{"id":148392,"date":"2026-07-15T08:29:01","date_gmt":"2026-07-15T08:29:01","guid":{"rendered":"https:\/\/rdnews.al\/?p=148392"},"modified":"2026-07-15T08:30:34","modified_gmt":"2026-07-15T08:30:34","slug":"auditoret-e-be-projektet-e-transportit-ne-shqiperi-te-ngadalta-dhe-te-pambikeqyrura","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2026\/07\/15\/auditoret-e-be-projektet-e-transportit-ne-shqiperi-te-ngadalta-dhe-te-pambikeqyrura\/","title":{"rendered":"Auditor\u00ebt e BE &#8220;nxijn\u00eb&#8221; Shqip\u00ebrin\u00eb: Projektet e transportit, t\u00eb ngadalta dhe t\u00eb pambik\u00ebqyrura"},"content":{"rendered":"<p>Shqip\u00ebria, s\u00eb bashku me vendet e tjera t\u00eb Ballkanit Per\u00ebndimor, rrezikon t\u00eb mos p\u00ebrfundoj\u00eb brenda vitit 2030 lidhjen e saj me rrjetin kryesor europian t\u00eb transportit, p\u00ebr shkak t\u00eb vonesave t\u00eb gjata n\u00eb zbatimin e projekteve, mang\u00ebsive n\u00eb p\u00ebrzgjedhjen e tyre dhe problemeve me mbik\u00ebqyrjen.<\/p>\n<p>Shqet\u00ebsimi vihet n\u00eb dukje n\u00eb nj\u00eb raport i ri i Gjykat\u00ebs Europiane t\u00eb Auditor\u00ebve, ECA, i cili vler\u00ebsoi se projektet e transportit n\u00eb rajon po p\u00ebrparojn\u00eb me ritme shum\u00eb m\u00eb t\u00eb ngadalta nga sa k\u00ebrkohet p\u00ebr p\u00ebrmbushjen e objektivave t\u00eb k\u00ebsaj dekade.<\/p>\n<p>Shqip\u00ebria \u00ebsht\u00eb nj\u00eb nga gjasht\u00eb p\u00ebrfitueset e Korniz\u00ebs s\u00eb investimeve n\u00eb Ballkanin Per\u00ebndimor, WBIF, s\u00eb bashku me Bosnj\u00eb-Hercegovin\u00ebn, Kosov\u00ebn, Malin e Zi, Maqedonin\u00eb e Veriut dhe Serbin\u00eb. P\u00ebrmes k\u00ebsaj platforme, Bashkimi Europian mb\u00ebshtet p\u00ebrgatitjen dhe financimin e projekteve strategjike n\u00eb transport, energji dhe sektor\u00eb t\u00eb tjer\u00eb.<\/p>\n<p>Nga viti 2015 deri n\u00eb mesin e vitit 2025, Komisioni Europian pagoi 527 milion\u00eb euro p\u00ebr projektet e transportit n\u00eb rajon, duke qen\u00eb kontribuuesi kryesor i WBIF-s\u00eb. Financimet synojn\u00eb t\u00eb zvog\u00eblojn\u00eb hendekun e infrastruktur\u00ebs s\u00eb Ballkanit Per\u00ebndimor dhe t\u00eb lidhin vendet e rajonit, p\u00ebrfshir\u00eb Shqip\u00ebrin\u00eb, me rrjetin kryesor europian t\u00eb transportit.<\/p>\n<p>Megjithat\u00eb, sipas auditor\u00ebve, dob\u00ebsit\u00eb n\u00eb p\u00ebrzgjedhjen e projekteve dhe mungesa e gatishm\u00ebris\u00eb p\u00ebr zbatim e tyre kan\u00eb sjell\u00eb vonesa t\u00eb konsiderueshme. Projektet e audituara nis\u00ebn mesatarisht 17 muaj m\u00eb von\u00eb nga sa ishte parashikuar, nd\u00ebrsa shum\u00eb prej tyre u p\u00ebrball\u00ebn gjat\u00eb zbatimit me vonesa q\u00eb kalonin dy vjet.<\/p>\n<p>Nj\u00eb projekt konsiderohet i gatsh\u00ebm p\u00ebr zbatim kur puna p\u00ebrgatitore \u00ebsht\u00eb p\u00ebrfunduar, dokumentacioni \u00ebsht\u00eb i p\u00ebrdit\u00ebsuar dhe \u00e7\u00ebshtjet teknike, financiare dhe administrative jan\u00eb zgjidhur. Sipas ECA-s, n\u00eb shum\u00eb raste financimi \u00ebsht\u00eb miratuar p\u00ebrpara se projektet t\u00eb kishin arritur k\u00ebt\u00eb faz\u00eb.<\/p>\n<p>\u201cSa i p\u00ebrket zgjerimit t\u00eb BE-s\u00eb, infrastruktura e zhvilluar mir\u00eb \u00ebsht\u00eb nj\u00eb hap drejt p\u00ebrmbushjes s\u00eb kritereve t\u00eb pranimit. Projektet e transportit t\u00eb Ballkanit Per\u00ebndimor po p\u00ebrparojn\u00eb shum\u00eb ngadal\u00eb p\u00ebr ta lidhur rajonin me BE-n\u00eb gjat\u00eb k\u00ebsaj dekade\u201d, tha Laima Andrikien\u0117, an\u00ebtare e ECA-s p\u00ebrgjegj\u00ebse p\u00ebr raportin.<\/p>\n<p>Ajo k\u00ebrkoi q\u00eb Komisioni Europian t\u00eb p\u00ebrmir\u00ebsoj\u00eb p\u00ebrzgjedhjen dhe monitorimin e projekteve, t\u00eb garantoj\u00eb q\u00ebndrueshm\u00ebrin\u00eb e investimeve dhe t\u00eb rris\u00eb dukshm\u00ebrin\u00eb e financimeve t\u00eb BE-s\u00eb n\u00eb rajon.<\/p>\n<p>Raporti evidenton se Komisioni Europian ka pasur mund\u00ebsi t\u00eb kufizuara p\u00ebr t\u00eb imponuar zbatimin n\u00eb koh\u00eb t\u00eb projekteve. Sipas auditor\u00ebve, mungojn\u00eb procedura t\u00eb efektshme p\u00ebr monitorimin e vonesave, nd\u00ebrsa nuk \u00ebsht\u00eb mbledhur informacion i plot\u00eb mbi nivelin e p\u00ebrfundimit t\u00eb korridoreve t\u00eb transportit ose mbi p\u00ebrputhjen e tyre me standardet europiane.<\/p>\n<p>Komisioni \u00ebsht\u00eb mb\u00ebshtetur kryesisht te institucionet financiare p\u00ebr mbik\u00ebqyrjen e projekteve, por n\u00eb disa raste kontrolli i tyre ka qen\u00eb i pamjaftuesh\u00ebm. Si rezultat, jan\u00eb kryer edhe pagesa q\u00eb nuk justifikoheshin plot\u00ebsisht nga progresi real i punimeve.<\/p>\n<p>Auditor\u00ebt konstatuan gjithashtu se disa grante t\u00eb \u00cbBIF-s\u00eb nuk kan\u00eb qen\u00eb vendimtare p\u00ebr realizimin e investimeve. N\u00eb raste t\u00eb caktuara, marr\u00ebveshjet e huas\u00eb ishin n\u00ebnshkruar p\u00ebrpara aplikimit p\u00ebr grant, \u00e7ka tregon se projekti do t\u00eb kishte vijuar edhe pa mb\u00ebshtetjen financiare t\u00eb BE-s\u00eb.<\/p>\n<p>P\u00ebr Shqip\u00ebrin\u00eb, k\u00ebto problematika jan\u00eb ve\u00e7an\u00ebrisht t\u00eb r\u00ebnd\u00ebsishme, pasi p\u00ebrmir\u00ebsimi i lidhjeve rrugore dhe hekurudhore me vendet e rajonit dhe me Bashkimin Europian \u00ebsht\u00eb pjes\u00eb e procesit t\u00eb integrimit dhe e p\u00ebrpjekjeve p\u00ebr t\u00eb rritur tregtin\u00eb, l\u00ebvizjen e qytetar\u00ebve dhe konkurrueshm\u00ebrin\u00eb e ekonomis\u00eb.<\/p>\n<p>Megjithat\u00eb, ritmi aktual i punimeve tregon se Shqip\u00ebria dhe pjesa tjet\u00ebr e rajonit nuk jan\u00eb n\u00eb rrug\u00ebn e duhur p\u00ebr t\u00eb p\u00ebrmbushur deri n\u00eb vitin 2030 t\u00eb gjitha standardet e k\u00ebrkuara t\u00eb rrjetit kryesor europian t\u00eb transportit.\/ Monitor<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shqip\u00ebria, s\u00eb bashku me vendet e tjera t\u00eb Ballkanit Per\u00ebndimor, rrezikon t\u00eb mos p\u00ebrfundoj\u00eb brenda vitit 2030 lidhjen e saj me rrjetin kryesor europian t\u00eb transportit, p\u00ebr shkak t\u00eb vonesave t\u00eb gjata n\u00eb zbatimin e projekteve, mang\u00ebsive n\u00eb p\u00ebrzgjedhjen e tyre dhe problemeve me mbik\u00ebqyrjen.
