{"id":16122,"date":"2022-06-27T11:24:46","date_gmt":"2022-06-27T11:24:46","guid":{"rendered":"https:\/\/rdnews.al\/?p=16122"},"modified":"2022-06-27T11:24:46","modified_gmt":"2022-06-27T11:24:46","slug":"be-nderton-rruget-me-kosto-shume-here-me-te-lire-se-ne-shqiperi-shembujt-e-cekise-dhe-letonise","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2022\/06\/27\/be-nderton-rruget-me-kosto-shume-here-me-te-lire-se-ne-shqiperi-shembujt-e-cekise-dhe-letonise\/","title":{"rendered":"BE nd\u00ebrton rrug\u00ebt me kosto shum\u00eb her\u00eb m\u00eb t\u00eb lir\u00eb se n\u00eb Shqip\u00ebri, shembujt e \u00c7ekis\u00eb dhe Letonis\u00eb"},"content":{"rendered":"<p>Shqip\u00ebria ka kostot t\u00eb ul\u00ebta t\u00eb fuqis\u00eb pun\u00ebtore dhe t\u00eb tjerat n\u00eb krahasim me mesataren e BE-s\u00eb, por vlerat e larta me t\u00eb cilat kryhen investimet publike jan\u00eb disa her\u00eb m\u00eb t\u00eb larta se n\u00eb k\u00ebto vende.<\/p>\n<p>Kjo \u00ebsht\u00eb m\u00eb dukshme n\u00eb kontratat koncesionare me Partneritet Publik-Privat (PPP), nj\u00eb form\u00eb q\u00eb tashm\u00eb aplikohet edhe n\u00eb Europ\u00eb p\u00ebr t\u00eb nd\u00ebrtuar objekte t\u00eb infrastruktur\u00ebs, ku shteti dhe privati angazhohen s\u00eb bashku p\u00ebr t\u00eb p\u00ebrfunduar investime me r\u00ebnd\u00ebsi strategjike.<\/p>\n<p>Banka Europiane e Investimeve publikoi s\u00eb fundmi nj\u00eb raport p\u00ebrmbledh\u00ebs p\u00ebr ecurin\u00eb e kontratave koncensionare n\u00eb Europ\u00eb me 2021, duke evidentuar dy kontrata t\u00eb reja me PPP n\u00eb sektorin e transportit n\u00eb nd\u00ebrtim autostradash q\u00eb nis\u00ebn zbatimin vitin e kaluar.<\/p>\n<p>Nj\u00ebra nga kontratat PPP q\u00eb nisi zbatimin vitin e kaluar isht\u00eb n\u00eb \u00c7eki. Qeveria \u00c7eke n\u00ebnshkroi nj\u00eb kontrat\u00eb PPP me kompanin\u00eb DIVA p\u00ebr nd\u00ebrtimin 32 kilometra autostrad\u00eb t\u00eb re dhe mir\u00ebmbajtjen ne total t\u00eb 50 kilometrave (aksi i ri plus ai ekzistues) p\u00ebr nj\u00eb periudhe 28 vje\u00e7are, me nj\u00eb vler\u00eb totale 530 milion\u00eb euro. Kontrata PPP n\u00eb \u00c7eki ka p\u00ebr objekt financimi dhe mir\u00ebmbajtje e Autostrad\u00ebn D4 n\u00eb Seksionin H\u00e1je \u2013 Mirotice dhe mir\u00ebmbajtjen e seksioneve ekzistuese Skalka \u2013 H\u00e1je dhe Mirotice \u2013 Kra\u0161ovice.<\/p>\n<p>Projekti p\u00ebrfshin nd\u00ebrtimin e nj\u00eb seksioni t\u00eb ri 32 km t\u00eb autostrad\u00ebs D4 dhe menaxhimin dhe mir\u00ebmbajtjen e 17 km t\u00eb seksioneve ekzistuese p\u00ebr nj\u00eb periudh\u00eb prej 28 vjet\u00ebsh, ku kat\u00ebr vite zgjat periudha e nd\u00ebrtimit. Sipas kontrat\u00ebs, Republika \u00c7eke do t\u00eb filloj\u00eb t\u00eb shlyej\u00eb autostrad\u00ebn pas p\u00ebrfundimit t\u00eb saj dhe do t\u00eb marr\u00eb p\u00ebrsip\u00ebr mir\u00ebmbajtjen dhe funksionimin pas 25 vitesh.<\/p>\n<p>Projekti i dyt\u00eb \u00ebsht\u00eb nd\u00ebrtimi i \u201cKekava Bypass\u201d n\u00eb Letoni. Sipas t\u00eb dh\u00ebnave nga Banka Europiane e Invetsimeve, bypass-i i Kekav\u00ebs \u00ebsht\u00eb projekti i par\u00eb i Partneritetit Publik-Privat (PPP) n\u00eb Letoni, i cili p\u00ebrfshin projektimin, nd\u00ebrtimin dhe mir\u00ebmbajtjen e nj\u00eb bypass-i pjes\u00eb e Rrjetit t\u00eb Transportit Trans-Evropian (TEN-T) dhe Via Baltica.<\/p>\n<p>Projekti PPP \u201cBypass i Kekav\u00ebs\u201d ka nj\u00eb gjat\u00ebsi totale 17.5 km. Kosto e nd\u00ebrtimit t\u00eb k\u00ebsaj pjes\u00eb \u00ebsht\u00eb rreth 100 milion\u00eb euro dhe e gjith\u00eb kosto e kontrat\u00ebs koncensionare p\u00ebr 20 vjet mir\u00ebmbajtje \u00ebsht\u00eb 250 milion\u00eb euro.<\/p>\n<p>Dy shembujt e fundit nga Europa tregojn\u00eb se kostot jan\u00eb shum\u00eb her\u00eb m\u00eb t\u00eb lira se projektet shqiptare. Psh qeveria shqiptare p\u00ebr nd\u00ebrtimin e Rrug\u00ebs s\u00eb Arbrit 50 kilometra me gj\u00ebr\u00ebsi jo m\u00eb shum\u00eb se 6 met\u00ebr ka v\u00ebn\u00eb nj\u00eb shum\u00eb n\u00eb dispozicion 54 miliard\u00eb lek\u00eb (480 milion\u00eb euro) sipas projektbuxhetit t\u00eb vitit 2022. Nd\u00ebrkoh\u00eb q\u00eb kontrata shqiptare parashikon kostot e mir\u00ebmbajtjes vet\u00ebm p\u00ebr 13 vite. Nd\u00ebrkoh\u00eb, kostot totale t\u00eb rrug\u00ebs jan\u00eb ende t\u00eb paqarta p\u00ebr shkak se nuk ka p\u00ebrfunduar vepra kryesore e rrug\u00ebs Tuneli i Murrizit.<\/p>\n<p>Nd\u00ebrsa projekti m\u00eb i fundit p\u00ebr koncesionin PPP Thumanw -Kashar rreth 20 kilometra, q\u00eb tashm\u00eb ka hyr\u00eb n\u00eb fuqi, parashikon t\u00eb ardhura p\u00ebr koncensionarin n\u00eb vler\u00ebn 1,56 miliard\u00eb euro ku p\u00ebrfshihet edhe mir\u00ebmbajtja p\u00ebr 35 vite.<\/p>\n<p>Financimi do t\u00eb b\u00ebhet nga fondet e kompanis\u00eb konceisonare Gener 2, por vlera e kontrat\u00ebs do t\u00eb ndikoj\u00eb tek tarifat e p\u00ebrdoruesve, pasi financimi i k\u00ebsaj PPP do t\u00eb b\u00ebhet nga qytetar\u00ebt q\u00eb do t\u00eb p\u00ebrdorin rrug\u00ebn.
