Enver Byty\u00e7i<\/strong><\/p>\n<p>Edukimi dhe arsimimi jan\u00eb detyra dhe p\u00ebrgjegj\u00ebsia m\u00eb e madhe e nj\u00eb shteti serioz, me vizion dhe q\u00eb punon p\u00ebr t\u00eb ardhmen e vendit e t\u00eb kombit t\u00eb tij. Pik\u00ebrisht p\u00ebr t\u00eb realizuar k\u00ebt\u00eb mision na vjen n\u00eb ndihm\u00eb nj\u00eb lib\u00ebr jo vet\u00ebm interesant, por me shum\u00eb vlera metodike, konceptuale, sistemore, p\u00ebrgjith\u00ebsuese e praktike i profesor Bardhyl Musait. Esht\u00eb fjala p\u00ebr monografin\u00eb \u201cArsimi n\u00eb demokracin\u00eb e brisht\u00eb\u201d! Kjo monografi nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb punim p\u00ebrshkrues, me t\u00eb cilin n\u00eb marrim njohuri si si ka rrjedh\u00eb zhvillimi i arsimit n\u00eb Shqip\u00ebri pas r\u00ebnies s\u00eb perdes s\u00eb hekurt dhe Murit t\u00eb Berilinit. Ky lib\u00ebr \u00ebsht\u00eb nj\u00eb udh\u00ebzues metodik jo vet\u00ebm p\u00ebr ata q\u00eb punojn\u00eb n\u00eb fush\u00ebn e edukimit dhe t\u00eb arsimit. Por edhe p\u00ebr administrat\u00ebn publike dhe vet\u00eb politik\u00ebn shqiptare.<\/p>\n<p>\u201cArsimi n\u00eb demokracin\u00eb e brisht\u00eb\u201d merr vler\u00eb t\u00eb jasht\u00ebzakonshme, sepse n\u00eb k\u00ebt\u00eb monografi pedagogjike jo vet\u00ebm p\u00ebr m\u00ebsuesit, por edhe p\u00ebr politik\u00ebn dhe administrator\u00ebt e shtetit, gjejm\u00eb k\u00ebshilla dhe mendime racionale e logjike lidhur me kalimin nga metodat e sistemit totalitar t\u00eb arsimimit, te metodat e reja n\u00eb kushtet e nj\u00eb rendi demokratik e t\u00eb hapur t\u00eb zhvillimit t\u00eb edukimit. Autori ka trajtuar n\u00eb m\u00ebnyr\u00eb origjinale, shumic\u00ebn d\u00ebrmuese t\u00eb problemeve t\u00eb koh\u00ebs, duke nisur me p\u00ebrgatitjen e m\u00ebsuesve dhe vijuar m\u00eb tej me \u00e7\u00ebshtje t\u00eb tjera si zhvillimi e praktikat profesioanle, sistemin e mentor\u00ebve, t\u00eb menduarit kritik n\u00eb m\u00ebsimdh\u00ebnie, kurrikulumin shkollor, kompetencat m\u00ebsidh\u00ebn\u00ebse e analizat e t\u00eb nx\u00ebnit, menaxhimin e situat\u00ebs me tekstet shkollore etj. Vend t\u00eb ve\u00e7ant\u00eb ze matura shtet\u00ebrore, ligji p\u00ebr arsimin e lart\u00eb, akreditimi n\u00eb k\u00ebt\u00eb nivel arsimimi dhe menaxhimi e administrimi i \u00e7\u00ebshtjeve arsimore.<\/p>\n<p>Nga tematikat e m\u00ebsip\u00ebrme sekush sheh q\u00eb kemi t\u00eb b\u00ebjm\u00eb me arsimin n\u00eb p\u00ebrgjith\u00ebsi dhe menaxhimin e administrimin e tij n\u00eb kushtet e nj\u00eb rendi t\u00eb ri demokratik. Libri pasqyron dinamikat e zhvillimit t\u00eb arsmit shqiptar pas r\u00ebnies s\u00eb diktatur\u00ebs komuniste, evidenton arritjet e p\u00ebrvojat pozitive, reflekton ndaj gabimeve dhe nxitimeve n\u00eb vendimmarrje n\u00eb k\u00ebt\u00eb fush\u00eb dhe para s\u00eb gjithash rekomandon q\u00eb s\u00ebmundja e p\u00ebrmbysjeve kur pushteti nd\u00ebrrohet t\u00eb mos aplikohet s\u00eb paku n\u00eb arsim. Nga pik\u00ebpamja strukturore monografia e profesor Musait \u201cArsimi n\u00eb demokracin\u00eb e brisht\u00eb\u201d p\u00ebrmbledh gjithsej 12 tema, shumic\u00ebn prej t\u00eb cilave e p\u00ebrmend\u00ebm m\u00eb lart. K\u00ebsisoj duket se \u00ebsht\u00eb nj\u00eb punim shkencor jo vet\u00ebm logjik e racional, por edhe me nj\u00eb tematik\u00eb kronologjie t\u00eb pasur.<\/p>\n<p>Karakteristika e k\u00ebsaj monografie tejet cil\u00ebsore dhe me r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr arsimin shqiptar lidhet me nj\u00eb lloj g\u00ebrshetimi t\u00eb dijeve teorike, dhe p\u00ebrvoj\u00ebs praktike t\u00eb autorit, p\u00ebr t\u00eb cilin lexuesi leht\u00ebsisht m\u00ebson se ka kontribute t\u00eb ve\u00e7anta n\u00eb k\u00ebt\u00eb sistem, deri rektor i Universitetit t\u00eb Elbasan dhe k\u00ebshilltar p\u00ebr arsimin i kryeministrit t\u00eb Shqip\u00ebris\u00eb. Autori ka krijuar gjithashtu nj\u00eb eksperienc\u00eb t\u00eb nd\u00ebrthurur n\u00eb bashk\u00ebveprim me aktor\u00eb dhe faktor\u00eb europian\u00eb e amerikan\u00eb, me t\u00eb cil\u00ebt ndan n\u00eb k\u00ebt\u00eb lib\u00ebr p\u00ebrvoja interesante, k\u00ebshilla, m\u00ebsime e reflektime t\u00eb \u00e7muara.<\/p>\n<p>Dhe jo vet\u00ebm kaq! Profesor Bardhyl Musai n\u00eb monografin\u00eb e tij na shfaqet autentik, jo konformist, me nj\u00eb diapazon dhe mendim krejt t\u00eb pavarur. Ai na m\u00ebson se si nj\u00eb autoritet shkencor do t\u00eb duhet t\u00eb jet\u00eb jokonformist e t\u00eb mos pajtohet me status-quo-n\u00eb. Kjo duket q\u00eb n\u00eb kapitullin e par\u00eb t\u00eb librit, ku shpreh mospajtimin e tij p\u00ebr t\u00eb aplikuar nj\u00eb sistem arsimor t\u00eb modelit totalitar. P.sh., ai kund\u00ebrshton iden\u00eb e nj\u00eb sistemi arsimor q\u00eb p\u00ebrgatit m\u00ebsues n\u00eb dy nivele, at\u00eb t\u00eb shkoll\u00ebs s\u00eb mesme dhe universitar. Ai k\u00ebmb\u00ebngul me \u00e7do kusht nd\u00ebrtimin e nj\u00eb niveli n\u00eb p\u00ebrgatitjen e m\u00ebsuesve, t\u00eb modelit universitar p\u00ebr t\u00eb gjitha ciklet e arsimimit.<\/p>\n<p>Idet\u00eb dhe refleksionet e prof. dr. Bardhyl Musait shfaqen p\u00ebr ndryshim q\u00eb n\u00eb vitet e para t\u00eb vendosjes s\u00eb sistemit demokratik n\u00eb Shqip\u00ebri, kur \u00ebsht\u00eb fjala p\u00ebr ristrukkturimin e modelit t\u00eb p\u00ebrgatitjes s\u00eb m\u00ebsuesve. Por duket se rekomandimet e tij nuk vrasin sa duhet veshin e shoq\u00ebris\u00eb e t\u00eb institucioneve shtet\u00ebrore t\u00eb koh\u00ebs p\u00ebr shkak t\u00eb ndikimeve t\u00eb s\u00eb shkuar\u00ebs. Ptrandaj ai e zhvillon m\u00eb tej iden\u00eb e rolit t\u00eb arsimit n\u00eb shoq\u00ebrin\u00eb demokratike, kur p\u00ebrcakton shprehit\u00eb baz\u00eb t\u00eb shoq\u00ebris\u00eb s\u00eb dijes. Nd\u00ebr to ve\u00e7ojm\u00eb motivimin p\u00ebr t\u00eb m\u00ebsuar p\u00ebrtej arsimit baz\u00eb, t\u00eb nx\u00ebnit e dijeve n\u00eb m\u00ebnyr\u00eb t\u00eb pavarur, aft\u00ebsin\u00eb p\u00ebr t\u00eb p\u00ebrpunuar informacionin dhe shpreht\u00eb digjitale, aft\u00ebsit\u00eb p\u00ebr t\u00eb qen\u00eb krijues n\u00eb zgjidhjen e problemeve, n\u00eb sip\u00ebrmarrje, n\u00eb komunikim etj.<\/p>\n<p>Prof. dr. Bardhyl Musai na kujton p\u00ebrmes k\u00ebtij libri se \u00ebsht\u00eb nd\u00ebrmjet\u00ebsuesi i lidhjes s\u00eb zhvillimit t\u00eb arsimit shqiptar sipas modelit t\u00eb Bolonj\u00ebs. Sistemi i Bolonj\u00ebs \u00ebsh\u00eb modeli europian i zhvillimit t\u00eb arsimit, sidomos atij t\u00eb lart\u00eb. Autori e trajton k\u00ebt\u00eb lidhje si nj\u00eb domosdoshm\u00ebri p\u00ebr reform\u00ebn arsimore n\u00eb t\u00ebr\u00ebsi dhe pjes\u00ebn e p\u00ebrgatitjes s\u00eb m\u00ebsuesve n\u00eb ve\u00e7anti. P\u00ebr profesor Musain p\u00ebrgatitja e m\u00ebsuesve dhe edukimi i tyre nuk \u00ebsht\u00eb thjesht shpenzim fondesh dhe energjish. P\u00ebrkundrazi \u00ebsht\u00eb investim me p\u00ebrfitime t\u00eb m\u00ebdha p\u00ebr nj\u00eb arsim cil\u00ebsor dhe p\u00ebr nj\u00eb t\u00eb ardhme t\u00eb sigurt t\u00eb vendit.<\/p>\n<p>Nuk besoj se dikush tjet\u00ebr n\u00eb sistemin ton\u00eb akademik e ka trajtuar k\u00ebt\u00eb tem\u00eb me kaq p\u00ebrgjegj\u00ebsi, kaq p\u00ebrmbledhtas dhe me kaq shum\u00eb njohuri t\u00eb thella. Monografia \u201cArsimi n\u00eb demokracin\u00eb e brisht\u00eb\u201d na ofron dije e kultur\u00eb, eksperienc\u00eb dhe rekomandime ideore, pedagogjike, strukturore, p\u00ebr programe e kurrikula shum\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr politikat arsimore e zhvillimore. E gjith\u00eb struktura e k\u00ebsaj monografie \u00ebsht\u00eb nd\u00ebrtuar sipas nj\u00eb koncepti bashk\u00ebkohor t\u00eb t\u00eb menduarit kritik, si nj\u00eb shprehi e domosdoshme q\u00eb mund\u00ebson t\u00eb p\u00ebrballojm\u00eb sfidat e shekullit t\u00eb 21-t\u00eb, shkruan autori.<\/p>\n<p>T\u00eb m\u00ebsuarit dhe vler\u00ebsimi kritik i dijeve, sipas profesor Musait, zhvillon mendimin e pavarur dhe fillon me pyetje q\u00eb k\u00ebrkojn\u00eb p\u00ebrgjigje. Nd\u00ebrkoh\u00eb kjo m\u00ebnyr\u00eb e p\u00ebrceptimit dhe realizimit t\u00eb t\u00eb nx\u00ebnit kritik i b\u00ebn njer\u00ebzit fleksib\u00ebl, i largon ata nga koncepti i t\u00eb m\u00ebsuarit n\u00eb m\u00ebnyr\u00eb dogmatike, me p\u00ebrkufizime standarde dhe b\u00ebn q\u00eb m\u00ebsuesit, nx\u00ebn\u00ebsit e student\u00ebt t\u00eb vendosin n\u00eb baz\u00ebn e diskutimit, debatit dhe dijes logjik\u00ebn dhe racionalitetin.<\/p>\n<p>Libri \u00ebsht\u00eb nj\u00eb udh\u00ebrr\u00ebfyes, doracak pedagogjik dhe metodik i p\u00ebrsosur. Ai p\u00ebrmban frym\u00ebn e p\u00ebrgjegj\u00ebsis\u00eb p\u00ebr strukturat e shtetit dhe instancat arsimore p\u00ebr zhvillimin e arsimit, sidomos n\u00eb fush\u00ebn e p\u00ebrgatitjes cil\u00ebsore t\u00eb m\u00ebsuesve. N\u00eb k\u00ebt\u00eb kuptim autori e sheh shum\u00eb t\u00eb r\u00ebnd\u00ebsishme k\u00ebt\u00eb aspekt p\u00ebr t\u00eb arritur rezultatet e nevojshme n\u00eb vler\u00ebsimin nd\u00ebrkomb\u00ebtar t\u00eb nivelit t\u00eb dijeve dhe t\u00eb arsimit n\u00eb Shqip\u00ebri. Ky vler\u00ebsim sintetizohet te sistemi \u201cPISA\u201d, p\u00ebrmes t\u00eb cilit realizohen sondazhet dhe b\u00ebhet rankimi i nx\u00ebnies s\u00eb dijeve n\u00eb vendet e ndryshme t\u00eb Europ\u00ebs e t\u00eb globit. Ky lloj barometri p\u00ebr sistemin arsimor dhe aft\u00ebsit\u00eb e nx\u00ebn\u00ebsve p\u00ebr t\u00eb lexuar, shkruar dhe p\u00ebrvet\u00ebsuar dijet \u00ebsht\u00eb sistemi kryesor krahasues i sistemimit t\u00eb t\u00eb dh\u00ebnave p\u00ebr sukses ose mos-sukses n\u00eb fush\u00ebn e arsimit.<\/p>\n<p>Monografia e prof. dr.
