{"id":65525,"date":"2023-12-04T17:52:42","date_gmt":"2023-12-04T17:52:42","guid":{"rendered":"https:\/\/rdnews.al\/?p=65525"},"modified":"2023-12-04T17:52:42","modified_gmt":"2023-12-04T17:52:42","slug":"dervishi-gjate-ketyre-11-viteve-te-qeverisjes-socialiste-nuk-kemi-asnje-projekt-ne-infrastrukture","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2023\/12\/04\/dervishi-gjate-ketyre-11-viteve-te-qeverisjes-socialiste-nuk-kemi-asnje-projekt-ne-infrastrukture\/","title":{"rendered":"Dervishi: Gjat\u00eb k\u00ebtyre 11 viteve t\u00eb qeverisjes socialiste nuk kemi asnj\u00eb projekt n\u00eb infrastruktur\u00eb"},"content":{"rendered":"<p>PROJEKT-BUXHETI 2024\/ FJALA E DREJTUESIT T\u00cb DEPARTAMENTIT T\u00cb INFRASTRUKTUR\u00cbS DHE TRANSPORTIT, BESNIK DERVISHI<\/p>\n<p>T\u00eb nderuar pjes\u00ebmarr\u00ebs,<\/p>\n<p>I nderuar Kryetar i Partis\u00eb Demokratike Doktor Berisha,<\/p>\n<ul>\n<li>Buxheti i vitit 2024 p\u00ebrsa i p\u00ebrket sektorit t\u00eb Infrastruktur\u00ebs dhe Transportit \u00ebsht\u00eb i pamjaftuesh\u00ebm dhe i keq shp\u00ebrndar\u00eb dhe si rrjedhoj\u00eb nuk sjell asnj\u00eb p\u00ebrmir\u00ebsim n\u00eb jet\u00ebn e qytetar\u00ebve dhe rritjen e ekonomis\u00eb s\u00eb vendit.<\/li>\n<li>Megjith\u00ebse n\u00eb totalin e tij buxheti i vitit 2024 \u00ebsht\u00eb me i madh se viti paraardh\u00ebs, buxheti p\u00ebr sektorin e Infrastruktur\u00ebs dhe Transportit \u00ebsht\u00eb m\u00eb ivog\u00ebl se nj\u00eb vit m\u00eb par\u00eb.<\/li>\n<li>Planifikimi i k\u00ebtij viti p\u00ebr sektorin e Infrastruktur\u00ebs e Transportit \u00ebsht\u00eb rreth 600 milion\u00eb euro, 88milion\u00eb Euro m\u00eb pak se vitiparardh\u00ebs, ose 14 % m\u00eb pak.<\/li>\n<\/ul>\n<p>N\u00eb nj\u00eb koh\u00eb kur nevoja p\u00ebr p\u00ebrmir\u00ebsimin dhe plot\u00ebsimin e infrastruktur\u00ebs se transportit rrugor,hekurudhor,detar, ajror,si dhe at\u00eb t\u00eb furnizimit me uj\u00eb dhe kanalizimeve rritet nga dita n\u00eb dit\u00eb, qeveria ka pak\u00ebsuar fondet e k\u00ebtij sektori.<\/p>\n<p>Po le t\u2019i shohim z\u00ebrat e k\u00ebtij buxheti nj\u00eb nga nj\u00eb.<\/p>\n<p><strong>*TRANSPORTI RRUGOR*:<\/strong><\/p>\n<p>\u2013 Jan\u00eb planifikuar rreth 200 milion\u00eb euro.<\/p>\n<p>100 m\u00eb pak nga viti i shkuar, q\u00eb do t\u00eb thot\u00eb m\u00eb pak rrug\u00eb t\u00eb nd\u00ebrtuara e t\u00eb p\u00ebrmir\u00ebsuara.<\/p>\n<p>Duke marr\u00eb n\u00eb konsiderat\u00eb dhe faktin q\u00eb kostot e tejfryra p\u00ebr nd\u00ebrtimin e nj\u00eb km rrug\u00eb, munges\u00ebn e konkurrenc\u00ebs e cila b\u00ebn q\u00eb tenderat t\u00eb fitohen me \u00e7mimin maksimal, rezultati \u00ebsht\u00eb q\u00eb do t\u00eb kemi akoma m\u00eb pak rrug\u00eb t\u00eb nd\u00ebrtuara, m\u00eb pak rrug\u00eb t\u00eb p\u00ebrmir\u00ebsuara, m\u00eb pak siguri t\u00eb shtuar n\u00eb rrug\u00eb.<\/p>\n<p>Pa dashur t\u00eb b\u00ebhem p\u00ebrs\u00ebrit\u00ebs, po risjell n\u00eb v\u00ebmendjen tuaj se p\u00ebr t\u00eb nj\u00ebjt\u00ebn rrug\u00eb; me t\u00eb nj\u00ebjta kushte terreni,t\u00eb nj\u00ebjtat vepra arti, me t\u00eb nj\u00ebjtat parametra rrugore,pra p\u00ebr t\u00eb nj\u00ebjt\u00ebn kategori rrugore,kostoja e 1 km rrug\u00eb, krahasuar me qeverin\u00eb Berisha \u00ebsht\u00eb kat\u00ebr deri pes\u00ebfishuar, pra p\u00ebr t\u00eb nj\u00ebjt\u00ebn sasi lek\u00ebsh t\u00eb investuara, sot p\u00ebrfitohet\u00a0 4-5 her\u00eb m\u00eb pak rrug\u00eb.<\/p>\n<p>Por si \u00ebsht\u00eb shp\u00ebrndarja e k\u00ebtij buxheti, ku shkojn\u00eb k\u00ebto lek\u00eb?<\/p>\n<p>Ato shkojn\u00eb n\u00eb projekte me kosto t\u00eb fryra, ku tenderat e tyre fitohen me 100% t\u00eb vler\u00ebs, n\u00eb projektet e PPP, n\u00eb rrug\u00ebt q\u00eb nuk p\u00ebrfundojn\u00eb kurr\u00eb.<\/p>\n<p>Gjat\u00eb k\u00ebtyre 11 viteve t\u00eb qeverisjes socialiste, nuk kemi asnj\u00eb projekt n\u00eb infrastruktur\u00eb t\u00eb filluar dhe t\u00eb p\u00ebrfunduar.<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Le t\u00eb marrin si shembull Rrug\u00ebn e Arbrit e cila \u00ebsht\u00eb b\u00ebr\u00eb sip\u00eblhura e Penelop\u00ebs. Nuk mbaron kurr\u00eb.<\/p>\n<p>Kjokontrat\u00eb ka patur nj\u00eb \u00e7mim rreth 267 milion\u00eb euro, i cili p\u00ebrfshinte p\u00ebrfundimin e k\u00ebsaj rruge me \u00e7el\u00ebsa n\u00eb dor\u00eb q\u00eb do t\u00eb thot\u00eb t\u00eb kolauduar dhe t\u00eb v\u00ebn\u00eb n\u00eb shfryt\u00ebzim.P\u00ebr \u00e7do vit i jan\u00eb shtuar fonde p\u00ebr punime t\u00eb cilat kan\u00eb qen\u00eb pjes\u00eb e kontrat\u00ebs. P\u00ebrfundimi i rrug\u00ebs \u00ebsht\u00eb shtyr\u00eb disa her\u00eb. Vlera totale e saj ka shkuar sot q\u00eb flasim n\u00eb 400 milion\u00eb euro dhe \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb p\u00ebrdorim n\u00ebp\u00ebrmjet nje by-pass-i, i cili \u00ebsht\u00eb jasht\u00eb \u00ebdo parametri p\u00ebr nj\u00eb rrug\u00eb t\u00eb nj\u00eb kategorie t\u00eb till\u00eb, i pamir\u00ebmbajtur dhe burimi vazhduesh\u00ebm aksidentesh. Pa folur p\u00ebr cil\u00ebsin\u00eb e tij, pasi \u00ebsht\u00eb rast unikal p\u00ebrmbytja e ur\u00ebs!!!!<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Me t\u00eb nj\u00ebjt\u00ebn metodologji abuzimi po funksionojn\u00eb edhe kontratat e tjera koncensionare, t\u00eb cilat vet\u00ebm emrin kan\u00eb t\u00eb till\u00eb pasi nuk financohen nga privati por nga taksapaguesit, p\u00ebr t\u00eb cilat duhet t\u00eb zhvilloheshin procedurat e hapura prokurimi, ku t\u00eb garantohej konkurenca, gj\u00eb q\u00eb do t\u00eb sillte kursim t\u00eb fondeve publike.<\/p>\n<p>Mos financimi n\u00eb kohe i projekteve dhe zvarritja e p\u00ebrfundimit t\u00eb tyre, jo vet\u00ebm q\u00eb rrit\u00eb koston e tyre, si rezultat i rritjes s\u00eb \u00ebmimeve n\u00eb vite dhe mbajtjes hapur t\u00eb kantiereve, por dhe humbjes se efektivitetitteinvestimit.<\/p>\n<p>Megjith\u00ebse pretendohet se po nd\u00ebrtohet nj\u00eb rrjet rrugor modern, ne ende sot kemi nj\u00eb rrjet rrugor t\u00eb segmentuar dhe t\u00eb pand\u00ebrlidhur, duke mos e leht\u00ebsuar transportin e udh\u00ebtar\u00ebve, sidomos gjat\u00eb sezonit turistik si dhe t\u00eb mallrave q\u00eb ndikojn\u00eb n\u00eb ekonomin\u00eb e vendit.<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Rruga e Kombit,ende pas 11 vjet\u00ebsh vazhdon t\u00eb mos lidhet me pjes\u00ebn tjet\u00ebr t\u00eb rrjetit rrugor, duke mbetur si nj\u00eb gryk\u00ebshishe. Kjo lidhje (e parashikuar q\u00eb n\u00eb projektin e fizibilitetit) duhet sjell\u00eb n\u00eb parametrat e segmentit Rr\u00ebshen-Kuk\u00ebs t\u00eb p\u00ebrfunduar gjat\u00eb qeverisjes Berisha.<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Rruga Tiran\u00eb-Durr\u00ebs \u00ebsht\u00eb kthyer n\u00eb nj\u00eb tmerr trafiku, duke qen\u00eb aksi kryesor q\u00eb nd\u00ebrlidh trafikunveri \u2013 jug dhe lindje \u2013 per\u00ebndim. Ka mbetur akoma n\u00eb parametrat e vitit 94, kur nisi projektimi dhe zbatimi i saj. Projekti i zgjerimit t\u00eb saj q\u00eb u ka kushtuar taksapaguesese 1.9 milion euro,fle n\u00eb sirtar\u00ebt e qeveris\u00eb prej 7 vitesh.<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Unaza e madhe e Tiran\u00ebs, (1 km i s\u00eb cil\u00ebs me k\u00ebt\u00eb qeveri kushton m\u00eb shum\u00eb se 20\u00a0 milion euro), \u00ebsht\u00eb ende e pap\u00ebrfunduar, pasi kjo qeveri ka nd\u00ebrtuar vete\u00ebm 10 nga 25 km t\u00eb k\u00ebsaj unaze. Ju kujtoj se 8 km jan\u00eb nd\u00ebrtuar gjat\u00eb qeveris\u00eb Berisha.<\/p>\n<p><strong>*TRANSPORTI HEKURUDHOR:*<\/strong><\/p>\n<p>Planifikim i k\u00ebtij viti ka m\u00eb pak se viti i shkuar, 6 milion\u00eb euro m\u00eb pak ose 11% m\u00eb pak.<\/p>\n<p>Linja hekurudhore Tiran\u00eb \u2013 Durr\u00ebs ka 3 vjet q\u00eb ka nisur dhe ende s\u2019ka p\u00ebrfunduar. Kujtojm\u00eb q\u00eb vet\u00ebm procesi i tenderimit t\u00eb saj ka zgjatur 5 vjet dhe nd\u00ebrtimi i saj duhet t\u00eb p\u00ebrfundonte n\u00eb 2023.<\/p>\n<p>Megjith\u00ebse \u00ebsht\u00eb transporti m\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr mallrat dhe udh\u00ebtar\u00ebt, ende sot ky nuk ekziston. \u00cbsht\u00eb e tep\u00ebrt t\u2019ju kujtoj se nuk ka asnj\u00eb vend t\u00eb zhvilluar pa transport hekurudhor, funksionimi i t\u00eb cilit b\u00ebn t\u00eb mundur zvog\u00eblimin e trafikut rrugor, uljen e kostove p\u00ebr transportin e mallrave dhe t\u00eb udh\u00ebtar\u00ebve.<\/p>\n<p><strong>*TRANSPORTI AJROR:*<\/strong><\/p>\n<p>P\u00ebrsa i p\u00ebrket transportit ajror, kemi nj\u00eb situat\u00eb kaotike. Megjith\u00ebse ka patur nj\u00eb plan p\u00ebr zhvillimin e transportit ajror, nuk \u00ebsht\u00eb marr\u00eb n\u00eb konsiderat\u00eb ky plan dhe studimet e ndryshme t\u00eb fizibilitetit.<\/p>\n<p>Sot jemi para faktit q\u00eb kemi mbingarkes\u00eb n\u00eb aeroport dhe duhen b\u00ebr\u00eb nd\u00ebrhyrje n\u00eb nj\u00eb koh\u00eb t\u00eb till\u00eb duke krijuar pengesa tek udh\u00ebtar\u00ebt, kur ato mund t\u00eb b\u00ebheshin n\u00eb koh\u00eb.<\/p>\n<p>Theksojm\u00eb q\u00eb n\u00eb Aeroportin e Kuk\u00ebsit u investua n\u00eb nj\u00eb koh\u00eb kur nuk kishte interes ekonomik, por p\u00ebr arsye elektorale. Sot ky aeroport nuk funksionon.<\/p>\n<p><strong>*TRANSPORTI DETAR*<\/strong><\/p>\n<p>N\u00eb fakt \u00ebsht\u00eb i vetmi z\u00eb i buxhetit t\u00eb sektorit t\u00eb Infrastruktur\u00ebs dhe Transporti i cili \u00ebsht\u00eb rritur nga viti i shkuar.<\/p>\n<p>Kjo rritje prej 86 milion\u00eb eurosh vet\u00ebm p\u00ebr k\u00ebt\u00eb vit (pasi vet\u00ebm p\u00ebr faz\u00ebn e par\u00eb, n\u00eb 3 vitet n\u00eb vazhdim do t\u00eb shpenzohen 400 milion\u00eb euro nga parat\u00eb e taksapaguesve), nuk i shkon p\u00ebrmir\u00ebsimit t\u00eb transportit detar dhe infrastruktur\u00ebs s\u00eb tij, por b\u00ebhet p\u00ebr zhvendosjen e porteve ekzistuese, pasi n\u00eb to do t\u00eb nd\u00ebrtohen vila, hotele e kazino private.<\/p>\n<p>Theksojm\u00eb k\u00ebtu q\u00eb p\u00ebrve\u00e7 se e mor\u00ebn n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebdrejt\u00eb Portin e Durr\u00ebsit, por dhe premtimi p\u00ebr Portin e ri ishte q\u00eb nuk do t\u00eb paguhej asnj\u00eb lek nga buxheti.<\/p>\n<p><strong>*FURNIZIMI ME UJ\u00cb DHE KANALIZIMET*<\/strong><\/p>\n<p>N\u00eb k\u00ebt\u00eb vit jan\u00eb parashikuar 115 milion\u00eb euro, 28 milion\u00eb euro m\u00eb pak nga viti parardh\u00ebs, ose 20 % m\u00eb pak.
