{"id":65750,"date":"2023-12-07T09:40:46","date_gmt":"2023-12-07T09:40:46","guid":{"rendered":"https:\/\/rdnews.al\/?p=65750"},"modified":"2023-12-07T09:40:46","modified_gmt":"2023-12-07T09:40:46","slug":"katastrofa-qe-e-shfaqi-pisa","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2023\/12\/07\/katastrofa-qe-e-shfaqi-pisa\/","title":{"rendered":"Katastrofa q\u00eb e shfaqi PISA"},"content":{"rendered":"<p><strong>Nga Lu\u00e7iano BO\u00c7I<\/strong><\/p>\n<p>Ka vite q\u00eb specialist\u00eb t\u00eb arsimit por dhe politika opozitare ka v\u00ebn\u00eb sirenat e alarmit p\u00ebr keqmenaxhimin dhe degradimin e sistemit ton\u00eb arsimor.<\/p>\n<p>Por duheshin rezultatet e testit PISA q\u00eb pisll\u00ebku arsimor i instaluar t\u00eb shp\u00ebrthente n\u00eb sip\u00ebrfaqe.<\/p>\n<p>Paaft\u00ebsia drejtuese, kaosi reformues, infrastruktura mjerane, kurrikulat e \u00e7orientuara, trajtimi diskriminues i m\u00ebsuesit, jan\u00eb disa nga faktor\u00ebt e k\u00ebsaj katastrofe arsimore.<\/p>\n<p>Pasojat e dukshme pas dhjet\u00eb vitesh jane shfaqur dhe e ardhmja pa nje nd\u00ebrhyrje cezariane dhe efikase duket akoma m\u00eb e err\u00ebt.<\/p>\n<p>Ministret e arsimit gjat\u00eb k\u00ebtyre viteve thjesht\u00eb kan\u00eb b\u00ebr\u00eb parad\u00ebn e fustaneve dhe permanenteve dhe ligj\u00ebrimet e reklamat mashtruese.<\/p>\n<p>Programi p\u00ebr Vler\u00ebsimin Nd\u00ebrkomb\u00ebtar t\u00eb Student\u00ebve (PISA) ofron njohuri jetike p\u00ebr cil\u00ebsin\u00eb e sistemeve arsimore n\u00eb mbar\u00eb bot\u00ebn. Shqip\u00ebria, si shum\u00eb vende t\u00eb tjera, merr pjes\u00eb n\u00eb PISA q\u00eb nga 2009, p\u00ebr t\u00eb vler\u00ebsuar performanc\u00ebn e nx\u00ebn\u00ebsve t\u00eb saj n\u00eb fushat kryesore l\u00ebndore. Fatkeq\u00ebsisht, Shqip\u00ebria ka njohur rezultate t\u00eb ul\u00ebta n\u00eb k\u00ebt\u00eb test, me nj\u00eb r\u00ebnie q\u00eb nuk krahasohet as me 2009, vit kur p\u00ebr her\u00eb t\u00eb par\u00eb nx\u00ebn\u00ebsit shqiptar\u00eb iu n\u00ebnshtruan k\u00ebtij testi.<\/p>\n<p>Nd\u00ebr shkaqet themelore t\u00eb rezultateve t\u00eb ul\u00ebta t\u00eb PISA-s mund t\u00eb rendisim:<\/p>\n<ol>\n<li>Politikat e reformat e d\u00ebshtuara gjat\u00eb k\u00ebtyre 10 viteve t\u00eb cilat kan\u00eb sjell\u00eb pasoja t\u00eb pariparueshme n\u00eb statusin e m\u00ebsuesit, shkoll\u00ebs dhe dijes.<\/li>\n<li>Investimet e pamjaftueshme n\u00eb arsim: Nj\u00eb nga arsyet kryesore p\u00ebr performanc\u00ebn e dob\u00ebt t\u00eb vendit ton\u00eb n\u00eb PISA \u00ebsht\u00eb mungesa historike e investimeve t\u00eb mjaftueshme n\u00eb arsim. Financimi i pamjaftuesh\u00ebm kufizon burimet n\u00eb dispozicion t\u00eb shkollave, duke p\u00ebrfshir\u00eb tekstet shkollore, teknologjin\u00eb dhe m\u00ebsuesit e mir\u00ebtrajnuar. Kjo munges\u00eb investimi ndikon negativisht n\u00eb p\u00ebrvojat e p\u00ebrgjithshme arsimore t\u00eb nx\u00ebn\u00ebsve dhe rrjedhimisht n\u00eb performanc\u00ebn e tyre n\u00eb testet nd\u00ebrkomb\u00ebtare si PISA.<\/li>\n<li>Cil\u00ebsia e m\u00ebsimdh\u00ebnies dhe t\u00eb nx\u00ebnit: Cil\u00ebsia e m\u00ebsimdh\u00ebnies dhe t\u00eb nx\u00ebnit n\u00eb shkollat \u200b\u200bshqiptare \u00ebsht\u00eb nj\u00eb tjet\u00ebr p\u00ebrcaktues i r\u00ebnd\u00ebsish\u00ebm i rezultateve t\u00eb ul\u00ebta t\u00eb PISA-s. Disa faktor\u00eb kontribuojn\u00eb n\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje, duke p\u00ebrfshir\u00eb trajnimin joadekuat t\u00eb m\u00ebsuesve, metodat e vjetruara t\u00eb m\u00ebsimdh\u00ebnies dhe munges\u00ebn e mb\u00ebshtetjes p\u00ebr zhvillimin profesional. Pa m\u00ebsues t\u00eb motivuar dhe t\u00eb p\u00ebrgatitur mir\u00eb, nx\u00ebn\u00ebsit kan\u00eb m\u00eb pak gjasa t\u00eb performojn\u00eb mir\u00eb n\u00eb testet e standardizuara.<\/li>\n<li>Kurrikula dhe sistemet e vler\u00ebsimit: Kurrikula dhe sistemet e vler\u00ebsimit n\u00eb nuk p\u00ebrputhen n\u00eb m\u00ebnyr\u00eb efektive me k\u00ebrkesat e PISA-s. P\u00ebrqendrimi n\u00eb t\u00eb m\u00ebsuarit p\u00ebrmend\u00ebsh dhe memorizimin dhe jo n\u00eb aft\u00ebsit\u00eb e t\u00eb menduarit kritik dhe zgjidhjes s\u00eb problemeve ka penguar aft\u00ebsin\u00eb e nx\u00ebn\u00ebsve p\u00ebr t\u00eb dal\u00eb mir\u00eb n\u00eb test. P\u00ebrve\u00e7 k\u00ebsaj, mungesa e theksit n\u00eb m\u00ebsimin nd\u00ebrdisiplinor dhe t\u00eb menduarit analitik ka kontribuar m\u00eb tej n\u00eb rezultatet e dob\u00ebta.<\/li>\n<\/ol>\n<p>K\u00ebto rezultate jan\u00eb me pasoja t\u00eb r\u00ebnda, disa prej t\u00eb cilave mund t\u00eb renditen:<\/p>\n<ol>\n<li>Mund\u00ebsit\u00eb e kufizuara arsimore: Rezultatet e ul\u00ebta t\u00eb PISA-s ndikojn\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb uljen e mund\u00ebsive arsimore t\u00eb disponueshme p\u00ebr nx\u00ebn\u00ebsit por dhe p\u00ebr student\u00ebt shqiptar\u00eb. Universitetet nd\u00ebrkomb\u00ebtare dhe programet e bursave shpesh marrin parasysh rezultatet e PISA-s kur zgjedhin student\u00ebt p\u00ebr pranim ose ndihm\u00eb financiare. Rezultatet e dob\u00ebta d\u00ebmtojn\u00eb student\u00ebt shqiptar\u00eb, duke kufizuar aksesin e tyre n\u00eb arsimin e lart\u00eb cil\u00ebsor n\u00eb nivel global.<\/li>\n<li>Implikimet ekonomike: Performanca arsimore e nj\u00eb vendi ndikon drejtp\u00ebrdrejt n\u00eb zhvillimin e tij socio-ekonomik. Rezultatet e ul\u00ebta t\u00eb PISA faktojn\u00eb se sistemi arsimor i Shqip\u00ebris\u00eb nuk i p\u00ebrgatit n\u00eb m\u00ebnyr\u00eb adekuate nx\u00ebn\u00ebsit e student\u00ebt p\u00ebr k\u00ebrkesat e fuqis\u00eb pun\u00ebtore globale. Kjo \u00e7\u00ebshtje krijon v\u00ebshtir\u00ebsi n\u00eb t\u00ebrheqjen e investimeve t\u00eb huaja dhe zhvillimin e fuqis\u00eb pun\u00ebtore konkurruese dhe t\u00eb ditur, duke penguar potencialisht rritjen dhe zhvillimin ekonomik t\u00eb vendit. 3. Ndikimi negativ n\u00eb zhvillimin social: Arsimi luan nj\u00eb rol vendimtar n\u00eb promovimin e kohezionit social dhe reduktimin e pabarazis\u00eb. Rezultatet e dob\u00ebta t\u00eb PISA-s tregojn\u00eb se sistemi arsimor i Shqip\u00ebris\u00eb nuk ofron mund\u00ebsi t\u00eb barabarta p\u00ebr t\u00eb gjith\u00eb nx\u00ebn\u00ebsit e student\u00ebt.<\/li>\n<\/ol>\n<p>Kjo situat\u00eb rrit m\u00eb tej pabarazit\u00eb socio-ekonomike, pasi nx\u00ebn\u00ebsit dhe student\u00ebt me prejardhje t\u00eb pafavorshme, shpesh margjinalizohen m\u00eb tej, p\u00ebr shkak t\u00eb burimeve dhe mb\u00ebshtetjes joadekuate arsimore.<\/p>\n<p>Si mund t\u00eb kap\u00ebrcehet kjo situat\u00eb?<\/p>\n<p>Identifikimi i fajtorit nuk mjafton. Shkat\u00ebrrimi i mbjell\u00eb e ka autorin e ky \u00ebsht\u00eb ky Kryeminist\u00ebr me k\u00ebt\u00eb qeverisje.<\/p>\n<p>Ndryshimi politik duket i domosdosh\u00ebm me q\u00ebllim q\u00eb t\u2019i hap\u00eb rrug\u00eb nd\u00ebrtimit dhe realizimit t\u00eb nj\u00eb strategjie p\u00ebr p\u00ebrmir\u00ebsim e aplikuar n\u00eb k\u00ebto drejtime:<\/p>\n<ol>\n<li>Rritjen e investimeve n\u00eb arsim.<\/li>\n<\/ol>\n<p>Shqip\u00ebria duhet t&#8217;i jap\u00eb p\u00ebrpar\u00ebsi dedikimit t\u00eb sa m\u00eb shum\u00eb financimeve p\u00ebr arsimin, duke u fokusuar n\u00eb p\u00ebrmir\u00ebsimin e infrastruktur\u00ebs, sigurimin e materialeve t\u00eb p\u00ebrdit\u00ebsuara arsimore dhe investimin n\u00eb programet e trajnimit dhe zhvillimit t\u00eb m\u00ebsuesve.<\/p>\n<ol start=\"2\">\n<li>Rritjen e cil\u00ebsis\u00eb s\u00eb m\u00ebsuesve:<\/li>\n<\/ol>\n<p>Krijimi i mund\u00ebsive p\u00ebr zhvillimin profesional t\u00eb m\u00ebsuesve, p\u00ebrmir\u00ebsimi i metodave t\u00eb m\u00ebsimdh\u00ebnies dhe sigurimi i kompensimit t\u00eb drejt\u00eb, jan\u00eb hapa thelb\u00ebsor\u00eb n\u00eb p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb arsimit n\u00eb Shqip\u00ebri.<\/p>\n<ol start=\"3\">\n<li>Reformat e kurrikul\u00ebs:<\/li>\n<\/ol>\n<p>Ne duhet t\u00eb konsiderojm\u00eb rishikimin e kurrikul\u00ebs dhe t\u00eb sistemeve t\u00eb vler\u00ebsimit, p\u00ebr t\u00eb theksuar mendimin kritik, zgjidhjen e problemeve dhe t\u00eb nx\u00ebnit nd\u00ebrdisiplinor.<br \/>\nKjo qasje do t\u00eb p\u00ebrafronte m\u00eb mir\u00eb praktikat arsimore me k\u00ebrkesat e PISA-s dhe do t\u00eb p\u00ebrmir\u00ebsonte performanc\u00ebn e p\u00ebrgjithshme t\u00eb nx\u00ebn\u00ebsve.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Lu\u00e7iano BO\u00c7I Ka vite q\u00eb specialist\u00eb t\u00eb arsimit por dhe politika opozitare ka v\u00ebn\u00eb sirenat e alarmit p\u00ebr keqmenaxhimin dhe degradimin e sistemit ton\u00eb arsimor.
