N\u00eb k\u00ebt\u00eb forum u analizuan treguesit dhe perspektiva e biznesit si dhe u prezantuan rezultatet e edicionit t\u00eb 14 t\u00eb Indeksit t\u00eb Biznesit t\u00eb AmCham. Shqet\u00ebsimet kryesore t\u00eb identifikuara nga pjes\u00ebmarr\u00ebsit n\u00eb anket\u00eb p\u00ebr vitin 2025 e AmCham ishin: monopoli dhe konkurrenca e ndershme, burokracia qeveritare, klima e brendshme politike, ekonomia informale, disponueshm\u00ebria e stafit vendas t\u00eb kualifikuar dhe korrupsioni.<\/p>\n<p>Sip\u00ebrmarja private shqiptare n\u00eb konferenc\u00ebn e saj i ra kamban\u00ebs p\u00ebr munges\u00ebn e burimeve njer\u00ebzore t\u00eb kualifikuara. Bizneset e vler\u00ebsojn\u00eb t\u00eb v\u00ebshtir\u00eb dhe shum\u00eb t\u00eb v\u00ebshtir\u00eb gjetjen e forcave t\u00eb kualifikuara t\u00eb pun\u00ebs, si t\u00eb nivelit t\u00eb specialist\u00ebve ashtu edhe t\u00eb atij t\u00eb pun\u00ebtor\u00ebve.<\/p>\n<p>N\u00eb fakt ky nuk \u00ebsht\u00eb ndonj\u00eb lajm i ri. Ai \u00ebsht\u00eb parashtruar nga t\u00eb gjith\u00eb aktor\u00ebt e tregut t\u00eb pun\u00ebs. Dhe mbi t\u00eb gjitha raporti IBAR i KE, n\u00eb cdo kapitull t\u00eb tij, evidenton kapacitetet e pamjaftueshme profesionale t\u00eb kualifikuara si faktor i dyt\u00eb p\u00ebrcaktues p\u00ebr ecurin\u00eb e procesit t\u00eb integrimit t\u00eb vendit, pas faktorit par\u00ebsor politik &#8211; vullneti politik dhe mir\u00ebqeverisja.<\/p>\n<p>Kambana e burimeve njer\u00ebzore \u00ebsht\u00eb shum\u00eb e r\u00ebnd\u00eb. Ajo bie n\u00eb vitin 2026, nd\u00ebrkoh\u00eb q\u00eb n\u00eb tre dekadat e fundit \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb progres shum\u00eb i madh p\u00ebr zhvillimin e kapitalit nj\u00ebr\u00ebzor.<\/p>\n<p>N\u00ebse i referohemi Progamit p\u00ebr Zhvillim t\u00eb Kombeve t\u00eb Bashkuara (UNDP), p\u00ebrkat\u00ebsisht raportit t\u00eb zhvillimit t\u00eb kapitalit njer\u00ebzor (https:\/\/hdr.undp.org\/data-center\/documentation-and-downloads), do t\u00eb vem\u00eb re se Shqip\u00ebria ka sot nj\u00eb potencial t\u00eb mir\u00eb t\u00eb zhvillimit t\u00eb kapaciteteve njer\u00ebzore. Shqip\u00ebria klasifikohet aktualisht n\u00eb kategorin\u00eb e vendeve me nivel t\u00eb lart\u00eb t\u00eb zhvillimit t\u00eb kapaciteteve njer\u00ebzore, e em\u00ebrtuar ndryshe \u201cVery High Human Development\u201d, me nj\u00eb Index t\u00eb Zhvillimit t\u00eb Burimeve Njer\u00ebzore (HDI) mbi 0,800 (HDI &gt; 0,800). N\u00eb k\u00ebt\u00eb kategori klasifikohen edhe vendet e tjera t\u00eb Ballkanit krahas vendeve t\u00eb zhvilluara t\u00eb Europ\u00ebs, si dhe nj\u00eb ser\u00eb vendesh t\u00eb tjera. Shqip\u00ebria klasifikohet n\u00eb vendin e 71-t\u00eb me HDI 0,810, n\u00eb tre kat\u00ebr vendet e fundit t\u00eb k\u00ebtij grupi.<\/p>\n<p>Fundi i periudh\u00ebs s\u00eb diktatur\u00ebs e gjeti Shqip\u00ebrin\u00eb me nj\u00eb HDI shum\u00eb t\u00eb ul\u00ebt prej 0,60, edhe pse statistikat i \u201czbukuronte\u201d diktatura. Vitet e para t\u00eb tranzicionit u karakterizuan me tregues t\u00eb ul\u00ebt t\u00eb zhvillimit. Kriza e 1997 e zgjati agonin\u00eb. Vet\u00ebm pas vitit 2000 vendi filloi t\u00eb ngre kok\u00eb. N\u00eb vitin 2005 Shqip\u00ebria kishte HDI 0,72, kundrejt HDI mesatare t\u00eb VHHD prej 0,86. N\u00eb tet\u00eb vitet e qeverisjes s\u00eb PD, HDI e Shqip\u00ebris\u00eb u rrit me shpejt\u00ebsi (11,1%) dhe arriti n\u00eb 0,80, kundrejt HDI mesatare t\u00eb VHHD prej 0,90, duke ngushtuar duksh\u00ebm hendekun n\u00eb 0,1. Nd\u00ebrsa p\u00ebr 10 vitet e periudh\u00ebs pasuese t\u00eb qeverisjes Rama, 2013-2023, rritja e HDI u ngadal\u00ebsua duksh\u00ebm (vet\u00ebm 1,25 %) dhe arriti n\u00eb 2023 n\u00eb 0,810, kundrejt HDI mesatare t\u00eb VHHD prej 0,914.<\/p>\n<p>P\u00ebr t\u00eb kuptuar zhvillimin e kapitalit njer\u00ebzor duhet t\u2019i referohemi edhe indikator\u00ebve mbi baz\u00ebn e t\u00eb cil\u00ebve p\u00ebrllogaritet ky Indeks (HDI), sidomos atyre q\u00eb lidhen me arsiminose dijen n\u00eb t\u00ebr\u00ebsi (Knowledge). HDI bazohet n\u00eb kat\u00ebr indikator\u00eb kryesor\u00eb: Life expectancy at birth (LE -Jet\u00ebgjat\u00ebsia e Pritshme n\u00eb Lindje); Expected Years of Schooling (EYS- Numri i Viteve t\u00eb Pritshme t\u00eb Shkollimit); Mean Years of Schooling (MYS- numri i viteve mesatare t\u00eb shkollimit), dhe Gross national income per capita (GNI- T\u00eb ardhurat komb\u00ebtare bruto p\u00ebr frym\u00eb).<\/p>\n<p>Shqip\u00ebria u ngjit para 17 viteve n\u00eb grupin e vendeve me t\u00eb ardhura t\u00eb mesme t\u00eb larta. N\u00eb vitin 1991, kur Shqip\u00ebria doli nga periudha e err\u00ebt e diktatur\u00ebs, ishte vendi m\u00eb i varf\u00ebr i Europ\u00ebs, me nj\u00eb nivel shum\u00eb t\u00eb ul\u00ebt t\u00eb indeksit t\u00eb zhvillimit t\u00eb burimeve njer\u00ebzore n\u00ebt\u00eb gjith\u00ebindikator\u00ebt p\u00ebrb\u00ebr\u00ebs t\u00eb HDI. T\u00eb ardhurat p\u00ebr frym\u00eb ishin n\u00ebnt\u00ebher\u00eb m\u00eb t\u00eb ulta, krahasuar me vendet e VHHD, nd\u00ebrsa sot kjo diferenc\u00eb\u00ebsht\u00ebfatkeq\u00ebsisht akoma e madhe, tre her\u00eb m\u00eb e ul\u00ebt se vendet e kategoris\u00eb VHHD. Numri i viteve t\u00eb pritshme t\u00eb shkollimit (EYS) \u00ebsht\u00eb indikatori q\u00eb tregon numrin e pritsh\u00ebm t\u00eb shkollimit p\u00ebr nj\u00eb f\u00ebmij\u00eb 5-vjecar, i cili pret t\u00eb filloj\u00eb shkoll\u00ebn n\u00eb vitin tjet\u00ebr pas atij t\u00eb cilit i referohet statistika. EYS ishin n\u00eb 1992 vet\u00ebm 9,9 vite krahasuar me 13,77 vite n\u00eb vendet e kategoris\u00eb VHHD; n\u00eb tet\u00eb vitet e qeverisjes s\u00eb PD, 2005-2013, EYS u rrit me shpejt\u00ebsi dhe arriti n\u00eb 15.72 vite krahasuar me 16,17 vite n\u00eb vendet e VHHD, pra me nj\u00eb diferenc\u00eb t\u00eb ngusht\u00eb prej 0,45 vite. Por kjo diferenc\u00eb u rrit gati dy her\u00eb gjat\u00eb periudh\u00ebs s\u00eb qeverisjes socialiste, 2013-2023, sepse EYS u reduktua n\u00eb 14,51 vite, krahasuar me 16,38 vite p\u00ebr vendet e VHHD (diferenca u b\u00eb0,87 vite).<\/p>\n<p>Indikatori tjet\u00ebr MYS, q\u00eb tregon numrin e viteve mesatare t\u00eb shkollimit q\u00eb ka kryer nj\u00eb qytetar 25 vjec e lart, tregon t\u00eb nj\u00ebjtat prirje sikurse edhe EYS.N\u00eb 1992 Shqip\u00ebria kishte vitet mesatare t\u00eb shkollimit (MSY) 7,3 vite, kundrejt10,5 vite q\u00eb ishte mesatarja e vendeve t\u00eb kategoris\u00ebVHHD. N\u00eb vitin 2005 ky tregues ishte akoma 9,08 vite, kur mesatarja e vendeve t\u00eb VHHD ishte 11,37 vite. Brenda tet\u00eb viteve t\u00eb qeverisjes s\u00eb PD, MSY u rrit duksh\u00ebm dhe arriti n\u00eb10,03 vite n\u00eb vitin 2013, kur mesatarja e vendeve t\u00eb VHHD ishte 11,93 vite dhe diferenca u ngushtua n\u00eb 1,9 vite. N\u00eb dekad\u00ebn e qeverisjes socialiste 2013-2023 rritja e MSY u ngadal\u00ebsua dhe n\u00eb 2023 ishte10,18 vite, krahasuar me mesataren e VHHD 12,53 vite, pra nj\u00eb prapambetja s\u00ebrish u rrit n\u00eb 2,4 vite.<\/p>\n<p>Nga k\u00ebto statistika t\u00eb nj\u00eb burimi internacional referues p\u00ebr k\u00ebt\u00eb tem\u00eb, dhe t\u00eb cituara disi n\u00eb holl\u00ebsi, me q\u00ebllim q\u00eb edhe lexuesi t\u2019i vler\u00ebsoj vet\u00eb, konfirmohet ajo q\u00eb n\u00ebnvizuam m\u00eb lart: Shqip\u00ebria ka b\u00ebr\u00eb progres t\u00eb k\u00ebnaqsh\u00ebm n\u00eb treguesit, s\u00eb paku, sasior\u00eb t\u00eb zhvillimit t\u00eb kapitalit njer\u00ebzor. At\u00ebhere si shpjegohet q\u00eb vendi vuan r\u00ebnd\u00ebnga mang\u00ebsi n\u00eb kapacitete njer\u00ebzore t\u00eb kualifikuara? Ose m\u00ebthjesht, pse sot nuk kemi mjaftuesh\u00ebm burime njer\u00ebzore t\u00eb kualifikuara?<\/p>\n<p>Un\u00eb mendoj se shkaqet jan\u00eb t\u00eb shumta. Por, midis tyre, un\u00eb do t\u00eb vecoja largimin masiv 8brain drain) t\u00eb t\u00eb rinjve t\u00eb mir\u00ebshkolluar, menj\u00ebher\u00eb pas p\u00ebrfundimit t\u00eb shkoll\u00ebs s\u00eb mesme dhe pas studimeve universitare, largimit masiv t\u00eb t\u00eb rinjve profesionist\u00eb, si dhe shpopullimi n\u00eb t\u00ebr\u00ebsi. Ky grup i t\u00eb rinjve t\u00eb shkolluar t\u00eb larguar n\u00eb 10 vitet e fundit \u00ebsht\u00eb sot promotor i protest\u00ebs rinore. Ata i japin tonin asaj sepse ndihen t\u00eb d\u00ebbuar nga vendi i tyre. Qytetar\u00ebt d\u00ebgjojn\u00eb cdo dit\u00eb n\u00eb protest\u00eb djem dhe vajza t\u00eb talentuar, q\u00eb studiojn\u00eb n\u00eb universitete t\u00eb huaja prestigjioze dhe, fatmir\u00ebsisht, akoma nuk e kan\u00eb humbur endrr\u00ebn p\u00ebr t\u00eb jetuar dhe punuar dhe n\u00eb vendin e tyre. Shkollohen jasht\u00eb, d\u00ebshirojn\u00eb t\u00eb kthehen, por duket se askush nuk i do n\u00eb vendin e tyre, sepse nuk ka politika reale nxit\u00ebse p\u00ebr thithjen e k\u00ebtij kapitali t\u00eb jasht\u00ebzakonsh\u00ebm njer\u00ebzor t\u00eb mir\u00ebshkolluar, i cili, n\u00ebse do t\u00eb thithej, do t&#8217;i jepte nj\u00eb impuls t\u00eb fuqishm\u00ebm zhvillimit n\u00eb t\u00eb gjith\u00eb sektor\u00ebt e ekonomiko social\u00eb t\u00eb vendit.<\/p>\n<p>Nj\u00eb grup tjet\u00ebr shkaqeshp\u00ebr mang\u00ebsin\u00ebe burimeve njer\u00ebzore t\u00eb kualifikuara, jan\u00eb ato q\u00eb lidhen me uljen e vijimit t\u00eb arsimit t\u00eb mes\u00ebm (nga 2013 \u00ebsht\u00eb ulur afro 10%) dhe atij t\u00eb lart\u00eb (sidomos djemt\u00eb po e braktisin arsimin e lart\u00eb sepse emigrojn\u00eb). Dhe grupi tjet\u00ebr i shkaqeve \u00ebsht\u00eb ai q\u00eb lidhet me r\u00ebnien e theksuar t\u00eb cil\u00ebsis\u00eb n\u00eb t\u00eb gjith\u00eb nivelet e arsimit. Rezultatet e matur\u00ebs v\u00ebrtetojn\u00eb nj\u00eb rritje t\u00eb fiktivitetit nga viti n\u00eb vit. N\u00eb arsimin e detyruar fiktiviteti u konfirmua me r\u00ebnien drastike n\u00eb vler\u00ebsimin e testit PISA me 15-vjecar\u00ebt. Tani 15-vjecar\u00ebt e testit PISA 2022 jan\u00eb maturant\u00eb dhe t\u00eb shohim se cfar\u00eb rezultatesh do t\u00eb arrijn\u00eb n\u00eb matur\u00ebn 2026! Cil\u00ebsia e formimit t\u00eb student\u00ebve nuk po rritet. K\u00ebt\u00eb e deklarojn\u00eb cdo dit\u00eb vet\u00eb student\u00ebt q\u00ebflasin n\u00eb protest\u00eb. Kjo nuk ka t\u00eb b\u00ebj\u00eb vet\u00ebm me cil\u00ebsin\u00eb e ofert\u00ebs s\u00eb universiteteve, lidhjen me tregun e pun\u00ebs, por edhe tregun t\u00ebr\u00ebsisht t\u00eb deformuar t\u00eb pun\u00ebsimit, shum\u00eb larg kriterit t\u00eb meritokracis\u00eb. Student\u00ebt cil\u00ebsor\u00eb nuk vler\u00ebsohen. Sot n\u00eb rekrutimin n\u00eb sektorin publik nuk ka asnj\u00eb r\u00ebnd\u00ebsi se sa cil\u00ebsor \u00ebsht\u00eb studenti, por kriteret e tjera jan\u00eb vendimtare (p\u00ebrkat\u00ebsia partiake, pjes\u00ebmarja n\u00eb fushata, lidhjet nepotike, korrupsioni, etj). K\u00ebt\u00ebe deklaron cdo student q\u00eb merr fjal\u00ebn n\u00eb k\u00ebt\u00eb protest\u00eb. Esht\u00eb e v\u00ebshtir\u00eb t\u00eb gjesh ndonj\u00eb student q\u00eb ka besim n\u00eb procedurat e rekrutimit, jo vet\u00ebm n\u00eb sektorin public por edhe at\u00eb privat n\u00eb Shqip\u00ebri.<\/p>\n<p>Por lidhja me tregun e pun\u00ebs, si p\u00ebr arsimin e mes\u00ebm profesional dhe at\u00eb t\u00eb lart\u00eb, nuk \u00ebsht\u00eb ndonj\u00eb p\u00ebrpar\u00ebsi reale. Edhe biznesi akoma nuk e ka kuptuar plot\u00ebsisht rolin q\u00eb ai mund t\u00eb luaj\u00eb. Dje n\u00eb Forum askush nuk foli se cfar\u00eb po b\u00ebhet p\u00ebr komponentin e shkollimit cil\u00ebsor p\u00ebr p\u00ebrgatitjen e kapaciteteve profesionale t\u00eb kualifikuara dhe cfar\u00eb roli mund t\u00eb luajn\u00eb organizimet e sip\u00ebrmarjes. Pa u krijuar nj\u00eb raport i qendruesh\u00ebm midis shtetit, shkoll\u00ebs dhe biznesit, komponenti i lidhjes s\u00eb shkollimit t\u00eb mes\u00ebm e t\u00eb lart\u00eb professional do t\u00eb mbeten iniciativa t\u00eb izoluara, t\u00eb nxitura nga ndonj\u00eb projekt i huaj, dhe si t\u00eb till\u00eb ato shuhen, sapo projekti mbyllet.<\/p>\n<p>Investimi p\u00ebr arsimin \u00ebsht\u00eb faktori kyc p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb arsimit t\u00eb detyruar dhe atij t\u00eb mes\u00ebm. Nd\u00ebrsa investimi p\u00ebr k\u00ebrkimin shkencor \u00ebsht\u00eb p\u00ebrcaktues, jo vet\u00ebm p\u00ebr cil\u00ebsin\u00eb e arsimit t\u00eb lart\u00eb, por edhe p\u00ebr t\u00eb ardhmen e institucioneve t\u00eb arsimit t\u00eb lart\u00eb q\u00ebklasifikohen si universitete n\u00eb vendin ton\u00eb. Raporti IBAR n\u00ebnvizon se Shqip\u00ebria \u00ebsht\u00eb vendit q\u00eb investon shum\u00eb m\u00eb pak p\u00ebr arsimin dhe shkenc\u00ebn, krahasuar edhe me vendet e rajonit t\u00eb Ballkanit. Me k\u00ebt\u00eb investim kaq t\u00eb ul\u00ebt nuk duhet t\u00eb g\u00ebnjejm\u00eb veten se shkollat dhe universitetet tona mund t\u00eb prodhojn\u00eb cil\u00ebsi. P\u00ebr m\u00eb tep\u00ebr, maturant\u00ebt flasin vet\u00eb n\u00eb mikrofonin e protest\u00ebs dhe deklarojn\u00eb se me shum\u00eb zor gjejn\u00ebndonj\u00eb ofert\u00eb cil\u00ebsiore p\u00ebr t\u2019u shkolluar n\u00eb vendin e tyre. Ai universitet q\u00eb do t\u2019a kuptoj dhe do t\u00eb investoj p\u00ebr t\u00eb prodhuar cil\u00ebsi t\u00eb qendrueshme, do t\u00eb jet\u00eb ai q\u00eb do t\u00eb thith\u00eb student\u00ebt m\u00eb t\u00eb mir\u00eb. Injorimi, si nga qeveria ashtu edhe nga vet\u00eb institucionet e arsimit t\u00eb lart\u00eb, i k\u00ebrkesave t\u00eb grupit t\u00eb t\u00eb rinjve q\u00eb k\u00ebrkojn\u00eb arsim cil\u00ebsor po i largon ato nga vendi.<\/p>\n<p>Ky mund t\u00eb jet\u00eb nj\u00eb shans p\u00ebr universitete serioze jo publike, t\u00eb cil\u00ebt jan\u00eb t\u00eb gatsh\u00ebm t\u00eb investojn\u00eb p\u00ebr arsim t\u00eb lart\u00eb cil\u00ebsor t\u00eb krahasuesh\u00ebm me at\u00eb t\u00eb vendeve t\u00eb zhvilluara. Kjo k\u00ebrkon edhe nj\u00eb qasje t\u00eb re nga ana e shtetit, p\u00ebr t\u00eb diferencuar standartet e cil\u00ebsis\u00eb n\u00eb m\u00ebsimdhenie dhe k\u00ebrkim shkencor p\u00ebr ato universitet publike ose jo publike, t\u00eb cil\u00ebt jan\u00eb t\u00eb gatsh\u00ebm t\u00eb nd\u00ebrmarrin nj\u00eb reformim t\u00eb vertet\u00eb, t\u00eb investojn\u00eb n\u00eb burime njer\u00ebzore me kualifikime t\u00eb nivelit internacional dhe n\u00eb kapacitetet infrastrukturore, n\u00eb m\u00ebnyr\u00ebq\u00eb student\u00ebt t\u00eb jen\u00eb v\u00ebrtet\u00eb t\u00eb bindur se po shkollohen n\u00eb nj\u00eb nivel internacional, jo thjesht n\u00eb anglisht, por n\u00eb p\u00ebrmbajtje, aft\u00ebsi dhe kompetenca.<\/p>\n<p>Ndryshe IAL-t\u00eb tona do t\u2019i braktisin jo vet\u00ebm student\u00ebt m\u00eb t\u00eb mir\u00eb, por edhe ata mesatar. Ata q\u00eb do t\u00eb mbeten do t\u00eb jen\u00eb ata q\u00eb nuk e dijn\u00eb p\u00ebr cfar\u00eb studjojn\u00eb ose b\u00ebjn\u00eb sikur kryejn\u00eb studime universitare, t\u00eb cilat ndoshta nuk do tu hyjn\u00eb kurr\u00eb n\u00eb pun\u00eb. Me k\u00ebt\u00eb kategori student\u00ebsh \u00ebsht\u00eb vet\u00ebm nj\u00eb gj\u00eb e sigurt\u00eb: degradim i shpejt\u00eb i universitetit n\u00eb cdo aspekt t\u00eb veprimtaris\u00eb s\u00eb tij. Kambana bie p\u00ebr t\u2019u zgjuar. IAL-t\u00eb publike zgjohen kur t\u2019i dal\u00eb gjumi edhe shtetit.
