u00ebsira p\u00ebr mund\u00ebsi abuzimi buron nga dy probleme ligjore, q\u00eb lidhen mes tyre. S\u00eb pari dhe m\u00eb kryesori, \u00ebsht\u00eb anashkalimi i prokurimit publik: procedurat konkurruese t\u00eb AIC nuk bazohen n\u00eb legjislacionin shqiptar mbi Prokurimet Publike, por mb\u00ebshteten ekskluzivisht n\u00eb kompetencat dhe procedurat e vet\u00eb AIC-s\u00eb, jo n\u00eb Ligjin 162\/2020, gj\u00eb q\u00eb do t\u00eb thot\u00eb se asnj\u00eb vendim i AIC mbi dh\u00ebnien e pronave nuk mund t\u00eb ankimohet tek Komisioni i Prokurimit Publik.<\/p>\n<p>Asnj\u00eb operator ekonomik nuk ka rrug\u00eb ligjore efektive ankimi. Problemi i dyt\u00eb \u00ebsht\u00eb vet\u00eb-rregullimi: AIC harton procedurat e veta, drejton proceset e veta, dhe nuk ka juridiksion t\u00eb jasht\u00ebm i cili verifikon pajtueshm\u00ebrin\u00eb paraprakisht, p\u00ebrjashtuar KLSH p\u00ebr auditimet ex-post.<\/p>\n<p>Kombinimi i t\u00eb dy k\u00ebtyre problematikave krijon premisa p\u00ebr favorizim selektiv, klienteliz\u00ebm dhe abuzim\u201d, sqaron p\u00ebr Faktoje, Ciko.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Klientelizmi\u00a0<\/strong><\/p>\n<p>Nj\u00eb tjet\u00ebr rast q\u00eb sjell KLSH n\u00eb v\u00ebmendje, \u00ebsht\u00eb ai i nj\u00eb klientelizmi t\u00eb mundsh\u00ebm.<\/p>\n<p>\u201cKontrata e konsulenc\u00ebs me Fondacionin \u201cDurrah City Football Academy\u201d, themeluar nga Ministria e Arsimit dhe Sporteve, u n\u00ebnshkrua pa procedur\u00eb t\u00eb hapur konkurimi, me \u00e7mim 1% t\u00eb vler\u00ebs totale t\u00eb investimit, dhe AIC ark\u00ebtoi p\u00ebr sh\u00ebrbimin e konsulenc\u00ebs nj\u00eb shum\u00eb prej 50.000 euro\u201d. Sh\u00ebnim RD)<\/p>\n<p>Analisti fiskal, Eduart Gjokutaj e quan k\u00ebt\u00eb rast nj\u00eb shembull t\u00eb \u201cmenaxhimit gri\u201d t\u00eb aseteve publike.<\/p>\n<p>\u201cGjetja ilustron nj\u00eb zgjerim t\u00eb paqart\u00eb t\u00eb kompetencave t\u00eb nj\u00eb korporate publike pa adresuar m\u00eb par\u00eb dob\u00ebsit\u00eb themelore t\u00eb saj n\u00eb menaxhim, kontabilitet dhe parandalim t\u00eb konfliktit t\u00eb interesit. Po ashtu, shfaqet munges\u00eb transparence dhe vler\u00eb e paqart\u00eb e shtuar. Nuk rezulton se sh\u00ebrbimi i konsulenc\u00ebs \u00ebsht\u00eb dh\u00ebn\u00eb pas nj\u00eb procedure konkurruese apo se ka sjell\u00eb nj\u00eb diferenc\u00eb t\u00eb matshme krahasuar me nj\u00eb konsulent privat t\u00eb pavarur\u201d, argumenton p\u00ebr Faktoje, Gjokutaj, duke theksuar edhe nj\u00eb konflikt t\u00eb mundsh\u00ebm interesi.<\/p>\n<p>N\u00eb k\u00ebt\u00eb drejtim, edhe eksperti Ciko v\u00ebren nj\u00eb model t\u00eb klientelizmit institucional.<\/p>\n<p>\u201cFakti q\u00eb dy entitete shtet\u00ebrore lidhin kontrat\u00eb direkte me p\u00ebrfitues t\u00eb tret\u00eb privat pa gar\u00eb, \u00ebsht\u00eb model i klientelizmit institucional: burimet publike ridrejtohen sipas preferencave, jo sipas konkurrenc\u00ebs n\u00eb treg.<\/p>\n<p>Precedenti i krijuar \u00ebsht\u00eb problematik p\u00ebr t\u00eb ardhmen.<\/p>\n<p>Me nj\u00eb vendim qeverie u transferuan 28 prona pa analiz\u00eb t\u00eb publikuar t\u00eb vler\u00ebs, pa debat publik, pa rivler\u00ebsim t\u00eb pavarur. \u00c7do qeveri mund t\u00eb p\u00ebrdor\u00eb t\u00eb nj\u00ebjtin mekaniz\u00ebm n\u00eb t\u00eb ardhmen: identifikon prona, propozon VKM transferimi tek AIC, dhe pastaj AIC i jep ato me procedurat e brendshme duke realizuar de facto nj\u00eb privatizim alternativ ku prona publike ndryshon pron\u00ebsi n\u00ebp\u00ebrmjet nj\u00eb institucioni nd\u00ebrmjet\u00ebs pa procedura transparente dhe mekaniz\u00ebm efektiv ankimimi\u201d, shprehet ai.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Projektet e pakryera\u00a0<\/strong><\/p>\n<p>Nj\u00eb tjet\u00ebr gjetje e KLSH-s\u00eb n\u00eb Korporat\u00ebn \u00ebsht\u00eb vlera e lart\u00eb e humbjeve financiare, rreth 140 mln lek\u00eb, p\u00ebr shkak t\u00eb\u00a0<a href=\"http:\/\/faktoje.al\/wp-content\/uploads\/2026\/03\/projektet-e-pakryera-.png\" target=\"_blank\" rel=\"noopener\">moskryerjes\u00a0<\/a>s\u00eb projekteve dhe shpenzimeve t\u00eb personelit:<\/p>\n<p>\u201cNga viti n\u00eb vit humbjet kan\u00eb ardhur n\u00eb rritje t\u00eb konsiderueshme, duke ndikuar n\u00eb treguesit e performanc\u00ebs ekonomike-financiare t\u00eb shoq\u00ebris\u00eb, si dhe nga strukturat drejtuese t\u00eb AIC-s\u00eb, nuk jan\u00eb nd\u00ebrmarr\u00eb masa konkrete mbi analizimin e situat\u00ebs ekonomike-financiare me q\u00ebllim eliminimin e humbjeve dhe reduktimin e shpenzimeve, veprime n\u00eb kund\u00ebrshtim me Ligjin nr. 71\/2019\u201c, raporton KLSH e cila rekomandon AIC t\u00eb hartoj\u00eb dhe miratoj\u00eb nj\u00eb plan strategjik t\u00eb detajuar p\u00ebr menaxhimin e projekteve, duke p\u00ebrcaktuar qart\u00eb burimet e t\u00eb ardhurave dhe duke synuar rritjen e eficienc\u00ebs dhe gjenerimin e t\u00eb ardhurave t\u00eb q\u00ebndrueshme\u201d<\/p>\n<p>Ciko argumenton se nisur nga k\u00ebto gjetje, struktura e AIC nuk rezulton eficiente.<\/p>\n<p>\u201cNga k\u00ebndv\u00ebshtrimi i politik\u00ebs publike, pyetja reale nuk \u00ebsht\u00eb n\u00ebse AIC mund t\u00eb reformohet, por n\u00ebse modeli i saj aktual, si operator i pronave shtet\u00ebrore dhe kapital shtet\u00ebror t\u00eb garantuar, \u00ebsht\u00eb i reformuesh\u00ebm. Treguesit e auditimit d\u00ebshmojn\u00eb se pa ndryshuar struktur\u00ebn e incentivave (lidhje pagash me performanc\u00ebn, kufij administrativ\u00eb, mekanizma llogaridh\u00ebnie etj) dhe pa integruar procedurat n\u00eb kuadrin e prokurimit publik, \u00e7do reform\u00eb institucionale, mbetet e pjesshme dhe sip\u00ebrfaq\u00ebsore\u201d, shprehet Ciko.<\/p>\n<p>Sipas analistit Gjokutaj, gjetjet e KLSH-s\u00eb n\u00ebnvizojn\u00eb \u201cnevoj\u00ebn urgjente p\u00ebr nj\u00eb reform\u00eb m\u00eb t\u00eb thell\u00eb t\u00eb Korporat\u00ebs s\u00eb Investimeve Shqiptare, n\u00eb m\u00ebnyr\u00eb q\u00eb roli i saj si entitet publik t\u00eb mos cenoj\u00eb parimet e menaxhimit t\u00eb mir\u00eb t\u00eb fondeve t\u00eb taksapaguesve shqiptar\u00eb\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>P\u00ebrgjigjet e AIC<\/strong><\/p>\n<p>Faktoje.al i\u00a0<a href=\"http:\/\/faktoje.al\/wp-content\/uploads\/2026\/03\/kerkesa-.png\" target=\"_blank\" rel=\"noopener\">drejtoi<\/a>\u00a0disa pyetje zyr\u00ebs s\u00eb medias pran\u00eb AIC.<\/p>\n<p>Nga ana e saj AIC na\u00a0<a href=\"http:\/\/faktoje.al\/wp-content\/uploads\/2026\/03\/pergjigje-AIC-.png\" target=\"_blank\" rel=\"noopener\">referoi<\/a>\u00a0tek sqarimet, q\u00eb i ka dh\u00ebn\u00eb KLSH-s\u00eb gjat\u00eb auditimit.<\/p>\n<p>P\u00ebr rekomandimet dhe gjetjet mbi argumentimin e p\u00ebrzgjedhjes s\u00eb projekt-ideve, AIC thot\u00eb se \u201cka marr\u00eb masat duke filluar pun\u00ebn p\u00ebr hartimin e nj\u00eb manuali p\u00ebr hartimin e projekt-ideve dhe procedurave q\u00eb do t\u00eb ndiqen.
