Me bindje, me emra, jepen shembuj njer\u00ebzish t\u00eb ditur q\u00eb jan\u00eb anashkaluar, njer\u00ebz me vlera q\u00eb jan\u00eb harruar. P\u00ebrball\u00eb jepen emra t\u00eb cil\u00ebt, sipas tyre, nuk e meritojn\u00eb promovimin e tyre politik.<\/p>\n<p>Deri dje, deri diku edhe un\u00eb mendoja se n\u00eb politik\u00ebn shqiptare nuk ka meritokraci. Pastaj u njoha me librin e Pellumb Nakos, &#8220;Indi Social i Shqip\u00ebris\u00eb&#8221;, leximin e t\u00eb cilit ia k\u00ebshilloj \u00e7do personi q\u00eb k\u00ebrkon t\u00eb kuptoj\u00eb fenomenet q\u00eb p\u00ebrshkojn\u00eb shoq\u00ebrin\u00eb ton\u00eb.<\/p>\n<p>Nd\u00ebr vite jam munduar t\u00eb zhvilloj iden\u00eb se n\u00eb Shqip\u00ebri ekziston nj\u00eb hendek midis shtetit formal dhe shtetit real, shtetit n\u00eb letrat zyrtare dhe atij brenda t\u00eb cilit ne jetojm\u00eb. K\u00ebt\u00eb dallim e kisha analizuar duke u nisur nga pasojat e sistemit komunist n\u00eb shoq\u00ebrin\u00eb ton\u00eb, dhe n\u00eb ve\u00e7anti n\u00eb marr\u00ebdh\u00ebnien q\u00eb kjo e fundit ushqen me shtetin apo administrat\u00ebn.<\/p>\n<p>Pellumb Nako e ka \u00e7uar analiz\u00ebn shum\u00eb m\u00eb larg duke zhvilluar nj\u00eb teori t\u00eb plot\u00eb q\u00eb shpjegon nd\u00ebrveprimin e trupit social me gj\u00ebn\u00eb publike dhe me at\u00eb private. Ai e ndjek rr\u00ebnj\u00ebn n\u00ebp\u00ebr \u00e7do sistem politik q\u00eb ka prekur Shqip\u00ebrin\u00eb, deri tek Perandoria Osmane dhe marr\u00ebdh\u00ebnia e saj me t\u00eb drejt\u00ebn zakonore, me prevalenc\u00ebn e marr\u00ebdh\u00ebnieve private p\u00ebr t\u00eb rregulluar at\u00eb q\u00eb n\u00eb fakt duhet t\u00eb ishin \u00e7\u00ebshtje publike t\u00eb p\u00ebrbashk\u00ebta. Gati n\u00eb \u00e7do koh\u00eb, vendi yn\u00eb ka njohur nj\u00eb sistem dual: dy sisteme vler\u00ebsimi q\u00eb jetojn\u00eb bashk\u00eb, shpesh pa e ditur nj\u00ebri p\u00ebr tjetrin.<\/p>\n<p>Kjo teori ndihmon, e vetme, p\u00ebr t\u00eb kuptuar dhe shpjeguar nj\u00eb num\u00ebr t\u00eb madh keqfunksionimesh dhe keqkuptimesh q\u00eb ekzistojn\u00eb sot n\u00eb Shqip\u00ebri. Nj\u00eb prej tyre \u00ebsht\u00eb pik\u00ebrisht keqkuptimi mbi ekzistenc\u00ebn apo jo t\u00eb meritokracis\u00eb n\u00eb politik\u00ebn shqiptare.<\/p>\n<p>Kur pyetet &#8220;a ka meritokraci?&#8221;, pyetjes i jepet automatikisht kuptimi q\u00eb shteti i shtyr\u00eb nga presioni i mimetizmit me per\u00ebndimin, \u00ebsht\u00eb munduar t\u00eb imponoj\u00eb n\u00ebp\u00ebrmjet ligjeve dhe akteve t\u00eb tjera publike: ngjitja hierarkike mbi baz\u00ebn e arritjeve profesionale, akademike, teknike. Ky \u00ebsht\u00eb p\u00ebrkufizimi i Shqip\u00ebris\u00eb formale.<\/p>\n<p>Sigurisht, kur pyetja shtrohet n\u00eb nj\u00eb rrafsh, at\u00eb t\u00eb Shqip\u00ebris\u00eb formale, dhe p\u00ebrgjigjet n\u00eb nj\u00eb tjet\u00ebr, at\u00eb t\u00eb Shqip\u00ebris\u00eb reale, p\u00ebrgjigja e vetme \u00ebsht\u00eb krijimi dhe ushqimi i nj\u00eb keqkuptimi t\u00eb p\u00ebrhersh\u00ebm.<\/p>\n<p>N\u00eb Shqip\u00ebrin\u00eb reale, si\u00e7 e ka p\u00ebrshkruar n\u00eb m\u00ebnyr\u00eb t\u00eb shk\u00eblqyer Pellumb Nako, t\u00eb frym\u00ebzuar thell\u00eb nga e drejta zakonore, nga funksionimi klanik, nga prevalenca shekullore e marr\u00ebdh\u00ebnieve private mbi ato publike, merita njihet. Por njihet me kritere t\u00eb tjera.<\/p>\n<p>Sistemi i vler\u00ebsimit nuk \u00ebsht\u00eb i nj\u00ebjt\u00eb. Ajo q\u00eb nj\u00eb person duhet t\u00eb tregoj\u00eb q\u00eb t\u00eb vler\u00ebsohet dhe t\u00eb meritoj\u00eb njohjen n\u00ebp\u00ebrmjet promovimit \u00ebsht\u00eb besnik\u00ebria ndaj nj\u00eb apo disa personave, sakrifica p\u00ebr familjen e vet, mos v\u00ebnia n\u00eb dyshim e piramid\u00ebs hierarkike, zbatimi i urdhrave. \u00cbsht\u00eb sistem i q\u00ebndruesh\u00ebm, i trash\u00ebguar, i internalizuar gjat\u00eb shekujve.<\/p>\n<p>Pra p\u00ebrgjigja e v\u00ebrtet\u00eb \u00ebsht\u00eb nj\u00eb paradoks: n\u00eb politik\u00ebn shqiptare ka meritokraci t\u00eb plot\u00eb por p\u00ebrkufizimi i meritokracis\u00eb krijon nj\u00eb thyerje midis asaj q\u00eb duam t\u00eb jet\u00eb dhe asaj q\u00eb \u00ebsht\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb.<\/p>\n<p>Merita nuk matet me diplom\u00eb apo ekspertiz\u00eb, matet me besnik\u00ebri dhe angazhim. Kur dikush ankohet se &#8220;promovuan t\u00eb paditurin&#8221;, ai n\u00eb fakt po thot\u00eb: sistemi i vler\u00ebsimit q\u00eb po zbatohet nuk \u00ebsht\u00eb ai q\u00eb un\u00eb mendoj se duhet zbatuar. Dhe ka t\u00eb drejt\u00eb por duhet ta em\u00ebrtoj\u00eb sakt\u00eb.<\/p>\n<p>K\u00ebt\u00eb em\u00ebrtim t\u00eb sakt\u00eb, sot shumica e qytetar\u00ebve e kan\u00eb t\u00eb pamundur sepse ky vler\u00ebsim ndodh n\u00eb subkoshienc\u00ebn e tyre. Njer\u00ebzit nuk zgjedhin me vet\u00ebdije t\u00eb vler\u00ebsojn\u00eb besnik\u00ebrin\u00eb ndaj nj\u00eb personi mbi kompetenc\u00ebn apo besnik\u00ebrin\u00eb ndaj nj\u00eb kauze. Thjesht e b\u00ebjn\u00eb, sepse sistemi i brendsh\u00ebm i vlerave ka rr\u00ebnj\u00eb shum\u00eb m\u00eb t\u00eb thella se \u00e7do ligj i shkruar pas vitit 1991. Edhe ata q\u00eb ankojn\u00eb munges\u00ebn e meritokracis\u00eb nuk e kuptojn\u00eb se vendimmarrja e tyre zbaton pik\u00ebrisht at\u00eb sistem q\u00eb kritikojn\u00eb tek t\u00eb tjer\u00ebt.<\/p>\n<p>\u00c7far\u00eb duhet b\u00ebr\u00eb? Puna e par\u00eb dhe m\u00eb e v\u00ebshtira \u00ebsht\u00eb nd\u00ebrgjegj\u00ebsimi. Duhet ta kuptojm\u00eb dhe ta em\u00ebrtojm\u00eb realitetin ashtu si\u00e7 \u00ebsht\u00eb, pa turp dhe pa iluzione. Pastaj duhet t\u00eb punojm\u00eb p\u00ebr t\u00eb njehsuar n\u00eb m\u00ebnyr\u00eb progresive p\u00ebrkufizimin e meritokracis\u00eb, duke zhvendosur forc\u00ebn e r\u00ebndes\u00ebs nga Shqip\u00ebria reale drejt asaj formale.<\/p>\n<p>Meritokracia n\u00eb politik\u00eb duhet t\u00eb matet, s\u00eb pari, sidomos n\u00eb kushtet e regjimit autokratik n\u00eb t\u00eb cilin ndodhemi nga aft\u00ebsia p\u00ebr t\u00eb fituar mb\u00ebshtetje popullore, p\u00ebr t\u00eb lexuar terrenin, p\u00ebr t\u00eb bindur dhe mobilizuar.<\/p>\n<p>Kjo qasje duhet t\u00eb shoq\u00ebrohet me nj\u00eb ndarje efektive t\u00eb burimeve njer\u00ebzore: funksionari i shk\u00eblqyer t\u00eb jet\u00eb drejtor i p\u00ebrgjithsh\u00ebm, jo kandidat p\u00ebr deputet; besnik\u00ebria e thell\u00eb t\u00eb shp\u00ebrblehet me role t\u00eb brendshme, jo me platform\u00eb publike; secili n\u00eb vendin ku &#8220;merita&#8221; e tij, me \u00e7far\u00ebdo kuptimi, prodhon m\u00eb shum\u00eb.<\/p>\n<p>Kjo \u00ebsht\u00eb nj\u00eb nga detyrat m\u00eb t\u00eb v\u00ebshtira q\u00eb na pret n\u00eb nd\u00ebrtimin e nj\u00eb strukture fituese: t\u00eb m\u00ebsojm\u00eb t\u00eb flasim gjuh\u00ebn e Shqip\u00ebris\u00eb reale nd\u00ebrkoh\u00eb q\u00eb punojm\u00eb pa pushim p\u00ebr t\u00eb nd\u00ebrtuar Shqip\u00ebrin\u00eb formale.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Andi MUSTAFAJ -Artikull shkruar n\u00eb kuad\u00ebr t\u00eb Laboratorit t\u00eb Ideve t\u00eb Departamentit Brain Gain- \u00cbsht\u00eb nj\u00eb nga pyetjet m\u00eb t\u00eb shpeshta q\u00eb i b\u00ebhet politikan\u00ebve dhe q\u00eb merr nj\u00eb prej p\u00ebrgjigjeve m\u00eb t\u00eb shpejta prej tyre, gati instinktive, nga ato q\u00eb n\u00eb fakt tregojn\u00eb nj\u00eb munges\u00eb t\u00eb thell\u00eb mendimi.
