Sipas t\u00eb dh\u00ebnave t\u00eb bashkis\u00eb, 2500 familje vazhdojn\u00eb t\u00eb figurojn\u00eb ende n\u00eb list\u00ebn e atyre q\u00eb trajtohen me bonus qiraje, pasi banesat e tyre nuk jan\u00eb rikthyer n\u00eb gjendje t\u00eb banueshme. Por prej muajsh pagesat e bonusit jan\u00eb bllokuar.<\/p>\n<p>\u201cN\u00eb mars t\u00eb vitit 2023, k\u00ebto 2500 familje jan\u00eb trajtuar p\u00ebr her\u00eb t\u00eb fundit me bonus qiraje dhe m\u00eb pas nuk \u00ebsht\u00eb b\u00ebr\u00eb shp\u00ebrndarje,\u201d tha Bashkia e Durr\u00ebsit n\u00eb nj\u00eb p\u00ebrgjigje p\u00ebr BIRN.<\/p>\n<p><strong>N\u00eb pritje t\u00eb bonusit<\/strong><\/p>\n<p>Q\u00eb pas t\u00ebrmetit, familjar\u00ebt jan\u00eb p\u00ebrballur me vonesa n\u00eb shp\u00ebrndarjen e bonusit t\u00eb qiras\u00eb, por k\u00ebt\u00eb her\u00eb pritja ka kaluar \u00e7do limit.<\/p>\n<p>\u201c\u00c7do dit\u00eb shkoj tek zyra e bashkis\u00eb, pyes tek informacioni mos ka kaluar bonusi, edhe sot isha atje, por hi\u00e7, asgj\u00eb,\u201d tha Zani.<\/p>\n<p>Bashkia u justifikua se pagesat e bonusit ishin nd\u00ebrprer\u00eb p\u00ebr shkak se fondet nuk i ishin v\u00ebn\u00eb n\u00eb dispozicion nga qeveria qendrore.<\/p>\n<p>\u201cBashkia Durr\u00ebs i ka k\u00ebrkuar fonde p\u00ebr subvencionimin e qiras\u00eb p\u00ebr familjet e prekura nga t\u00ebrmeti Ministris\u00eb s\u00eb Financave dhe Ekonomis\u00eb me shkres\u00ebn 30\/4 dat\u00eb 18.07.2023 dhe nuk ka marr\u00eb asnj\u00eb p\u00ebrgjigje mbi vazhdimin e l\u00ebvrimit t\u00eb fondeve,\u201d deklaroi Bashkia.<\/p>\n<p>Moskalimi i bonusit t\u00eb qiras\u00eb ka krijuar v\u00ebshtir\u00ebsi ekonomike pa fund p\u00ebr familjet e prekura nga t\u00ebrmeti. Mjaft prej tyre, n\u00eb pamund\u00ebsi p\u00ebr t\u00eb p\u00ebrballuar qirat\u00eb pa ndihm\u00ebn e bonusit, jan\u00eb rikthyer t\u00eb jetojn\u00eb n\u00eb pallatet e pariparuara, ose q\u00eb jan\u00eb duke u riparuar.<\/p>\n<p>N\u00eb lagjen me num\u00ebr 17 t\u00eb Durr\u00ebsit, n\u00eb pallatin e ndodhur n\u00eb af\u00ebrsi t\u00eb azilit t\u00eb t\u00eb moshuarve, pallati i d\u00ebmtuar me shkall\u00eb d\u00ebmtimi DS2, vazhdon t\u00eb jet\u00eb nj\u00ebsoj si n\u00eb dit\u00ebn e par\u00eb pas t\u00ebrmetit. Muret n\u00eb sheshpushimet e pallatit jan\u00eb t\u00eb d\u00ebmtuara, n\u00eb disa vende tullat duksh\u00ebm mungojn\u00eb dhe pjes\u00eb t\u00eb tjera jan\u00eb t\u00eb zhveshura nga suvaja.<\/p>\n<p>Fadil Kalo\u00e7i, banor i k\u00ebtij pallati \u00ebsht\u00eb kthyer t\u00eb jetoj\u00eb aty edhe pse nuk e fsheh frik\u00ebn ve\u00e7an\u00ebrisht n\u00eb dit\u00eb me mot t\u00eb trazuar me er\u00eb dhe shi.<\/p>\n<p>\u201cPo shikojeni vet\u00eb. Asgj\u00eb nuk \u00ebsht\u00eb b\u00ebr\u00eb nga jasht\u00eb. Kemi frik\u00eb dhe nga era, mos shk\u00ebputet ndonj\u00eb tull\u00eb nga katet e d\u00ebmtuara m\u00eb shum\u00eb dhe na merr jet\u00ebn, por \u00e7\u2019t\u00eb b\u00ebjm\u00eb, k\u00ebta nuk thon\u00eb asgj\u00eb se kur do t\u00eb b\u00ebjn\u00eb riparimet e pallatit,\u201d tha Kalo\u00e7i.<\/p>\n<p>Pavar\u00ebsisht rrezikut, burri q\u00eb jeton n\u00eb nj\u00eb nga apartamentet e pallatit me kat\u00ebr familjar\u00ebt e tij, nuk \u00ebsht\u00eb zhg\u00ebnjyer me vendimin p\u00ebr t\u2019u rikthyer n\u00eb sht\u00ebpin\u00eb e tij.<\/p>\n<p>\u201cBonusi nj\u00eb muaj jepej tre, kat\u00ebr jo. Por, s\u2019kemi mund\u00ebsi q\u00eb t\u00eb b\u00ebjm\u00eb asgj\u00eb, se nuk na ka ngelur asgj\u00eb. Mblodh\u00ebm ca lek\u00eb dhe b\u00ebm\u00eb nj\u00eb der\u00eb hekuri n\u00eb katin e par\u00eb q\u00eb t\u00eb shp\u00ebtonim pla\u00e7kat se kabujt, sahatet i vodh\u00ebn t\u00eb gjitha\u201d, ankohet Zani.<\/p>\n<p><strong>Kat\u00ebr vjet pa plan e projekt<\/strong><\/p>\n<p>Shum\u00eb pallate t\u00eb d\u00ebmtuara nga t\u00ebrmeti i kat\u00ebr viteve m\u00eb par\u00eb kan\u00eb mbetur jasht\u00eb planeve dhe projekteve t\u00eb bashkis\u00eb p\u00ebr riparim, p\u00ebr t\u00eb cilat bashkia e qytetit bregdetar tha se mbetet n\u00eb pritje t\u00eb fondeve p\u00ebr projektim.<\/p>\n<p>Sipas Bashkis\u00eb, 83 pallate me shkall\u00eb d\u00ebmi DS4 jan\u00eb n\u00eb pritje t\u00eb fondeve p\u00ebr projektimin, nd\u00ebrsa 6 objekte t\u00eb tjera DS4 mbeten n\u00eb pritje t\u00eb financimit p\u00ebr riforcimin e strukturave. N\u00eb proces rikonstruksioni, sipas Bashkis\u00eb s\u00eb Durr\u00ebsit jan\u00eb 73 pallate t\u00eb vler\u00ebsuara si DS4 dhe 101 sht\u00ebpi individuale me t\u00eb nj\u00ebjt\u00ebn shkall\u00eb d\u00ebmi.<\/p>\n<p>N\u00eb lagjen me num\u00ebr 18 t\u00eb qytetit, n\u00eb nj\u00eb pallat n\u00ebnt\u00eb kat\u00ebsh klasifikuar me d\u00ebme DS4, punimet e riparimit kan\u00eb nj\u00eb vit q\u00eb kan\u00eb nisur, por ende nuk kan\u00eb p\u00ebrfunduar. 15 familje jan\u00eb rikthyer n\u00eb pallatin me num\u00ebr 19\/659 dhe pse pallati \u00ebsht\u00eb ende nj\u00eb kantier nd\u00ebrtimi.<\/p>\n<p>\u201cPallati nisi t\u00eb riparohej, por ve\u00e7 skelave dhe punimeve n\u00eb tre katet e para, asgj\u00eb nuk po shihet. Problematike jan\u00eb sidomos objektet e p\u00ebrcaktuara nga aktekspertiza e thelluar me shkall\u00eb d\u00ebmi DS4, me d\u00ebmtim n\u00eb mbi 2\/3 e sip\u00ebrfaqes s\u00eb nd\u00ebrtimit ose q\u00eb kan\u00eb p\u00ebsuar d\u00ebmtime t\u00eb r\u00ebnda strukturore.
