Ky nivel e pozicionon Shqip\u00ebrin\u00eb si vendin e 13-t\u00eb m\u00eb t\u00eb shtrenjt\u00eb n\u00eb bot\u00eb p\u00ebr karburantet dhe pa diskutim, vendin e par\u00eb n\u00eb rajon.<\/p>\n<p>Gjat\u00eb fjal\u00ebs s\u00eb tij n\u00eb takimin me ekspert\u00ebt, Deputeti i PD, Eno Bozdo, u shpreh se \u00e7mimi i naft\u00ebs n\u00eb Shqip\u00ebri ka arritur nivele rekord dhe qytetar\u00ebt po paguajn\u00eb m\u00eb shum\u00eb se \u00e7do vend tjet\u00ebr n\u00eb rajon.<\/p>\n<p>Ai theksoi se shkaku kryesor jan\u00eb taksat e larta, barra fiskale mbi 60% t\u00eb \u00e7mimit final dhe nj\u00eb struktur\u00eb q\u00eb e b\u00ebn Shqip\u00ebrin\u00eb, ndoshta, vendin e vet\u00ebm n\u00eb bot\u00eb ku taksa e qarkullimit paguhet dy her\u00eb nj\u00eb her\u00eb tek litri i karburantit dhe nj\u00eb her\u00eb gjat\u00eb kolaudimit.<\/p>\n<p><strong>Fjala e Bozdos<\/strong><\/p>\n<p>Sapo jemi njohur me vendimin, do t\u00eb thoja t\u00eb mrekulluesh\u00ebm t\u00eb Bordit t\u00eb Transparenc\u00ebs, i cili p\u00ebr transparenc\u00eb njeh vet\u00ebm rritjen e \u00e7mimeve. Qeveria sapo njoftoi se \u00e7mimi i naft\u00ebs p\u00ebr shqiptar\u00ebt do t\u00eb shkoj\u00eb n\u00eb 2240 lek\u00eb t\u00eb vjetra po e them me t\u00eb vjetra q\u00eb t\u00eb kuptohet. Nj\u00eb dhurat\u00eb kjo, besoj un\u00eb, edhe p\u00ebr ekonomit\u00eb familjare, por edhe p\u00ebr ekonomin\u00eb prodhuese.<\/p>\n<p>Fillojm\u00eb menj\u00ebher\u00eb me prezantimin, pa humbur koh\u00eb. Pse shqiptar\u00ebt paguajn\u00eb m\u00eb shtrenjt\u00eb n\u00eb rajon? Do t\u00eb shohim nj\u00eb struktur\u00eb t\u00eb \u00e7mimit t\u00eb naft\u00ebs dhe do t\u00eb b\u00ebjm\u00eb nj\u00eb analiz\u00eb krahasimore me disa vende fqinj. Kalojm\u00eb slajdin e par\u00eb, t\u00eb lutem.<\/p>\n<p>Ne jemi vendi i 13-t\u00eb n\u00eb bot\u00eb nd\u00ebr vendet m\u00eb t\u00eb shtrenjta p\u00ebr \u00e7mimin e karburantit. Dhe kjo shif\u00ebr, pra vendi i 13-t\u00eb, nuk merr parasysh \u00e7mimin sot, q\u00eb \u00ebsht\u00eb rritur p\u00ebrs\u00ebri. Jo vet\u00ebm q\u00eb jemi i 13-ti n\u00eb bot\u00eb, por jemi edhe vendi m\u00eb i shtrenjt\u00eb n\u00eb rajon.<\/p>\n<p>\u00c7mimi nominal i naft\u00ebs n\u00eb Shqip\u00ebri \u00ebsht\u00eb rreth 2.2 euro, por me rritjen e sotme ka shkuar 2.3 euro. Kjo tejkalon ndjesh\u00ebm Maqedonin\u00eb e Veriut me 1.6 euro p\u00ebr lit\u00ebr dhe Kosov\u00ebn me 1.74 euro p\u00ebr lit\u00ebr. N\u00ebse analiz\u00ebn do ta b\u00ebnim si duhet, duhet t\u00eb krahasojm\u00eb jo vet\u00ebm \u00e7mimin e naft\u00ebs, por edhe fuqin\u00eb bler\u00ebse t\u00eb qytetarit shqiptar kundrejt qytetar\u00ebve t\u00eb rajonit dhe atyre evropian\u00eb. Cila \u00ebsht\u00eb struktura e \u00e7mimit n\u00eb Shqip\u00ebri? Komponent\u00ebt kryesor\u00eb q\u00eb r\u00ebndojn\u00eb mbi \u00e7mimin e karburantit jan\u00eb: akciza me 394 lek\u00eb p\u00ebr lit\u00ebr (pra 400 lek\u00eb t\u00eb vjetra p\u00ebr lit\u00ebr), taksa e qarkullimit 270 lek\u00eb t\u00eb vjetra p\u00ebr lit\u00ebr, q\u00eb \u00ebsht\u00eb unike n\u00eb rajon, dhe taksa e karbonit 3 lek\u00eb p\u00ebr lit\u00ebr. Jan\u00eb edhe dy koncesione, markimi dhe skanimi, q\u00eb shtojn\u00eb 2 lek\u00eb p\u00ebr lit\u00ebr, si dhe TVSH-ja 20%, q\u00eb aplikohet mbi t\u00eb gjitha taksat e m\u00ebsip\u00ebrme.<\/p>\n<p>T\u00eb gjitha k\u00ebto b\u00ebjn\u00eb q\u00eb Shqip\u00ebria t\u00eb jet\u00eb e 13-ta n\u00eb bot\u00eb p\u00ebr shtrenjt\u00ebsin\u00eb e \u00e7mimit.<\/p>\n<p>Do ndalemi pak te taksat dhe taksimi i dyfisht\u00eb. Taksa e qarkullimit paguhet 27 lek\u00eb p\u00ebr \u00e7do lit\u00ebr t\u00eb konsumuar, q\u00eb i bie mesatarisht 500 deri n\u00eb 700 euro n\u00eb vit p\u00ebr nj\u00eb p\u00ebrdorues mesatar t\u00eb automjetit. Por \u00e7\u00ebshtja e Shqip\u00ebris\u00eb, q\u00eb e dallon nga vendet e tjera, \u00ebsht\u00eb se kjo taks\u00eb merret dy her\u00eb: nj\u00eb her\u00eb tek litri i karburantit dhe nj\u00eb her\u00eb tek kontrolli vjetor teknik i automjeteve, i njohur si kolaudimi.<\/p>\n<p>Jo vet\u00ebm kaq, por te kolaudimi kjo taks\u00eb kusht\u00ebzohet edhe nga pagesa e gjobave, duke u kthyer pastaj n\u00eb nj\u00eb postbllok final.<\/p>\n<p>Vendet e tjera t\u00eb rajonit, Maqedonia dhe Kosova, k\u00ebt\u00eb taks\u00eb nuk e marrin tek litri i karburantit, por vet\u00ebm te kontrolli vjetor i automjeteve. Taksa q\u00eb kosovar\u00ebt dhe maqedonasit paguajn\u00eb te kontrolli vjetor \u00ebsht\u00eb vet\u00ebm pak m\u00eb e lart\u00eb, 30 deri n\u00eb 40 euro, n\u00eb nj\u00eb koh\u00eb q\u00eb kan\u00eb zero taks\u00eb tek litri i karburantit. Me pak fjal\u00eb, n\u00eb krahasim me Kosov\u00ebn dhe Maqedonin\u00eb, shqiptar\u00ebt paguajn\u00eb dy her\u00eb p\u00ebr t\u00eb nj\u00ebjt\u00ebn taks\u00eb dhe kjo \u00ebsht\u00eb ndoshta e vetmja e till\u00eb n\u00eb bot\u00eb.<\/p>\n<p>Shqip\u00ebria ka edhe nj\u00eb ve\u00e7ori tjet\u00ebr: \u00e7mimi baz\u00eb i karburantit, q\u00eb n\u00ebnkupton \u00e7mimin e karburantit pa taksa, \u00ebsht\u00eb pak m\u00eb i lart\u00eb se n\u00eb rajon. K\u00ebto jan\u00eb disa nga tarifat q\u00eb r\u00ebndojn\u00eb \u00e7mimin, si tarifat portuale (1.6 deri n\u00eb 2.5 euro p\u00ebr ton, nd\u00ebrsa n\u00eb Selanik 1.1 euro p\u00ebr ton), koncesionet (rreth 1.2 lek\u00eb p\u00ebr lit\u00ebr) dhe kostoja e depozitimit n\u00eb terminale private (rreth 1.5 lek\u00eb p\u00ebr lit\u00ebr). T\u00eb gjitha s\u00eb bashku shtojn\u00eb 40 deri n\u00eb 50 lek\u00eb p\u00ebr lit\u00ebr.<\/p>\n<p>Kjo ndodh sepse struktura q\u00eb ka zhvilluar qeveria dhe tregu ka kaluar t\u00eb gjith\u00eb barr\u00ebn tek privati. Shqip\u00ebria nuk ka depozita shtet\u00ebrore apo port shtet\u00ebror p\u00ebr t\u00eb akumuluar dhe absorbuar pjes\u00eb t\u00eb kostove, ve\u00e7an\u00ebrisht pas mbylljes s\u00eb portit t\u00eb Durr\u00ebsit.<\/p>\n<p>N\u00eb krahasim me Maqedonin\u00eb dhe Kosov\u00ebn, taksat z\u00ebn\u00eb 55% t\u00eb \u00e7mimit final n\u00eb Shqip\u00ebri nj\u00eb vler\u00ebsim konservativ, nd\u00ebrsa me rritjet e fundit shkojn\u00eb mbi 60%, deri n\u00eb 62%. N\u00eb Maqedoni 36%, n\u00eb Mal t\u00eb Zi 35% dhe n\u00eb Kosov\u00eb 38.5%. Shqiptar\u00ebt paguajn\u00eb dy her\u00eb m\u00eb shum\u00eb taksa p\u00ebr lit\u00ebr sesa fqinj\u00ebt e rajonit.
