Pik\u00ebrisht munges\u00ebn e mjek\u00ebve dhe profesionist\u00ebve t\u00eb tjer\u00eb me arsim t\u00eb lart\u00eb, jo vet\u00ebm n\u00eb zoant rurale por edhe n\u00eb rrethe. Nuk u dhan\u00eb statistika p\u00ebr profesionet e tjera t\u00eb sh\u00ebndet\u00ebsis\u00eb, p\u00ebr t\u00eb cil\u00ebt situata \u00ebsht\u00eb ndoshta pak m\u00eb e mir\u00eb. Por, n\u00eb k\u00ebto diskutime, nuk u hoq kapaku i tenxheres plot\u00ebsisht, sepse deputet\u00ebt nuk diskutuan p\u00ebr munges\u00ebn e profesionist\u00ebve t\u00eb tjer\u00eb n\u00eb k\u00ebt\u00eb \u201eShqip\u00ebrin\u00eb tjet\u00ebr ose Shqip\u00ebrin\u00eb e harruar\u201c &#8211; rrethet m\u00eb t\u00eb varf\u00ebra dhe zonat rurale! Por deputet\u00ebt e dijn\u00eb mir\u00eb situat\u00ebn reale shum\u00eb d\u00ebshp\u00ebruese. Po m\u00ebsues m\u00eb arsim p\u00ebrkat\u00ebs kan\u00eb gjimnazet e rretheve t\u00eb varf\u00ebra, pa folur pastaj p\u00ebr shkollat e bashkuara dhe shkollat 9-vjecare n\u00eb zon\u00ebn rurale? Po inxhinier\u00eb, urbanist\u00eb, specialist\u00eb t\u00eb IT, specialist\u00eb t\u00eb bujq\u00ebsis\u00eb, blegtoris\u00eb, ushqimit, dhe profesionist\u00eb t\u00eb tjer\u00eb t\u00eb nevojsh\u00ebm kan\u00eb nj\u00ebsit\u00eb administrative t\u00eb bashkive t\u00eb rretheve t\u00eb varf\u00ebra?<\/p>\n<p>Diskutimi i k\u00ebtij projektligji t\u00eb panevojsh\u00ebm p\u00ebr kusht\u00ebzimin e mb\u00ebshtetjes s\u00eb studimeve n\u00eb mjek\u00ebsi me parat\u00eb e taksave t\u00eb prind\u00ebrve t\u00eb vet student\u00ebve, pati t\u00eb pakt\u00ebn nj\u00eb kontribut shum\u00eb pozitiv publik: shoq\u00ebria jon\u00eb kuptoi q\u00eb Shqip\u00ebria e v\u00ebrtet\u00eb nuk \u00ebsht\u00eb vet\u00ebm Tirana! Ajo \u00ebsht\u00eb jo vet\u00ebm shum\u00eb m\u00eb e varf\u00ebr, gati e harruar, por po vuan, cdo vit e m\u00eb shum\u00eb, nga mungesa jo vet\u00ebm e mjek\u00ebve por edhe e m\u00ebsuesve t\u00eb kualifikuar, inxhinier\u00ebve, urbanist\u00ebve, gjeolog\u00ebve, specialist\u00ebve t\u00eb IT, specialist\u00ebve t\u00eb bujq\u00ebsis\u00eb, blegtoris\u00eb, ushqimit dhe profesionist\u00ebve t\u00eb tjer\u00eb. Pra kriza e mjek\u00ebve \u00ebsht\u00eb vet\u00ebm kambana e par\u00eb q\u00eb u d\u00ebgjua! Kambanat e tjera kan\u00eb r\u00ebn\u00eb por nuk i ka d\u00ebgjuar njeri.<\/p>\n<p>Kjo situat\u00eb ishte e pritshme, Ajo lidhet sigurisht me emigrimin masiv t\u00eb t\u00eb rinjve, madje menj\u00ebher\u00eb pas p\u00ebrfundimit t\u00eb arsimit 9-vjecar. Nj\u00eb fakt shum\u00eb i thjesht; Shqip\u00ebria kishte n\u00eb 2013, 39600 nx\u00ebn\u00ebs n\u00eb klas\u00ebn e tret\u00eb fillore. Ata jan\u00eb maturant\u00ebt e Matur\u00ebs 2023. Por ishin vet\u00ebm 27300 maturant\u00eb! Pra 12000 nx\u00ebn\u00ebs t\u00eb tjer\u00eb nuk kishin vazhduar arsimin e mes\u00ebm, sepse, ndoshta pjesa m\u00eb e madhe kan\u00eb emigruar, nd\u00ebrsa pjesa tjet\u00ebr nuk ka vijuar arsimin e mes\u00ebm. Pra brenda nj\u00eb dekade largohet nga arsimi i mes\u00ebm rreth 30% e nj\u00eb grupmoshe!<\/p>\n<p>Por p\u00ebrvec emigrimit shkaku tjet\u00ebr kryesor \u00ebsht\u00eb cil\u00ebsia e ul\u00ebt e shkollave n\u00eb zonat m\u00eb t\u00eb varf\u00ebra t\u00eb vendit. Ky hendek \u00ebsht\u00eb shum\u00eb i madh. Sipas nj\u00eb raporti t\u00eb Bank\u00ebs Boterore (2020), nx\u00ebn\u00ebsit e k\u00ebtyre zonave kan\u00eb nj\u00eb nivel formimi prej gati 2 vite shkollimi n\u00eb krahasim me nx\u00ebn\u00ebsit e Tiran\u00ebs (PISA 2108 e kishte p\u00ebrcaktuar k\u00ebt\u00eb hendek 1,5 vite shkollore, q\u00eb u rrit nga pandemia n\u00eb 2 vite). Do t\u00eb thot\u00eb q\u00eb nx\u00ebn\u00ebsit e klas\u00ebs s\u00eb 9-t\u00eb t\u00eb rretheve t\u00eb varf\u00ebra dhe zonave rurale kan\u00eb nivel shkollimi t\u00eb krahasuesh\u00ebm me at\u00eb nx\u00ebn\u00ebsit t\u00eb klas\u00ebs 7-t\u00eb t\u00eb shkollave t\u00eb Tiran\u00ebs. Ky hendek trash\u00ebgohet edhe n\u00eb arsimin e mes\u00ebm. Sipas raportit vjetor t\u00eb Matur\u00ebs shtet\u00ebrore 2022, shkollat e mesme t\u00eb rretheve t\u00eb varf\u00ebra dhe zonave rurale t\u00eb vendit ton\u00eb kan\u00eb mesatare deri 1 not\u00eb m\u00eb t\u00eb ul\u00ebt se sa ajo n\u00eb shkall\u00eb vendi, pa folur p\u00ebr shkollat e mesme t\u00eb Tiran\u00ebs. Kjo do t\u00eb thot\u00eb se, n\u00eb shkollat e mesme t\u00eb k\u00ebtyre zonave shum\u00eb rrall\u00eb gjenden maturant\u00eb me not\u00eb mesatare t\u00eb p\u00ebrgjithshme t\u00eb Matur\u00ebs mbi 8. K\u00ebtu p\u00ebrjashtohen rastet fiktive t\u00eb kopjeve masive n\u00eb provimet e Matur\u00ebs sic ndodhi vjet n\u00eb disa 2 -3 rrethe t\u00eb larg\u00ebta n\u00eb provime.<\/p>\n<p>Kjo cil\u00ebsi e ul\u00ebt e shkollave 9-vjecare dhe t\u00eb mesme n\u00eb rrethet e varf\u00ebra dhe n\u00eb zonat rurale \u00ebsht\u00eb nj\u00eb diskrimin real p\u00ebr f\u00ebmij\u00ebt dhe t\u00eb rinjt\u00eb e k\u00ebyre zonave, i cili con n\u00eb pasoja kaskad\u00eb, jo vet\u00ebm p\u00ebr vet\u00eb t\u00eb rinjt\u00eb, por edhe p\u00ebr zhvillimin e k\u00ebtyre zonave n\u00eb t\u00eb gjith\u00eb sektor\u00ebt. Nx\u00ebn\u00ebsit e k\u00ebtyre zonave u privuan sistematikisht, p\u00ebr k\u00ebto dy dekada, nga e drejta p\u00ebr t\u00eb vazhduar studimet universitare n\u00eb mjek\u00ebsi dhe sigurisht q\u00eb jan\u00eb diplomuar shum\u00eb pak mjek\u00eb nga k\u00ebto zona. P\u00ebr m\u00eb tep\u00ebr, jo pak prej mjek\u00ebve t\u00eb diplomuar nuk jan\u00eb kthyer n\u00eb zonat nga vijn\u00eb, duke gjetur mund\u00ebsi pun\u00ebsimi n\u00eb Tiran\u00eb-Durr\u00ebs, ose duke braktisur profesionin. Nga ana tjet\u00ebr, shum\u00eb nga maturant\u00ebt e k\u00ebtyre zonave, q\u00eb kishin rezultate mesatare ose mbimesatare dhe d\u00ebshir\u00eb p\u00ebr t\u00eb vijuar studimet universitare, ishin n\u00eb pamund\u00ebsi ekonomike, sepse familjet e tyre nuk mund t\u2018i financonin p\u00ebr t\u00eb p\u00ebrballuar koston e jetes\u00ebs p\u00ebr t\u00eb vijuar studimet universitare larg familjes, sidomos n\u00eb Tiran\u00eb.<\/p>\n<p>Kriteri i merit\u00ebs n\u00eb pranimin e student\u00ebve n\u00eb deg\u00ebt\/programet m\u00eb t\u00eb preferuara \u00ebsht\u00eb plot\u00ebsisht ligjitim. Por ky kriter nuk mb\u00ebshtetet n\u00eb kushte t\u00eb barabarta t\u00eb nx\u00ebn\u00ebsve t\u00eb shkollave t\u00eb mesme publike. Shteti nuk arrin t\u00eb siguroj cil\u00ebsi n\u00eb shkollat publike t\u00eb mesme t\u00eb rretheve t\u00eb varf\u00ebra dhe t\u00eb zonave rurale dhe pastaj, p\u00ebr fajin e tij, d\u00ebnon maturan\u00ebt e k\u00ebtyre shkollave. Shteti tregon indiferenc\u00eb deri n\u00eb arroganc\u00eb, se pse maturant\u00ebt e viktimizuar nga shkollat e dob\u00ebta t\u00eb vet shtetit nuk arrijn\u00eb kriterin e mesatares! Akoma m\u00eb keq. Vet\u00eb qeveria p\u00ebrpunon opinionin publik me nj\u00eb frym\u00eb diskriminuese ndaj maturant\u00ebve t\u00eb k\u00ebtyre zonave deri n\u00eb at\u00eb shkall\u00eb, sa q\u00eb shpesh, madje edhe n\u00eb media, d\u00ebgjon paradokse \u201cedhe k\u00ebta maturant\u00ebt e fshatrave deshkan t\u00eb studjojn\u00eb mjek\u00ebsi, m\u00ebsuesi, inxhinieri, informatik\u00eb, ekonomiks, financ\u00eb, etj\u201d! A thua se k\u00ebta jan\u00eb indigen\u00eb apo qytetar\u00eb t\u00eb dor\u00ebs s\u00eb dyt\u00eb n\u00eb Atdheun e tyre! Fatkeq\u00ebsisht, qeveria justifikohej se e drejta p\u00ebr arsim t\u00eb lart\u00eb u sigurohet edhe maturant\u00ebve t\u00eb k\u00ebtyre zonave, sepse ata mund t\u00eb ndjekin studime psotsekondare 2-vjecare. Tani po shkaktoka habi t\u00eb madhe q\u00eb nuk paska mjek\u00eb, m\u00ebsues t\u00eb kualifikuar dhe profesionist\u00eb t\u00eb tjer\u00eb jo vet\u00ebm n\u00eb zonat rurale, por edhe qytetet e larg\u00ebta. Vendimi i fundit i qeveris\u00eb p\u00ebr programet prioritare \u00ebsht\u00eb nj\u00eb korigjim i politik\u00ebs diskriminuese p\u00ebr maturant\u00ebt e k\u00ebtyre zonave dhe nj\u00eb hap pozitiv edhe pse shum\u00eb i vonuar.<\/p>\n<p>Ka ardhur koha p\u00ebr politika reale antidiskriminuese p\u00ebr zonat m\u00eb t\u00eb varf\u00ebra t\u00eb vendit, pra p\u00ebr at\u00eb Shqip\u00ebrin\u00eb tjet\u00ebr ose Shqip\u00ebrin\u00eb e harruar. Dhe kjo fillon me rritjen e cil\u00ebsis\u00eb s\u00eb arsimit t\u00eb detyruar dhe atij t\u00eb mes\u00ebm n\u00eb k\u00ebto zona. Kjo k\u00ebrkon investime reale p\u00ebr m\u00ebsues t\u00eb kualifikuar dhe infrastrukur\u00ebn e shkollave.<\/p>\n<p>Por cfar\u00eb duhet b\u00ebr\u00eb me gjimnazist\u00ebt e k\u00ebtyre shkollave t\u00eb mesme t\u00eb zonave t\u00eb varf\u00ebra dhe t\u00eb zonave rurale? Do t\u00eb q\u00ebndrojm\u00eb akoma indiferent? Do vazhdojm\u00eb t\u2019i privojm\u00eb ata nga e drejta p\u00ebr t\u00eb konkuruar n\u00eb deg\u00ebt e preferuara si mjek\u00ebsia?<\/p>\n<p>Mendoj se ka ardhur koha, madje q\u00eb k\u00ebt\u00eb vit, p\u00ebr t\u00eb organizuar nj\u00eb Vit Parap\u00ebrgatitor p\u00ebr studimet universitare (t\u00eb modelit Studienkolleg q\u00eb p\u00ebrdorin disa vende p\u00ebr student\u00ebt e huaj) p\u00ebr maturant\u00ebt e rretheve m\u00eb t\u00eb varf\u00ebra dhe zonave rurale t\u00eb vendit. Mendoj se MAS, n\u00eb bashk\u00ebpunim me Drejtorit\u00eb\/Zyrat Arsimore t\u00eb rretheve dhe me universitetet rajonale, duhet t\u00eb indentifikojn\u00eb maturant\u00ebt me not\u00eb mesatare t\u00eb caktuar, p.sh. rreth 8, dhe t\u2019u afrojn\u00eb atyre nj\u00eb Vit parap\u00ebrgatitor t\u00eb tipit Studienkolleg, ku maturant\u00ebt zhvillojn\u00eb nj\u00eb progam p\u00ebrforces n\u00eb 5-6 l\u00ebnd\u00eb dhe n\u00eb fund zhvillojn\u00eb nj\u00eb provim t\u00eb dyt\u00eb t\u00eb Matur\u00ebs. Ky vit parap\u00ebrgatitor do t\u00eb conte n\u00eb rritjen e nivelit t\u00eb p\u00ebrgatitjes s\u00eb maturant\u00ebve t\u00eb k\u00ebtyre zonave, n\u00eb m\u00ebnyr\u00eb q\u00eb ata t\u00eb kishin mund\u00ebsi t\u00eb konkurojn\u00eb me sukses edhe p\u00ebr deg\u00ebt me kritere shum\u00eb m\u00eb t\u00eb larta sic jan\u00eb mjeksia dhe rreth 10 deg\u00eb t\u00eb tjera. Ky vit parap\u00ebrgatitor duhet t\u00eb zhvillohet pran\u00eb universiteteve rajonale dhe maturant\u00ebt. K\u00ebt\u00eb p\u00ebrvoj\u00eb e ka aplikuar Qeveria e par\u00eb e PD n\u00eb 1992-96.<\/p>\n<p>Nj\u00eb nd\u00ebrhyrje tjet\u00ebr imediate, sipas mendimit tim, \u00ebsht\u00eb Harta e re e gjimnazeve, p\u00ebrmes s\u00eb cil\u00ebs p\u00ebrq\u00ebndrohen shkollat e mesme n\u00eb qytete dhe nj\u00ebsi administrative t\u00eb m\u00ebdha t\u00eb bashkive. P\u00ebr k\u00ebt\u00eb duhet investim serioz p\u00ebr kualifikimin e vazhduar t\u00eb m\u00ebsuesve, krijimin e infrastruktur\u00ebs bashk\u00ebkohore m\u00ebsimore n\u00eb shkollat e mesme, transportin e nx\u00ebn\u00ebsve, dhe, sipas rastit, edhe t\u00eb konvikteve p\u00ebr nx\u00ebn\u00ebsit e zonave t\u00eb larg\u00ebta. N\u00eb fakt, gjimnazet n\u00eb qendrat e nj\u00ebsive administrative dhe n\u00eb shumic\u00ebn e qyteteve t\u00eb vendit, jan\u00eb gjys\u00ebm t\u00eb zbrazura, pra kan\u00eb kapacitete t\u00eb lira n\u00eb hap\u00ebsira. Madje, edhe m\u00ebsues mbi num\u00ebr dhe me ngarkes\u00eb m\u00eb t\u00eb ul\u00ebt. Shumica e shkollave t\u00eb qyteteve dhe qendrave t\u00eb nj\u00ebsive administrative jan\u00eb nd\u00ebrtuar t\u00eb reja ose rikonstrukturuar n\u00eb 20 vitet e fundit. N\u00eb shkall\u00eb vendit, vet\u00ebm 50 gjimnaze kan\u00eb m\u00eb shum\u00eb se 500 nx\u00ebn\u00ebs dhe ato i p\u00ebrkasin qyteteve t\u00eb Tiran\u00ebs, Kamz\u00ebs, Durr\u00ebsit, Shkodr\u00ebs, Lezh\u00ebs, Elbasanit, Korc\u00ebs, Lushnjes, Fierit dhe Vlor\u00ebs.<\/p>\n<p>Pra kapacitetet p\u00ebr nj\u00eb hart\u00eb t\u00eb re t\u00eb gjimnazeve ekzistojn\u00eb. P\u00ebr k\u00ebt\u00eb nuk duhet ndonj\u00eb p\u00ebrcaktim n\u00eb ligj, sepse zgjidhet vet\u00ebm me nj\u00eb vendim t\u00eb K\u00ebshillit t\u00eb Ministrave. Por duhet vullnet politik. Harta e re e gjimnazeve \u00ebsht\u00eb nj\u00eb reform\u00eb e v\u00ebrtet\u00eb. P\u00ebr implementimin e saj duhet nj\u00eb bashk\u00ebpunim i ngusht\u00eb me prind\u00ebrit, nj\u00eb konsensus i gj\u00ebr\u00eb politik, si dhe nj\u00eb bashk\u00ebpunim i ngusht\u00eb midis MAS dhe bashkive. Banor\u00ebt e zona rurale jan\u00eb t\u00eb bindur p\u00ebr cil\u00ebsin\u00eb e ul\u00ebt t\u00eb shkollave t\u00eb mesme t\u00eb bashkuara dhe pasojat q\u00eb vuajn\u00eb f\u00ebmij\u00ebt e tyre prej tyre dhe jam i sigurt\u00eb se ata do t\u2019a mir\u00ebpresin nj\u00eb hart\u00eb t\u00eb re t\u00eb gjimnazeve. Megjithat\u00eb duhet diskutuar me banor\u00ebt e k\u00ebtyre zonave p\u00ebr t\u00eb gjith\u00eb aspektet e zbatimit t\u00eb Hart\u00ebs s\u00eb re t\u00eb gjimnazeve, sigurimin e m\u00ebsuesve me kualifikim p\u00ebr gjimnazin, transportin e nx\u00ebn\u00ebsve dhe kostot e tij si dhe vendosjen n\u00eb konvikte t\u00eb nx\u00ebn\u00ebsve t\u00eb zonave m\u00eb t\u00eb thella. Reforma t\u00eb tilla jan\u00eb nd\u00ebrmarr\u00eb edhe n\u00eb vende t\u00eb tjera, t\u00eb cilat jan\u00eb p\u00ebrjetuar zbrazjen e zonave m\u00eb t\u00eb varf\u00ebra, sidomos atyre rurale. Duhen studjuar p\u00ebrvojat e vendeve me madh\u00ebsi t\u00eb krahasueshme me vendin ton\u00eb si Sllovenia, Estonia, Kroacia n\u00eb rajonizimin e shkollave t\u00eb mesme.<\/p>\n<p>Harta e re e gjimnazeve do t\u00eb ishte zgjidhja e nevojshme afatgjat\u00eb p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb arsimit t\u00eb mes\u00ebm n\u00eb zonat rurale dhe zonat m\u00eb pak t\u00eb banuara t\u00eb vendit, si dhe p\u00ebr zbutjen e diferenc\u00ebs s\u00eb madhe n\u00eb cil\u00ebsi t\u00eb k\u00ebtyre shkollave krahasuar me ato t\u00eb qyteteve kryesore t\u00eb vendit, e cila \u00ebsht\u00eb, ndoshta, sfida m\u00eb e madhe aktuale p\u00ebr arsimin ton\u00eb t\u00eb mes\u00ebm.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga\u00a0Myqerem TAFAJ Diskutimi mbi projektligjin p\u00ebr student\u00ebt e mjeksis\u00eb nxorri n\u00eb shesh nj\u00eb problem real, t\u00eb cilin qeveria nuk parap\u00eblqente t\u2019a diskutonte publikisht.
