Projekti u cil\u00ebsua m\u00eb von\u00eb \u201cnj\u00eb vij\u00eb pa studim dhe me gabime teknike\u201d nga ekspert\u00ebt e Autoritetit Rrugor Shqiptar.<\/p>\n<p>Projekti ishte hartuar me buxhetin e shtetit, por pas nd\u00ebrprerjes s\u00eb punimeve dhe pamund\u00ebsis\u00eb financiare, p\u00ebr t\u00eb u mor kredia e par\u00eb n\u00eb vitit 2013 nga ish-ministri i financave t\u00eb asaj kohe Ridvan Bode.<\/p>\n<p>Huaja, e cila synonte t\u00eb p\u00ebrfundonte vepr\u00ebn infrastrukturore u mor nga banka Islamike p\u00ebr Zhvillim dhe Fondit Saudit p\u00ebr Zhvillim, nd\u00ebrsa kishte nj\u00eb vler\u00eb totale prej 125 milion dollar\u00ebsh.<\/p>\n<p>Me ardhjen n\u00eb pushtet t\u00eb Partis\u00eb Socialiste dhe Kryeministrit Rama, projekti u rishikua, duke shtuar k\u00ebsisoj kosto t\u00eb tjera financiare.<\/p>\n<p>\u201cAto pra, rrug\u00ebt e Saliut. Projekte t\u00eb gjitha p\u00ebr tu ripar\u00eb nga e para me hatara t\u00eb m\u00ebdha topografike, gjeologjike, inxhinierike\u2026Ky ndryshim projekti ka qen\u00eb i domosdosh\u00ebm, sepse po t\u00eb kishim vazhduar me projektin q\u00eb trash\u00ebguam do t\u00eb ishim n\u00eb nj\u00eb situat\u00eb edhe m\u00eb katastrofike me rrug\u00ebn Tiran\u00eb-Elbasan\u201d,-u shpreh Kryeministri Rama gjat\u00eb nj\u00eb inspektimi t\u00eb punimeve t\u00eb rrug\u00ebs n\u00eb vitin 2017.<\/p>\n<p>Punimet nis\u00ebn zyrtarisht n\u00eb vitin 2015. N\u00eb 2018-\u00ebn, ish-ministri i Infrastruktur\u00ebs dhe Energjis\u00eb, Damian Gjiknuri nd\u00ebrsa inspektonte punimet premtoi se kjo rrug\u00eb do t\u00eb ishte funksionale n\u00eb vitin 2019.<\/p>\n<p>\u201cKompanit\u00eb po b\u00ebjn\u00eb nj\u00eb pun\u00eb t\u00eb mir\u00eb dhe me zgjidhjet e problemeve t\u00eb mbetura t\u00eb projektit, besoj kjo rrug\u00eb do t\u00eb jet\u00eb funksionale n\u00eb vitin 2019 duke plot\u00ebsuar k\u00ebt\u00eb segment t\u00eb r\u00ebnd\u00ebsish\u00ebm duke afruar Kor\u00e7\u00ebn me Tiran\u00ebn\u201d,- u shpreh Damian Gjiknuri n\u00eb vitin 2018.<\/p>\n<p>Mir\u00ebpo, edhe pas p\u00ebrfundimit t\u00eb k\u00ebtij afati rruga nuk mbaroi.<\/p>\n<p>Gjat\u00eb fjal\u00ebs s\u00eb saj n\u00eb foltoren e Kuvendit, n\u00eb shtator t\u00eb vitit 2020 Ministrja e Infrastruktur\u00ebs dhe Energjis\u00eb, Belinda Balluku deklaroi se p\u00ebr t\u00eb p\u00ebrmbyllur punimet nevojiteshin edhe 105,8 milion\u00eb dollar\u00eb. Nga k\u00ebto para, 56,8 milion dollar\u00eb p\u00ebr lotin e par\u00eb dhe loti ne dyt\u00eb dhe 49 milion dollar\u00eb p\u00ebr lotin e tret\u00eb.<\/p>\n<p>Kjo nevoj\u00eb u materializua dy vite m\u00eb von\u00eb, n\u00eb 2022-in kur Qeveria shqiptare mori nj\u00eb tjet\u00ebr hua nga Fondi Saudit i Zhvillimit me vler\u00ebn 49 milion\u00eb dollar\u00eb p\u00ebr t\u00eb p\u00ebrfunduar lotin e tret\u00eb t\u00eb rrug\u00ebs. Lot ky, i cili nuk ishte parashikuar n\u00eb projektin fillestar.<\/p>\n<p>Sipas Autoritetit Rrugor Shqiptar (ARSH) kostoja fillestare p\u00ebr lotin e par\u00eb dhe t\u00eb dyt\u00eb ka qen\u00eb p\u00ebrkat\u00ebsisht 38 milion dollar\u00eb dhe 63,1 milion dollar\u00eb. Nd\u00ebrsa sot, loti i par\u00eb ka shkuar 70,7 milion dollar\u00eb dhe loti i dyt\u00eb 92,2 milion dollar\u00eb.<\/p>\n<p>Sa i takon financuesve, sipas ARSH, nga buxheti i shtetit drejtp\u00ebrdrejt u financuan vet\u00ebm 2.9 kilometra. Nd\u00ebrsa p\u00ebr lotin e par\u00eb dhe t\u00eb dyt\u00eb, p\u00ebrkat\u00ebsisht 30 kilometra, financues ka qene banka Islamike p\u00ebr Zhvillim. P\u00ebr lotin e tret\u00eb, 10 km financimi \u00ebsht\u00eb nga Fondi Saudit p\u00ebr Zhvillim.<\/p>\n<p>Edhe tre mandate t\u00eb qeverisjes socialiste nuk mjaftuan p\u00ebr t\u00eb p\u00ebrfunduar 43,4 km rrug\u00eb, me nj\u00eb kosto t\u00eb dyfishuar prej fillimit, duke shkuar n\u00eb mbi 250 milion dollar\u00eb.<\/p>\n<p>Segmenti Quk\u00ebs-Qaf\u00eb Pllo\u00e7\u00eb tanim\u00eb \u00ebsht\u00eb p\u00ebrfunduar n\u00eb 75% t\u00eb tij.
