{"id":139586,"date":"2026-04-03T11:33:00","date_gmt":"2026-04-03T11:33:00","guid":{"rendered":"https:\/\/rdnews.al\/?p=139586"},"modified":"2026-04-03T11:33:00","modified_gmt":"2026-04-03T11:33:00","slug":"keqleximi-i-nje-shoqerie-katastrofa-analitike-e-marta-kos","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2026\/04\/03\/keqleximi-i-nje-shoqerie-katastrofa-analitike-e-marta-kos\/","title":{"rendered":"Keqleximi i nj\u00eb shoq\u00ebrie: Katastrofa analitike e Marta Kos"},"content":{"rendered":"<p><strong>Nga Ndri\u00e7im KULLA<\/strong><\/p>\n<p>Studimi sociologjiko-politik q\u00eb Marta Kos duket se p\u00ebrpiqet t\u00eb artikuloj\u00eb mbi korrupsionin n\u00eb Shqip\u00ebri nuk \u00ebsht\u00eb thjesht i gabuar n\u00eb p\u00ebrfundime, por problematik n\u00eb vet\u00eb themelin e tij konceptual, sepse ai nuk buron nga nj\u00eb v\u00ebzhgim i ndersh\u00ebm i realitetit konkret shqiptar, por nga nj\u00eb parap\u00ebrgatitje ideologjike q\u00eb e deformon realitetin p\u00ebr ta p\u00ebrshtatur me nj\u00eb q\u00ebndrim t\u00eb gatshme burokratik\u00eb, ku p\u00ebrgjegj\u00ebsit\u00eb shp\u00ebrndahen n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb mes shoq\u00ebris\u00eb dhe pushtetit, duke e zbehur n\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebllimshme rolin e strukturave qeveris\u00ebse n\u00eb prodhimin dhe mir\u00ebmbajtjen e korrupsionit.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim, deklaratat e saj nuk mund t\u00eb lexohen si nj\u00eb analiz\u00eb sociologjike, por si nj\u00eb konstruksion politik q\u00eb p\u00ebrdor gjuh\u00ebn e sociologjis\u00eb p\u00ebr t\u00eb justifikuar nj\u00eb q\u00ebndrim t\u00eb paracaktuar, ku shoq\u00ebria shqiptare paraqitet si bashk\u00ebfajtore n\u00eb m\u00ebnyr\u00eb t\u00eb mjegullt, nd\u00ebrsa qeveria, e drejtuar nga Edi Rama, trajtohet me nj\u00eb adhurim q\u00eb bie n\u00eb kontrast t\u00eb fort\u00eb me realitetin e perceptuar dhe t\u00eb denoncuar vazhdimisht nga segmente t\u00eb gjera t\u00eb k\u00ebsaj shoq\u00ebrie.<\/p>\n<p>Kjo qasje \u00ebsht\u00eb katastrofike jo vet\u00ebm sepse \u00ebsht\u00eb e padrejt\u00eb, por sepse ajo p\u00ebrmbys nj\u00eb nga parimet themelore t\u00eb analiz\u00ebs sociologjike moderne: dallimin midis midis pushtetit q\u00eb prodhon rregulla dhe qytetar\u00ebve q\u00eb detyrohen t\u00eb operojn\u00eb brenda tyre, shpesh n\u00eb kushte presioni, frike apo pamund\u00ebsie reale p\u00ebr t\u00eb vepruar ndryshe. Kur ky dallim zhduket, at\u00ebher\u00eb analiza shnd\u00ebrrohet n\u00eb nj\u00eb mekaniz\u00ebm faj\u00ebsimi kolektiv, ku p\u00ebrgjegj\u00ebsia shp\u00ebrndahet aq gjer\u00ebsisht sa n\u00eb fund nuk i mbetet askujt n\u00eb m\u00ebnyr\u00eb konkrete.<\/p>\n<p>N\u00eb rastin shqiptar, kjo m\u00ebnyr\u00eb t\u00eb menduari b\u00ebhet edhe m\u00eb e r\u00ebnd\u00eb, sepse ajo injoron nj\u00eb realitet t\u00eb dokumentuar: ekzistenc\u00ebn e nj\u00eb kulture t\u00eb fort\u00eb denoncimi, rezistence dhe mospranimi ndaj korrupsionit nga nj\u00eb pjesa m\u00eb e madhe e shoq\u00ebris\u00eb, e cila p\u00ebr vite me radh\u00eb ka artikuluar, shpesh n\u00eb kushte t\u00eb v\u00ebshtira, kritika t\u00eb vazhdueshme ndaj m\u00ebnyr\u00ebs se si pushteti menaxhon institucionet dhe burimet publike.<\/p>\n<p>Duke e injoruar k\u00ebt\u00eb dimension, studimi implicit i znj. Kos e redukton shoq\u00ebrin\u00eb shqiptare n\u00eb nj\u00eb abstraksion t\u00eb paform\u00eb, nj\u00eb mas\u00eb q\u00eb etiketohet leht\u00ebsisht si \u201ce prirur ndaj korrupsionit\u201d, pa marr\u00eb parasysh diferencimet e brendshme, konfliktet sociale, apo raportet e pabarabarta t\u00eb fuqis\u00eb q\u00eb jan\u00eb thelb\u00ebsore p\u00ebr \u00e7do analiz\u00eb serioze sociologjike.<\/p>\n<p>Ky reduktim nuk \u00ebsht\u00eb i pafajsh\u00ebm; ai i sh\u00ebrben nj\u00eb funksioni t\u00eb qart\u00eb politik: zhvendosjes s\u00eb fokusit nga p\u00ebrgjegj\u00ebsia e pushtetit t\u00eb Edi Ram\u00ebs tek nj\u00eb faj i shp\u00ebrndar\u00eb n\u00eb m\u00ebnyr\u00eb difuze n\u00eb shoq\u00ebri. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, kritika ndaj qeverisjes zbehet, nd\u00ebrsa perceptimi nd\u00ebrkomb\u00ebtar i realitetit shqiptar filtrohet p\u00ebrmes nj\u00eb lenteje q\u00eb e b\u00ebn situat\u00ebn t\u00eb duket m\u00eb pak problematike nga sa \u00ebsht\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb pik\u00eb, problemi nuk \u00ebsht\u00eb thjesht nj\u00eb deklarat\u00eb e gabuar apo nj\u00eb lapsus interpretativ, por nj\u00eb model i t\u00eb menduarit dhe vepruarit , q\u00eb duket se p\u00ebrs\u00ebritet dhe konsolidohet n\u00eb qarqe t\u00eb caktuara t\u00eb burokracis\u00eb evropiane, p\u00ebrfshir\u00eb struktura si Komisionit Evropian, ku realitetet komplekse t\u00eb vendeve n\u00eb proces integrimi shpesh p\u00ebrpunohen n\u00eb forma t\u00eb thjeshtuara q\u00eb i sh\u00ebrbejn\u00eb stabilitetit politik m\u00eb shum\u00eb sesa t\u00eb v\u00ebrtet\u00ebs empirike.<\/p>\n<p>Ky \u00ebsht\u00eb nj\u00eb moment ku analiza duhet t\u00eb b\u00ebhet m\u00eb e thell\u00eb: pse nj\u00eb burokraci q\u00eb teorikisht duhet t\u00eb jet\u00eb garante e standardeve demokratike prodhon p\u00ebrfundime q\u00eb relativizojn\u00eb problemet? P\u00ebrgjigjja nuk gjendet vet\u00ebm n\u00eb individ\u00eb t\u00eb ve\u00e7ant\u00eb, por n\u00eb logjik\u00ebn e funksionimit t\u00eb institucioneve, ku stabiliteti, menaxhimi i krizave dhe ruajtja e marr\u00ebdh\u00ebnieve politike shpesh marrin p\u00ebrpar\u00ebsi ndaj artikulimit t\u00eb s\u00eb v\u00ebrtet\u00ebs s\u00eb plot\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim, rasti i znj. Kos nuk \u00ebsht\u00eb nj\u00eb devijim i izoluar, por simptom\u00eb e nj\u00eb fenomeni m\u00eb t\u00eb gjer\u00eb, ku burokracia nd\u00ebrkomb\u00ebtare, n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb ruajtur nj\u00eb paraqitjen koherente p\u00ebr procesin e integrimit, priret t\u00eb minimizoj\u00eb kontradiktat reale q\u00eb ekzistojn\u00eb n\u00eb terren.<\/p>\n<p>Por pik\u00ebrisht k\u00ebtu lind paradoksi: duke u p\u00ebrpjekur t\u00eb mbroj\u00eb procesin e integrimit, kjo qasje rrezikon ta d\u00ebmtoj\u00eb at\u00eb n\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb thell\u00eb, sepse krijon nj\u00eb hendek gjithnj\u00eb e m\u00eb t\u00eb madh midis perceptimit zyrtar dhe p\u00ebrvoj\u00ebs s\u00eb p\u00ebrditshme t\u00eb qytetar\u00ebve. Kur qytetar\u00ebt ndjejn\u00eb se realiteti i tyre nuk reflektohet n\u00eb diskursin evropian, at\u00ebher\u00eb besimi n\u00eb k\u00ebt\u00eb proces fillon t\u00eb g\u00ebrryhet, jo nga propaganda anti-evropiane, por nga vet\u00eb mosp\u00ebrputhja midis fjal\u00ebve dhe fakteve.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kontekst, ideja se shoq\u00ebria shqiptare ka nj\u00eb \u201cmentalitet t\u00eb korruptuar\u201d nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb tez\u00eb e gabuar, por edhe nj\u00eb tez\u00eb raciste q\u00eb rrezikon t\u00eb b\u00ebhet profeci vet\u00ebp\u00ebrmbush\u00ebse, sepse ajo justifikon munges\u00ebn e nd\u00ebrhyrjeve t\u00eb forta institucionale dhe e zhvendos debatin nga reforma strukturore tek moralizimi i p\u00ebrgjithsh\u00ebm.<\/p>\n<p>Nj\u00eb analiz\u00eb serioze sociologjike do t\u00eb k\u00ebrkonte t\u00eb kund\u00ebrt\u00ebn: t\u00eb identifikonte mekanizmat konkret\u00eb t\u00eb prodhimit t\u00eb korrupsionit, lidhjet midis politik\u00ebs dhe ekonomis\u00eb, rolin e institucioneve t\u00eb dob\u00ebta, dhe m\u00ebnyr\u00ebn se si k\u00ebto faktor\u00eb ndikojn\u00eb n\u00eb sjelljen individuale. Vet\u00ebm n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb mund t\u00eb kuptohet se korrupsioni nuk \u00ebsht\u00eb thjesht nj\u00eb \u00e7\u00ebshtje morali individual, por nj\u00eb fenomen strukturor q\u00eb k\u00ebrkon p\u00ebrgjigje strukturore.<\/p>\n<p>N\u00eb munges\u00eb t\u00eb k\u00ebsaj qasjeje, \u00e7do deklarat\u00eb q\u00eb vjen nga lart, sado e veshur me gjuh\u00eb teknike apo diplomatike, rrezikon t\u00eb perceptohet si nj\u00eb akt arbitrar, nj\u00eb gjykim i shk\u00ebputur nga realiteti, dhe n\u00eb fund si nj\u00eb form\u00eb e re paternalizmi q\u00eb i flet shoq\u00ebris\u00eb jo p\u00ebr ta kuptuar, por p\u00ebr ta klasifikuar.<\/p>\n<p>Dhe pik\u00ebrisht k\u00ebtu q\u00ebndron katastrofa e k\u00ebtij \u201cstudimi\u201d t\u00eb pashpallur t\u00eb Marta Kos : ai nuk ndihmon n\u00eb kuptimin e problemit, por n\u00eb mjegullimin e tij; nuk nxit p\u00ebrgjegjshm\u00ebri, por shp\u00ebrndan fajin; nuk forcon procesin e integrimit, por e ekspozon at\u00eb ndaj nj\u00eb krize besimi q\u00eb \u00ebsht\u00eb shum\u00eb m\u00eb e rrezikshme se \u00e7do kritik\u00eb e drejtp\u00ebrdrejt\u00eb.<\/p>\n<p>Dhe, ajo q\u00eb mbetet nuk \u00ebsht\u00eb nj\u00eb analiz\u00eb, por nj\u00eb pasqyr\u00eb e deformuar, ku realiteti shqiptar nuk reflektohet si\u00e7 \u00ebsht\u00eb, por si\u00e7 i leverdis nj\u00eb logjike politike q\u00eb k\u00ebrkon qet\u00ebsi mbi t\u00eb v\u00ebrtet\u00ebn, dhe stabilitet mbi drejt\u00ebsin\u00eb.
