Kudo ku l\u00ebviz syri ndeshet me nj\u00eb kantier, me nj\u00eb rrug\u00eb t\u00eb hapur, me nj\u00eb shpat mali t\u00eb prer\u00eb, me nj\u00eb vin\u00e7 q\u00eb rrotullohet mbi nj\u00eb pallat banimi, me nj\u00eb bregdet q\u00eb humbet pak nga pak vij\u00ebn e vet natyrore, me nj\u00eb lagje q\u00eb nuk ngjan m\u00eb me at\u00eb q\u00eb ishte disa vite m\u00eb par\u00eb dhe me nj\u00eb ndjesi t\u00eb p\u00ebrgjithshme se vendi ndodhet n\u00eb nj\u00eb proces t\u00eb vazhduesh\u00ebm transformimi, aq t\u00eb shpejt\u00eb saq\u00eb shoq\u00ebria nuk arrin m\u00eb t\u00eb kuptoj\u00eb n\u00ebse po nd\u00ebrtohet di\u00e7ka apo po shkat\u00ebrrohet gjith\u00e7ka.<\/p>\n<p>Kjo \u00ebsht\u00eb ndoshta arsyeja pse peizazhi shqiptar t\u00eb krijon sot nj\u00eb ndjenj\u00eb t\u00eb \u00e7uditshme paqart\u00ebsie, sepse nuk \u00ebsht\u00eb e leht\u00eb t\u00eb dallosh kufirin midis zhvillimit dhe shkat\u00ebrrimit kur t\u00eb dy proceset ecin paralelisht dhe kur shpesh paraqiten si e nj\u00ebjta gj\u00eb. Nga nj\u00ebra an\u00eb ngrihen nd\u00ebrtesa t\u00eb reja, hapen tunele, zgjerohen rrug\u00eb dhe nd\u00ebrtohen komplekse t\u00eb t\u00ebra banimi, nd\u00ebrsa nga ana tjet\u00ebr humbin hap\u00ebsira publike, zhduken pjes\u00eb t\u00eb peizazhit, pak\u00ebsohen zonat e gjelbra dhe krijohet nj\u00eb ndjenj\u00eb e vazhdueshme ngjeshjeje, sikur vendi po b\u00ebhet gjithnj\u00eb e m\u00eb i ngusht\u00eb p\u00ebr njer\u00ebzit dhe gjithnj\u00eb e m\u00eb i gjer\u00eb p\u00ebr betonin.<\/p>\n<p>Disa dit\u00eb m\u00eb par\u00eb, duke kaluar p\u00ebrmes tunelit t\u00eb Llogaras\u00eb dhe duke dal\u00eb m\u00eb p\u00ebrball\u00eb bregdetit, ishte e pamundur t\u00eb mos v\u00ebrehej kontrasti midis natyr\u00ebs q\u00eb p\u00ebr shekuj kishte krijuar nj\u00eb ekuilib\u00ebr t\u00eb vetin dhe ritmit t\u00eb nd\u00ebrhyrjeve q\u00eb po ndodhin sot. N\u00eb hyrje t\u00eb Palas\u00ebs nuk t\u00eb bie m\u00eb n\u00eb sy deti, mali apo qet\u00ebsia q\u00eb e karakterizonte dikur at\u00eb pjes\u00eb t\u00eb bregdetit, por nj\u00eb pyll vin\u00e7ash, skela nd\u00ebrtimi, mjete t\u00eb r\u00ebnda dhe struktura q\u00eb ngrihen me nj\u00eb shpejt\u00ebsi t\u00eb till\u00eb sa t\u00eb krijojn\u00eb p\u00ebrshtypjen se dikush po p\u00ebrpiqet ta ndryshoj\u00eb p\u00ebrgjithmon\u00eb fizionomin\u00eb e atij vendi brenda nj\u00eb kohe sa m\u00eb t\u00eb shkurt\u00ebr. Nuk ishte thjesht nj\u00eb pamje nd\u00ebrtimi, sepse Shqip\u00ebria ka nevoj\u00eb t\u00eb nd\u00ebrtoj\u00eb si \u00e7do vend tjet\u00ebr, por ishte p\u00ebrmasa e fenomenit ajo q\u00eb t\u00eb krijonte ndjesin\u00eb e nj\u00eb disproporcioni t\u00eb madh midis asaj q\u00eb vendi \u00ebsht\u00eb dhe asaj q\u00eb po i k\u00ebrkohet t\u00eb b\u00ebhet.<\/p>\n<p>N\u00eb vende t\u00eb tjera t\u00eb bot\u00ebs, qytete si Doha, Dubai apo Hong Kongu jan\u00eb produkt i ekonomive gjigante, i qarkullimit t\u00eb kapitaleve nd\u00ebrkomb\u00ebtare dhe i historive t\u00eb gjata t\u00eb zhvillimit financiar. Shqip\u00ebria, nd\u00ebrkaq, mbetet nj\u00eb vend fare i vog\u00ebl, me prodhim fare modest, me emigrim masiv, me nj\u00eb industri t\u00eb dob\u00ebt dhe me nj\u00eb struktur\u00eb ekonomike q\u00eb v\u00ebshtir\u00eb se mund t\u00eb justifikoj\u00eb etjen e pafundme p\u00ebr nd\u00ebrtim q\u00eb shfaqet n\u00eb \u00e7do cep t\u00eb territorit. Pik\u00ebrisht k\u00ebtu lind pyetja q\u00eb shoq\u00ebria shqiptare ia b\u00ebn vetes prej koh\u00ebsh dhe q\u00eb nuk ka marr\u00eb ende nj\u00eb p\u00ebrgjigje bind\u00ebse: nga vijn\u00eb t\u00eb gjitha k\u00ebto para dhe pse kan\u00eb gjetur si streh\u00eb pothuajse ekskluzive betonin?<\/p>\n<p>N\u00eb k\u00ebt\u00eb pik\u00eb diskutimi nuk mbetet m\u00eb urbanistik, por b\u00ebhet politik, ekonomik dhe moral nj\u00ebkoh\u00ebsisht, sepse kur ritmi i nd\u00ebrtimit shk\u00ebputet nga ritmi normal i zhvillimit t\u00eb nj\u00eb shoq\u00ebrie, at\u00ebher\u00eb lind dyshimi se nuk kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb proces natyror. P\u00ebr vite me radh\u00eb n\u00eb Shqip\u00ebri \u00ebsht\u00eb folur p\u00ebr ekonomin\u00eb informale, p\u00ebr pastrimin e parave, p\u00ebr ndikimin e krimit t\u00eb organizuar dhe p\u00ebr dep\u00ebrtimin e kapitaleve t\u00eb err\u00ebta n\u00eb sektor\u00ebt m\u00eb fitimprur\u00ebs t\u00eb ekonomis\u00eb. K\u00ebto nuk jan\u00eb m\u00eb thjesht akuza politike q\u00eb artikulohen gjat\u00eb fushatave zgjedhore, por jan\u00eb b\u00ebr\u00eb pjes\u00eb e perceptimit t\u00eb p\u00ebrditsh\u00ebm t\u00eb nj\u00eb shoq\u00ebrie q\u00eb p\u00ebrpiqet t\u00eb kuptoj\u00eb arsyen e nj\u00eb transformimi kaq t\u00eb vrullsh\u00ebm dhe kaq t\u00eb shk\u00ebputur nga realiteti ekonomik dhe social q\u00eb ajo jeton.<\/p>\n<p>Ajo q\u00eb e b\u00ebn situat\u00ebn m\u00eb t\u00eb r\u00ebnd\u00eb nuk \u00ebsht\u00eb vet\u00ebm ndikimi q\u00eb k\u00ebto para mund t\u00eb ken\u00eb mbi ekonomin\u00eb, por ndikimi q\u00eb ato ushtrojn\u00eb mbi vet\u00eb konceptin e s\u00eb bukur\u00ebs. N\u00eb dukje gjith\u00e7ka paraqitet si p\u00ebrparim. Nd\u00ebrtesat jan\u00eb m\u00eb t\u00eb larta, fasadat m\u00eb moderne, rrug\u00ebt m\u00eb t\u00eb gjera dhe projektet m\u00eb ambicioze. Megjithat\u00eb, n\u00ebn k\u00ebt\u00eb sip\u00ebrfaqe fillon t\u00eb krijohet nj\u00eb boshll\u00ebk i madh shpirt\u00ebror, sepse bukuria e nj\u00eb vendi nuk matet vet\u00ebm me at\u00eb q\u00eb nd\u00ebrtohet, por edhe me at\u00eb q\u00eb ruhet. Nj\u00eb qytet nuk b\u00ebhet m\u00eb i bukur vet\u00ebm sepse shtohen kullat; ai b\u00ebhet m\u00eb i bukur kur ruan nj\u00eb ekuilib\u00ebr mes memories dhe s\u00eb ardhmes, mes natyr\u00ebs dhe nd\u00ebrhyrjes njer\u00ebzore, mes nevoj\u00ebs p\u00ebr zhvillim dhe nevoj\u00ebs p\u00ebr t\u00eb mbrojtur at\u00eb q\u00eb ekziston.<\/p>\n<p>N\u00eb lagjen ku jetoj n\u00eb Tiran\u00eb, pran\u00eb restorantit Gjeli, p\u00ebrjetimi i k\u00ebtij transformimi nuk vjen p\u00ebrmes statistikave apo raporteve, por p\u00ebrmes zhurm\u00ebs s\u00eb p\u00ebrditshme. Ajo fillon her\u00ebt n\u00eb m\u00ebngjes, vazhdon gjat\u00eb dit\u00ebs dhe shpesh dep\u00ebrton edhe n\u00eb or\u00ebt e vona, pes\u00eb hapa nga ballkoni im, kur njeriu k\u00ebrkon qet\u00ebsin\u00eb minimale t\u00eb nevojshme p\u00ebr t\u00eb jetuar. N\u00eb vendin ku dikur kishte hap\u00ebsir\u00eb dhe drit\u00eb, sot ngrihen struktura gjithnj\u00eb e m\u00eb t\u00eb larta. Po pse? Kush e k\u00ebrkoi dhe kush e diskutoi nevoj\u00ebn e tyre?! Ato nuk pyetin p\u00ebr ritmin e jet\u00ebs s\u00eb banor\u00ebve, p\u00ebr nevoj\u00ebn e tyre p\u00ebr aj\u00ebr, p\u00ebr qet\u00ebsi apo p\u00ebr nj\u00eb peizazh njer\u00ebzor. Ato ndjekin vet\u00ebm logjik\u00ebn e zgjerimit t\u00eb vazhduesh\u00ebm t\u00eb nj\u00eb mendjeje q\u00eb jeton n\u00eb nj\u00eb vrim\u00eb t\u00eb zez\u00eb, sikur vet\u00eb lart\u00ebsia t\u00eb ishte argument i mjaftuesh\u00ebm p\u00ebr t\u00eb justifikuar ekzistenc\u00ebn e tyre.<\/p>\n<p>K\u00ebshtu krijohet pak nga pak nj\u00eb Shqip\u00ebri e re, e cila shpesh duket sikur \u00ebsht\u00eb projektuar m\u00eb shum\u00eb p\u00ebr kapitalin sesa p\u00ebr qytetarin. Nj\u00eb Shqip\u00ebri ku vendimmarrja publike dhe interesi privat b\u00ebhen gjithnj\u00eb e m\u00eb t\u00eb v\u00ebshtira p\u00ebr t&#8217;u dalluar nga nj\u00ebra-tjetra; ku demokracia matet gjithnj\u00eb e m\u00eb pak me cil\u00ebsin\u00eb e institucioneve dhe gjithnj\u00eb e m\u00eb shum\u00eb me aft\u00ebsin\u00eb p\u00ebr t\u00eb prodhuar imazhe; ku peizazhi shnd\u00ebrrohet n\u00eb mall dhe ku vet\u00eb natyra trajtohet si nj\u00eb rezerv\u00eb e pashtershme p\u00ebr fitim.<\/p>\n<p>Por, problemi nuk q\u00ebndron vet\u00ebm te kullat, te resortet apo te projektet gjigante q\u00eb mbijn\u00eb n\u00eb \u00e7do pjes\u00eb t\u00eb territorit. Problemi q\u00ebndron te filozofia q\u00eb i ushqen ato, te bindja se \u00e7do hap\u00ebsir\u00eb bosh duhet mbushur, se \u00e7do kod\u00ebr duhet \u00e7pyll\u00ebzuar, se \u00e7do vij\u00eb bregdetare duhet nd\u00ebrtuar dhe se \u00e7do kufizim p\u00ebrb\u00ebn penges\u00eb p\u00ebr zhvillimin.
