Si p\u00ebr pozicionin e tij strategjik, si porta hyr\u00ebse e korridoreve europiane, ve\u00e7an\u00ebrisht e korridorit tet\u00eb, ashtu dhe p\u00ebr kapacitetin e tij p\u00ebrpunues.<\/p>\n<p>Ky port ka nj\u00eb gjat\u00ebsi kalatash prej 2200 metrash dhe nj\u00eb volum t\u00eb p\u00ebrgjithsh\u00ebm p\u00ebrpunimi prej rreth 4 deri 5 milion\u00eb ton\u00eb n\u00eb vit.<\/p>\n<p>Terminalet kryesore t\u00eb tij jan\u00eb terminali i kontejner\u00ebve, terminali i trageteve, pra i pasagjer\u00ebve, terminali i automjeteve, terminali i mallrave t\u00eb p\u00ebrgjithsh\u00ebm.<\/p>\n<p>Terminali q\u00eb ka p\u00ebsuar rritje m\u00eb t\u00eb madhe n\u00eb drejtim t\u00eb volumit t\u00eb p\u00ebrpunimit \u00ebsht\u00eb ai i kontejner\u00ebve.<\/p>\n<p>N\u00eb portin e Durr\u00ebsit ai ka filluar t\u00eb funksionoj\u00eb n\u00eb vitin 2003 me rreth 3.000 TEU, nj\u00ebsi kontejnerike quhen, nd\u00ebrsa n\u00eb vitin 2025 jan\u00eb p\u00ebrpunuar rreth 215.000 t\u00eb tilla. Gati 20% m\u00eb shum\u00eb se kapaciteti i tij p\u00ebrpunues. Kjo e realizuar duke shfryt\u00ebzuar hap\u00ebsirat e tjera t\u00eb portit.<\/p>\n<p>Terminali i kontejner\u00ebve ka nj\u00eb kapacitet p\u00ebrpunimi prej rreth 180.000 EU, me nj\u00eb sip\u00ebrfaqe sheshi prej rreth 64.000 m\u00b2 dhe kalata e tij ka nj\u00eb thell\u00ebsi prej 8.5 m.<\/p>\n<p>Theksojm\u00eb se sot n\u00eb bot\u00eb, sektori i transportit me kontejner ka p\u00ebsuar nj\u00eb rritje t\u00eb konsiderueshme, duke p\u00ebrb\u00ebr\u00eb rreth 70 dhe 80% t\u00eb transportit detar dhe konsiderohet si transporti i s\u00eb ardhmes.<\/p>\n<p>Por rritja dhe zgjerimi i sektorit portual dikton nevoj\u00ebn p\u00ebr projektimin dhe nd\u00ebrtimin e nj\u00eb porti t\u00eb thell\u00eb, deep port.<\/p>\n<p>P\u00ebr t\u2019iu p\u00ebrgjigjur k\u00ebtij trendi, ve\u00e7an\u00ebrisht p\u00ebr transportin me kontejner dhe p\u00ebr rritjen e madh\u00ebsive t\u00eb anijeve.<\/p>\n<p>Sot, kapaciteti p\u00ebrpunues i kontejner\u00ebve \u00ebsht\u00eb i ezauruar plot\u00ebsisht dhe realiteti \u00ebsht\u00eb tep\u00ebr shqet\u00ebsues. Anijet presin n\u00eb radh\u00eb prej rreth nj\u00eb jave, nd\u00ebrkoh\u00eb q\u00eb p\u00ebrpunimi i tyre zgjat nj\u00eb deri n\u00eb dy dit\u00eb. Kjo situat\u00eb jo vet\u00ebm q\u00eb nuk \u00ebsht\u00eb konkurruese, por prodhon efekt t\u00eb kund\u00ebrt n\u00eb rolin q\u00eb duhet t\u00eb ket\u00eb porti i Durr\u00ebsit si nj\u00eb si nj\u00eb nyje konkurruese n\u00eb rajon. \u00c7far\u00eb mund\u00ebsie zgjerimi kishte porti i Durr\u00ebsit?<\/p>\n<p>Sipas trendeve, k\u00ebrkesa p\u00ebr transportin me kontejner pritet t\u00eb rritet me rreth 260.000 TEU deri n\u00eb vitin 2030 dhe 330.000 TEU n\u00eb n\u00eb vitin 2035. Ashtu si\u00e7 rritet shpejt kur kushtet jan\u00eb t\u00eb favorshme, po aq shpejt mund t\u00eb zhvendoset diku tjet\u00ebr dhe t\u00eb mos rikthehet m\u00eb.<\/p>\n<p>N\u00eb masterplanet e qeverive t\u00eb m\u00ebparshme ishte parashikuar q\u00eb Kalata Lindore, durrsak\u00ebt k\u00ebtu e din\u00eb shum\u00eb mir\u00eb, ishte parashikuar p\u00ebr t\u2019u p\u00ebrdorur p\u00ebr kontejner\u00eb.<\/p>\n<p>Kalata Lindore ka nj\u00eb thell\u00ebsi rreth 11 deri n\u00eb 12 metra dhe me nj\u00eb sip\u00ebrfaqe m\u00eb t\u00eb madhe se 64.000 m\u00b2, duke mund\u00ebsuar p\u00ebrpunimin deri n\u00eb 370.000 TEU n\u00eb vit, p\u00ebrve\u00e7 180.000 q\u00eb p\u00ebrpunohen sot te kalata aktuale.<\/p>\n<p>N\u00ebse kjo kalat\u00eb do t\u00eb p\u00ebrdorej p\u00ebr kontejner, kapaciteti p\u00ebrpunues do t\u00eb trefishohej, duke p\u00ebrballuar k\u00ebrkes\u00ebn n\u00eb rritje p\u00ebr vitet e ardhshme.<\/p>\n<p>Po \u00e7far\u00eb ka ndodhur?<\/p>\n<p>Sot, territori i Kalat\u00ebs Lindore \u00ebsht\u00eb duke u nd\u00ebrtuar me pallate.<\/p>\n<p>N\u00eb vend q\u00eb t\u00eb rris\u00eb kapacitetin dhe t\u00eb modernizoj\u00eb portin, qeveria shqiptare ka vendosur ta zhvendos\u00eb portin e Durr\u00ebsit n\u00eb Porto Romano.<\/p>\n<p>Pyetjet q\u00eb lindin natyrsh\u00ebm jan\u00eb: Cili \u00ebsht\u00eb studimi q\u00eb justifikon zhvendosjen e nj\u00eb porti mij\u00ebravje\u00e7ar si ai i Durr\u00ebsit n\u00eb Porto Romano dhe ku \u00ebsht\u00eb ky studim?<\/p>\n<p>Pse \u00ebsht\u00eb zgjedhur Porto Romano dhe nuk \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb studim duke marr\u00eb n\u00eb konsiderat\u00eb t\u00eb gjitha alternativat e mundshme si Sh\u00ebngjini, Semani, Vlora apo Saranda, p\u00ebrfshir\u00eb dhe vet\u00eb Porto Romanon? N\u00eb fund duhet t\u00eb jet\u00eb studimi ai q\u00eb p\u00ebrcakton vendndodhjen dhe jo nj\u00eb individ i vet\u00ebm.<\/p>\n<p>Ku \u00ebsht\u00eb analiza kosto-p\u00ebrfitim?<\/p>\n<p>Sa do t\u00eb kushtoj\u00eb kjo zhvendosje?<\/p>\n<p>Sipas t\u00eb dh\u00ebnave, p\u00ebrmes nj\u00eb marr\u00ebveshjeje konsiderohet si nj\u00eb nga aferat m\u00eb t\u00eb m\u00ebdhaja korruptive, trualli i portit t\u00eb Durr\u00ebsit me nj\u00eb vler\u00eb tregu t\u00eb tij rreth 1.5 miliard\u00eb euro, i \u00ebsht\u00eb dh\u00ebn\u00eb nj\u00eb biznesi privat p\u00ebr nd\u00ebrtimin e apartamentesh, hotelesh dhe kazinosh.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, nj\u00eb d\u00ebm tep\u00ebr t\u00eb konsideruesh\u00ebm p\u00ebr buxhetin e shtetit vjen dhe si rezultat i faljes s\u00eb tok\u00ebs, ndikimit, i taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb dhe kontributit p\u00ebr strehim social, rimbursimit t\u00eb kostos s\u00eb shpron\u00ebsimit dhe pastrimit t\u00eb territorit p\u00ebr rreth 80 hektar\u00ebsh. Humbjet nga k\u00ebto mosark\u00ebtime arrijn\u00eb rreth 245 milion\u00eb euro. Gjithashtu d\u00ebmet q\u00eb mund t\u00eb vijn\u00eb nga prishja e kontratave ekzistuese me operator\u00ebt portual\u00eb mund t\u00eb \u00e7oj\u00eb k\u00ebt\u00eb fatur\u00eb n\u00eb qindra milion\u00eb euro t\u00eb tjera. Por d\u00ebmi akoma m\u00eb i madh \u00ebsht\u00eb rreziku real q\u00eb vendi t\u00eb mbetet pa portin m\u00eb t\u00eb madh tregtar, pasi dhe faza e par\u00eb e nd\u00ebrtimit t\u00eb portit t\u00eb ri, me nj\u00eb vler\u00eb rreth 400 milion\u00eb euro, megjith\u00ebse me kapacitet m\u00eb t\u00eb vog\u00ebl se ai aktual, ka d\u00ebshtuar tashm\u00eb.<\/p>\n<p>Duhet theksuar se jo vet\u00ebm kapaciteti i tij \u00ebsht\u00eb m\u00eb i ul\u00ebt, por edhe vendndodhja \u00ebsht\u00eb problematike, si gjat\u00eb procesit t\u00eb nd\u00ebrtimit, ashtu dhe gjat\u00eb atij t\u00eb v\u00ebnimit.<\/p>\n<p>N\u00eb nj\u00eb treg t\u00eb liberalizuar portual, rritja e kostove dhe ulja e efikasitetit \u00e7ojn\u00eb n\u00eb devijimin e flukseve drejt porteve konkurruese si ai i Pireut, i Tivarit dhe i Selanikut. Kjo do t\u00eb reduktonte ndjesh\u00ebm rolin e Shqip\u00ebris\u00eb n\u00eb rrjetet rajonale t\u00eb transportit dhe zinxhir\u00ebt nd\u00ebrkomb\u00ebtar\u00eb t\u00eb furnizimit.<\/p>\n<p>Si p\u00ebrfundim,<\/p>\n<p>nga nj\u00eb k\u00ebndv\u00ebshtrim teknik dhe strategjik, alternativa e zgjerimit t\u00eb portit t\u00eb Durr\u00ebsit paraqet si, paraqitet si m\u00eb e leverdisshme ekonomikisht, m\u00eb e shpejt\u00eb n\u00eb implementim dhe m\u00eb e q\u00ebndrueshme n\u00eb terma operacional\u00eb. Nd\u00ebrsa zhvendosja n\u00eb Porto Romano mbetet nj\u00eb vendim me pasiguri t\u00eb lart\u00eb teknike, financiare dhe strategjike. N\u00eb munges\u00eb t\u00eb transparenc\u00ebs, analizave t\u00eb plota dhe nj\u00eb justifikimi t\u00eb qart\u00eb ekonomik, ky projekt rrezikon t\u00eb prodhoj\u00eb m\u00eb shum\u00eb kosto sesa p\u00ebrfitime p\u00ebr ekonomin\u00eb komb\u00ebtare.
