Mb\u00ebshtetur n\u00eb k\u00ebto p\u00ebrfundime dhe oponenc\u00ebn e Institutit t\u00eb Nd\u00ebrtimit , ekspert\u00ebt kan\u00eb dal\u00eb n\u00eb konkluzionin se pallati duhet t\u00eb demolohet.\u201d\u00a0<\/strong>thuhet n\u00eb letr\u00ebn d\u00ebrguar banor\u00ebve nga Drejtori i P\u00ebrgjithsh\u00ebm i Objekteve n\u00eb Bashk\u00ebpron\u00ebsi, Kostandin Budurushi.<\/p>\n<p>Askush nuk dinte asgj\u00eb! Banor\u00ebt tregojn\u00eb se kishin d\u00ebgjuar p\u00ebr nj\u00eb vendim t\u00eb K\u00ebshillit Bashkiak p\u00ebr shembje, por n\u00eb asnj\u00eb rast nuk b\u00ebnin lidhjen me pron\u00ebn e tyre. Arsyeja \u00ebsht\u00eb e thjesht\u00eb: adresa q\u00eb vendimi i K\u00ebshillit Bashkiak referon p\u00ebr nisjen e procesit t\u00eb demolimit \u00ebsht\u00eb e ndryshme nga ajo q\u00eb kan\u00eb banor\u00ebt.<\/p>\n<p>Jet\u00eb e mot, q\u00eb prej vitit 1978 kur kjo godin\u00eb \u00ebsht\u00eb nd\u00ebrtuar adresa ka q\u00ebn\u00eb \u201cRruga Ferit Xhajko, pallati 63\/3\u201d, por letra e njoftimit drejtuar 55 familejeve, tregon nj\u00eb num\u00ebr tjet\u00ebr pallati: 39\/43 (plani q\u00eb tregon nr e pallatit)<\/p>\n<p>Banor\u00ebt thon\u00eb se \u00a0me vendodhjen 63\/3 u shkojn\u00eb faturat e dritave dhe ujit, ku kjo e fundit, nd\u00ebrmarrja e Uj\u00ebsjell\u00ebs -Kanalizimeve Tiran\u00eb \u00ebsht\u00eb nj\u00eb kompani n\u00eb pron\u00ebsi t\u00eb bashkis\u00eb. Nuk kemi ditur asgj\u00eb as kur u morr vendimi i K\u00ebshillit Bashkiak se do t\u00eb prishet pallati jon\u00eb.\u201d\u00a0<\/strong>sqaron Velo.<\/p>\n<p>P\u00ebr ta i gjith\u00eb q\u00ebllimi ka q\u00ebn\u00eb kryerja me shpejt\u00ebsi dhe n\u00eb fsheht\u00ebsi e procedurave, p\u00ebr t\u00eb eleminuar p\u00ebrpjekjet q\u00eb do t\u00eb b\u00ebnin si n\u00eb gjykat\u00eb dhe n\u00eb insititucione p\u00ebr t\u00eb kontestuar vendimin e prishjes.<\/p>\n<p>Askush nuk i ka konsultuar p\u00ebr k\u00ebt\u00eb vendim q\u00eb ka miratuar K\u00ebshilli Bashkiak dhe askush nuk u jep p\u00ebrgjigje.<\/p>\n<p><strong style=\"font-style: inherit;\">\u201cMerrni masa thot\u00eb vendimi dhe do ju lajm\u00ebrojm\u00eb 24 or\u00eb p\u00ebrpara q\u00eb t\u00eb dilni.\u00a0Pyet\u00ebm me avokatin ton\u00eb te minibashkia por nuk na thot\u00eb asgj\u00eb, as p\u00ebr bonus as se ku do t\u00eb na \u00e7ojn\u00eb pas prishjes<\/strong>.\u201d tregon Gertian Velo.<\/p>\n<p>Sipas konstatimeve t\u00eb kryera nga kompania q\u00eb \u00ebsht\u00eb kontraktuar nga bashkia p\u00ebr t\u00eb b\u00ebr\u00eb vler\u00ebsimin dhe verifikimin e d\u00ebmeve t\u00eb ndodhura n\u00eb nd\u00ebrtesat e d\u00ebmtuara nga t\u00ebrmeti i vitit 2019, \u201cInfrakonsult\u201d shpk, \u00ebsht\u00eb arritur n\u00eb p\u00ebrfundimin se pallati duhet t\u00eb prishet dhe nd\u00ebrtohet nga e para.<\/p>\n<p>Ky raport ekspertize i ka shkuar p\u00ebr miratim dhe oponenc\u00eb teknike Institutit t\u00eb Nd\u00ebrtimit, i cili ka k\u00ebrkuar thellime nga ana e firm\u00ebs \u201cInfrakonsult\u201d p\u00ebr t\u00eb dal\u00eb n\u00eb k\u00ebt\u00eb konkluzion.<\/p>\n<p>Pas verifikimeve shtes\u00eb, Instituti i Nd\u00ebrtimit \u00ebsht\u00eb shprehur dakord p\u00ebr prishjen, por duke i l\u00ebn\u00eb p\u00ebrgjegj\u00ebsin\u00eb ekspertiz\u00ebs s\u00eb firm\u00ebs private \u201cInfraskonsult\u201d.<\/p>\n<p><strong style=\"font-style: inherit;\">\u201cNga analiza e projektit t\u00eb rishikuar dhe akt-ekspertiz\u00ebs s\u00eb rishikuar, si dhe vler\u00ebs s\u00eb punimeve t\u00eb rikonstruksionit, rekomandojm\u00eb q\u00eb objekti t\u00eb prishet dhe nd\u00ebrtohet nga e para. M\u00ebnyra e p\u00ebrforcimit, projekti i p\u00ebrforcimit, sakt\u00ebsia e matjeve dhe llogaritjeve si dhe preventivi i hartuar p\u00ebr k\u00ebt\u00eb projekt, mbetet p\u00ebrgjegj\u00ebsi e autoriteteve p\u00ebrkat\u00ebse.\u201d\u00a0<\/strong>thuhet n\u00eb n\u00eb vendimin e Instituti t\u00eb Nd\u00ebrtimit.<\/p>\n<p>Banor\u00ebt nga ana e tyre kan\u00eb kontraktuar vet\u00eb nj\u00eb ekspert p\u00ebr t\u00eb kryer aktin e verifikimit t\u00eb gjendjes fizike t\u00eb nd\u00ebrtimit. Ekspertiza ka dal\u00eb n\u00eb konkluzionin se ajo q\u00eb konstaton firma \u201cInfrakonsult\u201d shpk se pallati rrezikon shembjen dhe jet\u00ebn e banor\u00ebve nga shtesat e b\u00ebra, lidhet me godin\u00ebn e tret\u00eb, p\u00ebr t\u00eb cil\u00ebn nuk rekomandohet prishja.<\/p>\n<p><strong style=\"font-style: inherit;\">\u201cNd\u00ebrhyrjet e shumta me shtesa dhe hapjet n\u00eb muret e nd\u00ebrtes\u00ebs e kan\u00eb c\u00ebnuar struktur\u00ebn mbajt\u00ebse t\u00eb objektit.\u201d\u00a0<\/strong>thuhet n\u00eb ekspertiz\u00ebn e kompanis\u00eb \u201cINFRAKONSULT\u201d sh.p.k.<\/p>\n<p><strong style=\"font-style: inherit;\">\u201cPo t\u00eb shkosh te shkalla q\u00eb ka shtesa m\u00eb shum\u00eb nuk ka vendim p\u00ebr prishje, nd\u00ebrsa ne kemi vet\u00ebm nj\u00eb tend\u00eb dhe struktur\u00eb metalike.\u201d\u00a0<\/strong>shprehet Velo.<\/p>\n<p>Vet\u00eb familjet q\u00eb jetojn\u00eb n\u00eb dy pallatet 5 kat\u00ebshe thon\u00eb se pas t\u00ebrmetit vet\u00ebm 3 familje kan\u00eb patur d\u00ebmtime t\u00eb vogla, p\u00ebr t\u00eb cilat jan\u00eb trajtuar me ndihm\u00eb t\u00eb nivelit DS1, shkalla m\u00eb e ul\u00ebt e d\u00ebmit q\u00eb konsiderohet nga autoritetet nga niveli 1 deri n\u00eb 5.<\/p>\n<p>\u201c<strong style=\"font-style: inherit;\">Si qenka b\u00ebr\u00eb tani pallati p\u00ebr t\u2019u shembur? N\u00eb inspektimin n\u00eb terren nga ana jon\u00eb kryesisht d\u00ebmtimet n\u00eb \u00e7arje e plasaritje t\u00eb vogla n\u00eb suva.\u201d\u00a0<\/strong>konstatohet n\u00eb ekspertiz\u00ebn e kontraktuar nga banor\u00ebt.<\/p>\n<p>Por cilat jan\u00eb planet dhe interesat q\u00eb operator\u00eb privat\u00eb kan\u00eb n\u00eb k\u00ebt\u00eb zon\u00eb? Kush po p\u00ebrpiqet t\u00eb marr\u00eb apartamentet e vogla me sip\u00ebrfaqe 30 dhe maksimumi 55 metra katror\u00eb? Nga ajo q\u00eb banor\u00ebt kan\u00eb par\u00eb \u00ebsht\u00eb nj\u00eb investitor i cili \u00ebsht\u00eb par\u00eb t\u00eb vizitoj\u00eb pallatin me nj\u00eb grup inxhinier\u00ebsh, por ata nuk jan\u00eb t\u00eb sigurt\u00eb n\u00ebse \u00ebsht\u00eb ai apo dikush tjet\u00ebr q\u00eb ka v\u00ebn\u00eb n\u00eb l\u00ebvizje t\u00eb gjith\u00eb zinxhirin drejtues t\u00eb bashkis\u00eb p\u00ebr t\u00eb marr\u00eb vendimin e prishjes s\u00eb nd\u00ebrtes\u00ebs.<\/p>\n<p>\u201c<strong style=\"font-style: inherit;\">Banor\u00ebt duhet t\u2019i drejtohen gjykat\u00ebs. Gjykata sipas procedur\u00ebs duhet t\u00eb p\u00ebrcaktoj\u00eb ekspert t\u00eb q\u00eb t\u00eb b\u00ebj\u00eb vler\u00ebsimin dhe t\u00eb dyja pal\u00ebt duhet t\u00eb \u00e7ojn\u00eb n\u00eb proces ekspertiz\u00ebn e tyre. Gjykata p\u00ebr nj\u00eb gjykim t\u00eb drejt\u00eb duhet t\u00eb caktoj\u00eb nj\u00eb ekspertiz\u00eb t\u00eb re. Me \u00e7\u00ebshtjet e tilla q\u00eb jan\u00eb kontestuar n\u00eb gjykat\u00eb kemi par\u00eb q\u00eb gjykata \u00ebsht\u00eb shprehur n\u00eb an\u00ebn e banor\u00ebve dhe nuk ka pranuar ekspertizat private e kontraktuara nga nj\u00ebsit\u00eb vendore, por dhe ato t\u00eb Institutit t\u00eb Nd\u00ebrtimit jan\u00eb rr\u00ebzuar n\u00eb disa raste. \u00cbsht\u00eb shum\u00eb mir\u00eb q\u00eb kan\u00eb marr\u00eb ekspertiz\u00eb private k\u00ebta banor\u00eb, nd\u00ebrsa ka shum\u00eb t\u00eb tjer\u00eb q\u00eb nuk kan\u00eb mund\u00ebsi t\u00eb marrin<\/strong>.\u201d sqaron Serjani.<\/p>\n<p>Kronos ka arritur t\u00eb siguroj\u00eb t\u00eb gjith\u00eb dokumentacionin e pronave q\u00eb jan\u00eb t\u00eb regjistruara p\u00ebrreth k\u00ebsaj zone, ku p\u00ebrve\u00e7 banor\u00ebve t\u00eb pallateve q\u00eb kan\u00eb \u00e7ertefikatat e pron\u00ebsis\u00eb, rezultojn\u00eb 3 biznese q\u00eb kan\u00eb bler\u00eb tok\u00eb p\u00ebrreth. T\u00eb par\u00ebt jan\u00eb zot\u00ebruesit e kompanis\u00eb Instituti Profesional ATC, por dhe pse interesi p\u00ebr blerjen e tok\u00ebs mund t\u00eb jet\u00eb nd\u00ebrtimi, q\u00eb t\u2019i hapet rrug\u00eb k\u00ebtij projekti duhet q\u00eb p\u00ebr nga pozicionimi i parcel\u00ebs s\u00eb tyre t\u00eb prishet pallati me shtesa, p\u00ebr t\u00eb cilin nuk ka vendim p\u00ebr demolim.<\/p>\n<p><strong style=\"font-style: inherit;\">\u201cN\u00eb Shqip\u00ebri jan\u00eb 80 mij\u00eb familje t\u00eb pastreha, dhe ka nj\u00eb kontradikt\u00eb t\u00eb madhe k\u00ebtu, n\u00eb vend q\u00eb t\u00eb akomdohen t\u00eb pastreht\u00ebt, nxirren ata q\u00eb jan\u00eb n\u00eb banesa t\u00eb pastreh\u00eb. Zaimaj rezulton pronar i firm\u00ebs s\u00eb nd\u00ebrtimit AEK Z INVESTIMENT kompani e themeluar n\u00eb n\u00ebntor t\u00eb vitit 2022, por q\u00eb nuk ka t\u00eb dh\u00ebna mbi aktivitetin e saj.<\/p>\n<p>Sip\u00ebrmarr\u00ebsi tjet\u00ebr q\u00eb rezulton t\u00eb ket\u00eb prona p\u00ebrreth pallateve q\u00eb do t\u00eb prishen \u00ebsht\u00eb Roland Hysa. T\u00eb dy k\u00ebto projekte rezultojn\u00eb t\u00eb shpallura n\u00eb Planin Tirana 2030, t\u00eb vitit 2017, koh\u00eb p\u00ebrpara se t\u00eb ndodhte t\u00ebrmeti i vitit 2019. Drejtimin e saj q\u00eb nga fillimi dhe p\u00ebr 3 vite n\u00eb vazhdim e ka patur Redi Molla, ish-drejtori i Uj\u00ebsjell\u00ebsit t\u00eb Tiran\u00ebs i arrestuar nga SPAK p\u00ebr korrupsion si pronar faktik i firm\u00ebs \u201c5 D Konstruksion\u201d. Drejtues i Inspektoritatit Vendor t\u00eb Mbrojtjes s\u00eb Territorit n\u00eb Bashkin\u00eb Tiran\u00eb ishte Mariglen Qato, gjithashtu\u00a0 me an\u00eb t\u00eb s\u00eb cil\u00ebs fitonte tendera publik\u00eb, gjithashtu i arrestuar si pronar faktik n\u00eb afer\u00ebn e kompanis\u00eb \u201c5D\u201d. Qato ishte p\u00ebrgjegj\u00ebsi p\u00ebr prishjen e objekteve n\u00eb t\u00eb gjith\u00eb territorin e bashkis\u00eb e Tiran\u00ebs.<\/p>\n<p>Kronos ka zbuluar se veprimet e dyshes Qato dhe Molla n\u00eb konflikt interesi me detyr\u00ebn nuk lidhen vet\u00ebm me tenderat q\u00eb renditen n\u00eb k\u00ebrkes\u00ebn e SPAK p\u00ebr vendosjen e mas\u00ebs s\u00eb siguris\u00eb ndaj tyre, por p\u00ebrfshirja \u00ebsht\u00eb direkte n\u00eb procesin e rind\u00ebrtimit.<\/p>\n<p>Gjat\u00eb koh\u00ebs kur emri i firm\u00ebs \u201c5D\u201d ishte \u201cVas Konstruksion\u201d, bashkia e Tiran\u00ebs i ka dh\u00ebn\u00eb dy kontrata me vler\u00eb 630 mij\u00eb euro p\u00ebr prishjen dhe largimin e mbetjeve p\u00ebr 22 pallate mes t\u00eb cil\u00ebve nd\u00ebrtesa e prishur n\u00eb rrug\u00ebn Myslym Keta dhe dy godina n\u00eb rrug\u00ebn Ferit Xhajko af\u00ebr lagjes \u20185 Maji\u2019. Banor\u00ebt thon\u00eb se mjetet dhe punonj\u00ebsit q\u00eb kan\u00eb prishur k\u00ebto nd\u00ebrtesa ishin t\u00eb shtetit, duke hedhur dyshime se kompania e ka p\u00ebrfituar t\u00eb gjith\u00eb shum\u00ebn e kontrat\u00ebs si fitim.<\/p>\n<p>Nj\u00eb pjes\u00eb e mir\u00eb e firmave me t\u00eb cilat ka bashk\u00ebpunuar n\u00eb tendera kompania \u201c5 D\u201d edhe gjat\u00eb koh\u00ebs kur ka mbajtur emrin Vas Konstruksion, jan\u00eb t\u00eb nj\u00ebjtat q\u00eb kan\u00eb fituar kontratat p\u00ebr nd\u00ebrtimin n\u00eb lagjen \u201c5 Maji\u201d, kan\u00eb b\u00ebr\u00eb akt-ekspertizat e pallateve t\u00eb d\u00ebmtuara nga t\u00ebrmeti, apo kan\u00eb q\u00ebn\u00eb n\u00eb bashkim operator\u00ebsh me t\u00eb n\u00eb procesin e demolimit.<\/p>\n<p>T\u00eb gjith\u00eb kontribuesit e procesit t\u00eb shembjes se banesave, si n\u00eb demolim dhe n\u00eb akt-ekspertiz\u00eb jan\u00eb shp\u00ebrblyer me leje nd\u00ebrtimi. K\u00ebshtu pronari i gjysm\u00ebs s\u00eb aksioneve t\u00eb kompanis\u00eb Infrakonsult sh.p.k q\u00eb ka b\u00ebr\u00eb ekspertiz\u00ebn p\u00ebr t\u00eb rekomanduar prishjen e pallatit n\u00eb rrug\u00ebn Ferit Xhajko, Redi Struga, ka themeluar n\u00eb vitin 2021 firm\u00ebn Smart Construction Invest ku n\u00eb bashk\u00ebpunim me firm\u00eb Progeen. K\u00ebto firma jan\u00eb pajisur me leje nga K\u00ebshilli Komb\u00ebtar i Territorit p\u00ebr t\u00eb nd\u00ebrtuar dy kulla me sip\u00ebrfaqe totale 101 mij\u00eb metra katror\u00eb dhe gjat\u00ebsi 44 e 41 kate n\u00eb Bulevardin e Ri t\u00eb kryeqytetit. Ironikisht projekti i Bulevardit t\u00eb Ri bashkohet n\u00eb pik\u00ebn fundore me at\u00eb t\u00eb zon\u00ebs 5 Maji, ku shtrihet plani Tirana Riverside.<\/p>\n<p>\u201cJan\u00eb prishur banesa dhe nuk u jan\u00eb dh\u00ebn\u00eb aq metra katror\u00eb sa kan\u00eb patur n\u00eb proces legalizimi, si\u00e7 thot\u00eb vet\u00eb VKM-ja dhe kan\u00eb patur dhe biznese dhe nuk ia kan\u00eb quajtur hap\u00ebsir\u00eb biznesi. Po ashtu nuk kan\u00eb patur dhe as afat kur do t\u00eb hyjn\u00eb n\u00eb sht\u00ebpit\u00eb e reja.\u201d thot\u00eb avokati Serjani.<\/p>\n<p>Projekti i lagjes s\u00eb re \u201c5 maji\u201d do t\u00eb kushtoj\u00eb 75 milion euro, para q\u00eb financohen direkt nga buxheti i shtetit.
