m\u00eb 17 dhjetor 2025,<br \/>\n\u2013 duke pasur parasysh rezolutat e m\u00ebparshme p\u00ebr Shqip\u00ebrin\u00eb,<br \/>\n\u2013 duke pasur parasysh nenin 55 t\u00eb Rregullores s\u00eb tij,<br \/>\n\u2013 duke pasur parasysh raportin e Komisionit p\u00ebr Pun\u00ebt e Jashtme (A10-0000\/2026),<br \/>\nA. duke qen\u00eb se zgjerimi i BE-s\u00eb mbetet nj\u00eb investim strategjik n\u00eb paqe, siguri, stabilitet dhe zhvillim demokratik e socio-ekonomik n\u00eb t\u00eb gjith\u00eb kontinentin evropian;<br \/>\nB. duke qen\u00eb se Shqip\u00ebria ka ruajtur nj\u00eb orientim t\u00eb qart\u00eb strategjik drejt an\u00ebtar\u00ebsimit n\u00eb BE dhe ka demonstruar p\u00ebrputhje t\u00eb plot\u00eb me politik\u00ebn e p\u00ebrbashk\u00ebt t\u00eb jashtme dhe t\u00eb siguris\u00eb (CFSP) t\u00eb BE-s\u00eb;<br \/>\nC. duke qen\u00eb se Shqip\u00ebria \u00ebsht\u00eb vend kandidat q\u00eb nga viti 2014, ka nisur negociatat e an\u00ebtar\u00ebsimit n\u00eb korrik 2022, ka p\u00ebrfunduar me sukses procesin e \u201cscreening\u201d-ut n\u00eb n\u00ebntor 2023 dhe ka hapur t\u00eb gjitha grup-kapitujt e negociatave nd\u00ebrmjet 15 tetorit 2024 dhe 17 n\u00ebntorit 2025;<br \/>\nD. duke qen\u00eb se Raporti i Komisionit p\u00ebr vitin 2025 konfirmon se vendi vazhdon t\u00eb b\u00ebj\u00eb progres n\u00eb shumic\u00ebn e fushave t\u00eb lidhura me an\u00ebtar\u00ebsimin, nd\u00ebrsa thekson nevoj\u00ebn p\u00ebr reforma m\u00eb t\u00eb thella, m\u00eb t\u00eb q\u00ebndrueshme dhe t\u00eb pakthyeshme;<br \/>\nE. duke qen\u00eb se besueshm\u00ebria e procesit t\u00eb zgjerimit varet nga kusht\u00ebzimi i rrept\u00eb, progresi i bazuar n\u00eb merit\u00eb dhe zbatimi efektiv i reformave, jo vet\u00ebm nga miratimi formal i legjislacionit;<br \/>\nF. duke qen\u00eb se forcimi i institucioneve demokratike, pavar\u00ebsia e gjyq\u00ebsorit, lufta kund\u00ebr korrupsionit, liria e medias dhe t\u00eb drejtat themelore mbeten thelb\u00ebsore p\u00ebr rrug\u00ebtimin e Shqip\u00ebris\u00eb drejt an\u00ebtar\u00ebsimit;<br \/>\nG. duke qen\u00eb se rekomandimet e OSBE\/ODIHR p\u00ebr p\u00ebrmir\u00ebsimin e procesit zgjedhor ende nuk jan\u00eb zbatuar plot\u00ebsisht;<br \/>\n1. P\u00ebrsh\u00ebndet angazhimin e jasht\u00ebzakonsh\u00ebm t\u00eb Shqip\u00ebris\u00eb p\u00ebr integrimin n\u00eb BE, t\u00eb bazuar n\u00eb konsensusin mes forcave politike dhe mb\u00ebshtetjen e gjer\u00eb qytetare, si dhe faktin q\u00eb u hap\u00ebn t\u00eb gjitha grup-kapitujt brenda vet\u00ebm 13 muajve;<br \/>\n2. P\u00ebrsh\u00ebndet ambicien p\u00ebr t\u00eb p\u00ebrmbyllur negociatat deri n\u00eb fund t\u00eb vitit 2027 dhe progresin e shpejt\u00eb t\u00eb viteve t\u00eb fundit; thekson nevoj\u00ebn p\u00ebr zbatim t\u00eb plot\u00eb t\u00eb legjislacionit;<br \/>\n3. Inkurajon forcimin e rolit mbik\u00ebqyr\u00ebs t\u00eb Kuvendit, transparenc\u00ebn legjislative dhe konsultimin me shoq\u00ebrin\u00eb civile;<br \/>\n\u2014<br \/>\n## Shteti i s\u00eb drejt\u00ebs, gjyq\u00ebsori dhe lufta kund\u00ebr korrupsionit<br \/>\n6. P\u00ebrsh\u00ebndet vijimin e reform\u00ebs n\u00eb drejt\u00ebsi dhe procesin e vettingut; v\u00ebren sfida si vonesat n\u00eb \u00e7\u00ebshtje dhe p\u00ebrpjekjet p\u00ebr ndikim t\u00eb padrejt\u00eb;<br \/>\n7.
