{"id":142710,"date":"2026-05-12T11:46:48","date_gmt":"2026-05-12T11:46:48","guid":{"rendered":"https:\/\/rdnews.al\/?p=142710"},"modified":"2026-05-12T11:46:48","modified_gmt":"2026-05-12T11:46:48","slug":"tabaku-integrimi-nuk-eshte-liste-ligjesh-dhe-propagande-por-reforma-reale","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2026\/05\/12\/tabaku-integrimi-nuk-eshte-liste-ligjesh-dhe-propagande-por-reforma-reale\/","title":{"rendered":"Tabaku: Integrimi nuk \u00ebsht\u00eb list\u00eb ligjesh dhe propagand\u00eb, por reforma reale!"},"content":{"rendered":"<p>Deputetja e PD, Jorida Tabaku, ngriti tone t\u00eb forta kritike ndaj m\u00ebnyr\u00ebs sesi qeveria po menaxhon procesin e integrimit europian, gjat\u00eb raportimit t\u00eb kryenegociatores Majlinda Dhuka n\u00eb Komisionin p\u00ebr Politik\u00ebn e Jashtme dhe \u00c7\u00ebshtjet Europiane.<\/p>\n<p>Tabaku, e cila ka drejtuar m\u00eb her\u00ebt Komisionin e \u00c7\u00ebshtjeve Europiane dhe \u00ebsht\u00eb angazhuar n\u00eb procesin e integrimit prej vitit 2009, ironizoi qeverin\u00eb duke theksuar se integrimi \u00ebsht\u00eb kthyer n\u00eb \u201ckryefjal\u00eb propagande dhe premtim elektoral\u201d, nd\u00ebrsa mungon debati real dhe reformat substanciale.<\/p>\n<p>Ajo theksoi se Parlamenti nuk mund t\u00eb reduktohet n\u00eb nj\u00eb \u201cfabrik\u00eb ligjesh\u201d, por duhet t\u00eb garantoj\u00eb cil\u00ebsin\u00eb dhe efektet e tyre n\u00eb jet\u00ebn e qytetar\u00ebve.<\/p>\n<p><strong>Fjala e plot\u00eb<\/strong><\/p>\n<p>T\u00eb nderuar koleg\u00eb,<\/p>\n<p>P\u00ebr shkak t\u00eb periudh\u00ebs s\u00eb gjat\u00eb q\u00eb jam angazhuar n\u00eb \u00e7\u00ebshtjen e integrimit, prej vitit 2009, kam lexuar shum\u00eb raporte t\u00eb qeveris\u00eb, si nga pik\u00ebpamja e qeveris\u00eb ashtu edhe nga ajo e opozit\u00ebs. Mund t\u00eb them me bindje se \u00ebsht\u00eb hera e par\u00eb q\u00eb nj\u00eb raport ka m\u00eb shum\u00eb faqe me list\u00eb ligjesh t\u00eb miratuara sesa nj\u00eb raport serioz p\u00ebr integrimin.<\/p>\n<p>Mbi 45 faqe t\u00eb raportit jan\u00eb thjesht nj\u00eb list\u00eb ligjesh, q\u00eb nuk na japin asnj\u00eb sens t\u00eb reformave t\u00eb nevojshme dhe as t\u00eb cil\u00ebsis\u00eb s\u00eb tyre. Parlamenti nuk \u00ebsht\u00eb vet\u00ebm fabrik\u00eb ligjesh, por ka edhe p\u00ebrgjegj\u00ebsin\u00eb t\u00eb kujdeset p\u00ebr k\u00ebto ligje, p\u00ebr at\u00eb q\u00eb prodhojn\u00eb dhe p\u00ebr impaktin q\u00eb kan\u00eb.<\/p>\n<p>Dua t\u00eb fokusohem, p\u00ebr efekt kohe, tek dy tema: lufta kund\u00ebr korrupsionit dhe t\u00eb drejtat e njeriut.<\/p>\n<p>Ju p\u00ebrmend\u00ebt nj\u00eb list\u00eb t\u00eb gjat\u00eb angazhimesh dhe detyrash t\u00eb kryera n\u00eb lidhje me reform\u00ebn n\u00eb drejt\u00ebsi dhe detyrimet q\u00eb qeveria ka kryer p\u00ebr gjyq\u00ebsorin dhe prokurorin\u00eb. Gjithsesi, raporti dhe vet\u00eb ju harruat t\u00eb thoni se vet\u00ebm 5 rekomandime t\u00eb GRECO jan\u00eb p\u00ebrmbushur plot\u00ebsisht, nd\u00ebrsa pjesa tjet\u00ebr jo. Mund t\u00eb themi se 6 rekomandime t\u00eb GRECO nuk jan\u00eb p\u00ebrmbushur.<\/p>\n<p>Nuk e di ku i gjet\u00ebt t\u00eb dh\u00ebnat n\u00eb lidhje me \u201ctrack record\u201d-in e \u00e7\u00ebshtjeve gjyq\u00ebsore, sepse, ashtu si\u00e7 e thoni edhe vet\u00eb n\u00eb raport, n\u00eb nj\u00eb \u201cfootnote\u201d, nuk keni t\u00eb dh\u00ebna t\u00eb plota. Edhe informacioni q\u00eb na keni prezantuar k\u00ebtu nuk \u00ebsht\u00eb i plot\u00eb dhe i p\u00ebrdit\u00ebsuar.<\/p>\n<p>Por ajo q\u00eb ka r\u00ebnd\u00ebsi p\u00ebr Shqip\u00ebrin\u00eb \u00ebsht\u00eb se koh\u00ebzgjatja e \u00e7\u00ebshtjeve administrative n\u00eb shkall\u00eb t\u00eb dyt\u00eb \u00ebsht\u00eb 5326 dit\u00eb, ose t\u00eb pakt\u00ebn 14.5 vite p\u00ebr t\u00eb marr\u00eb drejt\u00ebsi. P\u00ebrgjegj\u00ebsia p\u00ebr k\u00ebt\u00eb problem bie mbi ju si qeveri, q\u00eb nuk po dini t\u2019i jepni drejtim.<\/p>\n<p>S\u00eb dyti, menaxhimi digjital i \u00e7\u00ebshtjeve gjyq\u00ebsore nuk \u00ebsht\u00eb arritje, por nj\u00eb kontrat\u00eb e firmosur q\u00eb hyn n\u00eb fuqi n\u00eb vitin 2030 dhe jemi larg realitetit t\u00eb praktik\u00ebs.<\/p>\n<p>Nj\u00eb element i r\u00ebnd\u00ebsish\u00ebm q\u00eb lidhet me reform\u00ebn n\u00eb drejt\u00ebsi \u00ebsht\u00eb SPAK. Qeveria ka propozuar ndryshimin e nenit 252 p\u00ebr pezullimin e ministrave dhe nd\u00ebrkoh\u00eb n\u00eb raport thoni se jeni shum\u00eb mir\u00eb. Si pajtohet propozimi i kryeministrit dhe deputet\u00ebve t\u00eb mazhoranc\u00ebs me benchmark-un num\u00ebr 3 t\u00eb kapitullit 23?<\/p>\n<p>Raporti jep numra hetimesh dhe akuzash, por nuk ka asnj\u00eb akuz\u00eb n\u00eb shkall\u00eb finale.<\/p>\n<p>Ka nj\u00eb problematik\u00eb serioze n\u00eb luft\u00ebn kund\u00ebr korrupsionit q\u00eb lidhet me prokurimet publike. Shqip\u00ebria ka r\u00ebn\u00eb me 11 vende n\u00eb luft\u00ebn kund\u00ebr korrupsionit.<\/p>\n<p>Tek \u00e7\u00ebshtja e prokurimeve publike dhe korrupsionit q\u00eb buron prej tyre, si\u00e7 lexohet n\u00eb \u00e7do raport t\u00eb SPAK, d\u00ebgjova edhe dje qeverin\u00eb q\u00eb pretendon se e ka marr\u00eb seriozisht k\u00ebt\u00eb \u00e7\u00ebshtje. Por ju jeni koshient\u00eb q\u00eb nga viti 2018 kapitulli i prokurimeve publike konsiderohet mesatarisht i p\u00ebrgatitur dhe sipas raporteve t\u00eb Komisionit Europian nuk ka asnj\u00eb p\u00ebrmir\u00ebsim.<\/p>\n<p>Komisioni Europian, n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrs\u00ebritur, ka ngritur shqet\u00ebsime specifike p\u00ebr AKSHI-n dhe teknologjin\u00eb e informacionit, si dhe p\u00ebr tenderat e zbuluar aty. N\u00eb fakt, \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb nd\u00ebrlidh krimin e organizuar me korrupsionin.<\/p>\n<p>I d\u00ebgjova shifrat tuaja dje, por t\u00eb dh\u00ebnat flasin ndryshe. N\u00eb Shqip\u00ebri, t\u00eb pakt\u00ebn 14% e procedurave t\u00eb prokurimeve publike kan\u00eb vet\u00ebm nj\u00eb ofertues. T\u00eb pakt\u00ebn 15% e procedurave zhvillohen pa publikim dhe mbi 60% e vler\u00ebs s\u00eb tenderave shkon tek pak kompani. P\u00ebr krahasim, Serbia ka 97.5% t\u00eb procedurave me gar\u00eb t\u00eb hapur.<\/p>\n<p>Raporti i fundit i SIGMA e p\u00ebrmend prokurimin publik si sektorin m\u00eb problematik. Nga ju nuk d\u00ebgjova asnj\u00eb fjal\u00eb p\u00ebr k\u00ebt\u00eb problem dhe asnj\u00eb angazhim p\u00ebr nj\u00eb reform\u00eb t\u00eb plot\u00eb.<\/p>\n<p>T\u00eb p\u00ebrafroni nj\u00eb ligj nuk do t\u00eb thot\u00eb t\u00eb b\u00ebni reform\u00eb t\u00eb plot\u00eb. Ka disa ligje q\u00eb kjo qeveri ka miratuar dhe p\u00ebr t\u00eb cilat un\u00eb kam ngritur shqet\u00ebsime, duke marr\u00eb edhe p\u00ebrgjigje nga delegacioni europian p\u00ebr t\u00eb pakt\u00ebn 10 ligje t\u00eb tilla, q\u00eb jan\u00eb n\u00eb shkelje t\u00eb Marr\u00ebveshjes s\u00eb Stabilizim-Asociimit dhe t\u00eb detyrimeve q\u00eb ju si qeveri keni marr\u00eb.<\/p>\n<p>K\u00ebtu dua t\u00eb ndalem tek ligji i porteve strategjike dhe t\u00eb citoj p\u00ebrgjigjen q\u00eb kam marr\u00eb: \u201cShqip\u00ebria nuk b\u00ebn m\u00eb p\u00ebrafrim legjislacioni\u201d.<\/p>\n<p>Ky komision duhet t\u00eb kishte sjell\u00eb p\u00ebr diskutim ligjin p\u00ebr p\u00ebrjashtimin e porteve p\u00ebr investitor\u00ebt strategjik\u00eb, ashtu si\u00e7 duhej t\u00eb sillte edhe ligjin p\u00ebr AKSHI-n p\u00ebr t\u00eb par\u00eb p\u00ebrputhshm\u00ebrin\u00eb me Bashkimin Europian.<\/p>\n<p>Nuk mund t\u00eb lejojm\u00eb n\u00eb k\u00ebt\u00eb moment l\u00ebvizje t\u00eb tilla, sikurse me ligjin e investimeve strategjike, ku pasurit\u00eb publike po u jepen strategjikisht pakic\u00ebs.<\/p>\n<p>Dua t\u00eb ndalem edhe tek mbrojtja e t\u00eb drejtave t\u00eb njeriut dhe GDPR. Ligji ekziston n\u00eb let\u00ebr, por nuk zbatohet. Komisioneri ka sjell\u00eb disa pika, por ende nuk kemi zbatueshm\u00ebrin\u00eb e tyre dhe kjo tregon sa larg \u00ebsht\u00eb cil\u00ebsia e ligjeve nga zbatimi i tyre.<\/p>\n<p>D\u00ebgjova zv.kryetarin e Kuvendit q\u00eb i b\u00ebri thirrje opozit\u00ebs t\u00eb mos hedh\u00eb balt\u00eb. N\u00eb fakt, ne si opozit\u00eb kemi ngritur nj\u00eb grup pune p\u00ebr paket\u00ebn e medias, me angazhim maksimal, duke marr\u00eb mbi vete edhe kosto politike. Mor\u00ebm p\u00ebrsip\u00ebr edhe dekriminalizimin e shpifjes, si\u00e7 e k\u00ebrkoi Komisioni Europian, por qeveria shkoi drejt nj\u00eb dekriminalizimi t\u00eb pjessh\u00ebm q\u00eb, sipas raporteve, nuk po zbatohet.<\/p>\n<p>Ne nuk jemi dekor. Angazhohemi p\u00ebr reforma serioze dhe angazhime t\u00eb plota. Por kur ju ecni n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme, kjo nuk \u00ebsht\u00eb m\u00eb n\u00eb dor\u00ebn ton\u00eb.<\/p>\n<p>Vazhdojm\u00eb me t\u00eb nj\u00ebjt\u00ebn logjik\u00eb: opozita si dekor. P\u00ebr shembull, me ndryshimet n\u00eb Kodin Penal ju that\u00eb se jan\u00eb t\u00eb pjesshme. Pse t\u00eb pjesshme? Nuk do t\u00eb ket\u00eb nj\u00eb diskutim t\u00eb plot\u00eb?<\/p>\n<p>That\u00eb gjithashtu se 8 paketa ligjore do t\u00eb debatohen n\u00eb Parlament. Por kur do t\u2019i m\u00ebsojm\u00eb ne si Parlament k\u00ebto? Kur do ta m\u00ebsojm\u00eb agjend\u00ebn legjislative europiane?<\/p>\n<p>Brenda dit\u00ebs kemi par\u00eb 40 deputet\u00eb t\u00eb mazhoranc\u00ebs t\u00eb firmosin ligje dhe t\u00eb na thuhet se jan\u00eb p\u00ebr integrimin. Ky proces k\u00ebrkon dy pal\u00eb dhe nuk b\u00ebhet dot me nj\u00eb pal\u00eb.<\/p>\n<p>Ju flisni p\u00ebr diskutim, por nuk diskutoni as me opozit\u00ebn dhe as me shoq\u00ebrin\u00eb civile. Kam rreth tre vite q\u00eb ju ftoj t\u00eb hapni procesin me t\u00eb gjitha pal\u00ebt, por ju i mbajt\u00ebt t\u00eb mbyllura n\u00eb sirtar pozicionet negociuese dhe detyrimet e nd\u00ebrmjetme.<\/p>\n<p>Sot po e diskutojm\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb k\u00ebt\u00eb tem\u00eb.
