Ky organ, i cili tek ne korespondon me Kontrollin e Lart\u00eb t\u00eb Shtetit, konkludoi se impakti i BE n\u00eb reformat e gjyq\u00ebsorit dhe konsolidimin e shtetit ligjor kishte qen\u00eb minimal. Kjo kryesisht sepse mungon vullneti politik i qeverive ballkanase. K\u00ebt\u00eb t\u00eb fundit ne duhet t&#8217;a mbajm\u00eb mir\u00eb parasysh pasi, n\u00eb p\u00ebrputhje me parimin e p\u00ebrgjegj\u00ebsis\u00eb individuale e kolektive, nuk duhet t\u00eb qahemi p\u00ebr t\u00eb huajt, ofiqar\u00ebt e Brukselit n\u00eb k\u00ebt\u00eb rast, p\u00ebr problemet q\u00eb i hapim vetes.<\/p>\n<p>Por raporti gjithashtu konkludon se mjetet e metodat e Komisionit Europian kishin qen\u00eb t\u00eb pasuksesshme; kjo sepse Brukseli nuk kishte zbatuar kondicionalitetin (kishte vijuar financimin edhe kur institucionet n\u00eb Ballkan nuk kishin dashur t\u00eb p\u00ebrmbushin kushtet e v\u00ebna), rezultatet e projekteve nuk ishin verifikuar me rigorozitet, ishin marr\u00eb t\u00eb mir\u00ebqena t\u00eb dh\u00ebnat zyrtare, nuk ishin konsultuar mjaftuesh\u00ebm aktor\u00ebt e pavarur e shoq\u00ebria civile (me ndonj\u00eb p\u00ebrjashtim pozitiv) e t\u00eb tjera si k\u00ebto.<\/p>\n<p>Problemet haseshin nj\u00eblloj si n\u00eb shtetet q\u00eb nuk kishin \u00e7elur negociatat e an\u00ebtar\u00ebsimit (Shqip\u00ebri, Maqedoni e Veriut, Kosov\u00eb, Bosnje-Hercegovin\u00eb) ashtu edhe n\u00eb ato q\u00eb negociojn\u00eb prej nj\u00eb dekade (Mali i Zi, Serbia). N\u00eb Shqip\u00ebri raporti konstaton p\u00ebr shembull se reforma n\u00eb drejt\u00ebsi po ec\u00ebn mir\u00eb (sipas Komisionit Europian) por publiku po humbet besimin tek ajo dhe se problemet e shkaktuara jan\u00eb akute sipas v\u00ebzhguesve t\u00eb pavarur (f. 39-40). Gjithashtu numri i tenderave pa gar\u00eb \u00ebsht\u00eb ulur n\u00eb vitet e fundit (sipas qeveris\u00eb) nd\u00ebrsa sipas biznesit dhe ekspert\u00ebve \u00ebsht\u00eb zhytur n\u00eb korrupsion (f. 37) e t\u00eb tjera si k\u00ebto.<\/p>\n<p>Auditor\u00ebt europian\u00eb konfirmojn\u00eb k\u00ebshtu se kritikat e ketyre viteve n\u00eb Tiran\u00eb, Beograd e gjetk\u00eb n\u00eb rajon p\u00ebr &#8220;raporte t\u00eb sheqerosura t\u00eb Komisionit Europian&#8221; nuk ishin pa baz\u00eb; n\u00eb rastin e Shqip\u00ebris\u00eb konkluzionet nga Luksemburgu u japin t\u00eb drejt\u00eb atyre shteteve an\u00ebtar\u00eb q\u00eb vun\u00eb kushte<\/p>\n<p>specifike si dhe eurodeputet\u00ebve t\u00eb cil\u00ebt me realiz\u00ebm insistonin se disa kushte nuk ishin p\u00ebrmbushur. Sa m\u00eb lart uroj t\u00eb nxis\u00eb reflektime mbi raportin thelb\/fasad\u00eb tek ata q\u00eb bubullinin p\u00ebr \u00e7eljen e negociatave, mbi dobin\u00eb e impaktin e k\u00ebtij pro\u00e7esi si dhe p\u00ebr rishikimin e tij.<\/p>\n<p>Q\u00ebllimi i k\u00ebtij sh\u00ebnimi nuk \u00ebsht\u00eb shpjegimi i plot\u00eb i raportit t\u00eb Gjykat\u00ebs s\u00eb Llogarive. P\u00ebr k\u00ebt\u00eb nevojiten m\u00eb shum\u00eb analiza t\u00eb detajuara.<\/p>\n<p>Ky raport publik i nj\u00eb institucioni t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb Bashkimit Europian me p\u00ebrmbajtjen kritike t\u00eb tij do t\u00eb diskutohet n\u00eb Komisionin e Parlamentin Europian si dhe mes shteteve an\u00ebtare (le t\u00eb shpresojm\u00eb se ky proces do t\u00eb p\u00ebmir\u00ebsoj\u00eb politikat e zgjerimit dhe mbi t\u00eb gjitha impaktin pozitiv t\u00eb tyre ndaj shtetit ligjor n\u00eb viset tona).<\/p>\n<p>Por p\u00ebrtej tem\u00ebs ton\u00eb ky shembull d\u00ebften se n\u00eb nj\u00eb sistem politik t\u00eb hapur e demokratik problemet nuk mund t\u00eb fshihen gjat\u00eb, gabimet her\u00ebt a von\u00eb zbulohen dhe p\u00ebrmes nj\u00eb procesi institucional korrigjimi \u00ebsht\u00eb i mundsh\u00ebm.<\/p>\n<p>Le t\u00eb marrim dy shembuj nga ShBA: Mossuksesi n\u00eb Afganistan pas 20 vitesh prezence ushtarake nuk duhet t\u00eb vinte si surprize. Kush do t\u00eb kishte lexuar raportet e Inspektorit t\u00eb Posac\u00ebm p\u00ebr Afganistanin (SIGAR) i mandatuar nga Kongresi, do t\u00eb kishte kuptuar me koh\u00eb se pun\u00ebt po shkonin keq e do t\u00eb p\u00ebrfundonin edhe m\u00eb keq. Miliarda dollar\u00eb t\u00eb dh\u00ebn\u00eb pa kriter do frynin pamas\u00eb korrupsionin e qeveris\u00eb afgane, do e diskreditonin at\u00eb, e do t\u00eb rrisnin p\u00ebrkrahjen p\u00ebr taliban\u00ebt asketik\u00eb. Se si p\u00ebrfundoi kjo tashm\u00eb \u00ebsht\u00eb histori. Por demokracia e hapur e sistemi checks and ballance t\u00eb jep mund\u00ebsin\u00eb t\u00eb njoh\u00ebsh problemet e t\u00eb tentosh zgjidhjen e tyre. Por nuk p\u00ebrjashtohet gabimi p\u00ebrmes mosveprimeve apo edhe veprimeve t\u00eb paduhura.<\/p>\n<p>N\u00eb sh\u00ebnime t\u00eb m\u00ebparshme un\u00eb kam qortuar mbrojtjen publike t\u00eb Sajmir Tahirit nga ambasadori amerikan n\u00eb kulmin e operacionit megakanabist n\u00eb 2016, pranimin e Tahirit n\u00eb Sht\u00ebpin\u00eb e Bardh\u00eb si an\u00ebtar i nj\u00eb delegacioni qeveritar me Ram\u00ebn n\u00eb krye n\u00eb prill t\u00eb po k\u00ebtij viti dhe sulmin e k\u00ebtij ambasadori ndaj gjyq\u00ebsorit kur m\u00eb n\u00eb fund, n\u00eb vjesht\u00eb 2017, guxuan t\u00eb fillojn\u00eb procedimin penal kund\u00ebr ish ministrit. Ajo q\u00eb duhet shtuar k\u00ebtu \u00ebsht\u00eb n\u00eb t\u00eb t\u00ebra seancat e procesit gjyq\u00ebsor Tahiri ishte i pranish\u00ebm nj\u00eb zyrtar i ambasad\u00ebs amerikane. Shenj\u00eb e njohur kjo e interesimit p\u00ebr nj\u00eb drejt\u00ebsi q\u00eb nuk epet para bandit\u00ebve. Pas d\u00ebnimit t\u00eb but\u00eb t\u00eb ish ministrit ambasada shprehu zhg\u00ebnjim p\u00ebrmes nj\u00eb deklarate p\u00ebr shtyp. Edhe n\u00eb k\u00ebt\u00eb rast, megjith\u00ebse nuk kemi raporte publike q\u00eb nxit\u00ebn ripozicionimin e diplomacis\u00eb amerikane, shohim se korrigjimi i gabimit ndodhi.<\/p>\n<p>N\u00eb rrethanat e p\u00ebrhapjes s\u00eb populizmit e t\u00eb fanatizmit gjith\u00ebfar\u00eb lloj\u00ebsh n\u00eb ato pak shoq\u00ebri t\u00eb lira n\u00eb glob, por edhe t\u00eb forcimit t\u00eb modelit autokratik duke filluar me Kin\u00ebn e Rusin\u00eb, \u00ebsht\u00eb me vend t\u00eb kujtojm\u00eb avantazhet, ose m\u00eb mir\u00eb superioritetin, e demokracis\u00eb liberale. Shembujt e m\u00ebsip\u00ebrm d\u00ebshmojn\u00eb konkretisht se liria e mendimit dhe e shprehjes, ndarja e pushteteve dhe pavar\u00ebsia institucionale, q\u00eb t\u00eb gjitha elemente qendror\u00eb t\u00eb demokracis\u00eb liberale, mund\u00ebsojn\u00eb identifikimin e problemeve e gabimeve, debatin e hapur p\u00ebr to si dhe hapin rrug\u00ebt zyrtare t\u00eb korrigjimit e rikalibrimit.<\/p>\n<p>Prandaj \u00ebsht\u00eb e drejt\u00eb q\u00eb t&#8217;i shohim k\u00ebto shembuj edhe si apologji p\u00ebr demokracin\u00eb liberale.
