Drafti i ri nuk e zgjidh k\u00ebt\u00eb problem juridik themelor, as kompensimin nuk e p\u00ebrfundoi, as pretendimet e ish-pronar\u00ebve nuk i adreson. Thjesht krijon kanal an\u00ebsor q\u00eb e anashkalon nenin 3 p\u00ebr nj\u00eb kategori bler\u00ebsish. Privatizimi i shmangur nga procedura e rregullt, i riem\u00ebrtuar si &#8220;investim i huaj&#8221;.<\/p>\n<p>P\u00ebr t&#8217;i dh\u00ebn\u00eb gjith\u00eb k\u00ebsaj pamjen e ligjit t\u00eb kujdessh\u00ebm, nenet 5,6 dhe 7 vendosin nj\u00eb raft t\u00eb t\u00ebr\u00eb kushtesh dhe detyrimi. Parakushtet para blerjes jan\u00eb problematike kur bien pas fitimit t\u00eb pron\u00ebsis\u00eb.
