Tri vitet e fundit ata kan\u00eb monitoruar n\u00eb m\u00ebnyr\u00eb t\u00eb pand\u00ebrprer\u00eb\u00a0cil\u00ebsin\u00eb e ajrit\u00a0n\u00eb Tiran\u00eb, duke u shtrir\u00eb m\u00eb pas edhe n\u00eb qytetet e Elbasanit, Durr\u00ebsit, dhe Shkodr\u00ebs n\u00ebp\u00ebrmjet 1.200 pikave t\u00eb ndryshme monitorimi.<\/p>\n<p>Rodion Gjoka, ekspert mjedisi dhe pjes\u00ebtar i projektit t\u00eb financuar nga BE q\u00eb n\u00eb zanafill\u00ebn e tij, thot\u00eb se tashm\u00eb e gjith\u00eb Tirana \u00ebsht\u00eb e ndotur. \u201c\u00c7do kryq\u00ebzim i madh brenda dy apo tre unazave kryesore t\u00eb Tiran\u00ebs \u00ebsht\u00eb nj\u00eb \u2018hotspot\u2019 p\u00ebr sa i takon gjenerimit t\u00eb ndotjes q\u00eb vjen nga automjetet. Zona m\u00eb pak t\u00eb ndotura n\u00eb qytet jan\u00eb zonat ku kan\u00eb zgjedhur t\u00eb jetojn\u00eb pushtetar\u00ebt, pra \u2018Rolling Hill\u2019s dhe fshatrat q\u00eb ndodhen n\u00eb periferi t\u00eb Tiran\u00ebs. Gjith\u00eb pjesa tjet\u00ebr q\u00eb jeton n\u00eb Tiran\u00eb, dhe nga vet\u00eb fakti i karakteristikave topografike q\u00eb ka Tirana, e cila ndodhet n\u00eb nj\u00eb fush\u00eb grope, b\u00ebn q\u00eb ndotja t\u00eb akumulohet dhe t\u00eb q\u00ebndroj\u00eb p\u00ebr nj\u00eb periudh\u00eb t\u00eb zgjatur\u201d.<\/p>\n<p><strong style=\"font-style: inherit;\">Ndjesh\u00ebm mbi normat e lejuara t\u00eb BE-s\u00eb dhe OBSH-s\u00eb<\/strong><\/p>\n<p>N\u00eb gjetjet e b\u00ebra k\u00ebto vite n\u00eb Tiran\u00eb, Rodioni dhe ekipi i tij listojn\u00eb si problematike dioksidin e azotit (NO2) q\u00eb emetohet nga djegia e karburanteve dhe PM2.5, grimc\u00eb e ngurt\u00eb me diamet\u00ebr 2.5 mikron\u00eb q\u00eb gjenerohet kryesisht nga sektori i nd\u00ebrtimit dhe djegia e karburantit, q\u00eb jan\u00eb ndjesh\u00ebm mbi normat e lejuara t\u00eb BE-s\u00eb dhe OBSH-s\u00eb.<\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">\u201cBurimi kryesor i\u00a0ndotjes s\u00eb ajrit jan\u00eb burimet difuze q\u00eb p\u00ebrgjith\u00ebsisht vijn\u00eb nga marmitat e makinave q\u00eb l\u00ebvizin n\u00ebp\u00ebr Tiran\u00eb. N\u00eb Tiran\u00eb l\u00ebvizin mbi 200.000 makina n\u00eb dit\u00eb, pjesa m\u00eb e madhe e t\u00eb cilave, dhe pse ky raport ka ndryshuar vitet e fundit, jan\u00eb motor\u00eb t\u00eb cil\u00ebt jan\u00eb t\u00eb vjet\u00ebruar, pra jan\u00eb Euro3, Euro4, ka dhe Euro 5, Euro6 por shumica jan\u00eb motor\u00eb t\u00eb vjet\u00ebruar t\u00eb cil\u00ebt nuk b\u00ebjn\u00eb djegien deri n\u00eb fund t\u00eb karburanteve. Pastaj \u00ebsht\u00eb edhe cil\u00ebsia e karburanteve. Kjo \u00ebsht\u00eb nj\u00eb an\u00eb, dhe ana tjet\u00ebr q\u00eb n\u00eb nj\u00eb m\u00ebnyr\u00eb apo n\u00eb nj\u00eb tjet\u00ebr \u00ebsht\u00eb difuze \u00ebsht\u00eb edhe ky boom-i i madh i nd\u00ebrtimeve n\u00eb Tiran\u00eb, i cili ndikon tek pjes\u00ebzat ose grimcat e ngurta q\u00eb q\u00ebndrojn\u00eb pezull n\u00eb aj\u00ebr, q\u00eb jan\u00eb PM2.5 dhe PM10.<\/span><\/p>\n<p>K\u00ebto jan\u00eb p\u00ebrgjith\u00ebsisht materiale inerte, pluhurat, r\u00ebr\u00ebrat, \u00e7do gj\u00eb q\u00eb ka t\u00eb b\u00ebj\u00eb me sektorin e nd\u00ebrtimit i cili tashm\u00eb \u00ebsht\u00eb difuz p\u00ebr fat t\u00eb keq sepse nuk kemi nj\u00eb zon\u00eb t\u00eb caktuar ku nd\u00ebrtohet n\u00eb Tiran\u00eb por nd\u00ebrtohet gjithandej\u201d \u2013 thot\u00eb Olsi Nika, ekspert mjedisi nga shoqata Eco Albania.<\/p>\n<p><strong style=\"font-style: inherit;\">PM2.5, grimca q\u00eb t\u00eb gjith\u00eb e shmangin<\/strong><\/p>\n<p>Element\u00ebt ndot\u00ebs q\u00eb maten nga Agjencia Komb\u00ebtare e Mjedisit jan\u00eb PM2.5, PM10, grimca me diamet\u00ebr 10 mikron\u00eb q\u00eb shkaktohet nga industria e nd\u00ebrtimit, depot e pleh\u00ebrave, djegia e mbeturinave, dioksidi i squfurit, (SO2), i cili emetohet nga djegia e karburanteve fosile dhe shkrirja e mineraleve, dioksidi i azotit, monoksidi i karbonit (C0) q\u00eb emetohet nga djegia jo e plot\u00eb e karburanteve dhe benzeni, q\u00eb emetohet nga djegia e qymyrit dhe naft\u00ebs si dhe motor\u00ebt e vjet\u00ebruar t\u00eb makinave.<\/p>\n<p>Agjencia Komb\u00ebtare e Mjedisit, institucioni kryesor p\u00ebr monitorimin e mjedisit dhe t\u00eb cil\u00ebsis\u00eb s\u00eb ajrit, i pranon vlerat e larta t\u00eb ndotjes n\u00eb Tiran\u00eb, por e shmang p\u00ebrmendjen e grimc\u00ebs PM2.5, m\u00eb t\u00eb rrezikshmes q\u00eb gjendet n\u00eb aj\u00ebr, sipas ekspert\u00ebve. Udh\u00ebzimet e OBSH-s\u00eb thon\u00eb se p\u00ebrqendrimet mesatare vjetore t\u00eb PM2.5 nuk duhet t\u00eb kalojn\u00eb 5 mikrogram\u00eb p\u00ebr met\u00ebr kub (\u00b5g\/m 3), por q\u00eb n\u00eb realitetin e Tiran\u00ebs, shpeshher\u00eb kalojn\u00eb edhe 10-fishin e norm\u00ebs s\u00eb lejuar.<\/p>\n<p>\u201cRezulton q\u00eb n\u00eb Tiran\u00eb jemi mbi normat e Bashkimit Europian p\u00ebr PM10 dhe p\u00ebr NO2, q\u00eb \u00ebsht\u00eb dioksidi i azotit. Jan\u00eb t\u00eb dy parametra q\u00eb si burim kryesor t\u00eb ndotjes kan\u00eb nd\u00ebrtimet edhe trafikun rrugor, nd\u00ebrsa n\u00eb Elbasan kemi vet\u00ebm tejkalim t\u00eb PM10. PM10 \u00ebsht\u00eb diku n\u00eb vler\u00ebn 10% mbi norm\u00ebn e Bashkimit Europian. P\u00ebrsa i p\u00ebrket dioksidit t\u00eb azotit \u00ebsht\u00eb n\u00eb vlera t\u00eb larta por \u00ebsht\u00eb brenda norm\u00ebs s\u00eb lejuar. E shohim q\u00eb kemi prani t\u00eb NO2 n\u00eb matjet tona por \u00ebsht\u00eb brenda norm\u00ebs s\u00eb lejuar\u201d, thot\u00eb Vanela Gjeci, Shefe sektori n\u00eb Agjencin\u00eb Komb\u00ebtare t\u00eb Mjedisit.<\/p>\n<p><strong style=\"font-style: inherit;\">Elbasan: Problematik niveli i plumbit dhe i metaleve t\u00eb tjer\u00eb t\u00eb r\u00ebnd\u00eb<\/strong><\/p>\n<p>Nikolla Civici ka drejtuar p\u00ebr shum\u00eb vite Insitutin e Fizik\u00ebs B\u00ebrthamore t\u00eb Zbatuar n\u00eb Universitetin e Tiran\u00ebs. N\u00eb periudh\u00ebn 2014-2018, ky institucion ka monitoruar rregullisht cil\u00ebsin\u00eb e ajrit n\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb. \u201cParametrat q\u00eb ne analizonim ishin PM10, PM2.5, niveli i plumbit dhe metaleve t\u00eb tjer\u00eb t\u00eb r\u00ebnd\u00eb. P\u00ebrgjith\u00ebsisht situata gjat\u00eb k\u00ebtyre viteve ka qen\u00eb problematike me plumbin n\u00eb Elbasan. Kryesisht ishin emetimet e Uzin\u00ebs Metalurgjike atje, q\u00eb kur frynin er\u00ebrat n\u00eb nj\u00eb drejtim t\u00eb caktuar, e \u00e7onin gjith\u00eb tymin n\u00eb qytetin e Elbasanit. Nd\u00ebrsa p\u00ebr Tiran\u00ebn, problematik ka qen\u00eb PM2.5. PM2.5 pothuajse gjithmon\u00eb, n\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb dit\u00ebve t\u00eb vitit, ka qen\u00eb mbi nivelet e lejuara.<\/p>\n<p>Grimcat e PM10-\u00ebs kryesisht jan\u00eb grimca t\u00eb m\u00ebdha t\u00eb cilat frenohen n\u00eb pjes\u00ebn e sip\u00ebrme t\u00eb frym\u00ebmarrjes dhe nuk kan\u00eb ndonj\u00eb rrezikshm\u00ebri aq t\u00eb lart\u00eb sa\u00e7 jan\u00eb grimcat me dimension 2.5 sepse ato dep\u00ebrtojn\u00eb n\u00eb mushk\u00ebri k\u00ebshtu q\u00eb jan\u00eb t\u00eb m\u00eb t\u00eb rrezikshmet. Zakonisht p\u00ebr k\u00ebto vendosen limite t\u00eb rrepta t\u00eb cilat ekzistojn\u00eb edhe n\u00eb legjislacionin ton\u00eb. Ulja e tyre \u00ebsht\u00eb shum\u00eb e v\u00ebshtir\u00eb qoft\u00eb nga emetuesit, qoft\u00eb nga burime t\u00eb tjera nga t\u00eb cilat ato vijn\u00eb\u201d \u2013 thot\u00eb Prof.Dr. Civici.<\/p>\n<p><strong style=\"font-style: inherit;\">Sistem ekonomik i nd\u00ebrtuar mbi ndotjen<\/strong><\/p>\n<p>P\u00ebr Ervin Gocin, pedagog dhe nj\u00eb nd\u00ebr z\u00ebrat m\u00eb t\u00eb fort\u00eb t\u00eb shoq\u00ebris\u00eb civile, sidomos kund\u00ebr betonizimit t\u00eb Tiran\u00ebs, autoriteteve nuk u leverdis t\u00eb pranojn\u00eb shifrat p\u00ebrtej \u00e7do norme. \u201cPo t\u00eb pranosh realitetin do t\u2019u thuash njer\u00ebzve:\u00a0Ju k\u00ebrc\u00ebnoheni nga vdekja.\u00a0Dhe kjo \u00ebsht\u00eb jo vet\u00ebm nj\u00eb p\u00ebrgjegj\u00ebsi e institucioneve q\u00eb me plot goj\u00ebn e quaj kriminale, sepse t\u00eb luash me sh\u00ebndetin e qytetar\u00ebve \u00ebsht\u00eb kriminale dhe jam 1000% i sigurt se ata e din\u00eb k\u00ebt\u00eb gj\u00eb. Problemi m\u00eb i madh nuk \u00ebsht\u00eb se Tirana \u00ebsht\u00eb e ndotur tani. Problemi m\u00eb i madh p\u00ebr mua \u00ebsht\u00eb q\u00eb k\u00ebtu \u00ebsht\u00eb vendosur nj\u00eb sistem ekonomik i cili \u00ebsht\u00eb i nd\u00ebrtuar mbi ndotjen. Ne po e paguajm\u00eb me mushk\u00ebrit\u00eb tona. Pse? Sepse q\u00eb n\u00eb momentin q\u00eb ti thua q\u00eb un\u00eb 60% t\u00eb taksave t\u00eb qytetit do t\u2019i nxjerr nga nd\u00ebrtimi u thua qytetar\u00ebve q\u00eb \u201cp\u00ebrgatituni, b\u00ebhuni gati ,sepse k\u00ebtu do t\u00eb derdhen mij\u00ebra kub beton\u201d. Dhe mij\u00ebra kub beton ne e dim\u00eb shum\u00eb q\u00eb \u00ebsht\u00eb ndotje\u201d.<\/p>\n<p>N\u00eb Zvic\u00ebr, Kompania IQAir, nj\u00eb nd\u00ebr m\u00eb seriozet n\u00eb bot\u00eb p\u00ebr matjen e cil\u00ebsis\u00eb s\u00eb ajrit, monitoron situat\u00ebn n\u00eb mbi 140 shtete t\u00eb bot\u00ebs. Drejtuesi i saj, Frank Hammes, thot\u00eb se nga gjasht\u00eb ndot\u00ebsit kryesor\u00eb q\u00eb masin qeverit\u00eb, PM2.5 \u00ebsht\u00eb ai m\u00eb i rrezikshmi, i cili gjendet dhe n\u00eb Ballkan. \u201cT\u00eb dh\u00ebnat q\u00eb kemi nga Shqip\u00ebria p\u00ebr momentin jan\u00eb t\u00eb dh\u00ebna satelitore dhe k\u00ebto t\u00eb dh\u00ebna nuk jan\u00eb t\u00eb besueshme p\u00ebrsa i p\u00ebrket koh\u00ebs dhe sakt\u00ebsis\u00eb, krahasuar me t\u00eb dh\u00ebnat q\u00eb merren nga stacionet. N\u00eb m\u00ebnyr\u00eb q\u00eb ne t\u00eb kuptojm\u00eb se \u00e7far\u00eb po ndodh na nevojiten t\u00eb dh\u00ebna nga stacionet, por fatkeq\u00ebsisht p\u00ebr momentin nuk i kemi n\u00eb k\u00ebto qytete, Tiran\u00eb dhe Elbasan. Ne nuk i p\u00ebrfshijm\u00eb t\u00eb dh\u00ebnat satelitore. I japim n\u00eb koh\u00eb reale si t\u00eb dh\u00ebna por nuk i p\u00ebrfshijm\u00eb n\u00eb raportin vjetor p\u00ebr cil\u00ebsin\u00eb e ajrit, sepse nuk jan\u00eb t\u00eb besueshme.\u201d<\/p>\n<p><strong style=\"font-style: inherit;\">Institucionet e b\u00ebjn\u00eb veshin shurdh<\/strong><\/p>\n<p>Ne iu drejtuam p\u00ebr intervist\u00eb zyr\u00ebs s\u00eb shtypit n\u00eb Bashkin\u00eb Tiran\u00eb, n\u00eb lidhje me k\u00ebt\u00eb tem\u00eb. Nuk mor\u00ebm asnj\u00ebher\u00eb p\u00ebrgjigje. Refuzim mor\u00ebm edhe nga Instituti i Sh\u00ebndetit Publik. Ky institucion, q\u00eb ka p\u00ebrgjegj\u00ebsin\u00eb e monitorimit t\u00eb sh\u00ebndetit t\u00eb popullat\u00ebs, pranoi zyrtarisht se \u201cgjat\u00eb k\u00ebsaj periudhe nuk jan\u00eb zhvilluar studime t\u00eb detajuara\u201d, pa p\u00ebrcaktuar koh\u00ebzgjatjen e periudh\u00ebs.<\/p>\n<p>Nj\u00eb tjet\u00ebr problematik\u00eb e krijuar me matjen e cil\u00ebsis\u00eb s\u00eb ajrit n\u00eb Shqip\u00ebri, gjat\u00eb viteve t\u00eb fundit ka qen\u00eb edhe mang\u00ebsia n\u00eb monitorim dhe informacion. Agjencia Europiane e Mjedisit, agjenci e Bashkimit Europian q\u00eb ofron informacion t\u00eb pavarur mbi mjedisin, thot\u00eb se: \u201cFatkeq\u00ebsisht Shqip\u00ebria nuk ka raportuar t\u00eb dh\u00ebna mbi cil\u00ebsin\u00eb e ajrit q\u00eb nga viti 2019, kur na jan\u00eb raportuar matje vet\u00ebm nga nj\u00eb stacion monitorimi i PM2.5. P\u00ebr ndot\u00ebsit e tjer\u00eb t\u00eb ajrit ne nuk disponojm\u00eb t\u00eb dh\u00ebna, t\u00eb pakt\u00ebn q\u00eb nga viti 2017\u201d. Agjencia Komb\u00ebtare e Mjedisit pranon q\u00eb matjet kan\u00eb qen\u00eb t\u00eb pjesshme, por vet\u00ebm p\u00ebr vitet 2019-2022.<\/p>\n<p><strong style=\"font-style: inherit;\">Viktimat e ajrit t\u00eb ndotur<\/strong><\/p>\n<p>Sipas Agjencis\u00eb Europiane t\u00eb Mjedisit, \u201cShqip\u00ebria ka shkall\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb vdekjeve n\u00eb rajon, p\u00ebr 100 mij\u00eb banor\u00eb, si pasoj\u00eb e ekspozimit ndaj ozonit\u201d, q\u00eb krijohet nga kombinimi i gazrave t\u00eb d\u00ebmsh\u00ebm q\u00eb emetojn\u00eb automjetet nga mosdjegia e plot\u00eb e karburantit apo cil\u00ebsia e dob\u00ebt e tij, n\u00eb dit\u00ebt me temperatura shum\u00eb t\u00eb larta. Sipas t\u00eb dh\u00ebnave t\u00eb t\u00eb nj\u00ebjtit institucion, n\u00eb periudh\u00ebn 2017-2021 n\u00eb Shqip\u00ebri kan\u00eb humbur jet\u00ebn 5.410 vet\u00eb, si pasoj\u00eb e ekspozimit afatgjat\u00eb ndaj PM2.5 e dioksidit t\u00eb azotit dhe ekspozimit afatshkurt\u00ebr ndaj ozonit.<\/p>\n<p>Mjeku pneumolog Ardian Jorgji, thekson se ajri, toka dhe uji i ndotur shkaktojn\u00eb shum\u00eb \u00e7rregullime, duke nisur nga s\u00ebmundjet e l\u00ebkur\u00ebs, \u00e7rregullimet nervore, s\u00ebmundjet e aparatit respirator q\u00eb nga fenomenet alergjike, astma, bronkitet, s\u00ebmundjet kronike t\u00eb mushk\u00ebris\u00eb, deri dhe kanceri, s\u00ebmundjet kardiovaskulare, s\u00ebmundjet hepatike, ato renale, diabetike, endokrinologjike dhe t\u00eb rrug\u00ebve urinare.<\/p>\n<p>Kur b\u00ebn krahasimin e rasteve nd\u00ebr vite, mjeku Jorgji v\u00ebren shtim t\u00eb tyre n\u00eb pun\u00ebn e tij t\u00eb p\u00ebrditshme. \u201cTendenca \u00ebsht\u00eb n\u00eb rritje. Jo vet\u00ebm numri, por po shikoj gjithnj\u00eb e m\u00eb tep\u00ebr mosha t\u00eb reja t\u00eb ndikuara nga k\u00ebto ndryshime. Po jap nj\u00eb faktor t\u00eb thjesht\u00eb. T\u00eb t\u00ebr\u00eb jemi d\u00ebshmitar\u00eb, t\u00eb pakt\u00ebn vizual\u00eb, t\u00eb shtimit t\u00eb sasis\u00eb s\u00eb polenit n\u00eb qytet. Nga ana shkencore, \u00ebsht\u00eb provuar q\u00eb ka nj\u00eb paraleliz\u00ebm p\u00ebr sa i p\u00ebrket shtimit t\u00eb dioksidit t\u00eb karbonit dhe shtimit t\u00eb polenit n\u00eb aj\u00ebr. Fenomenet alergjike jan\u00eb shtuara n\u00eb mas\u00eb.
