Edhe pse m\u00eb pas pati nj\u00eb rikuperim t\u00eb shpejt\u00eb, duke arritur n\u00eb 82% n\u00eb vitin 2018, sfidat nuk jan\u00eb tejkaluar plot\u00ebsisht.<\/p>\n<p>T\u00eb dh\u00ebnat tregojn\u00eb se mbetet problem pesha e lart\u00eb e borxhit t\u00eb trash\u00ebguar n\u00eb sistemin arsimor dhe ndikimi i faktor\u00ebve socio-ekonomik\u00eb. Q\u00eb nga viti 1991, rreth 50% e popullsis\u00eb shqiptare ka emigruar, duke ndikuar drejtp\u00ebrdrejt n\u00eb tkurrjen e popullsis\u00eb n\u00eb mosh\u00eb shkollore dhe n\u00eb numrin e nx\u00ebn\u00ebsve.<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, trendi ka ndryshuar: nga emigrimi i pun\u00ebtor\u00ebve t\u00eb pakualifikuar n\u00eb vitet \u201990, drejt largimit t\u00eb individ\u00ebve m\u00eb t\u00eb arsimuar, \u00e7ka ka rritur k\u00ebrkes\u00ebn p\u00ebr arsim t\u00eb mes\u00ebm dhe t\u00eb lart\u00eb, por edhe presionin mbi sistemin.<\/p>\n<p><strong>Financimi dhe reformat<\/strong><\/p>\n<p>Nga ana tjet\u00ebr, financimi publik p\u00ebr arsimin \u00ebsht\u00eb rritur ndjesh\u00ebm, nga 7% e shpenzimeve publike n\u00eb vitin 1990 n\u00eb 14% n\u00eb vitin 2016, nd\u00ebrsa pjesa e arsimit t\u00eb mes\u00ebm t\u00eb lart\u00eb n\u00eb buxhet \u00ebsht\u00eb rritur nga 6.5% n\u00eb vitin 2002 n\u00eb 20% n\u00eb vitin 2020.<\/p>\n<p>Megjithat\u00eb, UNESCO thekson se, pavar\u00ebsisht reformave, si zgjerimi i arsimit t\u00eb detyruesh\u00ebm n\u00eb 9 vite n\u00eb 2012, programet p\u00ebr rikthimin n\u00eb shkoll\u00eb dhe mb\u00ebshtetja p\u00ebr nx\u00ebn\u00ebsit vulnerab\u00ebl, faktor\u00eb si varf\u00ebria, niveli i ul\u00ebt arsimor i prind\u00ebrve dhe distanca nga shkolla vijojn\u00eb t\u00eb rrisin rrezikun e braktisjes.<\/p>\n<p><strong>Arsimi i lart\u00eb dhe \u201cefekti Bolonja\u201d<\/strong><\/p>\n<p>Sipas raportit, zhvillim i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb zgjerimi i arsimit t\u00eb lart\u00eb pas an\u00ebtar\u00ebsimit n\u00eb Procesin e Bolonj\u00ebs n\u00eb vitin 2003.
