Seanca plenare e or\u00ebs 15:00 u njoftua n\u00eb ora 10:00 n\u00eb kund\u00ebrshtim me nenin 75, pika 2 t\u00eb kushtetut\u00ebs dhe nenin 27\/1, pika 3 t\u00eb rregullores s\u00eb kuvendit (rendi i dit\u00ebs duhet t\u00eb njoftohet jo m\u00eb von\u00eb se 2 dit\u00eb p\u00ebrpara seanc\u00ebs plenare).<\/p>\n<p>2. Vendimi p\u00ebr shqyrtimin me procedur\u00eb t\u00eb p\u00ebrshpejtuar t\u00eb projektligjit p\u00ebr ratifikimin e marr\u00ebveshjes s\u00eb huas\u00eb dhe miratimi i tij u krye n\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb n\u00eb kund\u00ebrshtim me nenin 83, pika 2 t\u00eb kushtetut\u00ebs dhe nenin 28, pika 4 t\u00eb rregullores s\u00eb kuvendit (shqyrtimi dhe miratimi nuk mund t\u00eb b\u00ebhen pa kaluar t\u00eb pakt\u00ebn nj\u00eb jav\u00eb).<\/p>\n<p>3. Deputet\u00ebve nuk iu dha mund\u00ebsia t\u00eb njihen me tekstin e marr\u00ebveshjes dhe relacionin shoq\u00ebrues n\u00eb kund\u00ebrshtim me nenin 75, pika 2 t\u00eb kushtetut\u00ebs dhe nenin 69, pika 2 t\u00eb rregullores s\u00eb kuvendit (kryetari i kuvendit urdh\u00ebron menj\u00ebher\u00eb shp\u00ebrndarjen e projektligjeve dhe relacionit shoq\u00ebrues).<\/p>\n<p>4. Deputet\u00ebve nuk iu dha mund\u00ebsia t\u00eb njihen me raportin q\u00eb p\u00ebrligj shpenzimet financiare n\u00eb kund\u00ebrshtim me nenin 82, pika 1 t\u00eb kushtetut\u00ebs dhe nenin 68, pika 2 t\u00eb rregullores s\u00eb kuvendit (\u00e7do projektligj me karakter financiar, duhet t\u00eb shoq\u00ebrohet me raportin q\u00eb p\u00ebrligj shpenzimet financiare).<\/p>\n<p>5.
