Nd\u00ebrhyrje fiskale me ndikim t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb mir\u00ebqenien e qytetar\u00ebve<\/em><\/strong><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Ky ndryshim i ligjit p\u00ebrb\u00ebn nj\u00eb nd\u00ebrhyrje fiskale tejet pozitive, me ndikim t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb ekonomin\u00eb reale, mir\u00ebqenien e qytetar\u00ebve dhe konkurrueshm\u00ebrin\u00eb e bizneseve. N\u00eb nj\u00eb kontekst t\u00eb karakterizuar nga luhatje t\u00eb \u00e7mimeve nd\u00ebrkomb\u00ebtare t\u00eb energjis\u00eb dhe presione inflacioniste, kjo mas\u00eb synon t\u00eb zbus\u00eb kostot e familjeve dhe bizneseve, si dhe t\u00eb mb\u00ebshtes\u00eb stabilitetin ekonomik t\u00eb vendit.<\/div>\n<div dir=\"auto\">Ndryshimi ka fuqin\u00eb t\u2019ia leht\u00ebsoj\u00eb realisht barr\u00ebn ekonomike qytetar\u00ebve, n\u00eb kushtet e rritjes s\u00eb \u00e7mimeve dhe kostos s\u00eb jetes\u00ebs. Projektligji synon t\u00eb nd\u00ebrhyj\u00eb n\u00eb nivelin e \u00e7mimeve t\u00eb karburanteve, duke parashikuar nj\u00eb mas\u00eb fiskale, e cila n\u00eb m\u00ebnyr\u00eb t\u00eb menj\u00ebhershme do t\u00eb reflektohet n\u00eb p\u00ebrmir\u00ebsimin e fuqis\u00eb bler\u00ebse dhe n\u00eb mb\u00ebshtetjen e aktivitetit ekonomik n\u00eb vend.<\/div>\n<div dir=\"auto\">Pezullimi i k\u00ebtyre dy taksave ndikon menj\u00ebher\u00eb n\u00eb uljen e \u00e7mimit final t\u00eb karburanteve p\u00ebr konsumator\u00ebt. Duke qen\u00eb se taksa e qarkullimit dhe taksa e karbonit p\u00ebrb\u00ebjn\u00eb nj\u00eb pjes\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb \u00e7mimit, heqja e tyre p\u00ebrkoh\u00ebsisht sjell nj\u00eb reduktim t\u00eb ndjesh\u00ebm t\u00eb \u00e7mimit t\u00eb naft\u00ebs p\u00ebr lit\u00ebr. Leht\u00ebsim i ndjesh\u00ebm social p\u00ebr shtresat n\u00eb nevoj\u00eb<\/em><\/strong><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Rritja e \u00e7mimeve t\u00eb karburanteve prek m\u00eb fort shtresat me t\u00eb ardhura t\u00eb ul\u00ebta. Ulja e tyre p\u00ebrmes pezullimit t\u00eb dy taksave mbi karburantin, krijon nj\u00eb efekt t\u00eb drejtp\u00ebrdrejt\u00eb leht\u00ebsues, duke p\u00ebrmir\u00ebsuar aksesin n\u00eb transport dhe duke reduktuar barr\u00ebn financiare t\u00eb p\u00ebrditshme.<\/div>\n<div dir=\"auto\">N\u00eb kushtet kur karburantet jan\u00eb nj\u00eb element ky\u00e7 n\u00eb struktur\u00ebn e kostove t\u00eb jetes\u00ebs, \u00e7do ulje e \u00e7mimit t\u00eb tyre ka efekt t\u00eb menj\u00ebhersh\u00ebm dhe t\u00eb preksh\u00ebm p\u00ebr familjet me t\u00eb ardhura t\u00eb ul\u00ebta dhe t\u00eb mesme. Pezullimi pritet t\u00eb ul\u00eb \u00e7mimin final t\u00eb naft\u00ebs dhe benzin\u00ebs, duke reduktuar shpenzimet mujore p\u00ebr transport. P\u00ebr familjet q\u00eb p\u00ebrdorin automjet p\u00ebr nevoja pune, sh\u00ebndet\u00ebsore apo arsimore, kjo p\u00ebrkthehet n\u00eb m\u00eb shum\u00eb t\u00eb ardhura t\u00eb disponueshme p\u00ebr ushqim, arsim dhe sh\u00ebrbime baz\u00eb.<\/div>\n<div dir=\"auto\">Karburanti \u00ebsht\u00eb nj\u00eb komponent thelb\u00ebsor n\u00eb zinxhirin e furnizimit. Ulja e kostos s\u00eb tij ndikon n\u00eb uljen e shpenzimeve t\u00eb transportit t\u00eb mallrave, duke ndihmuar n\u00eb stabilizimin ose uljen e \u00e7mimeve t\u00eb produkteve ushqimore dhe t\u00eb nevojave t\u00eb p\u00ebrditshme. Kjo \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme p\u00ebr shtresat n\u00eb nevoj\u00eb, t\u00eb cilat preken m\u00eb fort nga inflacioni.<\/div>\n<div dir=\"auto\">Banor\u00ebt e zonave rurale dhe periferike, ku transporti publik \u00ebsht\u00eb i kufizuar, varen m\u00eb shum\u00eb nga automjetet private. P\u00ebr ta, kostoja e karburantit \u00ebsht\u00eb nj\u00eb barr\u00eb e konsiderueshme. Pezullimi i dy taksave krijon nj\u00eb leht\u00ebsim t\u00eb drejtp\u00ebrdrejt\u00eb dhe rrit aksesin n\u00eb tregje, sh\u00ebrbime sh\u00ebndet\u00ebsore dhe arsim.<\/div>\n<div dir=\"auto\">Shum\u00eb individ\u00eb n\u00eb shtresat n\u00eb nevoj\u00eb jan\u00eb t\u00eb angazhuar n\u00eb aktivitete q\u00eb varen nga transporti, si shp\u00ebrndarja, bujq\u00ebsia apo sh\u00ebrbimet. Ulja e kostove t\u00eb karburantit rrit q\u00ebndrueshm\u00ebrin\u00eb e k\u00ebtyre aktiviteteve dhe ndihmon n\u00eb ruajtjen e vendeve t\u00eb pun\u00ebs, si dhe n\u00eb nxitjen e vet\u00ebpun\u00ebsimit.<\/div>\n<div dir=\"auto\">Inflacioni ka ndikim disproporcional tek familjet me t\u00eb ardhura t\u00eb ul\u00ebta. Mb\u00ebshtetje p\u00ebr bizneset dhe rritjen ekonomike<\/em><\/strong><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Bizneset q\u00eb varen nga transporti (logjistika, tregtia, nd\u00ebrtimi, turizmi) p\u00ebrfitojn\u00eb drejtp\u00ebrdrejt nga ulja e kostove operative nga pezullimi i p\u00ebrkohsh\u00ebm i dy taksave. Kjo rrit marzhet e fitimit, duke u dh\u00ebn\u00eb mund\u00ebsi atyre t\u00eb mbajn\u00eb \u00e7mime konkurruese. Si rezultat, pritet nj\u00eb stimulim i aktivitetit ekonomik, rritje e investimeve dhe p\u00ebrmir\u00ebsim i klim\u00ebs s\u00eb biznesit.<\/div>\n<div dir=\"auto\">N\u00eb nj\u00eb periudh\u00eb t\u00eb karakterizuar nga kosto t\u00eb larta energjie dhe pasiguri n\u00eb tregjet nd\u00ebrkomb\u00ebtare, kjo mas\u00eb synon t\u00eb p\u00ebrmir\u00ebsoj\u00eb klim\u00ebn e t\u00eb b\u00ebrit biznes dhe t\u00eb rris\u00eb konkurrueshm\u00ebrin\u00eb e ekonomis\u00eb shqiptare.<\/div>\n<div dir=\"auto\">Karburanti \u00ebsht\u00eb nj\u00eb nd\u00ebr z\u00ebrat kryesor\u00eb t\u00eb shpenzimeve p\u00ebr shum\u00eb sektor\u00eb si transporti, nd\u00ebrtimi, bujq\u00ebsia, industria dhe tregtia. Pezullimi i taksave ndikon drejtp\u00ebrdrejt n\u00eb uljen e kostos p\u00ebr lit\u00ebr, duke reduktuar kostot operative t\u00eb bizneseve. Kjo u jep atyre hap\u00ebsir\u00eb p\u00ebr t\u00eb rritur fitimet ose p\u00ebr t\u00eb ulur \u00e7mimet p\u00ebr konsumator\u00ebt.<\/div>\n<div dir=\"auto\">Bizneset shqiptare operojn\u00eb n\u00eb nj\u00eb mjedis rajonal konkurrues. Ulja e kostove t\u00eb karburantit i ndihmon ato t\u00eb ofrojn\u00eb produkte dhe sh\u00ebrbime me \u00e7mime m\u00eb konkurruese, duke rritur aft\u00ebsin\u00eb p\u00ebr t\u00eb fituar tregje t\u00eb reja, si brenda vendit ashtu edhe n\u00eb eksport.<\/div>\n<div dir=\"auto\">Kostot m\u00eb t\u00eb ul\u00ebta operative krijojn\u00eb kushte m\u00eb t\u00eb favorshme p\u00ebr investime t\u00eb reja. Bizneset mund t\u00eb riinvestojn\u00eb kursimet n\u00eb zgjerimin e aktivitetit, modernizimin e teknologjis\u00eb dhe rritjen e kapaciteteve prodhuese. Kjo kontribuon n\u00eb rritjen ekonomike dhe n\u00eb krijimin e vendeve t\u00eb reja t\u00eb pun\u00ebs.<\/div>\n<div dir=\"auto\">Sektor\u00eb si turizmi, transporti dhe bujq\u00ebsia jan\u00eb ve\u00e7an\u00ebrisht t\u00eb ndjesh\u00ebm ndaj \u00e7mimeve t\u00eb karburanteve. Ulja e tyre ndihmon n\u00eb p\u00ebrmir\u00ebsimin e efikasitetit dhe rentabilitetit t\u00eb k\u00ebtyre sektor\u00ebve, duke rritur kontributin e tyre n\u00eb Prodhimin e Brendsh\u00ebm Bruto (PBB).<\/div>\n<div dir=\"auto\">Duke ulur kostot e transportit dhe prodhimit, projektligji ndihmon n\u00eb stabilizimin e \u00e7mimeve t\u00eb mallrave dhe sh\u00ebrbimeve. Kjo krijon nj\u00eb mjedis m\u00eb t\u00eb parashikuesh\u00ebm p\u00ebr bizneset dhe konsumator\u00ebt. Kursimet nga ulja e kostove t\u00eb karburantit rrisin likuiditetin e bizneseve, duke i ndihmuar ato t\u00eb p\u00ebrballojn\u00eb m\u00eb mir\u00eb detyrimet financiare, t\u00eb paguajn\u00eb furnitor\u00ebt dhe t\u00eb menaxhojn\u00eb rrjedh\u00ebn e paras\u00eb.<\/div>\n<div dir=\"auto\">T\u00eb mos harrojm\u00eb: leht\u00ebsimi fiskal n\u00eb sektorin e karburanteve ka nj\u00eb efekt shum\u00ebfishues n\u00eb ekonomi. Ulja e kostove p\u00ebr bizneset p\u00ebrkthehet n\u00eb \u00e7mime m\u00eb t\u00eb ul\u00ebta, rritje t\u00eb konsumit dhe zgjerim t\u00eb aktivitetit ekonomik, duke ndikuar pozitivisht n\u00eb t\u00eb ardhurat dhe n\u00eb pun\u00ebsimin.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\"><strong><em>IV. Frenim i inflacionit<\/em><\/strong><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Karburantet jan\u00eb input baz\u00eb p\u00ebr shum\u00eb sektor\u00eb t\u00eb ekonomis\u00eb, nga transporti dhe bujq\u00ebsia, deri tek industria dhe sh\u00ebrbimet. Ulja e kostos s\u00eb tyre ndikon zinxhir n\u00eb \u00e7mimet e mallrave dhe sh\u00ebrbimeve, duke ndihmuar n\u00eb frenimin e presioneve inflacioniste. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, masa kontribuon n\u00eb ruajtjen e fuqis\u00eb bler\u00ebse t\u00eb qytetar\u00ebve.<\/div>\n<div dir=\"auto\">Edhe pse taksa e karbonit ka q\u00ebllim mjedisor, pezullimi i p\u00ebrkohsh\u00ebm i saj mund t\u2019i jap\u00eb koh\u00eb qeveris\u00eb dhe biznesit t\u00eb nd\u00ebrmarrin politika m\u00eb t\u00eb strukturuara p\u00ebr tranzicionin drejt energjive t\u00eb pastra.
